Three societies with similar initiatives for public service re-configuration and reform – the UK, Canada and Australia – are examined to highlight the many-faceted issues of public service ethics and the different approaches these governments have taken to re-building public trust and enhancing public service ethics in times of rapid change. These efforts for re-building an ethical public service are scrutinized according to four criteria for effectively leading change. Changes of public service values are also analysed as well as their implications for public servants.
Effectively, applied leadership is identified as the pillar of ethical practice – emphasizing the need for quality leadership development through on-the-job experience. Although legislation and codification are seen as necessary for building an ethical infrastructure that can help employees out of encountered dilemmas, the way forward is seen as nurturing an environment of trust and vigilance in which ethics are promoted through exemplary behaviour of leaders and employees alike.  相似文献

This paper compares the escalation of civil war in South Ossetia and Kosovo and shows how different modes of transition deeply influenced the timing and type of conflict in these two cases. It argues that regimes resulting from a transition from above – when the elite in power leads the process of regime change and imposes its political agenda on other social actors – are more likely to ensure political stability in the short term, since governments are more cohesive internally, enjoy the support of the military, and can rely on a loyal bureaucracy. In contrast, regimes that emerge from transitions from below are more likely to experience civil war with an ethnic minority in the short term because of an intrinsic weakness of the elite in power. Under these circumstances, the newcomers need to win the loyalty of the military and of the bureaucracy, and separatist groups can take advantage of the incumbents’ weaknesses and try to build resources to militarily challenge the state.  相似文献

In the current times of economic turmoil, many sectors are thought to be in need of structural reform or system overhauls, which call for political leadership, decisiveness and vision. These kinds of challenges present governments with a dilemma. On the one hand, there is a call for radical change while, on the other hand, the options available for such radical change are limited by the many interdependencies of a network society. In this article, we analyse three fundamental and structural reforms in Dutch housing. These reforms were all implemented in a world of interdependencies. The strategies applied appear to be a mixture of unilateral, hierarchical strategies and multilateral, network strategies. These hybrid strategies come in three forms: (1) a combination of hierarchical and network strategies; (2) variations/alternations over time between network strategies and hierarchical strategies; and (3) the use of one strategy in the frontstage while the other strategy is being used backstage. Greater understanding of these types of hybrids can help governments in dealing with the tension between interdependencies and the need for change.  相似文献

Youth bulges in developing countries may carry both a potential for growth via demographic dividends, and ticking political time bombs, depending on the success of authorities in providing youth with adequate opportunities as they transit into the labour markets of the twenty-first century. In this article I examine the theoretical and empirical research on school-to-work transitions (SWT) in developing countries. After a discussion of the attempts at operationalising the concept of school-to-work transitions from a statistical point of view, I review the theoretical settings suitable for analysing the SWT. Despite an extensive search and matching literature, few models seem adapted to developing countries’ labour markets, and even fewer are empirically tested. I then examine the determinants of transition lengths at the individual and macro level. Findings indicate that education is not always associated with shorter durations to first employment, and that the reasons may be higher expectations, reservation wages, or queuing. Women generally experience longer transitions in the labour market, and evidence from labour market interventions is mixed. Many factors likely to influence the school-to-work transition have not been studied from the point of view of school-to-work transitions, however, and potential directions for future research are presented.  相似文献

Public administration's early identification with the concept of a strong executive has resulted in an emphasis on staff functions in its graduate education programs. In the practicing world, staff functions are viewed as tools employed in the actual practice of public administrators, namely the delivery of substantive public services. Although public administration is characterized as an applied field, it does not focus its theory building and educative efforts on that which practicing public administrators actually do. The field necessarily imports other disciplines, but it does not provide the unique focus that would justify this borrowing; its current research agenda and training curricula are available in other disciplines. Public administration graduate students should concentrate in individual substantive policy areas, and the field should focus on optimizing organizational arrangments for delivering societal knowledge as public services. Interorganizational theory can provide the common theoretical framework necessary to mitigate the centrifugal effects of a variety of “administrations” within the field. The approach developed by J. Kenneth Benson is outlined; it provides a unique theoretical niche for public administration, yields a framework for comparative analysis, and defines the field's relationship to political science.  相似文献

Several years ago, the public administration faculty of Virginia Polytechnic Institute and State University issued their famous “Blacksburg Manifesto” the public Administration and the Governance Process: Refocusing the American Dialogue. In this document they call for a substantive change in the American Dialogue regarding the role of the public administrator. Nothing that the founding fathers viewed public service as a “calling”, as did the populists, Progressives, and New Dealers, they suggest that today’s government officials should percive themselves as “trustees” with a sense of a calling in serving for a cause. This call for a renewed convenant stimulated this researcher to speculate on the nature of the calling, its origins, definitions, applications, and its applicability as a psychological motivator for effective. productive performance in the public sector.

