Much has been written about program budgeting and its relevance to improved efficiency and effectiveness. However, there is little discussion about the relationship between the use of program budgeting and accountability. While, organisations using program budgeting focus on the issues of performance, the accountability of management to an elected body, such as a local council has been given little attention. In this article three questions are posed: (1) Is the performance information available to enable councillors to form a judgment about management's performance?; (2) Is management involved in determining issues of policy, such as objectives, programs and performance measurement?; and (3) Are councillors confronted by a greater volume of budgetary documentation but with no increase in time to consider it? The results show that program budgeting does not always enhance accountability in local government.  相似文献

There is no doubt that partisanship is a powerful influence on democratic political behavior. But there is also a lively debate on its nature and origins: Is it largely instrumental in nature and shaped by party performance and issues stances? Or is it basically a long-standing expressive identity reinforced by motivated reasoning and strong emotions? We assess the nature of partisanship in the European context, examining the measurement properties and predictive validity of a multi-item partisan identity scale included in national surveys conducted in the Netherlands, Sweden, and the U.K. Using a latent variable model, we show that an eight-item partisan identity scale provides greater information about partisan intensity than a standard single-item and has the same measurement properties across the three countries. In addition, the identity scale better predicts in-party voting and political participation than a measure of ideological intensity (based on both left–right self-placement and agreement with the party on key issues), providing support for an expressive approach to partisanship in several European democracies.  相似文献

This article addresses the challenges of justifying restrictions on migration given a rejection of nationalism as a defensible mode of political integration. Specifically, it focuses on constitutional patriotism, which is proposed as a means of making robust democratic practice possible in diverse contexts. Given that constitutional patriotism represents a commitment to universal principles as a source of attachment rather than the binding sentiment of nationalism, can we continue to rely on nationally defined and controlled migration practices? This article argues that, appropriately understood, constitutional patriotism implies a commitment to much freer movement of individuals across political boundaries than theorists have previously acknowledged. Applying such an approach, however, provokes some challenges to the sustainability of shared rule informed by principles rather than identity. This seeming paradox may mean that constitutional patriotism is more difficult to implement, and highlights practical challenges surrounding the liberalisation of border controls that are pertinent to theorists concerned with post-national citizenship more broadly conceived.  相似文献

Both Australians and New Zealanders claim the Pavlova (a large meringue cake, covered in cream and fruit) as their national dish. The historical record does not settle its birthplace. On the contrary, published recipes reveal the complex process of social invention through the swapping of practical experience across both countries. The illusion of a singular creation can be explained by distinguishing a second, associated level of social construction. This applies to the more ideal processes through which cooks and eaters attached a name, meanings and myths, producing a widely-held concept that was deceptively distinct. The Pavlova evolved along with other social constructs, notably femininity and nationalism, which became ironic in tone. Typically consisting of a set of instructions (“take 1/2 lb sugar”) and an often figurative title (“Pavlova”), recipes are valuable historical sources for mapping the social invention of material items and the social construction of ideas about them.  相似文献

TheirWordscores approach, by automating text-coding procedures, representsan advance in content analysis that will potentially have alarge long-term impact on research across the discipline. Toallow substantive interpretation, the scores produced by theWordscores procedure require transformation. In this note, weaddress several shortcomings in the transformation procedureintroduced in the original program. We demonstrate that theoriginal transformation distorts the metric on which contentscores are placed—hindering the ability of scholars tomake meaningful comparisons across texts—and that it isvery sensitive to the texts that are scored—opening upthe possibility that researchers may generate, inadvertentlyor not, results that depend on the texts they choose to includein their analyses. We propose a transformation procedure thatsolves these problems. If Chinese foreign policy is to continue enjoying legitimacy, one must not allow globalization to overwhelm, penetrate, or obscure the boundary of the Chinese state. However, if the contemporary goal of Chinese foreign policy is to globalize, the process of integrating unavoidably questions the very foundation of Chinese foreign policy. By reinterpreting and psychologizing China's foreign policy, this paper tackles the discursive strategy, pertaining to nationalism, to make China's entry into globalization emotionally more manageable and less felt as a loss of identity. While there is worry that Chinese nationalism, if mismanaged, may lead to confrontation with the United States, nationalism today is no longer the same nationalism as before. Most importantly, the commercialization of nationalism and the bifurcation of its meanings have granted some agency to individual Chinese to interpret and practice nationalism as each sees proper. This citizen agency exists in various forms with those in the countryside ready to answer the call by the government and those in the cities acting more spontaneously. These individuals can together, without them necessarily planning collectively, bring out interpretations and practices that are difficult to anticipate beforehand.  相似文献

Scotland seems to be a counter-example to general theories of the relationship between language and national identity or nationalism. These theories point to three components in the ideology of language and nation—that being able to speak the national language is necessary for full national membership, that the national language is a core part of the nation's culture, and that the future of national political autonomy and the future of the national language are connected with each other. In Scotland, it has appeared that language is not central to national membership or culture, and language campaigning has not been central to the political campaigns for autonomy. The article presents new evidence, from the 2012 Scottish Social Attitudes Survey, which questions these beliefs about the relationship between language and national identity or nationalism in Scotland.  相似文献

