This article examines how possibilities for Muslim expression were and are shaped by the political imaginaries in Soviet-era and independent Uzbekistan. It develops the concept of social ‘imaginary’ in Charles Taylor's critique of Western secular modernity. Political imaginaries are the assumptions about the nature of being, the essential categories through which the world is understood and acted upon, that are produced within dominant state discourses and that shape the space for the political. The article compares the Soviet vision of socialist modernity and the logic of the current state ideology in independent Uzbekistan, and discusses how these have framed the possibilities for being Muslim. It argues that the category of culture is produced in distinct and contrasting ways in these imaginaries, and plays a central role in delineating the public space for Islam.  相似文献

The article investigates the citizenship practices of urban Aymara in a neighbourhood of El Alto, Bolivia, through an examination of the municipal elections of December 1999. Using ethnographic methods, I focus on the instrumental and affective sides of clientelism, a central feature of Bolivian elections. I argue that clientelism is a part of citizenship practice, a means of engaging with the state in the person of the politician. A majority of the Bolivian population are marginalised from the oligarchic mestizo system of government, as represented by the traditional political parties. However, at local level, and especially during election campaigns, there is more permeability, and this article sees clientelism as a set of strategies through which citizens attempt to make politics, and politicians, more representative and responsive.  相似文献

Building upon recent studies in the field of citizenship and transnationalism, this article examines the relations that Kyrgyzstani migrants in Kazakhstan and Russia entertain with their homeland, both in terms of concrete status (rights and responsibilities) and subjective attitudes (feeling of membership and loyalty). The article relies on field research, including semi-structured interviews, conducted in March and April 2007. Findings show that Kyrgyzstani migrants have developed a distinctive and somewhat paradoxical relation to their state of origin, in which pragmatic interest and long-term loyalty are not easily reconciled.  相似文献

Citizenship had become conflated with 'race' in late nineteenth century Latin America partly on account of the new language of biological science. This article focuses on the contest between rights of belonging and rights of citizenship as played out in a provincial town in Andean Peru during the late nineteenth century. In particular, it explores how by drawing on a discourse of hygiene/disease a provincial elite was able to restrict access to public space in the town and thus deny 'Indians' the possibility of participating as citizens in urban political life.  相似文献

Extant Hong Kong studies have under-stated the corporatist nature of the Hong Kong state. From the 1980s, as part of its political strategy, the Chinese government had helped to build a corporatist state in Hong Kong that incorporated various sectoral elites, leading to a change in the role of the state after 1997. Through an empirical study of the behaviour of functional constituency legislators and policy outputs after 1997, this article shows that the functional constituencies as a corporatist structure introduced many sector-oriented demands. These sectoral representatives lobbied for favourable polices, increased representation for their sectors, and more state resources. This drove the post-1997 Hong Kong state to sectoral intervention, as resources were diverted to selected sectors, creating new legitimacy problems for the regime.  相似文献

This study explores whether and how participation in civil society organisations (CSOs) has transformed citizenship attitudes in different cities in Turkey, and how civic participation and citizenship attitudes are affected by local politico-cultural dynamics. The analysis is based on interviews conducted with representatives of 36 CSOs in five Turkish cities: Konya, Edirne, Diyarbakir, Trabzon, and Izmir. Our comparative analysis of the five cities reveals that civic life is more active in cities marked by high levels of religiosity (Konya) and politicised by conflict (Diyarbakir). On the other hand, politicisation of civic life through party dominance and clientelism, as in Edirne and Trabzon, undermines trust and discourages participation.  相似文献

This article explores the dynamics of natural resource conflicts and local government in the Peruvian Andes. Recent publications have found that efficiency and democratic accountability in local government are key variables for mitigating conflict. By focusing on the ethnographies of two conflicts and as participant observers within local government, we argue that by re‐framing the analytical focus within local histories and current practices of natural resource conflicts, we can better make sense of the dynamics of current land politics. The article presents a sequential framework that explores key moments of the relations between the state and peasant communities during natural resource conflicts. Through this framework, we argue that natural resource conflicts are negotiated in a sphere of politics that transcends the state's institutional and legal limits.  相似文献

This article focuses on the contested, and frequently postponed, construction of a new parliament house in postcolonial Myanmar. Since the late colonial period, the country’s legislative bodies have convened in four different buildings, three located in the former capital Yangon and the latest one in Naypyitaw. Drawing on legislative proceedings and media reports, this study interrogates the relationship between decolonisation, national identity, state-building, and public architecture in post-independence Myanmar. It suggests that the commissioning and construction of a new legislative house has always served a dual objective: projecting state power and national pride in both Myanmar’s early postcolonial and later post-junta political contexts, whilst symbolising a sense of nationhood grounded on the representational ideals of the dominant and ruling ethnic Bamar elites.  相似文献

The adoption of SOGI policies depends on the strategies activists choose to support or oppose them. Nevertheless, the conditions that explain why some strategies are prioritised over others are not evident. In Peru, the 2013 debate over civil unions prompted a strategic shift in which the conservative wing started to benefit from intensive street mobilisation strategies. Why did this change occur? We argue that a deeply divided electoral competition and the decay of the Catholic Church's moral authority favoured this outcome. This article analyses the trajectory of these strategies over time to identify the conditions that contributed to the shift.  相似文献

