Abstract

In recent years, interest has grown at the federal level in strategies to combine subsidized housing with programs promoting household self‐sufficiency. This article explores how nonprofit housing organizations conceptualize their self‐sufficiency programs for their residents. A broad definition of self‐sufficiency is presented—one that is not exclusively focused on the individual and, instead, also includes program strategies that are focused on changing the context in which individuals live and work.

The paper then analyzes the relationship between the self‐sufficiency strategies being implemented in the nonprofit housing world and how these organizations will be affected by welfare reform, the shrinking and restructuring of federally subsidized housing, the emergence of block grant job training and workforce development programs, and the general devolution of government programs into ever more fungible pots at state and local levels. These transformations in the domestic policy agenda will present challenges to nonprofit housing organizations and to the goal of promoting self‐sufficiency.  相似文献

State‐funded scholarship programs are transforming the way citizens and policymakers think about higher education. Advocates see these programs as a remedy to problems facing the state workforce such as “brain drain” and “unequal opportunity” for a sound education. Opponents see low retention rates and the number of already‐privileged students receiving benefits as signs that these programs are not reaching their maximum potential. This article traces the development of state‐funded college scholarships from earlier need‐based programs to current merit‐based programs and outlines current debates on policy effectiveness. Currently, 14 states have a state‐funded scholarship program. Differences between programs revolve around the political and economic circumstances of each state.  相似文献

Since the enactment of welfare reform legislation in 1996, thefederal government and the states have emphasized putting theneedy to work and reducing caseloads. Simultaneously, however,national policymakers delinked eligibility for cash assistancefrom eligibility for other safety-net benefits. Contrary tostated policy, though, this delinkage has led to declining participationin the case of Food Stamps and health-insurance programs forlow-income children. We highlight four factors that states mustshape if they are to narrow this gap between policy promiseand program performance by fostering higher participation. Weshow how our focus intersects with enduring questions of Americanfederalism—the level of state commitment to redistributiveprograms, their capacity to implement these programs effectively,and the degree to which states can augment governing capacityby becoming more genuine laboratories of democracy.  相似文献

The reinventing government movement of the 1990s reshaped the public sector in significant ways. Creating a government that worked better and cost less was accomplished through streamlined federal middle management ranks and privatized service delivery, which contributed to the emergence of a “hollow state.” Workforce reductions that addressed short‐term economic realities effectively threatened the long‐term sustainability of governmental organizations and the communities they serve. A variety of forces are now ushering in a new era of hollow government, including a changing context for public work, shifting bureaucratic expectations, and reduced capacity for workforce management. The public sector and its employees represent an important contributor to the vitality of our economy and communities. Revitalizing the public sector workforce is critical for revitalizing the middle class, and both represent urgent policy priorities.  相似文献

This article assesses two competing views of the effects federal devolution may have on the future of health, education and welfare programs in the United States. One school of thought argues that devolution of social policy to the state and local level will have negative consequences for the less affluent. A contrasting view maintains that devolution will spur innovations at the state and local level, which in turn will lead to more effective and efficient social programs. Dileo analyzes presidential and gubernatorial speeches over a period of 5 years to assess the state of U.S. social policy. He concludes that the federal government is generally more supportive of redistributive policies than are the states.  相似文献

A decade of economic stagnation has produced a plethora of calls for government action to stimulate economic growth in employment. Arguing that activists federal industry policy is likely not to emerge in the United States, Rasmussen and Ledebur examine the potential role of states in a "federalist industry policy." States presently administer effective programs of financial assistance to business enterprises. These efforts are "rationally parochial" in that their purpose is served equally well by cresting a new job or pirating from other jurisdictions. This paper considers how state programs can be reoriented to serve national growth and development objectives as well as those of specific jurisdictions. It concludes that a subnational industry policy offers a unique opportunity to reallocate existing state resources to achieve a much higher social return.  相似文献

There has been a surge of new interest in federal training policy. This momentum has been fueled by concerns with productivity and competitiveness, whereas past federal policy has been more focused upon distributional issues. A wide range of new proposals have been put forth, and high on the list are initiatives to work directly with firms. As making employers the clients of training programs is a relatively new idea, there is very little past federal experience to draw upon. However, in recent years states have experimented with similar efforts, and these experiments provide an underused data source for assessing the traps and opportunities inherent in any national program. This paper reports the results of case studies in four states, two of which based employer-centered training in new state agencies and two of which housed the programs in community colleges. We identify issues of concern that arise in employer-based training programs and also suggest some possible solutions.  相似文献

Proponents of federal environmental standards argue that competition for industrial development creates a “race to the bottom” in which states relax their own environmental standards to avoid losing businesses to states with more “business‐friendly” regulations. This article presents results from a unique survey of state clean air programs that show—contrary to the race to the bottom—a substantial number of states exceed federal EPA standards in a broad variety of clean air programs. Multivariate analyses of these state policies indicate that states strengthen their environmental programs in response to citizen demands rather than weaken their programs in deference to economic pressures.  相似文献

