From 1982 to 1993, a decade of tight economic constraints, the Danish welfare state was governed by bourgeois parties. The expectation of the power resources model, the most prevalent theory about the Scandinavian welfare states, was that the Danish welfare state would be turned further in a residual direction. Those expectations were, however, never fulfilled – on the contrary, the Danish welfare state was further expanded in a social democratic direction. A focus on how the bourgeois governments, often in a difficult parliamentary situation, tried to adapt the popular Danish welfare state to less favorable economic conditions accounts for important aspects of this development. The bourgeois governments relied on a combination of increased benefits to large groups of voters and well-hidden measures to strengthen public finances.  相似文献

Abstract

The goal of this special issue is to highlight the importance of unconventional social policies, theorize their development in comparison with traditional welfare state accounts and outline a new research agenda. In this introduction to the special issue, the editors present the concept of social policy by other means as encompassing two kinds of unconventional social policy (from the point of view of mainstream comparative research): First, functional equivalents to formal systems of social protection and, second, non-state provision of benefits. The concept builds upon a sizeable, but fragmented literature in comparative welfare state research. While numerous examples demonstrate that social policy by other means is more pervasive in both OECD and non-OECD countries than often acknowledged, a brief survey of the top 20 articles in the field reveals that this fact is not sufficiently reflected in the academic literature. With reference to both existing studies and the contributions to this special issue, the editors go on to explore (1) the different forms of social policy by other means, (2) explanatory theories and (3) their effectiveness in terms of social outcomes. They close by outlining a research agenda.  相似文献

Abstract

Scholars can take a broader look at social policy and understand that traditional public welfare state programs are only one of the many potential sources of social protection and regulation. The contributions of this special issue invite social policy scholars to explore policy instruments that provide “social policy by other means” across a wide array of areas, including agriculture, energy, immigration, taxation, and legal regulation of private benefits and services. The article provides a concise overview of some of the key theoretical and empirical implications of social policy by other means for comparative welfare state research. In order to do this, it is divided into two main sections, which respectively discuss the nature and boundaries of social policy and the varieties of social policy by other means. This is followed by a short conclusion, which summarizes the key lessons of this special issue for comparative welfare state research.  相似文献

What are the conditions under which some austerity programmes rely on substantial cuts to social spending? More specifically, do the partisan complexion and the type of government condition the extent to which austerity policies imply welfare state retrenchment? This article demonstrates that large budget consolidations tend to be associated with welfare state retrenchment. The findings support a partisan and a politico-institutionalist argument: (i) in periods of fiscal consolidation, welfare state retrenchment tends to be more pronounced under left-wing governments; (ii) since welfare state retrenchment is electorally and politically risky, it also tends to be more pronounced when pursued by a broad pro-reform coalition government. Therefore, the article shows that during budget consolidations implemented by left-wing broad coalition governments, welfare state retrenchment is greatest. Using long-run multipliers from autoregressive distributed lag models on 17 OECD countries during the 1982–2009 period, substantial support is found for these expectations.  相似文献

Abstract.  The concepts that address different paths to transformation of the welfare state as a 'workfare', an 'enabling' or an 'activating' state share the idea that traditional welfare policies, mostly aiming at decommodification, are more and more replaced by social policies emphasising (re-)commodification. Activating labour market policy therefore is supposed to play a central role within the paradigm shift of welfare state policies. It is understood to involve a mix of the enforcement of labour market participation, the conditioning of rights and growing obligations of the individual at one side, and an increase of services in order to promote employability and restore social equity at the other. In this article, the different perceptions of the workfare and the enabling state perspectives on the positive and negative aspects of activating policies are reconstructed as 'pure forms' in order to obtain theoretical standards against which the empirical cases of activating labour market policies in Denmark, the United Kingdom and Germany are characterised and compared. The actual reform path is described by a combination of two indicators: the strength of the workfare and the strength of the enabling elements of the activating labour market policies. The evidence on activating labour market reforms confirms that in both dimensions a move in the same direction is taking place, but without producing growing convergence. Different welfare state types keep on producing different mixes of workfare and enabling policies, leading to very different levels of decommodification and (re-)commodification. Thus, an ongoing divergence of policies also exists within the new paradigm of an activating labour market policy, although single countries seem to change their alignment to a particular welfare state type.  相似文献

This article tackles the importance of systemic retrenchment in welfare state research by focusing on two core elements neglected in the literature: the civil service and governmental revenues. Saskatchewan has possessed key ingredients associated with generous welfare states: a dominant left-wing party, a supportive bureaucracy and important non-visible fiscal revenues. According to the comparative welfare state literature, this is also an excellent recipe for maintaining a generous welfare state amid attempts, primarily by right-wing governments, to scale it back. Yet, most social indicators in the post-Devine years demonstrate that Saskatchewan can no longer be considered a leading welfare state in Canada. Reforms to the bureaucracy and a host of financial measures resulting in a near default explain why the Devine government was successful in its efforts to disrupt the CCF/NDP social legacy despite the fact that the NDP regained power for 16 years afterwards.  相似文献