The English-language text of the 1898 Treaty of Paris, the accord conceding Puerto Rico to the United States, misspelled the island's name as Porto Rico. The treaty's ratification entrenched the error in US law and prompted a decades-long campaign to restore the territory's original name. More than a comedy of errors, this incident exposes conflicting interpretations of US citizenship and the worthiness of different sets of citizens. Puerto Ricans discovered that the statutory citizenship they acquired was attenuated by their perceived worthiness: a status limited by their membership of the so-called Spanish race.  相似文献

This article brings Afro‐Caribbean women to the fore of a discussion of Costa Rican citizenship. It explores the relationship between ideologies of gender, imageries of black womanhood, and the dialectic of citizenship and exclusion. It examines how the efforts of the black elite to achieve citizenship through assimilation generated inter‐class tension which centred on ideas of female morality. It explores the absence of political platforms for poor black women excluded by such strategies and argues that while Costa Rican feminists succeeded in challenging the ideological system of gender they failed to challenge issues of race and class.  相似文献

This article identifies four different responses to educational policy in peasant villages. Acceptance, appropriation, resistance and opposition to schools are considered as forms of negotiating the educational contract. Peasants contributed to education through legal and customary practices. In return, they sought to influence the terms of schooling. However limited, such influence was possible because the Mexican state had scarce resources and depended on villagers' support. Taking into account the difficulties of peasants' subordinate position, their struggle over schooling is defined as a defence of autonomy rather than an exercise of citizenship.  相似文献

This article examines popular citizenship practices among the Indians of the Sierra Norte de Puebla (Mexico), focusing on the brass bands that participated in religious and patriotic festivals. Rather than analysing the bands as part of the region’s popular Liberalism, or concentrating on the festivals’ nationalistic content, as previous studies have done, it underlines how the bands’ organisation combined customary Indian practices with Liberal regulations, and transformed both. This resulted in the successful exercise of citizenship providing bandsmen with effective participation in face‐to‐face community life and a form of connection with the wider national sphere.  相似文献

The structural economic reforms justified by neoliberal ideas that transformed Mexico's statist political economy in the 1980s posed a direct challenge to the nationalism inherited from the revolutionary era that had long served to legitimise the interventions of the social state. This article examines the strategy adopted by the administration of President Carlos Salinas de Gortari (1988–1994) to reconcile the rival ambitions of neoliberalism and nationalism and its reasons for doing so. It does so by examining ideas concerning the state, society and the individual found in writing and speeches published in political organs and the press during this period.  相似文献

With respect to the major approaches of state-society relations and Chinese business networks in Southeast Asia, two knowledge gaps are identified. First, little is known about how two sets of dualistic conceptual entities may be connected in the often-contentious state formation process between: (1) the ruling minority and ruled majority; and (2) the nationalising state and grain-producing frontiers. Second, very little is known about the role that the Chinese business networks played and how they contributed to the state formation processes. Using a Philippine trans-local grain-trading network as a site of investigation, the paper seeks to fill these knowledge gaps by delineating an integrative approach – designated as rhizomatic political economy – which argues that Southeast Asian state formation may hinge on the instrumentalisation of Chinese business networks and what is identified as their rhizomatic power/knowledge system. They are not just business-brokers in the trans-local grain trade that connects the national capital and grain-producing locales, but also serve as political brokers to implement state measures in regards to food and interior security affairs.  相似文献

The common conception of Russian politics as an elite game of rent-seeking and autocratic management masks a great deal of ‘mundane’ policymaking, and few areas of social and economic activity have escaped at least some degree of reform in recent years. This article takes a closer look at four such reform attempts – involving higher education, welfare, housing and regional policy – in an effort to discern broad patterns governing how and when the state succeeds or fails. The evidence suggests that both masses and mid-level elites actively defend informality – usually interpreted in the literature as an agent-led response to deinstitutionalization and the breakdown of structure – creating a strong brake on state power. More than a quarter century into the post-Soviet period, this pattern of “aggressive immobility” – the purposeful and concerted defense by citizens of a weakly institutionalized state – has in fact become an entrenched, structural element in Russian politics.  相似文献

Abstract

This article critically analyses Partha Chatterjee’s recent concepts of civil society and political society, showing that their binary character is derived from a culturalist conflation of capitalism with modernity. In turn, modernity becomes equated with a naturalised liberal democratic state, precluding any appreciation of how resistance can and does shape the character of the state. Second, it compares Chatterjee’s categories of civil and political society to those of Gramsci, arguing that a return to classical Gramscian categories, along with an appreciation of the impact of colonialism on state forms, can provide studies of resistance with a richer and more elegant understanding of social change from below in contemporary India.  相似文献

This article analyses ethnographically the reconfigurations of the state and relations of power through their dynamic interactions with subaltern alternatives that emerged in the 2001 uprising in Argentina. In this regard, it counters influential interpretations of these events articulated within John Holloway’s framework of ‘anti‐power’, which ignores the reconstruction of the state, and rank and file trade unionism. The article concludes that intensified class and political struggles in the region offer new spaces for contesting hegemonic reinventions of populism and ‘top‐down’ socialism in Latin America.  相似文献
