In scarcely a decade, a “labification” phenomenon has taken hold globally. The search for innovative policy solutions for social problems is embedded within scientific experimental-like structures often referred to as policy innovation labs (PILs). With the rapid technological changes (e.g., big data, artificial intelligence), data-based PILs have emerged. Despite the growing importance of these PILs in the policy process, very little is known about them and how they contribute to policy outcomes. This study analyzes 133 data-based PILs and examines their contribution to policy capacity. We adopt policy capacity framework to investigate how data-based PILs contribute to enhancing analytical, organization, and political policy capacity. Many data-based PILs are located in Western Europe and North America, initiated by governments, and employ multi-domain administrative data with advanced technologies. Our analysis finds that data-based PILs enhance analytical and operational policy capacity at the individual, organizational and systemic levels but do little to enhance political capacity. It is this deficit that we suggest possible strategies for data-based PILs.  相似文献

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.  相似文献

The COVID-19 crisis demanded rapid, widespread policy action. In response, nations turned to different forms of social distancing policies to reduce the spread of the virus. These policies were implemented globally, proving as contagious as the virus they are meant to prevent. Yet, variation in their implementation invites questions as to how and why countries adopt social distancing policies, and whether the causal mechanisms driving these policy adoptions are based on internal resources and problem conditions or other external factors such as conditions in other countries. We leverage daily changes in international social distancing policies to understand the impacts of problem characteristics, institutional and economic context, and peer effects on social distancing policy adoption. Using fixed-effects models on an international panel of daily data from 2020, we find that peer effects, particularly mimicry of geographic neighbors, political peers, and language agnates drive policy diffusion and shape countries' policy choices.  相似文献

While digital policies provide significant value within contemporary governance, not many governments' digital policies are adapted to rapidly changing technologies and associated expectations. The limited adaptability can be explained by governments' focus on institutional shifts as an instrument to generate policy changes. Therefore, this article examines the impact of institutional shifts on digital policy by leveraging the Punctuated Equilibrium Theory (PET) as a lens to explore the Belgian federal government between 2000 and 2020. This is done through performing a distributional application of the PET and an explaining-outcome congruence case study. The results highlight the role of institutional shifts in directing digital policy, but also underscore the importance of other factors (i.e., policy image, attention allocation and/or structure of the political system) and the presence of policy entrepreneurs to explain the (in)stability of digital policy.  相似文献

Unbiased conduct is an essential part of the social contract between the state and its citizens. Yet, when tasked with settling disputes between citizens and other state officials, are public administrators truly impartial in their resolutions? Such a question is vital for street-level bureaucrats whom the public perceives as the face of governance. This study investigates the relations between the pro-citizen tendencies in street-level bureaucrats' resolutions, their internal appealability, and the discretionary space under which they are made. Using quantitative analysis of real-world lower-court rulings in Israeli tax disputes between 1980 and 2021, the research findings indicate that unregulated expansion of street-level bureaucrats' discretionary space relates to favoring the state's arguments in their resolutions and may impair procedural fairness. The findings also imply that regulation promoting citizens' right to appeal such resolutions within their agency, can increase street-level bureaucrats' pro-citizen tendencies and potentially counteract such outcomes.  相似文献

ABSTRACT

Street-level bureaucrats have long been seen as key figures in program and policy implementation, often occupying unique positions that encompass executive, legislative, and judicial functions. Osborne’s concept of the New Public Governance addresses concepts of policy implementation and interpretive activities that characterize street-level bureaucracy. Current understanding of street-level bureaucracy is, however, dominated by research focused on the United States and the United Kingdom, both of which demonstrate differences from countries in Eastern Europe. This study uses survey data to examine street-level bureaucracy in Romania, with attention to the determinants of bureaucratic perceptions of discretion. Results indicate that proactive personality, prosocial motivation, autonomy, job satisfaction, and years of experience are related to individual perceptions of discretionary latitude among front-line workers.  相似文献

