The entry of gig-platforms to labor markets world-wide has caused significant frictions with national institutions and regulators, including trade unions. In this article, we compare the interactions between taxi and food delivery platforms with the industrial relations (IR) systems of Denmark and Sweden, where we observe isolated instances of unions striking collective agreements with platforms. We assess and compare platform strategies and interactions with IR system agents, using an RIT-framework (rulemaker-intermediary-ruletaker) which considers how rulemaking capacity is allocated within the Nordic IR systems. We detect both IR system evasion and integration in Denmark and Sweden, with significant variation in causes and mechanisms. We find that IR system integration can be explained by public backlash, pressure from IR system insiders, and gaining first-mover advantages. Our findings shed light on integrative mechanisms of the Nordic IR systems allowing us to identify and discuss future challenges posed by the platform economy.  相似文献

The use of politically appointed ministerial advisors has increased noticeably in many Western countries, but we know little about how this development has affected the civil servants recruited on merit. The article asks whether political appointees accentuate or blur the line between politics and administration. Do political appointees take over political-tactical advice and leave policy advice to the permanent civil service, or do they cause permanent civil servants to be even more influenced by political considerations? And do political appointees make it easier or more difficult for the permanent civil service to be politically responsive? A Most Similar Systems Design comparison of Denmark and Sweden allows an assessment of the effects of political appointees. It is found that a large number of political appointees decreases functional politicisation of the permanent civil service; that functional politicisation tends to crowd out tasks related to more classic policy advice; and that functional politicisation increases political responsiveness.  相似文献

The link between ethnic heterogeneity and public support for welfare policy is debated. The thesis of a negative relationship is supported by much American research. Historically the race issue has blocked a number of American welfare schemes; across the United States ethnically heterogeneous states have less generous benefits, and citizens having negative attitudes towards blacks often oppose welfare. The research question is: To what extent will increased ethnic heterogeneity in European countries establish the same mechanisms? Three theoretical positions are discussed: the position that the American experience is unique; the position that it is generalisable; and a middle position of it being contingent on institutional settings. The latter position predicts that the American experience can be avoided, especially in social democratic welfare regimes where the ethnicity issue has not been politicised. Empirically the article is based on survey data from the United Kingdom, Sweden and Denmark, in which a number of American items were directly replicated. Despite indications of American uniqueness and welfare‐regime effects, the findings support the position that the in‐group/out‐group mechanisms found in the United States are being replicated in Europe.  相似文献

This article maps the three major Left‐Socialist parties in Denmark, Norway and Sweden and their attitude towards European integration. It focuses on why the three parties, despite a common vision of Europe, differ when it comes to the question of membership in the European Union. This paper is guided by Conservation of Resources theory and aims to investigate the impact of personal and organisational support on the quality of clinical care given to aged care residents in for‐profit (FP) and not‐for‐profit (NFP) facilities. Broadly, the paper addresses challenges faced by governments in designing contract specifications that ensure quality outcomes from aged care providers. The argument is that the present accreditation standards that are used to assess the status of aged care providers are too narrow to capture the complexity in delivering social services. Data were collected from 442 aged care workers from aged care facilities in NSW, QLD and WA. The results show that carer support (personal and organisational support) explained half of the variance in quality of clinical care in NFP facilities, and a third of the variance in FP facilities. In particular, the findings suggest support for carers is important for carer retention, and ultimately the clinical care of residents. The findings provide supporting evidence to widen the required contract specifications for aged care provider accreditation to include organisational and personal support for carers.  相似文献

Without high‐quality translation of online information about government support and services, refugees and migrants from culturally and linguistically diverse backgrounds in Australia experience a major barrier to improved health, employment, education and social outcomes. Recent advances in the ability of Google Translate, Skype Translator and other forms of machine translation that use artificial intelligence can help translate government information to better support refugees and migrants but they bring the risk of ineffective communication, and exclusion from services that could positively impact on settlement experiences and daily life. Evidence suggests that government agencies are likely to be using human translators for most translation work, but the degree to which any form of information technology is used, how it may be best applied and the associated effects are not known. This study systematically reviewed the peer‐reviewed and grey literature to determine effective ways of using information technology for translating government information to refugees and migrants from culturally and linguistically diverse backgrounds in Australia. Included studies were analysed to identify techniques and other characteristics of translation, information technology and language support more broadly, and outcomes on education, health, social and other refugee and migrant experiences relating to translated information. Our review found a small evidence base featuring studies with strong evaluation demonstrating effective forms of ‘language support’ for refugees and migrants from culturally and linguistically diverse backgrounds in Australia in a broad sense. However, there is a major gap in knowledge that is contributing to barriers in the use of online government information in Australia. In particular, there is an absence of evidence demonstrating what is effective in the use of machine translation with artificial intelligence, websites and other kinds of information technology for translating government information with refugees and migrants from culturally and linguistically diverse backgrounds. The oversight risks further excluding already marginalised groups from services and support. This paper makes a number of suggestions practitioners can take to address the issue and guidelines for future research.  相似文献

This article considers whether the HOPE VI program has achieved two of its key goals: improving neighborhood conditions and increasing resident self-sufficiency. Findings from the Maverick Gardens HOPE VI program in Boston, Massachusetts are presented and discussed in the context of other research on HOPE VI and other relocation initiatives.

Evidence from the Boston site affirms that the combination of relocation and redevelopment can lead to dramatic improvements in neighborhood quality for many – but not all – residents. Self-sufficiency outcomes, on the other hand, were not achieved: employment did not change, job networks were not expanded to new neighbors, and some residents experienced a decline in economic stability as a result of the program. Why HOPE VI has failed to improve neighborhood conditions for all residents and why it has failed to impact resident self-sufficiency is discussed, and how program goals and strategies might be adjusted to make it more effective is considered.  相似文献

In explaining policy reform, there is a tendency to assume that causes and outcomes are temporally contiguous and that the consequences of reform efforts unfold quickly. There is no obvious reason, theoretical or empirical, why this should be the case when considering the relationships between policy failure and policy success. This paper considers why and how policy failures may be causally linked to future policy events in sequences over extended periods of time. In particular, this paper focuses on the different mechanisms that might connect assessments of policy failure and subsequent reform success. Empirically, it draws on selected evidence from patterns of policy failures and successes in Australian health policy over a 40‐year time period.  相似文献
