The environment of national agencies has changed considerably in recent years as they increasingly become engaged in European Union networks. This article contributes to a growing body of literature on those networks and their effect on executive politics at the national level by asking whether and how the EU involvement of national agencies affects the agencies' autonomy in policy formulation. We develop an analytical model for explaining the effect of EU involvement on agency autonomy. Analyzing data from a comprehensive survey of federal agencies in Germany, we find that EU involvement has a positive effect on national agencies' policy autonomy. Moreover, we find a somewhat stronger effect of agency involvement in sectoral networks on autonomy than in intergovernmental networks, which is attributed to information asymmetries between ministries and agencies. Yet this effect is weaker than initially expected, which can be explained by a considerable degree of overlap between different types of EU involvement.  相似文献

Although European Union (EU) membership generates similar functional pressures for national administrations, member states developed institutional arrangements that show marked cross‐country variation in the coordination of EU policy. This article examines and assesses the institutions and mechanisms established in Hungary for formulating policy positions on the domestic level. In line with the general features of central government, the system is highly centralized and hierarchical, and has been characterized by a comprehensive coordination ambition from its inception. The case confirms the primary importance of national institutional factors for shaping coordination systems, but also the relevance of more actor‐centered explanations for accounting for changes in the top decision‐making tier. At the same time, the Hungarian experience also draws attention to power relations within governing parties and prime ministerial involvement as important variables so far relatively neglected in the literature.  相似文献

This article analyses the 'partnership principle'– which is of particular importance for multilevel governance interpretations of European integration – as it evolved in EU regional policy–making. After sketching in the crucial analytical lines of the current debate on 'partnership' on the example of the implementation of the EU structural policy in Germany, I examine how it functions. A closer look at two important sub–fields of 'partnership'–'societal participation' and 'policy evaluation'– reveals that theoretical expectations regarding its transforming potential, in terms of pitting supranational and subnational actors against central state authority and thereby circumventing the latter, have not materialized. On the contrary, recently rising resentment and out–and–out conflict between the European Commission and regional authorities so far point to theoretically unexpected limitations of 'partnership', calling into question whether it is an appropriate and sustainable inter–administrative co–ordination device – at least when viewed from the perspective of the EU multilevel governance thesis. In the light of the reported insights into the practice of 'partnership', this 'new mode of EU governance' thus needs to be reassessed.  相似文献

The nature of work and traditional notions of the public sector have been changing with increasing collaborative governance and delivery of public services among public, private and voluntary sector organizations. In the UK, governments at national and devolved levels of government have adopted collaborative governance for service delivery through various networks and partnerships. This article explores collaborative governance from a gender perspective, specifically the perceptions of women in public–private–voluntary sector partnerships. While previous research in this area has explored aspects of collaborative governance such as power, trust, accountability, decision‐making, performance, exchange of information and participation, there is very little research on women within these networks. The article therefore provides a gendered analysis, disaggregating survey data to better understand the dynamics, for women, of collaborative governance and partnerships among public, private and voluntary sector organizations.  相似文献

The rising number of referendums on EU matters, such as the Brexit and the Catalonian independence votes, highlight the increasing importance of referendums as a problem‐solving mechanism in the EU. We argue that the Swiss case provides essential insights into understanding the dynamics behind referendums, which are often lacking when referendums are called for in the EU. Referendums in EU member states on EU matters differ substantially from those in the Swiss context. Nevertheless, proponents of more direct democratic decision‐making regularly cite the Swiss example. Our systematic analysis of why referendums are called, how they unfold and their effects in the EU and Switzerland reveals that the EU polity lacks the crucial conditions that embed direct democracy within the wider political and institutional system. The comparative perspective offers fundamental insights into the preconditions required for direct democracy to function and its limitations in the EU.  相似文献

Multi‐level governance, network governance, and, more recently, experimentalist governance are important analytical frameworks through which to understand democratic governance in the EU. However, these analytical frameworks carry normative assumptions that build on functionalist roots and undervalue political dynamics. This can result in a lack of understanding of the challenges that democratic governance faces in practice. This article proposes the analysis of democratic governance from the perspective of multiple political rationalities to correct such assumptions. It analyses the implementation of the Water Framework Directive in the Netherlands as a paradigmatic case study by showing how governmental, instrumental, and deliberative rationalities are at work in each of the governance elements that it introduces. The article concludes by discussing the implications of a perspective of multiple political rationalities for the understanding and promotion of democratic governance in practice.  相似文献