Approximately 100,000 foreign advisors work in the public sectors of Sub-Saharan African countries at an annual cost of more than $4 billion. The numbers, range of services, and costs of such advisors increased during the 1980s while at the same time donors launched new efforts to build professional capacity in the African civil service. Based on a study of advisors and their counterpart economists in Kenya's Ministry of Planning and National Development, this article addresses three important questions: what are the functions carried out by advisors in the development ministries?; why is it so difficult to retain skilled professionals in the civil service?; and how does the provision of advisors affect the retention of skilled government officers?  相似文献

ABSTRACT

Critics and defenders of liberal nationalism often debate whether the nation-state is able to accommodate cultural and political pluralism, as it necessarily aspires for congruence between state and nation. In this article, I argue that both sides of the debate have neglected a second homogenising assumption of nationalism. Even if it is possible for the nation-building state to accommodate multiple political and cultural communities, it is not obvious that is possible or desirable for it to accommodate individuals belonging to more than one nation. With the rise of international migration, and the growing number of multinational individuals, this flaw is a serious one. I advance an internal critique of liberal nationalism to demonstrate that, from within its own logic, this theory must either reject multiple national identities, or accommodate them at the cost of the normative justifications of nationalism it provides. By analysing David Miller’s influential analysis of national identity in divided societies, I demonstrate how this framework is unable to support an accepting attitude towards multiple national identities.  相似文献

Improving irrigation systems in Asian countries has been a high priority for the allocation of international aid. Substantial funds have been allocated to adopt the “best practices” of hiring external water engineers to construct modern systems to replace those that farmers built. These expensive investments have infrequently led to long-term improvement in the operation of irrigation systems in Asia. In this article, we examine the process and impact of an innovative irrigation assistance project that was initially undertaken in Nepal in the mid-1980s. We analyze data obtained over three time periods related to changes in system structure and performance over time. We trace the unfolding patterns of improved engineering infrastructure across time depending on the way it interacts with other factors to affect long-term irrigation performance. We examine some of the key variables that are likely to affect the diverse and complex patterns of change. We also undertake analysis of the configural impact of core variables using Qualitative Comparative Analysis (QCA). We find that the initial and later investments in system infrastructure are only one factor that helps to generate short-term improvement. Unless farmers encourage local entrepreneurs and organize themselves, create their own rules or use sanctions, and augment their rules through collective action, infrastructure investment alone is not sufficient to achieve sustainable higher performance.  相似文献

The concept of ‘nationalisation’ is vigorously discussed in the literature and three dimensions have been proposed. A first dimension considers the extent to which a party's vote in territorial units varies across time and this is labeled ‘dynamic nationalisation’. ‘Distributional nationalisation’ focuses on the degree to which there is an equal distribution of party votes across territorial units. Finally, ‘party‐linkage nationalisation’ concerns the extent to which candidates link together under common party labels. In addition to a conceptual debate there has been a simultaneous debate on the measurement of the various forms of nationalisation. This article contributes to both debates and argues that most of the literature on nationalisation suffers from a methodological nationalism bias – that is, the tendency of many scholars to choose the statewide level and national election as the natural unit of analysis. This claim is supported by a conceptual and empirical analysis regarding the effects of decentralisation on nationalisation. The conceptual analysis shows that the non‐robust findings of many studies concerning the effects of decentralisation on nationalisation can be related to the methodological nationalism bias. An effect of decentralisation is found once nationalisation is conceptualised with regard to its multilevel dimension and the measurements of nationalisation are differentiated according to parties, regions and type of elections (national or regional). An empirical analysis on the nationalisation of party systems, parties and regions in 18 countries for national and regional elections held between 1945 and 2009 shows that regional authority has a significant and robust effect on regions and regional elections but not on parties, party systems and national vote shares.  相似文献

In Serbia, culture is never far removed from politics. When writing about the relationship between politics and folklore, the Serbian ethnologist Ivan * olovi ' commented that Serbian politics is saturated with folklore and that, from the late 1980s, every political leader, without exception, every political programme and every political battle made reference to folkloric texts that resorted to a raft of traditional clichés. The main vehicle for carrying the imagery, values and antagonisms of these mythical tales has been the pesma , which may be translated as either 'poem' or 'song' since the words in Serbian are interchangeable. Indeed, the traditional song has long been embedded in Serbian cultural identity, and has been inspiring Serbian nationalism since the nineteenth century. In the 1990s the stimulation of nationalism by popular and traditional Serbian songs involved a process of ethnification--a cult of the folkloric--in which popular music contributed to the estrangement, alienation and distancing of the Other. This was both a process with roots long buried in the past, as well as one that continued to flourish at the dawn of the twenty-first century. Hudson explores the impact of culture on Serbian politics, especially from the perspective of the relationship between identity formation and ethnic conflict. He investigates the links between popular musical forms and nationalism in Serbia, through an analysis of the lyrics, language and meanings of a selection of songs in a variety of different musical genres that were popular between the late nineteenth century and the beginning of the twenty-first century.  相似文献