Our exploration for understanding starts with an examination of Western society’s earliest written record of man’s behaviour, the Bible, which is replete with stories of divine calls, first from God to the individual, and then to a group or society. We also review subsequent religious and secular calls, noting their universality and the reciprocal phenomena of “good” and “evil” which such calls exemplify. Thus, God’s call to Moses to lead the Jews out of Egypt is balanced by the fombat-driven calling of the city-state of Sparta.

We also not that the calling is subject to a hierarchy process. Plato writes about the natural endowments of individuals which creates three social classes that are called upon to serve the state; artisans, warriors, and philosopher-kings. Later on Eusebius defines a difference in the intensity and degree of suffering suffering between those professing a “high calling” and those following their“calling”.

This study also considers the meaning of the word “calling”. The researcher proposes a modification of its meaning which is less sacred and more secular in context. “Klesis Diakonis”, two separate Greek words, in combination, can be defined as a “call to joyous service”. This secular interpretation of the calling, frees it from its classic, religious association, and provides for its application to non-religious endeavor.

In conclusion, it is suggested that upon further research and study, the concept of a calling can be a vital and significant motivator, indded, part of the critical psychological and emotional makeup for those individuals in our society who are not fulfilled by material rewards. It is hypothesized here that the public-minded individual can find his or her calling through the medium of public service, can help restore the sacredness of public service as a public as a public trust, and can satisfy his or her search for self-fulfillment through the redefined concept of the calling.  相似文献

Thos article argues that granting citizenship rights to the minorities cannot help to instil a sense of confidence in them to participate as equal citizens in the public sphere. Rather the state has to create necessary conditions both through institutional mechanisms as well as through creating a democratic and egalitarian environment where those rights can be enjoyed. A liberal democracy can accommodate both individual as well as group rights and allow for legal pluralism by desisting from imposing any law that can result in the loss of identity for a minority group. But at the same time a liberal democracy is to ensure that individual rights are not jeopardised while safeguarding the minority rights. If particularistic demands do not conflict with basic individual liberty and dignity, they can and should be accommodated within the universalistic framework of citizenship.  相似文献

ABSTRACT

This article explores four questions: (1) What are common themes in meaning among the terms social science, engaged social science, leadership, and teaching? (2) What forces are driving the need to make progress teaching leadership as engaged social science? (3) What examples in the author's portfolio illustrate a search for such progress? (4) What lessons do we draw for a future scholarship of teaching? A conclusion from experience in three recent courses (congressional, naval, and private sector-virtual) is a hypothesis that leadership is an important integrative concept in the 21st century social and behavioral sciences, and that the need for leadership practices of a high order is increasing under conditions of hyperturbulent change. Such leadership can be facilitated through problem-based, student-centered learning ecologies that model requirements to deal with the complex demands of changing boundary conditions. These “courses as transition learning ecologies” will be key mechanisms for future diffusion and increase of knowledge. An implication is to question the impact of this reasoning on the status of the public administration field as a social science. We are at the very early stages of learning how to fulfill these requirements.  相似文献

In debates about economic globalisation, the case for leading corporations to engage with some of the world's most desperate development challenges is increasingly heard. However, it remains an open question whether investment should take place in extreme contexts. On the one hand, foreign capitalist involvement in extractive industries has long been seen as highly exploitative. Should such activity now be encouraged? On the other, all forms of corporate engagement with regimes that commit gross human rights violations are widely viewed as thoroughly unprincipled. Should this activity now be endorsed? The article tackles these issues by examining the controversial involvement of Western oil companies in Myanmar's Yadana gas project. It addresses two main questions. First, is that involvement itself to be welcomed? Second, from this experience, can wider lessons about global corporate citizenship be drawn? The argument is that it is not possible to reach an overall evaluation of the Yadana project. However, principles of responsible cross‐border corporate engagement can be derived from it.1  相似文献

