Over the last 30 years, the tenet of promoting self‐sufficiency through work has become one of the primary objectives of many social welfare policies in the United States. Using the Panel Study of Income Dynamics, the author asks if a mother's work hours influence her daughter's teenage fertility. The findings suggest a negative relationship, with the largest effects for the daughters of mothers who work more than 1,000 hours per year. Results among AFDC recipients suggest that an increase in a mother's work hours from zero to 20 hours per week reduces her daughter's probability of a teen birth by 33 percent. © 2005 by the Association for Public Policy Analysis and Management. 相似文献

Media, politicians, and reform proponents frequently assert that public sector organizations are inefficient and burdened by administrative procedures. But are negative stereotypes of the public sector reflected in people's perceptions of public service provision? Given the methodological challenges of isolating the perception of publicness from other factors related to public organizations, little is known about whether public organizations have a negative image. The authors use a survey experimental design to isolate the effect of publicness on perceptions of the performance of hospitals. The results suggest that public sector organizations have a negative image on productivity‐related aspects of performance but not on normative aspects of performance. As this article is a randomized experiment, it provides strong evidence regarding the causal nature of the relationship between publicness and perceptions of performance. Implications for researchers aiming to understand these mechanisms and for public managers concerned about the image of their organization are discussed. 相似文献

The extent to which the electorate uses issue information to update their candidate evaluations over the course of political campaigns has often raised questions about citizen competence. Using a ten-week panel experiment designed to capture the low-information context of most congressional races this study contributes to our understanding of when and by what processes issue information produces enduring effects. Findings reveal that when voters need to assess an ideologically moderate candidate, they rely less on partisan cues but instead of storing issue information in long-term memory – either via a memory-based or on-line process – considerations in short-term memory remained one of the most powerful predictors of candidate evaluation, particularly when new issue information deviated from partisan norms. 相似文献

This article examines and compares the spatial distributions of new jobs and people across sub‐metropolitan areas for Atlanta, Boston, Detroit, and Los Angeles. The jobs data come from the Multi‐City Study of Urban Inequality and the data on people come from the U.S. Bureau of the Census. The results indicate that less‐educated people, public assistance recipients, and especially poor females with children mostly reside in areas heavily populated by minorities where the availability of less‐skilled jobs is quite low, while the availability of these jobs relative to less‐educated people in suburban areas heavily populated by whites is high. Large fractions of the less‐skilled jobs in these metropolitan areas are not accessible by public transit. Furthermore, there is significant variation within both central cities and suburbs in the ethnic composition of residents and in less‐skilled job availability. The ability of various minority groups to gain employment in each area depends heavily on the ethnic composition of the particular area. © 2000 by the Association for Public Policy Analysis and Management. 相似文献

Bureaucrats in the government sector have a double role since they are both suppliers and demanders of public employment; they are publicly employed (supply labor) and they have an important say in deciding the size of the municipal employment (demand labor). In this paper we present and estimate a theoretical model that focuses on this double role of bureaucrats. The predictions from the theoretical model are supported by our empirical results: The estimates, based on data from Swedish municipalities 1990–2002, show that wages have smaller effects on the demand for bureaucrats than on the demand for other types of public employees. Actually, wages have no significant effect on the number of bureaucrats the municipality employs. 相似文献

Scholarly research has found a weak and inconsistent role for self-interest in public opinion, and mixed evidence for a relationship between local pollution risks and support for environmental protection. In this study, I argue that focusing events can induce self-interested responses from people living in communities whose economies are implicated by the event. I leverage a unique 12-wave panel survey administered between 2008 and 2010 to analyze public opinion toward offshore oil drilling before and after the Deepwater Horizon oil spill. I find that residence in counties highly dependent upon the offshore drilling industry was predictive of pro-drilling attitudes following the spill, though not prior to the spill. In addition, there is no significant evidence that residence in a county afflicted by the spill influenced opinion. This study concludes that local support for drilling often arises only after focusing events make the issue salient. 相似文献

Measuring the effect of ballot access restrictions on electoral competition is complicated because the stringency of ballot access regulations cannot be treated as being exogenous to candidates’ entry decisions. This paper exploits the 1968 U.S. Supreme Court decision to strike down Ohio’s ballot access law as a natural experiment to overcome the endogeneity problem. The evidence from difference-in-difference estimations suggests that the court’s decision and the accompanying sharp decrease in Ohio’s petition requirements resulted in major parties facing a significant increase in competition from third party and independent candidates. 相似文献

This article provides a framework for assessing the democratic merits of collaborative public management in terms of seven normative ideals: inclusiveness, representativeness, impartiality, transparency, deliberativeness, lawfulness, and empowerment. The framework is used to analyze a random sample of 76 watershed partnerships in California and Washington State. The study reveals the exclusionary nature of some partnerships and suggests that critical stakeholders are missing from many partnerships. However, representation was generally balanced. National and statewide advocacy groups were absent from most of these place-based partnerships; public agencies were the primary source of nonlocal perspectives. Deliberativeness was relatively strong, indicated by the prevalence of educational and fact-finding strategies and participants' perceptions of respectful discussion and improved social capital. Half the partnerships had implemented new policies, and two-thirds of stakeholders believed their partnership had improved watershed conditions, indicating empowerment. 相似文献

