This paper focuses on public sector management reform ‘best‐practice’ case experience from Sub‐Sahara African (SSA). Given that ‘best‐practice’ is a relative concept and often debatable, the paper uses the Ghana Civil Service Performance Improvement Programme (GCSPIP) experience as rather a ‘good‐practice’ case with the view to sharing the outcome and lessons to encourage collaborative‐learning. It seeks to share the outcome and lessons learnt by the Ghana civil service reform with future public service reformers and to contribute to the literature. The paper concludes with an adaptable three‐dimensional framework. The framework argues that successful future public service reform (PSR) should consider three broad issues: first, are the ‘critical success factors’, including wholehearted political leadership commitment; wholehearted bureaucratic leadership commitment; thoughtful synergistic planning/preparation; patience for implementation and evaluation; capacity to convince; neutralise and accommodate reform‐phobias and critics; sustainable financial and technical resource availability and conscious nurturing of general public support. Second, is the need for reformers to appreciate the concerns of the public and the civil society scepticism of public ‘institutions’ and its ‘operatives’ and finally placing any reform programme in a country‐specific context, including understanding its history, culture, politics, economy, sociology, ideology and values. Attitudes to quangos are paradoxical. On the one hand they are perceived to be undemocratic, unaccountable organisations, while on the other they are seen to improve effectiveness, limit political interference and increase public confidence in government. This paradox is reflected in the behaviour of political parties, which generally adopt a harsh line towards quangos in opposition, but come to rely on these bodies in office. Ahead of the 2010 general election it was, however, noticeable that the Conservative party rejected this dynamic by promising to pursue ‘a more sophisticated approach’. This article explores the Coalition government's subsequent ‘public bodies reform programme’, assessing its progress against recommendations contained within the Institute for Government's Read before Burning report of July 2010. It concludes that while the Coalition has addressed long‐standing concerns about the day‐to‐day governance of public bodies, it has failed to resolve a set of broader and strategic (metagovernance) issues.  相似文献

Among the parties emerging from the ‘new social movements’ in Western Europe, the German Green Party represents the most successful of the ‘new type’ parties so far. This article surveys the salient features of the party, its programme, strategy and organisational structure, showing the problems the party faces in all three respects. Attention is also paid to the nature of electoral support given to the Greens as well as to the impact the party is having on the established parties and the political system.  相似文献

The DCs development from the mid‐1970s is examined in the light of its overall characteristics as a political party. A sceptical viewpoint is expressed about its prospects for change, in spite of talk of party reform since 1975 under Zaccagnini's secretaryship, if only because the ‘historic compromise’ confirms the DCs governing role even though in a modified policy setting. The main consequence of Moro's death is likely to be an accelerated change in leadership generation rather than a weakening of his ‘strategy’. At the same time, the DC has not yet found an alternative role to replace the political dominance it has lost. The new relationship with the PCI causes some confusion about the party's identity, so that DC leaders tend to view this in a short‐term perspective and to treat it as an empirical rather than ‘historic’ compromise.  相似文献

Representativeness and diversity in public institutions are among the principles of good and democratic governance, but a commitment to achieving ‘balance’ is far easier said than done, particularly in the context of small, ethnically divided societies in which political mobilization is based on ethnic identity. Trinidad and Guyana are two such societies in which political power was held for a long time by a dominant ethnic group and has recently been transferred to the former ‘out group’. Specifically, politics in both territories was dominated by parties that are identified with the urban African populations, whereas the main opposition parties drew their electoral support almost exclusively from rural Indian groups. In both cases the Indian ‘out group’ accused the African ‘in group’ of favouring members of the latter group—and, conversely, of discriminating against the Indians—in the allocation of resources which are in the gift of the state. Also in both countries, democratic elections have resulted in regime changes after three decades of near one‐party rule. The issue of employment in the public service has become critical as the two groups battle for scarce resources, and the public service is described as a ‘theatre of inter‐ethnic drama’. The article takes the view that managing ethnic and cultural diversity is tantamount to managing unproductive tensions that threaten to undermine confidence and morale among public officials. This impacts negatively on their levels of job satisfaction, the quality of the work environment and, ultimately, on performance and output. It breeds suspicion among co‐workers and has the potential to degenerate into ethnic strife that can cripple the public sector and affect the overall goal of national development. The article examines existing legal/constitutional and institutional provisions for conflict management and resolution, but ultimately suggests the need for well‐conceived confidence‐building measures such as public scrutiny of the personnel function and the reintroduction of ethnicity as a category on official government personnel records. The main theoretical conclusion is that while equality of opportunity must be guaranteed, the notion of a representative bureaucracy has many practical limitations that make it unworkable in Trinidad and Guyana. While direct state funding of political parties has been a prominent theme in cross‐national research over the last decade, we still know little about party strategies to access state resources that are not explicitly earmarked for partisan usage. This article looks at one widespread but often overlooked informal party practice: the ‘taxing’ of MP salaries – that is, the regular transfer of fixed salary shares to party coffers. Building on notions of informal institutions developed in work on new democracies, the theoretical approach specifies factors that shape the acceptability of this legally non‐enforceable intra‐organisational practice. It is tested through a selection model applied to a unique dataset covering 124 parties across 19 advanced democracies. Controlling for a range of party‐ and institutional‐level variables, it is found that the presence of a taxing rule and the collection of demanding tax shares are more common in leftist parties (high internal acceptability) and in systems in which the penetration of state institutions by political parties is intense (high external acceptability).  相似文献