Policy conflicts are ubiquitous in many countries. Yet research on policy conflict is typically based on cases in western, democratic countries. As a result, little is known about the characteristics of policy conflicts in non-western countries, such as China, or how these characteristics compare to western contexts. The Policy Conflict Framework (PCF) was recently developed to help scholars identify, diagnose, and compare policy conflict characteristics. This research uses the PCF to guide a comparative analysis of the nature of policy conflicts in China and the United States. With interview data on policy actors from Chongqing, China and Colorado, USA, we present the findings by comparing the differences and similarities of policy conflicts in the two countries around shale oil and gas development. We conclude with the strengths and limitations of this comparative study of policy conflicts in China and other national contexts, along with recommendations for conducting PCF research in China.  相似文献

Abstract

Classic street-level bureaucracy literature has suggested that individual bureaucrats are shaped by their work group. Work group colleagues can impact how bureaucrats perceive clients and how they behave toward them. Building on theories of work group socialization, social representation, and social identification, we investigate if and how the attitude of individual street-level bureaucrats toward clients is shaped by the client-attitude of the bureaucrat’s work group colleagues. We also test whether this relation is dependent on conditions of attitudinal homogeneity and perceived cohesion of the work group. Results of a survey among street-level bureaucrats in the Dutch and Belgian tax administration (1245 respondents from 210 work groups) suggest that different mechanisms underlie the work group’s impact on the individual street-level bureaucrat in this specific attitude. The analysis furthermore reveals that work groups have a limited impact on the individual’s client-attitude. Theoretical and practical implications of these findings are discussed.  相似文献

Despite the widely recognized significance of policy attributes in explaining innovation diffusion, limited research has emphasized the underlying endogenous mechanisms dictating the construction of innovation attributes. This study points out that bureaucratic politics could dynamically shape an innovation's compatibility with the potential adopters and its diffusion likelihood. Based on the subnational decentralization reforms in China, we note that compared to administrative and fiscal decentralization, political decentralization is less likely to generate personal gains and more likely to negatively affect the career prospects of local officials in a layer-by-layer personnel management system. Therefore, the study speculates that political decentralization reforms have a lower level of compatibility, consequently reducing its diffusion likelihood among local governments. We confirmed our theoretical expectations by conducting an in-depth case study of the top-down diffusion of three types of “Province-Managing-County Reforms” among 102 counties in China's Henan Province (2004–2021).  相似文献

The Programmatic Action Framework (PAF) is a powerful analytical perspective to advance our understanding of policy change by stressing the role of programmatic groups and how they promote their preferred policy programs. While the PAF has been applied successfully to European countries and the US, a considerable research gap remains regarding its explanatory power in other regions and political settings. To step into this research gap, we apply the PAF to authoritarian China through a qualitative case study of the making of “Healthy China 2030”, a national health policy program. We explore two research questions: firstly, to what extent can the PAF be operationalized in a nondemocracy to identify programmatic groups and evaluate policy design, and second, what are the limitations and challenges facing the application of the PAF to nondemocracies? Our empirical analysis shows that the design of this policy program involves actors from different policy areas, despite the top-down political structure. With regards to the transfer of PAF hypotheses, we show that the framework is a helpful lens to identify programmatic groups and to evaluate policy programs' potential for success based on coherence, responsiveness, and program fit. Meanwhile, the research process of our study revealed the challenges of applying policy process theories to China, including hard-to-reach political actors for data collection, lack of transparency regarding collaboration processes between actors, and a lack of publicly available program-related information.  相似文献

Under what conditions will street‐level bureaucrats act as policy entrepreneurs? Drawing on the case of social workers working with disadvantaged populations in the context of urban renewal in Israel, we suggest a framework for addressing this question. The research contributes to the literature of public administration and policy both by analyzing the strategies these entrepreneurs adopt to increase their influence on policy design and by proposing that the combination of perceptions of an acute crisis situation, lack of effective knowledge in the area, and the demand for innovation and activism leads street‐level bureaucrats to adopt innovative strategies aimed at influencing policy.  相似文献

