Big data applications have been acclaimed as potentially transformative for the public sector. But, despite this acclaim, most theory of big data is narrowly focused around technocratic goals. The conceptual frameworks that situate big data within democratic governance systems recognizing the role of citizens are still missing. This paper explores the democratic governance impacts of big data in three policy areas using Robert Dahl’s dimensions of control and autonomy. Key impacts and potential tensions are highlighted. There is evidence of impacts on both dimensions, but the dimensions conflict as well as align in notable ways and focused policy efforts will be needed to find a balance.  相似文献

This paper examines the growing recognition of the phenomenon called “Big Data” and the policy implications it poses. It is argued that a core policy issue is personal and organizational privacy. At the same time there is a belief that analysis of “Big Data” offers potentially to provide public sector policy makers with extensive new information that would inform policy at unprecedentedly detailed levels. Despite this potential to improve the policy‐making process data often contain individual identifiable information that would negatively impact American core values such as privacy. This makes the use of these data almost impossible. The paper recognizes that there may be a way to strip individual data from Big Data sets thereby making their analysis more policy useful. This approach is not at this time technically feasible but research is ongoing.  相似文献

Energy development on public lands in the intermountain west is often contentious due to concerns over detrimental impacts to wildlife. To mitigate harm to ungulates and other species, federal agencies often utilize adaptive management, a structured decision‐making framework predicated on “learning while doing.” But in the context of recent energy development, does adaptive management represent an innovative approach to conservation, or is it a largely symbolic policy used to contain the scope of conflict? This article, rooted in the agenda‐setting literature, applies Sarah Pralle's (2006) framework to strategies of conflict containment used by the Bureau of Land Management (BLM) and industry in three contentious energy development projects in Wyoming. The findings indicate that the BLM's use of adaptive management can be understood as a strategy for conflict containment, rather than as a substantive policy change in public lands oil and gas development.  相似文献

Rapid advances in our ability to collect, analyze, and disseminate information are transforming public administration. This “big data” revolution presents opportunities for improving the management of public programs, but it also entails some risks. In addition to potentially magnifying well‐known problems with public sector performance management—particularly the problem of goal displacement—the widespread dissemination of administrative data and performance information increasingly enables external political actors to peer into and evaluate the administration of public programs. The latter trend is consequential because external actors may have little sense of the validity of performance metrics and little understanding of the policy priorities they capture. The author illustrates these potential problems using recent research on U.S. primary and secondary education and suggests that public administration scholars could help improve governance in the data‐rich future by informing the development and dissemination of organizational report cards that better capture the value that public agencies deliver.  相似文献

Over the years, the Kenyan Government has pursued wide‐ranging public sector reforms to improve local service delivery, but little has been achieved due to lack of a wide‐ranging decentralisation policy and institutional framework. To precipitate the reform process, the rapid results approach (RRA), commonly applied in private sector organisations, was recently introduced thorough out the public sector, including local authorities (LAs). This article assesses the efficacy of the rapid results approach (RRA) methodology in local service delivery using Nairobi City Council as a prototype; highlighting the success stories, pitfalls and challenges. The analyses are based on the findings obtained using current literature on the subject matter and the author's interactions with the council staff, councillors and other stakeholders. On the basis of the analysis, the article draws the main conclusions and policy advice on what could be considered critical for further debate, highlighting issues, lessons and challenges that could be raised to improve the practice of RRI. The key messages presented here will help policy makers, scholars and practitioners of reform to re‐think the envisaged countrywide replication of RRI to the rest of LAs. The article draws on survey data from a 2007–09 study of Canadian policy analysts to assess several propositions concerning the role of public managers in policy‐making. It is argued that little is known and much taken for granted concerning the role public managers play in policy making. The discussion begins with a conceptual discussion of the nature of policy advice systems in modern governments and situates public managers among the range of actors who affect different stages of policy making activity. Propositions derived from this conceptual discussion are then subject to empirical analysis using a large‐n 2007–09 Canadian federal, provincial, and territorial dataset.  相似文献

The difficulty of coordinating service provision in interagency programs is a challenge for many working in public policy. We reflect on lessons learned through evaluating two inter‐agency supported housing programs for people with mental illness and propose a framework outlining components needed for well co‐ordinated service provision. We specify collaborative mechanisms at the policy, agency, service and client level. The key component is the role of an ‘integration coordinator': a person who is able to facilitate relationships and ensure effective information flows. Relationships need to be actively maintained to meet the inevitable challenges that will arise in complex interagency systems. The framework is relevant to policymakers across the public sector, including mental health, drug and alcohol, aged care, and policing.  相似文献

The buzz surrounding big data has taken shape in various theoretical and practical forms when it comes to policymaking. The paper combines current research streams with long-standing discussions on government and technology in public policy and public administration, such as e-government and evidence-based policymaking. The goal is to answer the question whether big data is a fleeting trend or has long-lasting effects on policymaking. Three larger themes in the literature are identified: First, the role that institutional capacity has within government to utilize big data analytics; second, government use of big data analytics in the context of digital public services; and finally, the way that big data information enters the policy cycle, focusing on substantive and procedural policy instruments. Examples from the education, crisis management, environmental and healthcare domain highlight the opportunities and challenges for each of these themes. Exploring the various aspects of big data and policymaking shows that big data is here to stay, but that its utilization by government will take time due to institutional barriers and capacity bottlenecks.  相似文献