When an executive departs, some organizations experience a vacancy while others do not. Recent research shows that the occurrence and length of vacancy instances within and across sectors varies widely. However, the causes of such variance in vacancies have yet to be carefully addressed by public management research. This study explores the determinants of executive vacancy, focusing specifically on organizational-level characteristics of size, performance, and sector as well as the role of anticipation of a departure. We use data from public and private US doctoral universities to identify 230 leadership transitions between 1993 and 2013. In this context, we find that anticipation of departure is an extremely strong predictor of vacancy. Moreover, private universities are significantly less likely than their public counterparts to experience executive vacancy while organizational performance and size do not appear to influence vacancy.  相似文献

Abstract

Little is known about citizen aid initiatives originating in Norway, and they are not recognised as part of the official Norwegian development aid. Citizen aid initiatives are personal and small, and by themselves they do not raise large sums of money, nor do they individually have a large-scale development impact. But collectively, their influence on sponsors in Norway and on aid beneficiaries in the Global South might be substantial. Through qualitative interviews, this study explores the motivations of Norwegian founders of citizen aid initiatives, who run small development projects in The Gambia. The study finds that they are motivated by the very characteristics of these citizen aid initiatives which set them apart from formal development organisations. These include the initiatives’ small size, which allows for a personal closeness to and control over the projects. These features are often interconnected with motivations stemming from the founders’ personal experiences. The study finds that, inasmuch as the founders see the need for beneficiaries to be supported, they also experience a need to help themselves. The founders’ identities, as helpers and givers, are both formed and continually reinforced by their personal involvement in this specific type of aid work.  相似文献

Taking as a starting point the suggestion that US-style elected mayors might be appropriate for British local government this article explores the implications of such a development. It analyses the experience of the United States and notes crucial differences between the local government systems of Britain and the United States. These differences require a discussion of certain adaptations and changes that would need to be considered before an elected mayor in Britain could be established. The extent to which such an emulation would constitute an improvement to the current British local government system is considered. The article demonstrates the potential of prospective evaluation. It asks what we can learn from the experience of another country by projecting that experience onto the particular setting an circumstances of our own country. It provides otherwise unavailable evidence about the likely effects of a potentially important reform. The article concludes with an assessment of the general case for experimenting with an elected mayor in British local government and the prospects that such experiments will be taken forward.  相似文献

The acquired immune deficiency syndrome (AIDS) is a harbinger for change in health care. There are many powerful forces poised to transform the industrialized health care structure of the twentieth century, and AIDS may act as either a catalyst or an amplifier for these forces. AIDS could, for example, swamp local resources and thereby help trigger national reform in a health care system that has already lost public confidence. AIDS can also hasten the paradigm shift that is occurring throughout health care. Many of the choices society will confront when dealing with AIDS carry implications beyond health care. Information about who has the disease, for example, already pits traditional individual rights against group interests. Future information systems could make discrimination based upon medical records a nightmare for a growing number of individuals. Yet these systems also offer the hope of accelerated progress against not only AIDS but other major health threats as well. The policy choices that will define society's response to AIDS can best be made in the context of a clearly articulated vision of a society that reflects our deepest values.  相似文献

Abstract

What role does a commission of inquiry (COI) play in delivering accountability? In theory, when the public delegates power to political leaders to formulate and implement policies, they seek political accountability in return. Using Ghana as a case study, this study examines how the operations of COIs may deliver accountability. Principal–agent theories of accountability and African conceptions of legitimacy are incomplete on their own and need to be integrated into an explanation of political accountability that takes into consideration political transitions and the role of COIs in delivering a minimalist form of accountability. This study argues that a COI is an instrument of regime legitimatisation. The demands by citizens for political accountability in Ghana correlate with political transitions. Accompanying each power alternation was a different model of political accountability. To understand the predominant applications of accountability, we emphasise the politicisation of accountability.  相似文献