农村土地承包经营权的流转是完善我国农村工作非常重大的现实问题,但政策执行过程中容易产生偏差。有哪些偏差,其原因何在?街道层官僚理论为分析中国农村土地承包经营权流转的政策执行提供了一个全新的理论视角。以中国改革第一村——小岗村为研究对象,以街道层官僚理论为视角,通过对小岗村的农村土地流转政策执行情况及偏差原因进行实证分析。研究发现,处于公共政策执行末梢环节的街道层官僚在资源稀缺和公共服务弹性需求的夹缝之中,因其特殊的身份、地位和工作性质而持有相当大的政策制定能力,导致公共利益权威分配过程中产生偏差;分析了形成该问题的三个具体原因,对提高我国农村土地流转政策执行的质量具有一定的借鉴意义。  相似文献

What factors influence police officers’ willingness to risk themselves for others? Police officers are street-level bureaucrats, who are not only given the mandate to use deadly force in order to keep public order but also risk their most important resource – their lives – to protect society. We suggest three factors that prompt police officers to risk their lives: individual characteristics (a desire to gain respect and recognition, and testing one's courage, ideology, and personality), organizational conditions (expectations of peers and supervisors, promotion opportunities), and environmental context (a hostile working environment and the importance of public opinion to them). Using an abductive approach combined with a triangulated qualitative method, our findings indicate that personal characteristics are indeed important, but so too are organizational conditions and environmental context. The practical insight, therefore, is that decision makers ‘can’, in various formal and informal ways, influence street-level bureaucrats’ behaviour. Here, the interactions among managers, workers, and clients are a crucial element.  相似文献

As climate change continues to increase both the frequency and intensity of environmental hazards and disasters, the need for a cohesive national mitigation policy grows. As the environmental federalism scholarship indicates, the inherent tension in federal, state, and local policy implementation highlights that despite a national need, environmental quality is a local public good. To complicate matters, there is disagreement about the optimal level of decision-making regarding the adoption and implementation of environmental policy. This study addresses this gap by considering the role of policy ambiguity and conflict in policy implementation. The analysis relies on primary qualitative data collected from open-ended interviews with 22 local government officials in 12 municipalities following Hurricane Harvey. Through the lens of policy ambiguity and conflict, we find confirmatory support for the idea that policies with less ambiguous goals are more likely to be implemented. Furthermore, we find that policy conflict arises when local governments perceive there is little for the community to gain by implementing the federal program. Thus, the level of protection afforded to citizens varies greatly between communities and is influenced heavily by politics. This research supports the Ambiguity-Conflict Model of policy implementation, an oft-cited but rarely tested theoretical framework for assessing the intergovernmental politics of policy implementation. It also demonstrates the barriers to local implementation of federal environmental policy in a nested system of government.  相似文献

Why do local officials in an authoritarian bureaucracy experiment with policy, even when directed not to do so by central‐level officials? This study suggests that policy experimentation in this institutional environment can best be understood as an interaction between the structure in which local officials are embedded and individual‐level personality attributes. Leveraging a new data set from a series of original surveys with local policy makers in mainland China, conducted between 2016 and 2018, we discern three baseline personality types: authoritarian, consultative, and entrepreneurial. We thereafter examine the individual‐level characteristics of local officials who will innovate irrespective of a centralization of bureaucratic power and interests, as currently experienced under Chinese President Xi Jinping. We find that local policy makers engage in policy innovation when they are more focused on resolving governance problems and that increased risk reduces but does not eliminate their willingness to innovate. Based on these findings, we contend that future studies of policy innovation should use an evolutionary framework to examine the interaction between preferences and selection pressures.  相似文献