An important but unattended consideration in citizen participation efforts is whether public officials trust citizens and, if not, whether they can formulate and implement policies that really engage, empower, and emancipate citizens. This study attempts to answer four questions: Is public officials' trust in citizens relevant and important? Is it a valid construct that can be differentiated from other constructs? What factors influence its level? And how does trust influence citizen involvement efforts? Based on a survey of 320 public administrators, the study finds that public administrators' trust in citizens is a relevant and valid construct and a predictor of proactive citizen involvement efforts. Public administrators generally have a neutral (neither trustful nor distrustful) view of citizens. Finally, factors affecting the level of trust are identified at the individual, organizational, and societal levels.  相似文献

The study examines national identity in school curricula against the backdrop of globalization and its forces to create a universal global identity beyond particular affiliations. To that end, the study examines the problematic nature of Western notion of identity formation, and simultaneously asks whether political socialization in the nation-state school system is conducive of the development of cosmopolitan identity, an identity beyond national borders. Jordan, Israel, and Palestine are the three-case studies discussed in this article. Theoretically, the study contributes to the ongoing scholarly debate concerning the question of identity, political socialization, globalization, and nationalism. I make use of postcolonial theories to demonstrate the shortcomings of the logocentric way of theorizing identity as a binary twin, rooted in the relational formation between Self and Other, and search for alternative strategies to identity formation.  相似文献

We explore the theoretical underpinnings of a political debate initiated in 1989 by the Grupul pentru Dialog Social about identity, legitimacy and civil society in Romania. Commentators have often focused on the resurgence of nationalism as a response to the politics of transition. We concentrate, instead, on the normative engagement which distinguishes practical argument in general. We offer a theoretical bridge which sets the sharply differentiated positions of protagonists contributing to the Romanian debate in a broader theoretical perspective. Our central claim is that attempts to defend a revised version of 'civic nationalism' fail to resolve tensions between individualist and collectivist notions. By focusing on what is 'civic' about civic nationalism, the terms of reference of the debate are significantly shifted.  相似文献

Committees are the backbone of nearly every modern legislature. Yet there is relatively little knowledge about how committee assignment politics occur in the multiparty parliaments with minority coalition governments that so often are the case in many European countries. Is there a pattern to which MPs are assigned to which committees? In this article the Danish case is used to address this question. A dataset of all committee assignments in the Danish Folketing from the period 1994–2007 has been collected; added to this are data on each MP. The data are analysed using a quantitative approach, and drawing on the literature on committee assignments in the United States Congress and the European Parliament, complementing the vast qualitative studies, and updating the few quantitative studies, of the Danish parliamentary committees. The results show that which variables have an influence on committee assignments varies across parties and that no uniform pattern is found.  相似文献

This paper addresses two empirical questions. Is fiscal policy affected by upcoming elections? If so, do election-motivated fiscal policies enhance the probability of re-election of the incumbent? Employing data for 65 democratic countries over 1975–2005 in a semi-pooled panel model, we find that in most countries fiscal policy is hardly affected by elections. The countries for which we find a significant political budget cycle are very diverse. They include ‘young’ democracies but also ‘established’ democracies. In countries with a political budget cycle, election-motivated fiscal policies have a significant positive (but fairly small) effect on the electoral support for the political parties in government.  相似文献

Does globalization foster administrative convergence? Is that the case with public enterprise reform in the United States and the People's Republic of China? Few analyses compare public enterprise reform in the two countries because of their vast differences in regulatory approaches, public policy, and government structure. This article contrasts how American and Chinese public enterprises are developed, defined, and managed, along with their emerging control infrastructures This the resulting strengths and weaknesses. While vast differences remain apparent between the two countries, this essay provides insights into why those gaps persist, and may even continue to grow .  相似文献

Researchers disagree over the definition, measurement, and expected political consequences of American patriotism, a situation that is fueled by the absence of a strong theoretical research foundation. We develop and evaluate a new measure of national attachment that is grounded in social identity theory ( Tajfel and Turner 1979 ), drawing on data from three distinct sources: two studies of undergraduate students and the 1996 General Social Survey (GSS). Confirmatory factor analyses provide clear evidence that national identity is distinct from other measures of national attachment including symbolic, constructive, and uncritical patriotism, and nationalism. National identity has a number of other good measurement properties when compared to existing measures: it receives equal endorsement from conservatives and liberals (unlike most other measures which exhibit an ideological bias), develops with time spent in the United States among immigrants, and most importantly is the only measure of national attachment to predict political interest and voter turnout in both student and adult samples, consistent with the predictions of social identity theory. In that sense, the national identity measure outperforms all other measures of national attachment and provides unambiguous evidence that a strong American identity promotes civic involvement.  相似文献
