First of all,please allow me to express our warm congratulations to the successful holding of this rally and heartfelt thanks to Japanese friendly organizations, including Japan-China Friendship Association and JapanChina Association, for their thoughtful arrangements and warm hospitality extended to us.     

New Starting-point,New Challenges Sino——Russian Relations in the New Century

Through almost ten years of development since the independence of the RussianFederation, Sino-Russian relations has achieved remarkable progress withwhich both feel satisfied and won high praise from the international community.Looking forward into the new century, how to further enhance relations betweenBeijing and Moscow and further promote their strategic cooperative partnership soas to make more contributions to the world peace and development are drawing

Gao Ge Located between big powers, the Central and East European countries often look up to the big powers or the big power groups for protection in choosing their road of development. Thus they are especially prone to the impact of the changing international relations, and are mostly modes transplanted from outside. Their Europeanization is also the transplantation of Western modes, but compared with the attempt to imitate the Western democracy as after the end of WWI and the mechan- ical copy of the Soviet mode following the outbreak of the cold war, the difference now is that the cur- rent transplant benefits from their own subjective will, the aptitude of their national conditions as well as their favorable internal and external conditions. They have got rid of the fate of defeat and the process of Europeanization has made remarkable progress.     

Protecting China＇s Overseas National Interests in Changing International Circumstances： Experience of Western Countries and What China Should Do

Developed countries in the West always attach great importance to protection of their overseas interests. Since the end of World War II, governments of these countries have been making unremitting efforts to protect the economic interests of their businesses and nationals in foreign countries and work to ensure their safety and security by establishing an international order in their favor and by every possible means - diplomatic, political, economic, legal and even military. To study and learn from experiences and lessons of Western powers is of great practical significance for China to develop and perfect relevant mechanisms and policies in protecting its own overseas interests.

Russia-EU Relations： Deadlock and Prospect

In the wake of EU＇s eastward enlargement, relations between Russia and the EU experienced fluctuations and finally went into deadlock in 2006 which has remained until now. However, no matter from the point of geopolitics or from the perspective of economic interdependence, Russia and the EU are important cooperative partners for each other, and they have realized the current deadlock in their relations is not conducive to their own interests. China Needs a New Diplomatic Focus

Thanks to an improved external environment and a growing national strength,conditions are ripe for China to shift the focus of its foreign policy from politics/security to the economy.In the long term,China should concentrate solely on becoming a global economic power and not dilute its strategic resources in the pursuit of unrealistic political/security goals.Meanwhile,China should redirect its foreign policy away from the U.S.-led West and towards the developing world.These readjustments should be made according to the distribution of its diplomatic resources,makeup of its diplomatic personnel and with the aim of broadening their horizons and improving their work methods.     

Impressions on South Africa National Civic Organization

South Africa National Civic Organization (Sanco) held its 4th National Conference from 12-13 December 2006 in Bloemfontein,the judicial capital of South Africa. There were more than 1000 delegates from 9 provinces to the Conference. The representatives of the Chinese Association for International Understanding (CAFIU) were invited to attend the Conference. During and after the conference,CAFIU representatives had extensive contacts and exchanges of views with the officials from the concerned government departments and Tripartite Alliance and scholars and experts from academic circles,thus having deepened their understanding of Sanco.

Characteristics of ＂East Turkistan＂ Terrorism and Future Prospects

The continuing threat of terrorism around the world has intensified interest in the perpetrators＇ characteristics to see whether a profile or type can be drawn from individual majority of today＇s terrorists features. Research has shown that a are young-to-middle-aged, male, psychological immature, insufficiently educated, and have a family of origin in which a religious atmosphere prevails. If motivations are studied, the studies find that individuals who commit extremist or violent terrorist acts are dissatisfied with the current situation but also convinced it can be successfully altered through their personal capability. Besides these factors of age, gender, education, and religion, a mastery of computers and the internet has been found to be a basic feature common to modern terrorists.1 The ＂East Turkistan＂ terrorists who instigated terrorist activities in recent years in Xinjiang and inland China closely resemble those of their international contemporaries. With access to the three sets of reports from the Ministry of Public Security of China and information from cases tried by national courts in 2013, this article analyzes the relationship between common individual features and terrorist activities, and estimates developments of ＂East Turkistan＂ terrorism.

China''''s Economic Security at Stake

National economic security refers to the freedom of a sovereign state from any internal or external threats, either actual or perceived, to its economic interests. The notion varies in meaning from one country to another, due to their differences in security environment, cognition and defense capabilities. It took quite a long time for China to form its own definition in an overall, profound manner, with controversy still lingering among divergent interest groups and/or schools of thought. As the author sees it, formidable internal and external challenges threaten the country in this regard. We should maintain awareness of the risks from monopoly-driven mergers and acquisitions of foreign capital in a growing number of our industries.

Developing Sino-French People-to-People Exchanges and Promoting Sino-French and Sino-European Ties

At the invitation of Chinese Association for International Understanding （CAFIU）, a 4-member delegation of French experts on international relations headed by Mr. Robert Andrei, Presidentof ＂Asia Horizon 2020＂ of France, visited China from July 5 to 11. During their visit in Beijing, Mr. Li Chengren, Executive Vice-President of CAFIU met with the delegation. The delegation also cosponsored with CAFIU the ＂Seminar on Sino-French and Sino-European Ties＂, called on the Chinese Academy of Social Sciences and China Institute of International Studies and had in-depth discussions with the Chinese experts on international issues of common concerns. Apart from Beijing, the delegation also visited Sichuan and Guangdong.     

Strategic Risks and Japanese Right Wing Must Not Be Underestimated

the majority of the people from the Asia Pacific, especially those from China, South Korea and North Korea that were badly hurt by Japanese militarism, have been filled with Prime Minister Shinzo Abe visited righteous indignation when Japanese the Yasukuni Shrine on December 26, 2013 and with the resurgence of the Japanese Right Wing. However, many of these people do not take these developments seriously. They see Abe as someone with few supporters and Japan＇s Right Wing as having little power. Further, Japan＇s military might is now much weaker than the ＂militarist era＂ before the Second World War. Thus, they do not think that Abe and the Right Wing can do much harm today. They underestimate the risk that their actions pose to Asia-Pacific peace. They are not correct and this thinking can also be dangerous. They lack a deeper understanding of Japan＇s special political and social structure, their historical, cultural and strategic traditions, as well as their unique national disposition--such as lower levels effecting a fait accompli, daring to take risks, a tendency to attack and cruel belligerence.