This article develops an empirical measure of public entrepreneurship and uses it to discover the correlates that distinguish between those participants in a policy domain who are seen as more or less important in the entrepreneurial process. Looking at two rural regions dealing with telemedicine technologies, the authors examine the role of personal attributes and situational attributes in predicting who will emerge as the most mentioned public entrepreneurs on these issues in their community. Status in the local community, membership in the health professions, and strong local focus and ties are the most instrumental variables in distinguishing between those in a policy domain who are more likely to be identified as entrepreneurial. The authors provide an empirical test that can, for the first time, identify in a comparative context the traits that distinguish more entrepreneurial individuals from less entrepreneurial ones (or nonentrepreneurial ones) participating in the same policy domain.  相似文献

Findings from a large and growing body of entrepreneurship research offer insights for public policy and public officials and managers. Entrepreneurship policy is defined as measures undertaken to stimulate entrepreneurship in a region or country. The authors discuss generalizations from empirical research on three types of entrepreneurship activity that are vital for inclusive, sustainable economic growth: high‐growth (stressing economic impact), female (inclusive impact), and social (sustainable impact) entrepreneurship. High‐growth firms make up a small share of all entrepreneurial activity but create the majority of economic growth. Compared to their male counterparts, female entrepreneurs are fewer in number (one‐third of all entrepreneurs) and tend to start ventures with lower financial capital and growth expectations. Social entrepreneurs generally have high levels of education and pursue social objectives, often remedying market failures with innovative solutions. For each entrepreneurship type, the authors provide a definition, empirical generalizations, and implications for public policy.  相似文献

Over the past few decades, Sweden has established itself as a “world leader” in gender equality. Alongside this development, Swedish politicians have also initiated ambitious plans that aim to establish the country as “world class” in terms of digitalization. International research shows that women and racialized groups are in a minority in the design processes, that AI facial recognition systems are built with white male faces as the norm, and that digital tools replicate racial injustices. In this paper, we are interested in if, and if so how, gender equality is articulated and thus filled with meaning in national policies on AI and digitalization. The overall aim is to discuss the potential of gender (equality) mainstreaming to challenge systems of privilege in the implementation of AI systems in the public sector. The paper analyses how gender equality is filled with meaning in national policy documents on AI and gender equality. The main findings show that gender equality is turned into a question of lack of knowledge and information, which in turn blocks out an understanding of gender equality as something that is related to gendered power relations.  相似文献

Classic theory on bureaucracy suggests that one primary source of bureaucratic power in public administration and the policy‐making process derives from bureaucratic issue‐specific expertise. Studies in psychology and behavioral economics suggest that experienced experts tend to be overconfident in estimating their expertise, but few researchers have examined whether experienced bureaucrats are prone to overconfidence and, if so, how overconfidence may correlate with their policy choice. Drawing on past theoretical and empirical literature, this study is the first to investigate these questions by using survey data collected from 579 officials in various agencies related to climate change mitigation and adaptation. Our analyses demonstrate that (a) the level of issue‐specific expertise perceived by individual bureaucrats is positively associated with their work experience/job relevance to climate change, (b) more experienced bureaucrats tend to be more overconfident in assessing their expertise, and (c) overconfidence, independently of sociodemographic characteristics, attitudinal factors and political ideology, correlates positively with bureaucrats’ risk‐taking policy choices.  相似文献

Policy entrepreneurs can influence policy changes and decisions. These people invest their time, knowledge, and skills into promoting policies with which they agree. This paper investigates the influence that entrepreneurs had in the case of recreational water rights policy in Colorado to build a model of policy entrepreneurship. Almost 20 Colorado communities have constructed white‐water kayak courses to boost their local economies. In twelve of these communities, construction was followed by community pursuit of a new form of water right—the recreational in‐channel diversion. This case study is relevant to many areas of environmental policy and management where policies are transitioning from traditional consumptive uses of the resource to nonconsumptive uses. This policy change was not a given in Colorado communities, with recreational water rights requiring significant investments of community resources. These research findings conclude that policy entrepreneurs were influential to policy change, but the most important actors were expert entrepreneurs who hold expertise in water resource matters.  相似文献