A common criticism of merit‐pay plans is that they fail to systematically target rewards to the most effective teachers. This study presents new evidence on this issue by evaluating data from Tennessee's Career Ladder Evaluation System and the Project STAR class‐size experiment. Because the students and teachers participating in the experiment were randomly assigned, inferences about the relative quality of teachers certified by the career ladder should be unbiased. The results indicate that Tennessee's career ladder had mixed success in rewarding teachers who increased student achievement. Assignment to career‐ladder teachers increased mathematics scores by roughly 3 percentile points but generally had smaller and statistically insignificant effects on reading scores. © 2004 by the Association for Public Policy Analysis and Management. 相似文献

Numerous studies argue that law affects behavior “expressively”—such as when states create focal points that overcome the coordination difficulties firms face. We argue that governments help firms overcome coordination dilemmas by explicating a preferred strategy for firms weighing investment in voluntary regulation. Firms would prefer to coordinate on a common strategy as a way of reducing the costs of voluntary regulation and increasing its benefits. We test our hypothesis about the efficacy of focal point selection with the European Union's (EU) advocacy of the Eco‐Management and Audit Scheme (EMAS) over a rival environmental management system, International Standards Organization (ISO) 14001. EU nations have statistically significantly lower rates of ISO 14001 certification than comparable countries at least in part due to their advocacy of EMAS. These results emphasize the role the state plays in coordinating business behavior even when such policy is simply expressive. 相似文献

In accordance with social exchange theory, prominent streams of management research emphasize the importance of reciprocal exchange relationships between organizations and their employees. When employees perceive themselves as supported by the organization, they reciprocate with increased work motivation. However, we do not know how this knowledge can be developed into management initiatives that increase public employees’ perceived support, because severe endogeneity problems make it difficult to estimate the effect of organizational support on employee commitment outside the laboratory. We use a randomized field experiment involving more than 800 public employees to estimate the effect. We find no average effect of the organizational support treatment on the employees’ perceived organizational support. Yet, a subgroup analysis shows a positive treatment effect when the employees’ local front‐line managers felt less supported prior to the intervention. We examine the determinants that shape the spending preferences of public sector officials on several budgetary appropriations. Following Niskanen's budget‐maximizing theory, we test whether these officials prefer larger budgetary appropriations rather than less. We measure their preferences to increase their own bureau's appropriations and compare those against their preferences for other bureaus' appropriations. The empirical evidence is gathered via a mail survey targeting high‐level officials from different ministries in Finland. The analysis of the responses suggests that Niskanen's theory is in part supported. 相似文献

An aging workforce and increasing retirement benefits are ongoing problems for states and municipalities. Unions are often blamed for governments offering too generous pension benefits. This contributes to budgetary pressures in some state and municipal governments. This article analyzes the impact of collective bargaining on pension benefit generosity under different economic conditions. The study finds that the impact of collective bargaining on pension benefits is not consistent over time or across pension plans. Collective bargaining has a positive effect on pension benefits under worsening economic conditions. Additionally, unions indirectly influence pension benefit generosity through campaign donations and unionization intensity. The findings suggest mixed impacts of collective bargaining on different groups of public employees regarding pension contributions. The article concludes with implications for the role of unions in public financial performance and strategic human resource management during fiscal austerity. 相似文献

This paper studies coordination in a multi-stage elimination tournament with large monetary incentives and a diversified subject pool drawn from the adult British population. In the tournament, members of an ad hoc team earn money by answering general knowledge questions and then eliminate one contestant by plurality voting without prior communication. We find that in the early rounds of the tournament, contestants use a focal principle and coordinate on one of the multiple Nash equilibria in pure strategies by eliminating the weakest member of the team. However, in the later rounds, contestants switch to playing a mixed strategy Nash equilibrium. 相似文献

Using the precinct‐level voting results of a 2002 referendum in Metropolitan Detroit to increase property taxes, with the proceeds earmarked for cultural institutions, this paper inquires into the pattern of voting support for an increased public funding of culture. The estimation matches voting precincts to census tracts, and employs tract‐level economic and demographic data. We study the primacy effects that occur when voters cast their votes because a candidate or party is listed first on a ballot. In the elections that we analyzed, there are three potential types of such effects that might occur when voters vote for (1) the first candidate listed on the ballot in single-member district (SMD) elections (candidate primacy); (2) the first party listed on the ballot in open-list proportional representation (OLPR) elections (party primacy); or (3) the first candidate on a party list in OLPR elections (list primacy). We estimated the party primacy effect (2) and established that there was no interaction between (2) and (3). A party primacy effect is especially difficult to estimate because parties’ positions on ballots are typically fixed in all multi-member districts (MMDs) and it is impossible to separate the first-position “bonus” from a party’s normal electoral performance. A rare natural experiment allowed us to estimate the primacy party bonus between 6.02 and 8.52% of all votes cast for the 2014 Polish local elections. We attribute the large size of such bonus to the great complexity of voting in the OLPR elections, especially the much longer ballots, voting in many simultaneous elections, and ballot design as a booklet rather than a sheet.