This paper examines the impact of federal state structures on welfare state development in the six classic OECD federations since the 1880s. Starting from the widely acknowledged assumption in comparative public policy research that depicts federalism as an impediment to the expansion of the Leviathan, we demonstrate that federalism has facilitated as well as impeded social policy development. Development is contingent on several time-dependent factors, including the degree of democratization, the type of federalism, the stage of welfare state development and early distribution of social policy responsibility. Federalism also has had an impact on patterns of benefit provision, and we identify a variety of bypass strategies by which the six federations were able to overcome their built-in constitutional rigidities. These institutional changes had a lasting structural impact on the emerging patterns of social security. Overall, federalism has contributed to a status quo bias in social policy, not only because it delayed the early consolidation of national social programs but also, more recently, because it has protected the welfare state against retrenchment.  相似文献

This article explains the diversity of young people’s access to social welfare by distinguishing between two models of social citizenship in a comparative analysis of 15 Western European countries. On the one hand, social citizenship can be familialized, when young people are considered as children and therefore do not receive state benefits in their own name. This form of citizenship is found in Bismarckian welfare states, based on the principle of subsidiarity. On the other hand, it can be individualized, in which case young people can be entitled to benefits in their own right, insofar as they are considered as adults. This form of social citizenship is found more in Beveridgean welfare states.  相似文献

Several scholars have claimed that we are currently witnessing a growing saliency of so‐called ‘corporate social responsibility’ (CSR). Yet, while there is a lot of work suggesting that public opinion might prompt firms to behave in socially responsible ways, there is a lack of empirical studies exploring the extent ordinary to which citizens actually support CSR. Moreover, the state is conventionally theorised as the main institutional device for governing markets and their social consequences, and there is a growing literature exploring the relationship between CSR and the state. On the basis of these observations, this article juxtaposes public attitudes towards CSR and state intervention in the market. Considering that attitudes might vary across groups with different structural relationships to the firm, this study also looks at the social bases of support for different attitude profiles. Using Swedish survey data collected in 2011 and latent class analysis, the empirical results demonstrate that most Swedes in favour of CSR are highly supportive of state intervention in the market. The study of social cleavages restates this pattern: social groups with fewer marketable resources are strongly over‐represented in supporting a combination of CSR and state intervention in the market. No clear social profile is found for the relatively small group of people who support CSR but not state intervention. It is concluded that voluntary CSR is unlikely to offer a serious full‐scale alternative to the welfare state: Swedes continue to think of public authorities as the ultimate institutional guarantor of social welfare.  相似文献

Since the federally supported public assistance program became law in 1935, many developments have challenged our perceptions about the employability of welfare mothers and the appropriate design of the AFDC program. A consensus has been building that the AFDC program should be redesigned with the view that employable women and men have a responsibility to work and support their families. The result has been proposals stressing some form of work requirement. Several years ago, the Manpower Demonstration Research Corporation (MDRC) began a five-year social experiment examining current state efforts to restructure the relationship between welfare and work. The MDRC demonstration addresses four questions. First, is it feasible to impose work-related obligations as a condition of reviewing welfare? Second, what do workfare-type programs look like in practice and how do welfare recipients themselves judge the fairness of mandatory requirements? Third, do these initiatives make a difference? Fourth, how do program benefits compare to costs? Issues, findings, and conclusions are related to these questions.  相似文献

Abstract. In this paper we analyse the literature on a particular aspect of immigrant integration in Western European welfare states: the extent to which this can be explained by conditions set by institutions, social rights and rights of residence. Our focus is on health care, old age insurance, housing and vocational training, and on the circumstances under which migrants have access to benefits from the general systems of social security. In particular, the assignment of a legal position by the rights of residence plays an essential role. The various legal groups have access to social benefits depending on their status of residence. The institutional framework of each welfare states is also relevant to the access that people have to social benefits. In the countries analysed, Germany, France, Great Britain, and the Netherlands, the individual security systems are organised according to different political concepts, each of them allowing immigrants access to their benefits to a different degree. On the whole, the degree and kind of governmental regulations seem to be crucially important for the integration of immigrants into the welfare state.  相似文献

The article investigates how parties compete over the welfare state by emphasising specific welfare state issues. The core argument is that two issue-specific factors determine how much parties emphasise individual welfare state issues: the character of policy problems related to the policy issues and the type of social risks involved. To test the argument, a new large-N dataset is employed, with election manifestos from Belgium, Denmark, France, Germany, the Netherlands, Sweden, and the United Kingdom. The dataset contains information on how much parties have talked about health care, education, and labour market protection in national elections since 1980. With the data at hand, it is possible to provide the first systematic investigation of how parties compete for votes over the welfare state. The approach here is able to explain the empirical fact that health care is consistently receiving increased attention everywhere, while particularly labour market protection has witnessed a decline in attention.  相似文献

Recent studies of welfare state retrenchment have argued that policy makers can win public support for welfare state reform by framing the issue in terms of deservingness of welfare recipients. However, this literature has not tested the argument at the individual level. Using a Scandinavian context, this experimental study investigates how alternative framing of a welfare state retrenchment proposal affects citizens' perception of welfare recipients' deservingness, policy support and whether perceptions of deservingness mediate policy opinion. A news story was manipulated to present welfare recipients as either deserving or undeserving of welfare benefits. This issue framing affected citizens' perception of deservingness as well as support for retrenchment policy. Opinion change was partly explained by differences in perceptions of deservingness. These results provide strong support for the effectiveness of the deservingness frame.  相似文献