Transition to a market economy is a lengthy process comprised of various spheres of economic activities. The belief that a market economy can be introduced by “shock therapy” is wrong, and in several cases has caused more problems than it has solved. Since a market economy requires adequate institutional structures, transition can be executed only in a gradual manner. Despite the fact that so-called Washington consensus, i.e. a set of policies aiming to shift from stabilization to growth, was developed without concern for post-socialist transformation, these ideas have significantly influenced the path of thought and action in Eastern Europe and the former Soviet Union. After a decade of transition and lasting depression, a new, post-Washington consensus is developing. Major policy conclusions suggest that the core of emerging consensus, also based on the lessons from transitions, is institutional building. Only with strong institutions can liberalization and privatization put emerging post-socialist markets on the path of sustainable growth. Yet, to accomplish such a task the policy reforms must also take into consideration the need for equitable growth and the new role of the state. The latter must not retire from economic activities, but ought to change its role to support the reforms and integration of the post-socialist countries into the world economy in the era of globalization, of which the post-communist transition is an important part.  相似文献

This article discusses Egypt’s many transitions toward public administration reform. It argues that some of these transitions have collided with an existing large and complex bureaucracy and a legacy of state-led development, such as the protracted and contentious process related to the civil service regulation reforms. Similarly, despite decades of decentralization efforts, state budgeting praxis remains centralized and concentrated. While attracting private investment for job creation and economic growth is a key priority to Egypt, state centrism overshadows the experience. Other transitions, however, have thrived at a much faster pace, such as the adoption of e-government.  相似文献

This article discusses two matters that are becoming increasingly important in debates about local government: place-based leadership and public service innovation. The troubling international economic outlook means that many local authorities are focusing on ‘efficiency savings’ and the prevailing mantra in public policy circles is ‘do more with less’. This article questions this approach. It aims to contribute to what one chief executive described to us as ‘more with more’ thinking. This approach strives to release the community and business energies of a locality. If this can be achieved the total resources available to improve the local quality of life can be increased, even if state spending is shrinking. A conceptual framework for studying place-based leadership is presented. This distinguishes three, overlapping realms of leadership in any given locality – political leadership, managerial/professional leadership, and community and business leadership. It is argued that the areas of overlap between these realms can be viewed as innovation zones – spaces in which established approaches can be questioned and new trajectories developed. These zones can, however, also become conflict zones with little learning and exchange taking place. Place-based leadership can influence whether such political spaces are used to promote creative problem solving or whether they become arenas for dispute and friction between sectional perspectives. By drawing on a study of the current Digital+Green initiative in Bristol, UK, the article suggests that an imaginative approach to place-based leadership – one that accepts intelligent risk taking – offers potential for improving the local quality of life as well as strengthening local democracy.  相似文献

Although the literature on transitions from neopatrimonial regimes provides many accounts of chaotic breakdown, it seldom explains why some personalistic regimes survive the kinds of intense domestic crises that topple similar systems. This article introduces cases of regime restabilization to a previous analysis of change, showing that while patrimonial authority often isolates leaders and provokes unrest, extensive patrimonial ties can help the regime endure these same challenges and defeat its domestic foes. Specifically, when their repressive capacity is not inhibited by foreign powers during crises, neopatrimonial leaders can withstand insurgencies and prevent regime change. Building upon Richard Snyder's study of neopatrimonial transitions, I explore this argument through a variable of “hard-liner” strength derived from the regime's domestic patrimonial networks and its relationship to a foreign patron. Adding four original case studies of enduring neopatrimonialism (Syria, Iraq, Libya, Tunisia) to Snyder’s prior work, I find the revised voluntarist framework explains both transition and restabilization in a composite set of fifteen cases. The ‘naive’ idea current among many of the older nationalists of the Third World regarding the de‐industrializing effect of western capitalism on their countries is confirmed by the analysis of occupational data relating to the State of Bihar in India. Similar evidence is also available for Egypt and China. If we shift from models of what can ideally happen under capitalism in its international aspects and look at what actually happened until, say, 1914, we find that it often had opposite effects on the advanced capitalist countries and their overseas offshoots, and on the colonial or semi‐colonial economies of the Third World in respect of industrial employment, investment in productive assets and distribution of income. Technological change even today often carries highly disruptive and inegalitarian consequences for Third World countries. In the light of such experience with market‐orientated growth, an alternative model is suggested in which development proceeds by localized economic activities, distributing incomes and opportunities equally and keeping out ‘backwash’ effects on other regions. One major task of the economist in the future will be to explore the inner logic of such a ‘paradigm’, suggest the means of implementing the model, and ferret out possible contradictions. The Chinese (and perhaps Vietnamese) experience may serve as an example or laboratory for such explorations.  相似文献