To what degree and under what conditions can a young democracy build a competent, politically neutral public bureaucracy? A crucial component of the transition from communist party rule to democracy is the creation of a professional civil service. Success along this dimension of state‐building generates administrative capacity: non‐elected public officials ensure the implementation of reforms initiated by political leaders. In the communist party‐led regimes of Eastern Europe, forging this new administrative class from its highly politicised predecessor took place as new democracies sought to overcome historical legacies and integrate with the European Union. A case study of administrative reform in Romania during the post‐1989 period suggests the importance of external influences in forming a civil service more closely adhering to the Weberian ideal of an expert, rules‐based bureaucracy. Through analysis of survey data from a nationally representative sample of the Romanian civil servants, the public bureaucracy has professionalised insofar as educational and training credentials rather than political affiliation are significant predictors of salary levels. Since 1989, the Hong Kong government has implemented a programme of public sector reform that is based on the principles of ‘new public management’. The reforms initially focused mainly on financial management reform, including delegating responsibilities for resource allocation; re-defining the roles of the central resource branches; setting up trading funds in departments that provide services directly to the public; and instilling a new corporate culture of service throughout the government. Some progress has been made in implementing the reforms. In 1993, the government realized that further civil service reform was necessary to support the reforms. The government proposed to delegate more authority to department heads on personnel matters; give managers more freedom to manage personnel; and simplify personnel regulations and procedures. These ‘new public management’-type reforms are usually associated with stable, relatively unchanging environments. In Hong Kong, however, the reforms have been proposed and carried out in an environment of considerable political turbulence which has both facilitated and hindered their implementation. Because of the declining legitimacy of the colonial government, British authorities may not have the political capacity to implement the reforms. Opposition from both department heads and civil service unions to aspects of the reforms has already emerged.  相似文献

The Chinese party‐state is currently adapting its governance strategy. The recent debate in China on the role of microblogs in the governance process, as documented in the reports issued by Chinese research institutes and advisory bodies, illustrates the efforts being undertaken by China's political elites to integrate microblogs into their new public management strategy. Mass protests and large‐scale online criticism—voiced via microblogs—directly threaten the regime's survival. As a consequence, legitimacy is no longer regarded as being inherent, but as something that has instead to be permanently regained and reaffirmed. To increase the system's efficiency and to generate a new kind of symbolic legitimacy, China's political elites tend to base the political decision‐making process on strategic calculations intended to be reflective of public online opinion. The turn toward a more responsive way of governing by the Chinese party‐state demonstrates once more the adaptability of authoritarian one‐party states in the digital era.  相似文献

This article develops the reward‐punishment issue model of voting using a newly collated aggregate measure of issue competence in Britain between 1971 and 1997, revealing systematic differences between governing and opposition parties in the way citizens' evaluations of party competence are related to vote intention. Using monthly Gallup ‘best party to handle the most important problem’ and vote intention data, time series Granger‐causation tests give support to a classic issue reward‐punishment model for incumbents. However, for opposition parties this reward‐punishment model does not hold: macro‐issue competence evaluations are Granger‐caused by changes in vote choice or governing party competence. An explanation is offered based upon the differentiating role of policy performance and informational asymmetries, and the implications are considered for comparative studies of voting, public opinion and for political party competition.  相似文献