Fiscal federalism predicts local governments will avoid social welfare expenditures, owing to capital mobility across local jurisdictions. Yet Census of Governments data consistently show that many local governments provide one or more social welfare functions, and moreover many jurisdictions provide these functions without federal or state intergovernmental support. This article finds evidence that, while local expenditures are largely driven by fiscal capacity and federal and state assistance, local decisions on providing social welfare functions and participating in intergovernmental revenues are primarily affected by degree of capital mobility and by local political factors. Consequently, local governments exercise much greater autonomy over social welfare policymaking than fiscal federalism suggests.  相似文献

Abstract

In many low- and middle-income countries, conventional welfare state institutions provide social protection only for the formally employed. In contrast, the rural and urban poor are often protected by “social policy by other means”. Based on a comparative analysis of two major unconventional welfare programs in Turkey, agricultural state support and access to squatter housing, this article explains retrenchment of social policy by other means. Agricultural retrenchment was the result of coercive policy transfer from international organizations in a post-crisis context, while the retrenchment of squatter housing was driven by domestic political entrepreneurs responding to decreases in the availability of urban land and the number of informal squatters. In both cases, retrenchment became politically sustainable due to functional replacement with more conventional welfare programs. This analysis challenges the narrow focus of mainstream welfare state research, provides an explanation of retrenchment of social policy by other means, and enhances our understanding of Turkey’s uneven welfare state development.  相似文献

The mass media is conventionally assumed to play an important role in welfare state politics. So far, however, we have very little systematic theorizing or empirical evidence of when and how the mass media reports on welfare state reforms. Building on news value theory and the welfare state reform literature, we develop a set of hypotheses about mass media reporting on welfare state reforms. We argue that mass media attention is conditioned not only by the direction of reforms, with cuts getting more attention than expansions, but also by the election platform that the incumbent party ran on in the last election as well as by the policy reputation of the government. Drawing on a new dataset including about 4,800 news articles in British, Danish and German quality newspapers from 1995 to 2014, we find supporting empirical evidence of our expectations.  相似文献

Claims have been raised from different perspectives that the welfare state suffers from eroding public support. From an examination of public attitudes towards taxation in Sweden by utilising survey data spanning the period 1981–1997, it is concluded that no long-term trend of increased tax discontent can be distinguished. There are, however, some indications that discontent with taxation has increased during the most recent years. Social conflicts over the preferred distribution and levels of taxes vary in intensity over time, but are foremost structured by class, income, and, to a lesser extent, sector of employment. It is argued that the observed attitude patterns can to some extent be understood as responses to changes in tax and welfare policy.  相似文献

Much of the literature on welfare dynamics has focused on the effects of recipient characteristics and state‐level characteristics such as welfare benefits and economic conditions; there has been very little analysis on the effects of child support. This paper, using the 1979‐1996 National Longitudinal Survey of Youth, examines whether child support affects the likelihood of leaving and re‐entering welfare. The results indicate that strong child support enforcement is important in helping young mothers exit and stay off welfare. Women with $1000 child support payments in the previous year were 18 percent more likely to exit welfare and 12 percent less likely to re‐enter welfare. Compared with women in states that pursued child support least vigorously, women in states that had passed extensive child support enforcement legislation and that spent more money on child support enforcement were 79 percent more likely to exit welfare and about 60 percent less likely to re‐enter welfare. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

Are there different worlds of welfare in Swiss cantons, analogous to different national welfare state regimes? Are the welfare regimes made up of functionally related sub-regimes in the field of employment, education, taxation and social security, as argued in recent analyses of ‘varieties of capitalism’? And can the variations between such cantonal welfare regimes be explained by the same politico-institutional variables that account for the development of national welfare states? These are the guiding questions of this article. We find strong empirical evidence for large inter-cantonal variation in welfare state policies. The sub-regimes are not functionally connected, however. Their variation is related to different sets of variables, indicating a weak functional link between them. Developments and causal structures are specific to the various subregimes. In addition, it is socio-economic and not politicoinstitutional variables that have had the strongest imprint on the overall structure of cantonal welfare regimes.  相似文献

To listen to the critics, one would think that the nation's social welfare programs were an abject failure–ungovernable, unaffordable, and undesirable. But though widely believed by Americans of every political persuasion, the perception of failure is false. As the authors demonstrate, America today has all the institutions of a mature welfare state, while still regarding "welfare statism" with deep suspicion. The authors seek to explain this paradox and to set the record straight about the actual workings and accomplishments of the nation's welfare programs – social security, public assistance, and medical care –and it shows that the gloom and doom that surround so much public discussion in this area stems from simple, attractive–and false–ideas about what these programs are and how they work. Above all, they argue that American social welfare policy has been shaped by certain enduring commitments which most Americans believe in whether they realize it or not.  相似文献