In this article, we suggest that the governance of problems shapes the institutional dynamics of multilevel governance (MLG) polities. MLG arrangements—processes and institutions that enable policy‐making across different jurisdictional levels wherein both public authorities and non‐state actors are involved—can or cannot succeed in solving policy problems and at the same time they could create new problems. We argue that the problem‐solving capacity and problem‐generating potential of multilevel arrangements can result in further, downwards, upwards or sideways delegation of political authority, which in turn reconfigure the multilevel architecture of the political system following either centripetal or centrifugal tendencies. We illustrate our point with a stylized account of the dynamics of MLG in the European Union (EU) since the early 1990s. We conclude with some remarks about developing a more general theory of multilevel policy‐making.  相似文献

The article expands citizen participation research by tackling participation from the viewpoint of elected officials – the recipients of citizen input. The article studies the role citizen input plays in elected officials’ decision making. Citizen input is defined as information elected officials obtain through direct contact with citizens and representatives of local associations. Using survey data from Norwegian local government, the article assesses how much citizen input councillors receive, and to what extent they use it to set local agendas. It is demonstrated that Norwegian councillors have a high degree of exposure to citizen input and that citizen input constitutes most councillors’ primary source of agenda‐setting inspiration. The article also examines differences in the extent to which councillors use citizen input, and draws on existing theoretical and empirical research to discuss how these differences can be explained. For example, findings that local government frontbenchers and highly educated councillors consider citizen input less useful than others do are explained by an analytical perspective emphasizing councillors’ varied needs for such information.  相似文献

This article considers how autocrats decide to expand or narrow the issue diversity of their policy agenda during a period of political liberalization. Prior studies have two competing perspectives. First, political liberalization increases the social and political freedom that enhances information exchange, and thus expands issue diversity. Second, political liberalization decreases government's control of the legislature and thus narrows the issue diversity. This article offers a novel theoretical perspective by combining these two countervailing theories. Specifically, it predicts a diminishing marginal benefit of information exchange and an increasing marginal bargaining cost. As such, this article argues that issue diversity follows a negative quadratic (inverted‐U) relationship as the regimes liberalize. The analysis of a new and unique dataset of Hong Kong's legislative agenda (1975 to 2016) offers support for this theory. This study sheds light on policy‐making in authoritarian regimes and democracies, and advances the theory of information processing.  相似文献

This article surveys the ways that regional economic forecasting and policy analysis models have been used to provide information as an input for policy decision making in the public and private sectors. The major areas are as follows: forecasting and planning; economic development; transportation; energy and natural resources; taxation, budget, and welfare; United States policies; and environmental policies. The survey indicates that, while analysis and research may be required to prepare for a model simulation, the predicted economic effects of a policy can be very important information as an input for a wide range of policy decisions.  相似文献

The contemporary emphasis on public participation in policy making derives both from concerns to increase the legitimacy of public decision making and to develop more dialogic forms of governance, and from more 'bottom-up' action intended to ensure that the voices of those excluded from policy making are heard. This has resulted in diverse forms of participative practice, including forums in which social movement organizations meet officials, and forums initiated by officials to which 'the public' are invited. This article examines four case studies of participation, studied as part of research conducted in the ESRC Democracy and Participation programme. It focuses on a micro-level analysis of the dynamics of exchanges within such forums to question the capacity of such forums to generate alternative discourses within which policy problems can be defined and addressed.  相似文献

What determines the bureaucratic agenda? This article combines insights from models of bureaucratic behaviour with agenda‐setting models of government attention to test the effects of elected government, public, and EU agendas on the bureaucratic agenda. Using time series cross‐sectional analyses of subject and ministry coded data on UK statutory instruments from 1987 to 2008, I find strong effects for both the elected government and EU legislative agendas on UK statutory instruments. Furthermore, by breaking the data into different sets based on their relationship with the EU, several logical differences in these effects are found. These results include the EU agenda having exclusive influence on instruments implementing EU directives, and the UK agenda being the sole driver of bureaucratic attention on those instruments that mention the EU but do not implement EU legislation. This article opens a new avenue for research on bureaucracy by approaching it as a unique policy‐making institution.  相似文献

This study examines the role of oil and gas in the making of Kazakhstan's foreign policy. It argues that Kazakhstan has been following a multi-vector foreign policy in relation to its oil-led development and the geopolitics of exporting oil from this landlocked region. The significance of geopolitical considerations and the resulting pragmatism of Kazakhstan's leadership only allow a limited role for national identity and internal political dynamics in the making of its foreign policy. Kazakhstan's geopolitical imperatives force the country to keep good relations with Russia and China as well as with the US and the EU, as counterbalancing partners.  相似文献