This article addresses several issues surrounding the politics of flexibility in Spain. First, it argues that the strategic role of trade unions develop and condition public policies on labour market reform by couching their strategies in terms of the post‐war labour market strategies and structures of the state, especially as governments attempt to move away from established forms of fordist regulation. Hence, second, a broader political and historical perspective is required that understands the complex political dynamics of state‐labour relationships and their structuring over time. The state's role and its labour market presence becomes itself the object of distinct political interventions and calculations by unions, governments and employers. Any discussion of a ‘post‐fordist’ state, determined to increase the flexibility of the labour market, must look at the complex and difficult ‘transitional’ process.  相似文献

This article analyses the dramatic electoral decline of German social democracy since 2003. It argues that the SPD's decision, under the leadership of former Chancellor Gerhard Schröder, to engage in welfare state retrenchment and labour market deregulation during the ‘Hartz reforms’ (2003–05) demoralised the SPD electorate. The SPD subsequently lost half of its former electoral coalition, namely blue‐collar voters and socially disadvantaged groups, while efforts to gain access to centrist and middle‐class voters have failed to produce any compensating gains. While the SPD's decline from a large to a mid‐sized party is part of a larger transformation of the German party system, no political recovery is possible for social democracy without a fundamental change of strategy, namely efforts to regain former voters by offering credible social welfare and redistributive policies. The SPD will not be able to delegate such policies in a ‘convoy model’ to other parties, such as the Left Party; nor will a modest ‘correction’ of the earlier course, such as has been attempted since 2009 under the leadership of current party chairman Sigmar Gabriel, be sufficient to recover lost electoral ground.  相似文献

Party political interest in the so‐called ‘English Question’ has grown in recent years, due to the enmeshing of constitutional issues with a growing political and public affiliation with and expression of English national identity and culture. More recently, attention has shifted to the decentralisation of government within England. The ‘English Question’ is thus defined by two interconnected but distinctive ‘English Questions’. This article will assess whether, in seeking to find answers for these ‘English Questions’, the Conservatives and Labour are establishing a more distinctive ‘politics of England’. It will first consider the extent to which the politicisation of English identity and civic society have stimulated a more nationally framed political culture and party politics, and then assess whether constitutional reforms undertaken in Westminster, especially the introduction of EVEL, and regional devolution initiatives within England might facilitate greater party political engagement with an emergent ‘politics of England’.  相似文献

In Vietnam and China, decentralisation is a by‐product, both by default and design, of the transition to a state‐managed market economy. A dual process of horizontal and vertical decentralisation is occurring simultaneously in both the economic and political arena. There is an increasingly high level of de facto political/fiscal decentralisation, much of it occurring by default as local governing units try to meet rising demand for services. This is accompanied by the marketisation and socialisation of services such as education and health. Accompanying both of these processes is a trend towards greater ‘autonomisation’ of service delivery units, including the emergence of new ‘para‐state’ entities. Most of these decentralisation processes are the by‐product of marketisation, rather than part of a process of deliberate state restructuring in pursuit of ideals of decentralised government. The cumulative effects include a significant fragmentation of the state, a high potential for informalisation and corruption, and a growing set of performance accountability problems in the delivery of public services.  相似文献

It is widely acknowledged that political parties in European democracies have become increasingly dependent on state resources, most notably direct state funding. Yet cross-national studies on parties' usage of state resources that are not earmarked for partisan purposes, which require the assessment of informal, intra-organisational practices, are still rare. This article looks at one such practice across 33 parties in five European democracies: namely the ‘taxing’ of national MPs' salaries. Under this practice, candidates who enter elected office on a party ticket are obliged regularly to donate a fixed share of their public salaries to party coffers. The empirical analysis shows that the presence of a taxing rule is more likely in parties with a strong extra-parliamentary organisation, while a leftist ideology facilitates the collection of high salary shares from parliamentarians. Moreover, where party entanglement with the state is particularly pronounced, the partisan usage of parliamentary salaries is easier irrespective of their organisational dispositions. Finally, while in unitary systems national headquarters are usually able to monopolise control over national MPs' contributions, in federal systems regional party executives are able to insist on their share of these payments.  相似文献

