SCO Assessments of Post-Taliban Afghanistan

Last year the Shanghai Cooperation Organization marked the 10th anniversary of its founding.During this relatively short period a considerable progress has been reached in carrying out cooperation in three major areas,i.e.security,economic cooperation,as well as the humanitarian "basket". Combating terrorism,separatism and extremism is a matter of special priority within the context of the SCO's task on ensuring regional stability and security.This is a solid and specific manifestation of SCO basic principles,the policy of gradual peaceful development of the region.1 In practical terms,the implementation of key documents such as the Shanghai Convention on combating terrorism,separatism and extremism,the Counterterrorism Convention,as well as triennial Cooperation Programmes on combating terrorism,separatism and extremism represents an unconditional priority for the SCO in the security field.The Regulations on political diplomatic measures and mechanisms of SCO response to events jeopardizing peace,security and stability in the region adopted in 2009,as well as its revised version being updated currently,are aimed at serving the same goal.

The ＂Blacklist＂ Dispute： U.S. vs. DPRK

The designation of the Democratic People＇s Republic of Korea as state sponsor of terrorism is not only one ot the core reasons for the Bush administration to define the DPRK as a member of the axis of evil as well as the outpost of tyranny, but also constitutes the root cause of hostility and tension between the two countries. The issue of DPRK＇s inclusion on the U.S. blacklist of terrorism-sponsoring countries occurred before the nuclear issue. But the Bush administration now links the two issues and regards the denuclearization of DPRK as the precondition for its removal from the blacklist of terrorism-supporting states. Hence, a new round of game is unfolding between the United States and the DPRK on how to remove the latter from the list.

China＇s cooperation with Africa in constructing the three grand networks in Africa not only reflects China＇s economic and trade policies towards Africa, but also meets the needs of the social and economic development in Africa. The active participation of the Chinese state-owned enterprises in such projects on the bases of their advantages not only imply their needs of internationalization, but also facilitates the state-owned capital to make contributions to China＇s external economic and trade strategy. This paper, based on the facts of China＇s investment and achievements in the construction of communication infrastructure in Africa as well as the reality of African planning and construction of communication networks, has meticulously analyzed the major concerns of the five sub-regions in Africa and talked about the significance of Chinese stateowned enterprises＇ participation in the construction of the three grand networks in Africa as well as the governing principles and possible routes.

What Kind of Security Concept Does Our World Need?

While the threat of war has decreased,there have appeared intricate security issues that affect all aspects of human life,breaking through various defenses and threatening the well being of all actors in the contemporary world,including nations,groups and individuals.This risky situation calls for a new security concept,one that transcends traditional state centrism,national supremacy and coercion.The new security concept,which should assimilate the general theory of grand strategy,focuses on a vision that spans time and space,valuing humankind as it exists as one of the dynamic factors of nature and society.The essentials of the new security concept are to recognize balanced development as the substance of security and to govern national strength and the application of means and tactics.It aims at realizing comprehensive security across various social fields within states,to achieve mutual security among national,international and individual actors,as well as harmony between man and nature,continuous security leading to lasting and universal peace in the future.

In retrospect of the international situation in 2013, we can see that the general situation was still a complex and unrest one, which was characterized by the following aspects： the legacy of the global financial and economic crisis is apparent, as the economic recovery of the developed nations was weak, and the economic development of emerging economies and developing countries got slowdown, but the fiscal conditions of emerging economies and developing countries were still better than those of the developed nations; the Obama administration was deep in trouble with its credibility dropping, as the incident of ~＇prism＂ has caused further damage; the economy of EU was slumping, and EU as a whole was slowly declining, with an intensified internal contradiction and a lost future; new developments that would have long-term effects emerged from the Middle East turmoil; China has made significant achievements both in internal politics and diplomacy, which were taken as the brightest spots of the international situation in 2013.