The U.S. Department of Labor's "Work Force 2000" project has identified long-term trends that will affect future employment and training policy. These include demographic trends such as a decline in the pool of young labor market entrants and an increase in women, minority, and immigrant workers; the continued shift from goods-producing industries to the service sector; and continued technological innovation in response to increased international competition. These projected changes in the labor market and workplace present a national challenge and an opportunity to tackle the longstanding problems of disadvantaged workers. Cooperative public and private programs to eliminate illiteracy and increase job skills and competencies, ease labor mobility and provide retraining, and attack underlying social problems that support the cycle of welfare dependency and unemployment are needed to provide the workforce America needs for the future.  相似文献

Abstract

The frail elderly have special multidimensional housing needs beyond affordability, including shelter that is more adaptive to reduced function and offers supportive services. Suitable housing for this population comprises three policy areas—housing, health care, and social services. In a federal system, development and implementation of policies in these areas involves participation of several levels of government and the nongovernmental sector. This paper uses federalism as a conceptual framework to examine and compare these policy areas in Canada and the United States.

In both countries, general national housing policies—relying heavily on the nongovernmental sector and characterized by joint federal‐provincial programs in Canada and by important local government roles and age‐specific programs in the United States‐have benefited the elderly. The effects of such policies on the frail elderly, however, have been less positive because of the general lack of essential human services and, to a lesser degree, health care that enables them to live outside institutions. This is especially true in the United States, where health care policy is fragmented and is dominated by a private insurance system, partial federal financing of health insurance for the elderly, and tense federal‐state relations in financing health care for the poor. Although Canadian policies and programs operate autonomously and more uniformly within a national health plan, neither country has a universal, comprehensive long‐term care system. Geographically diverse patterns of social services, funded by grants to states and provinces and the nonprofit sector, are common to both countries. However, the United States has inadequately funded age‐specific programs and has relied on a growing commercial service provision. Housing outcomes for frail elders are moving in the right direction in both countries; however, Canada seems to be better positioned, largely because of its health care system. As increased decentralization continues to characterize the three policy areas that affect suitable housing for frail elders, the United States can learn from Canada's negotiated federalism approach to more uniform solutions to merging housing and long‐term care.  相似文献

The purpose of reason or rationality in the analysis of resource allocation decisions is to provide decision makers with guidance on policy decisions which result in improvement, i.e. a net increment in social welfare. The difficulty with what might be called the microrationality of cost-benefit analysis and cost-effectiveness analysis as conventionally practised is that unless the context of such rationality is established in the larger framework of what might in turn be called the macrorationality which reflects an awareness of the properties of the whole system, the policy analyst cannot know whether his recommendation will upgrade (constitute an improvement in) or degrade (constitute a deterioration in) the system as a whole. The paper attempts to suggest a first conceptual approach, and an implied research agenda, addressed to developing a more effective general context for policy analysis. The suggested approach has four major components; first, the establishment of the basis for policy analysis in the explicit specification of a general weighted objective function for national policy and a corresponding set of functions for particular programs and projects; second, the development and incorporation in cost-benefit and cost-effectiveness analysis of a set of analytical parameters which establish the basis for policy analyses which are in the first instance comparable, and in the second instance consistent with the national objective function; third, the development of a general analytical framework for cost-benefit and cost-effectiveness analysis which recognizes the essential interdependency of policy decisions, including the financing implications of expenditure policies; and, finally, the explicit recognition of the need for a criterion of overall system improvement in the development of an analytical framework for the measurement of the trades-off or opportunity costs between alternative policy mixes.  相似文献

Abstract

As part of the strategy for better governance, the European Commission has taken steps towards improved consultation and dialogue on European Union (EU) policy with interested parties. Opening up the policy process and getting interest groups involved are considered important for the democratic legitimacy of EU policy making. This article examines the public Internet consultation on the Commission proposal for a new European chemicals policy, the so-called REACH system. Being one of the most consulted issues in EU history, the chemicals policy review is considered as a critical test for the participatory mechanisms provided by the European Communities. By analysing more than 6000 contributions to the consultation, it is demonstrated that it invited broad participation, although industry was considerably better represented than NGOs and other civil society associations. Moreover, an overwhelming majority of participants were national actors from the largest member states rather than transnational actors. It is concluded that online consultations can invite broad participation in EU policy shaping but it is unlikely to bring about equal participation from different group of actors. Therefore it raises concern when measured against standards of democratic governance.  相似文献

“Entrepreneurial” economic development strategies at the state level in the United States, which focus on nurturing home‐grown, high‐growth businesses, lack immediate payoffs for politically powerful constituencies, a condition that would seem likely to limit their appeal compared to the alternative “locational” strategy of attracting large investments from elsewhere. Nonetheless, many U.S. states have added programs with entrepreneurial attributes to their economic development portfolios in recent years. This paper explores how the political obstacles to such programs have been overcome. In a few cases, an institutional innovation in the policy‐making process drew in new participants who provided ideas for and support to programs with entrepreneurial attributes. More commonly, the preferences of executive branch officials, especially governors, appear to have been critical to the enactment and implementation of such programs. This finding suggests that economic development policy making may be more technocratic than is commonly believed.  相似文献