With the Lisbon Strategy and mandate, the European Commission committed itself to promoting entrepreneurship as a major driver of innovation, competitiveness, and growth. This paper demonstrates that the renaissance of entrepreneurship policy along with the implementation of the Lisbon Agenda resulted in the localization of policy‐making, and re‐strengthened policy‐makers on the ground to successfully mobilize directly at the supranational level. Furthermore, it shows that EU entrepreneurship policy‐making has contributed to a shift from hierarchical government to a more horizontal and interactive form of governance in the new German Laender which were highly exposed to Structural Funds and the Lisbon Agenda. The focus of analysis on the sub‐national level helps to fill an academic void in Europeanization and governance literature. By integrating a region‐ and policy‐specific perspective, this contribution goes beyond theorizing the regional dimension of Europeanization in a multi‐level governance scheme.  相似文献

This article breaks new ground by revisiting the Multiple Streams Framework as central public policy theory and modifying it to take into account multilevel reinforcing dynamics. This is important as it allows policy change to be explained more accurately given the empirical interdependencies between policy‐making on the national, regional (e.g., European) and international levels, which so far have not been sufficiently taken into account by traditional public policy theories. It process‐traces how EU‐level policies motivated by energy security considerations and global climate leadership ambitions influenced international‐level agenda‐setting. Global climate change commitments in turn influenced European renewable energy and climate policy. Such multilevel reinforcing dynamics were central for the 2009 European Renewable Energy Directive, the 2030 Climate and Energy Framework and the 2050 European Green Deal proposal to emerge and subsequently facilitated the 2015 Paris Agreement on Climate Change, which in turn motivated developed and developing countries to legislate and implement climate and renewable energy policies.  相似文献

We investigate the impact of policy consistency on frontline workers’ perceptions of policy meaningfulness and legitimacy. The results from an experiment involving 779 teachers indicate that policy consistency does have a positive effect on legitimacy and to a lesser extent on meaningfulness. However, the extent depends on policy content and the degree of autonomy. Overall, our findings emphasize the potential positive impact of policy consistency. Although this, to some extent, conflicts with the nature of political decision‐ and policy‐making (i.e., democratically elected governments have been mandated to change policy), our study suggests that policy consistency could be a valuable strategy for governments to strengthen successful policy implementation. This adds a new perspective to the continuing debate within policy implementation and street‐level bureaucracy research on how to account for the complex, messy and sometimes contradictory implementation of public policies.  相似文献

The EU takes a growing interest in governing the energy sector in its member states. Competing with national institutions, policies and organizational structures, it is however not clear whether the EU exerts a strong influence compared to other factors, and if there is such an influence, the mechanisms are not well understood. This paper examines strategic reorientation towards electricity investment in the Swedish energy sector, a ‘frontrunner case’ of Europeanization, and discusses how this change can be attributed to EU policy change, national policy change and organizational field developments respectively. It finds that EU energy policy influence has been notable, and that governance mechanisms that shape beliefs and expectations are strongly at play. However, despite growing EU clout on energy policy, field level and national policy change remain key drivers of the changing decision space in the examined time period.  相似文献

Having explained their adoption, analysts are now trying to understand how EU environmental policies have subsequently evolved over time. In 2003, David Vogel famously speculated that having overtaken the US in the environmental race to the top, EU policies would also eventually succumb to policy gridlock, that is, neither expanding nor dismantling. Empirical research has since confirmed that EU policy expansion is in decline, but less is known about why dismantling has also been very limited. This article breaks new ground by reconfiguring dismantling—a concept developed for national policy systems—to explain the various dismantling strategies deployed at EU level (1992 to 2016). It finds that the absence of significant dismantling is due both to the symbolic nature of early dismantling attempts and the failure of more recent attempts to build coalitions that overcome institutional obstacles to policy change in the EU.  相似文献

A stream of reviews that take stock of EU governance trends shows that the EU's governance agenda produces mixed results. EU agencies are part of the EU's search for new governance mechanisms. They have not proven to be a break with EU policy‐making processes – underpinning administrative stability rather than reform. This article explores the institutionalization of EU agencies. Using the case of the EU's human resources (HR) policy, it concludes that administrative details are important in order to understand the development of EU agencies turning into institutions. The influence of the EU's institutional environment on their operations is so strong that they must operate as ‘mini Commissions'. This tight control hinders their institutionalization.  相似文献