The emerging literature on public procurement policy suggests that public procurement may be leveraged to advance several public policy agenda. Hence, many countries have reformed their public procurement process towards social and environmental outcomes termed sustainable public procurement. These reforms have often been launched in response to international initiatives such as the global 10‐year framework for action on sustainable consumption and production by the Johannesburg implementation plan in 2002 and the Sustainable Development Goals. Yet, empirical evidence on the drivers and benefits of SPP in developing countries is still scarce. This gap is addressed with a qualitative case study of six public sector institutions in Ghana. On the basis of elite interviews, this paper highlights barriers to mainstreaming SPP in Ghana's public sector. We further advance the scanty principal–agency literature by establishing a double‐agency relationship in the context of SPP, which depicts limited agency cases where principals lack the capacity to defend their own interests.  相似文献

Collaborative governance involves processes and structures for policy development and decision making with particular relevance for health and social services. We examined collaborative governance in the reform of Western Australia's alcohol and other drug sector, applying Emerson et al.'s (2012) integrative framework. A documentary review and group interviews with government, sector, and consumer representatives were involved. Contextual factors included increased service funding, and the development of a partnership approach. Drivers for collaboration involved leadership and financial incentives for policy implementation. Key stakeholders across government and the sector reported a mutually supportive and constructive relationship and increased capacity, and they shared an agenda for change. The integrative framework was a useful structure for the explication of collaborative governance, although financial arrangements were not addressed.  相似文献

Based on the inductive analysis of two parallel cases of private environmental governance – private, market-driven fisheries governance and private, market-driven governance for electricity decarbonization – this paper uncovers a trigger for positive public policy spillovers from private environmental governance. It identifies circumstances that prompt groups of business actors working as private regulators to also take on a role as public policy advocates and supporters, revealing a potential for private governance initiatives that are targeted at a particular environmental problem to serve as a bolster for the public regulatory governance of that problem as well. Both private governance cases at the basis of this analysis feature groups of business actors seeking to meet voluntary sustainability goals through the tools of private governance (specifically, through flexing buyer power and private authority in an effort to reform environmentally problematic practices among particular groups of suppliers). In both cases, the business's inability to attain private sustainability goals though private governance means alone has given rise to business demand for facilitative public environmental policy and regulation. The analysis presented in this paper thus points to the occurrence of a particular and intriguing pattern of complementarity between private authority and public policy – one where public policy is called on to fill gaps left by private environmental governance and authority. And it identifies key conditions for such private-governance-driven recentering of public policy to occur, namely the presence of private supply chain greening goals and commitments that are economically, reputationally, and/or competitively critical for businesses to attain, combined with shortfalls in the capacity of businesses' private authority to bring about such attainment. The two case analysis further suggests the importance of ENGOs in identifying and activating some of the opportunities for leveraging shortfalls in private environmental governance to the advantage of public environmental policy and regulation.  相似文献

To develop and implement policy, lawmakers rely on the input from external experts and stakeholders. Public affairs professionals are responsible for monitoring the sociopolitical environment and responding to public policy proposals on behalf of firms and organizations. However, how public affairs operate intraorganizationally and develop information strategies is not clear nor consistent in the literature. The purpose was to explore how public affairs engage with internal stakeholders to leverage their knowledge for information strategies in responding to policymakers. Knowledge transfer served as a theoretical framework through a qualitative multiple case study of 3 not-for-profit healthcare delivery organizations. Primary data were collected using semistructured interviews from public affairs (n = 11) and healthcare professionals (n = 18) along with a review of organizational documents and public records. Patterns and themes emerged through cross-case synthesis, presented as a process-based model and theory. Public affairs structures and decision-making processes varied across cases indicating no coherent approach by practitioners. Intraorganizational engagement and knowledge transfer processes were managed both consistently and ad hoc, through informal and formal methods. Practitioner strategies and tactics were identified to facilitate internal interaction such as filtering policy issues and effective communication methods. Common institutional barriers were identified that made stakeholder engagement a challenge. This study provides insight into understanding how public affairs practice internally and supports the fundamental importance of linking knowledge into public policymaking.  相似文献

Abstract

This paper examines the public involvement in a particularly sensitive and highly contentious field of EU policy making: the genetically modified organisms (GMOs) sector. It argues for the establishment of a larger public debate in the EU policy field and interactive discourses that involve public voices, rather than just technocrats or scientists, in the GMO sector. In terms of deliberative democracy, an assessment of the EU's GMO regime is mixed: on the one hand, new practices have been introduced, which indicate a shift towards more participatory policy making; on the other, enhanced societal participation does not necessarily support the emergence of a larger engaged public and deliberation in the general public sphere. Thus, after the design of the ‘participatory garden’, the wider European public debate on GMOs has not ‘grown’ due to a lack of horizontal co-ordination among EU initiatives; the preference for institutionalized forms of cooperation with civil society; and the lack of evaluation methods for public involvement in GMO approvals.  相似文献