It is often argued that foreign and security policy is dominated by the executive, with parliaments wielding marginal influence. However, as legislative‐executive relations in the realm of foreign and security policy have attracted remarkably little scholarly attention, there is a demand for subjecting the alleged executive drift in foreign affairs to careful empirical scrutiny. There is also a need to examine whether and how parliamentary politics in foreign affairs differs from domestic or European matters, both regarding control mechanisms and party competition. The notions of ‘executive dominance’ and ‘politics stopping at the water's edge’ certainly point in the direction of less active control and casting aside public partisan differences in favour of providing domestic support for the government. A case study of the Finnish Eduskunta forces us to reconsider such arguments. This article examines the multiple instruments members of parliament (MPs) have for becoming involved in foreign affairs, from participating in the formulation of the national ‘grand strategy’ document to ministerial hearings in the committees. It also provides strong evidence of the Europeanization of national foreign policies, with matters relating to the foreign policy and external relations of the European Union (EU) in a central role in the Foreign Affairs Committee. Parliamentary culture is consensual, especially in security policy, but there is nonetheless greater room and willingness for party‐political contestation in foreign affairs.  相似文献

This article accounts for the particular steps Spain took to institutionalise gender equality in political representation. While some West European countries, where the ‘incremental track’ was considered too slow or too ineffective, recently shifted to the ‘fast track’ (notably, Belgium, France, Italy and Portugal), Spain adopted a legislative quota in 2007, when women's representation had already reached very high levels. Indeed, 10 years earlier, the quotas adopted by left-wing Spanish parties in the late 1980s had already reached parity and triggered a contagion effect within the party system. Comparatively speaking, Spain has followed the incremental track in a narrow time frame since democracy was restored in 1978. Finally, although the legal quota reform encountered political and juridical opposition, Spain managed to introduce it without the need for constitutional reform.  相似文献

This article focuses on the hinge party both as a concept and a strategy. It seeks to ‘liberate’ the hinge party from the clutches of such close conceptual relatives as the ‘pivot party’, the ‘genuine pivot party’, the ‘pivotal centre party’, the ‘pivotal middle party’ and the ‘pivotal median party’. This is a taxonomical jungle and while some use the terms ‘hinge party’ and ‘pivot party’ interchangeably, this study urges a ‘velvet divorce’. The main theoretical question is in two parts: (1) What are the distinguishing features of the hinge party and how does it differ from the pivot party?; and (2) What set of legislative party system circumstances would seem most likely to favour a hinge party strategy of keeping options open to both left and right? Self‐styled centrist parties would seem most likely to favour a hinge party strategy and the empirical question is: To what extent have the Nordic Centre‐label [former agrarian] parties sought and been able to do so?  相似文献

Although scholars of West European politics have long debated whether the region's highly institutionalised party systems were becoming de‐aligned and electorally unstable, the political fallout from the post‐2008 financial crisis has lent a new sense of urgency to the debate. The threats posed to party systems by economic crises are hardly unique to Europe, however. The Latin American experience with the debt crisis of the 1980s and 1990s suggests that party system upheaval was not simply a function of retrospective economic voting during the period of crisis. It was also attributable to programmatically de‐aligning policy responses to crises – namely the ‘bait‐and‐switch’ imposition of austerity and adjustment measures by labour‐based, left‐leaning parties that were traditional champions of statist and redistributive policies. Such patterns of reform made it difficult for party systems to channel societal resistance to market orthodoxy in the post‐adjustment era, setting the stage for convulsive ‘reactive sequences’ when such resistance arose outside and against mainstream parties through varied forms of social and electoral protest, typically on the left flank. This article explores the political fallout from the European and Latin American economic crises from a comparative perspective, arguing that it is essential to think beyond the short‐term political dynamics of crisis management to consider the longer‐term institutional legacies and fragilities of the different political alignments forged around crisis‐induced policy reforms.  相似文献

Financial bailouts for ailing Eurozone countries face deep and widespread opposition among voters in donor countries, casting major doubts over the political feasibility of further assistance efforts. What is the nature of the opposition and under what conditions can governments obtain broader political support for funding such large‐scale, international transfers? This question is addressed by distinguishing theoretically between ‘fundamental’ and ‘contingent’ attitudes. Whereas the former entail complete rejection or embrace of a policy, the latter depend on the specific features of the policy and could shift if those features are altered. Combining unique data from an original survey in Germany – the largest donor country – together with an experiment that varies salient policy dimensions, the analysis indicates that less than a quarter of the public exhibits fundamental opposition to the bailouts. Testing a set of theories on contingent attitudes, particular sensitivity is found to the burden‐sharing and cost dimensions of the bailouts. The results imply that the choice of specific features of a rescue package has important consequences for building domestic support for international assistance efforts.  相似文献