This is a cross‐state empirical study which examines the effects of state research and development (R&D) tax credits on private R&D expenditure in the states. Other explanatory variables include federal R&D subsidies, public services in higher education and R&D‐targeted programs as well as other control variables. The statistical result shows that the establishment of state R&D credit programs is effective in stimulating more industrial R&D expenditure. In addition, state services in higher education and R&D‐targeted programs also matter in private decision of R&D investment. This policy assessment sends a positive message to state policymakers because it shows the great potential in using R&D policy instruments to promote innovation‐based economic development. © 2005 by the Association for Public Policy Analysis and Management  相似文献

Illness and disability often result in a serious loss of income. Government response to this problem has been piecemeal, so that there is a patchwork of different programs, some state and some federal, covering particular types of medical disabilities and particular categories of people. This article briefly describes existing programs and then evaluates income-maintenance policy towards the ill and disabled using four broad criteria: clarity of objectives, adequacy of coverage, adequacy of benefits, and equity. The general findings are that extreme program fragmentation in this policy area have led to competing (and sometimes inconsistent) objectives, large gaps in population coverage, benefit levels that do not meet even minimal standards, and tremendous inequities across different programs. Recommendations for improvement include the development of a more workable definition of disability and development of a guaranteed minimum income plan in conjuction with supplementary disability insurance plans.The author would like to thank Randall Bovbjerg and James Vaupel for their thoughtful criticisms.  相似文献

Researchers using fiscal choice models have had limited success predicting fund diversion in federal grant programs. The application of a principal-agent framework to questions of fiscal federalism offered a potentially valuable alternative approach, but the traditional model employed by Chubb (1985) neglected potential variability in the degree of goal conflict between principals and agents. This article proposes an expanded framework, which incorporates the possibility of variation in goal conflict between participants in intergovernmental aid programs. The theory suggests that the level of policy congruence between recipient jurisdictions and the national government will determine the amount of grant funding diverted away from targeted policy areas. Findings from analyses of grant programs in two distinct policy areas support the hypothesis that grant effectiveness is partially a function of goal congruence. The relationship between intergovernmental partners is interactive, with the degree of policy agreement determining fund diversion in subnational jurisdictions, as well as the effectiveness of federal oversight activities. The findings have important theoretical implications for understanding both fiscal federalism and principal-agent relationships more generally.  相似文献

abstract This article discusses recent efforts by states to adopt paid family leave since the original passage of the Family and Medical Leave Act in 1993. In proposing their legislation, 21 of 26 states dropped the family component of the original law and, instead, reduced coverage to baby care or parental leave. I explore the potential policy implications of what appears to be a retrenchment of the FMLA, as it shifts from an emphasis on family (including care of elderly parents) to parental (baby care only). This discussion is particularly important in light of a growing aging population that will demand greater assistance from family caregivers who will most likely be in the workforce and in need of benefits such as family leave.  相似文献

The lack of significant efforts at the national level to reduce greenhouse gas emissions (GHGs) in the United States has provided the impetus for a number of state programs. This article assesses the efficiency of these programs in making real progress in GHG reductions. It also explores the effect of state programs on the eventual adoption of a strong national GHG mitigation policy. While state programs are likely to demonstrate the viability of new mitigation approaches, they are also likely to create a set of expectations and precedents that will make a strong and coherent national policy more difficult.

Questions of gender equity and the underrepresentation of women in the science, technology, engineering, and mathematics (STEM) professoriate in U.S. institutions of higher education have become central issues in debates on the role and makeup of the STEM workforce in today's innovation‐driven economy. In response, policy makers, advocacy groups, academics, and other stakeholders have called for the dedicated enforcement of Title IX of the Education Amendments of 1972 as a tool for combating gender inequities in the academic workforce. Although previously applied primarily to gender bias in athletic programs and participation, Title IX was created to address myriad aspects of gender equity in educational institutions and, as such, currently is being invoked in the realm of STEM academic employment. Accordingly, we analyze Title IX relative to categories of potential regulatory development in light of the policy environment and related dynamics. Providing an historical overview of Title IX and its associated regulations as background, we characterize and delineate its relevance to gender disparities in the STEM professoriate, identifying areas for policy consideration and future application.  相似文献

The aim of this diagnostic analysis is to identify the weaknesses in the process of reforming policy in Jordan. This study will first present a diagnostic analysis of the characteristics of administrative reform in Jordan. Following this, weaknesses will be identified with a focus on policy roles in the policy‐making process. Administrative reform has long been an area of interest and development in Jordan since the early 1980s. Conferences were held, political and technical committees formed, and expertise and resources invested. The outcomes of these programs have been below expectations, with inadequate impact. This investigation paid attention on how Jordan can best invest its resources to maximize efficiency in the public sector, specifically the process of reforming policy. This study concludes that the primary factor impacting efficiency, accountability, and responsiveness is the degree of authority at both national and organizational level. Recent efforts in Jordan to tackle these issues could create more conflicts that threaten the Jordanian government's stability. Other resources have been dedicated to reviewing the rules and values that govern the relationship between state and society.  相似文献