This study examines how corporate risk‐management characteristics in Australian public universities have diffused under an environment of conflicting management cultures. The findings reveal that corporate risk‐management characteristics have diffused in a pluralist form to satisfy stakeholders of different management approaches across its governance levels as opposed to a unilateral form aligned to the corporate approach. The accepted practice of this adapted version challenges the existing notion that the adoption of corporate control processes in the public sector is problematic, and provides insights into the emergence of a hybrid control process to address the needs of multiple stakeholders. These findings have policy implications for defining a new hybrid governance‐control paradigm for the public sector as an alternative to the corporate‐influenced control paradigm, and provide avenues for further research to confirm the phenomenon with other corporate control processes, public‐sector entities, and if so its impact on effective governance.  相似文献

The repertoire of policy instruments within a particular policy sector varies by jurisdiction; some “tools of government” are associated with particular administrative and regulatory traditions and political cultures. It is less clear how the instruments associated with a particular policy sector may change over time, as economic, social, and technological conditions evolve. In the early 2000s, we surveyed and analyzed the global repertoire of policy instruments deployed to protect personal data. In this article, we explore how those instruments have changed as a result of 15 years of social, economic and technological transformations, during which the issue has assumed a far higher global profile, as one of the central policy questions associated with modern networked communications. We review the contemporary range of transnational, regulatory, self‐regulatory, and technical instruments according to the same framework, and conclude that the types of policy instrument have remained relatively stable, even though they are now deployed on a global scale. While the labels remain the same, however, the conceptual foundations for their legitimation and justification are shifting as greater emphases on accountability, risk, ethics, and the social/political value of privacy have gained purchase. Our analysis demonstrates both continuity and change within the governance of privacy, and displays how we would have tackled the same research project today. As a broader case study of regulation, it highlights the importance of going beyond technical and instrumental labels. Change or stability of policy instruments does not take place in isolation from the wider conceptualizations that shape their meaning, purpose, and effect.  相似文献

Abstract

This article offers a broad conceptual framework for understanding the rise of common‐interest housing developments (CIDs), including gated communities, townhouse and condominium projects, and other planned communities. The article begins by describing the CID as an institution and the essential characteristics and varieties of CIDs. Second, the rapid spread of CIDs is attributed to the incentives currently operating on real estate developers, municipal governments, and consumers. Third, this institution is placed in the context of definitions of public and private, and the categories of state, market, and civil society.

The article then presents the eight different “big‐picture” interpretations of this overall phenomenon that could inform the public policy framework within which CIDs are situated. They can be seen as an imperfectly realized version of the “rational choice” or “public choice” model, and reform efforts should be aimed at making choice mechanisms more effective.  相似文献

The benefits of performance monitoring for public services are identified as greater transparency of objectives and accountability for results. This article considers recent experience in developing standards to evaluate efficiency and effectiveness of public services. In broad terms this is being done through performance information which is a much more encompassing concept than standards or indicators. Such information is an element of an accountability framework that provides greater management autonomy and flexibility and extends to the private sector which is increasingly providing, or involved with the provision of, public services.  相似文献

This paper attempts to present an analytical framework of analysis of problems relating to public systems. Current optimization models, which originated in the private sector, are not adequate to handle the complexity of the decision making processes in public policy analysis. The proposed model aims at lessening ideological debates over statements of goals, and it emphasizes policy selection through goal redefinitions where both goals and policies are formulated simultaneously. The model is based on an iterative process where consensus over policies is arrived at between the policy maker and the constituents of the public system. The principal feature of the model is that it incorporates political debates and bargains, and provides for the development of insight.  相似文献

Private organizations play a growing role in governing global issues alongside traditional public actors such as states, international organizations, and subnational governments. What do we know about how private authority and public policy interact? What are the implications of answering this question for understanding support for, and effects of, policy development generally? The purpose of this article is to reflect on these questions by introducing, and reviewing, a special issue that challenges explicit claims, and implicit methodologies, that treat private and public governance realms as distinct and/or static. We do so by advancing a theoretical and conceptual framework with which to explore how the contributions to this special issue enhance an understanding about governance interactions across a range of empirical, sectoral, and regional domains. We specifically introduce the concept of governance spheres to capture the proliferation of issue domains denoted by highly fluid interactions across public and private governance boundaries.  相似文献

Public procurement is a large sector of the economy with most procurement going to the defense sector. Procurement by the defense sector includes purchases made through contracts to private businesses that manufacture durable goods. Manufacturing of these goods results in pollution production with toxic wastes being among the most dangerous pollutants for public health. Despite green purchasing policy goals, most transactions in the United States through defense contracts result in disproportionately high-toxic pollution releases by manufacturers. We find that persistent exemptions granted defense agencies from following green purchasing policy result in a landscape where contractor environmental performance is unchanging with defense contractors persistently polluting in high amounts. Further, we find that defense contractors are linked to most toxic releases from procurement meaning that exemptions may be hindering potential advancements from green purchasing policy. Results can inform the design of new guidance about procurement and expand understanding of environmental inequality.  相似文献
