China: The New Global Model for Development

Globalization may yet repeal the Biblical adage that the poor will always be with us. But for now there are enough losers to go along with the winners that a slide back toward fragmentation and protectionism is a distinct possibility, as was also the case at the turn of the 20th century. Our contributors in this section offer their advice on how to make globalization work for everyone.

一致与冲突:斯大林模式与中苏关系的演进

二十世纪三十年代在苏联形成并确立的斯大林模式 ,既是一种高度集权、政治驱动的“赶超型”发展模式 ,又是一种体现社会主义价值观念的政治意识形态 ,同时还是一种强调与资本主义社会对立、对抗的外交体制。新中国自毛泽东宣布“一边倒”外交政策并与斯大林签订《中苏友好同盟互助条约》开始 ,斯大林模式对中苏两国关系的演进有着主导性影响。文章从斯大林模式角度 ,分析中苏两国在经济社会发展模式上、政治意识形态上、对外———尤其是对资本主义国家———外交政策上的一致与歧异 ,进而如何影响两国关系的发展。     

理解"中国模式"的制度视角

从转型经济学的角度看,"渐进-制度观"可以解释中国模式,这与"北京共识"的认识角度大致吻合.中国制度转型中的政策和制度安排具有"内生性"特点,而俄罗斯在制度转型的政策和制度形成中体现出较多的"移植性".但制度的"内生性"与"移植性"是否兼容是"中国模式"面临的挑战.

[编者按]2004年5月7日,美国高盛公司高级顾问、清华大学教授乔舒亚·库珀·雷默在伦敦《金融时报》上提出了"北京共识".5月11日,英国外交政策研究中心全文发表了他撰写的题为《北京共识》的报告."北京共识"的提出在国内外学术界引起了较大的反响.那么,"北京共识"讨论的背景是什么?其实质和意义是什么?中国学者对"北京共识"持有一种什么样的立场?对于其研究应注意哪些问题?为此,本刊记者特地采访了中央编译局比较政治与经济研究中心主任、北京大学中国政府创新研究中心主任、中央马克思主义理论研究和建设工程马克思主义经典著作基本观点研究课题组首席专家俞可平教授.     

民主主义在中国的前景

民主可区分为理念与制度两个层次。前者是建立在平等基础上的民主主义,后者的核心环节为选举制。制度层面的民主,在今后实践中未必会遇到真正的障碍;但平等的理念,却与本文化的精英主义传统格格不入,甚难为国人认同。如果西方的经济—社会危机持续发展,则一度宣称终结了历史的民主,可能最先在中国受到挑战。

Is the West ready for this new reality? Is China's new arrogance well‐founded, or is it going to be the next bubble to burst? As it moves beyond “the primary stage of socialism” is it ready to open up politically? In this section, some top China scholars, one of China's most well‐known dissidents and a former US spy chief discuss these issues.     

The Guardian State and its Economic Development Model

Abstract

This article outlines the core features of a particular, resource-led development model, the oil-rich guardian state. Its key distinguishing feature from other resource-rich economies consists in its strong economic welfare objective function, which in line with its exceptional oil wealth renders its population amongst the wealthiest nations in the world. However, the guardian state also illustrates some of the negative externalities associated with resource wealth, namely the policy dilemma of directing seemingly abundant financial resources into the economy. The state faces a high propensity for waste, and for the systemic dilution of market incentives, thereby rendering sustained and self-generating economic growth more difficult than in less resource-rich economies.

政党之所以为政党 ,其依据有二 :一是有一个明确的政权目标 ,并为此进行活动 ;二是有完整的反映本党政治理想和所要达到的政治目标的政治纲领 ,要有固定的成员 ,有从上到下的完整的组织系统和相应的纪律要求。按照这两个标准 ,我国的民主党派具有鲜明的政党属性。

不明事理的中国有组织犯罪立法

事理者,谓之事物之道理。显然,事理是内生的、自在的,不是善于思辨的人类坐而论道想象出来的,只能是事物自身所强加于我们的。事理作为决定一事物之所以是该事物的基本根据,具体表现为对“是什么”或“怎么样”这类本体性问题的认识与把握。     

Local Governance and Local Democracy: The Barcelona Model

Using Barcelona as a case study, this article examines the relationship between local governance and local democracy. It begins with the terms of the debate and continues by identifying the context in which a particular model of governance arose in Barcelona. The article then looks at the extent to which governance fosters democracy, by strengthening the role of civil society organisations in government and creating new spaces of deliberation between the state and the citizenry. The final section examines the limitations of Barcelona's model of local governance in enhancing local democracy. The key finding is that the predominant role of the local council in facilitating citizen participation has as many strengths as it has weaknesses. In short, when participation becomes public policy it becomes a double-edged sword.     

The Sexual Trafficking of Juveniles: A Theoretical Model

Research on the sexual trafficking of juveniles has increased. However, there has been no theoretical model developed incorporating variables into a systemic, interactive analysis of the issue. Utilizing Parsonian functionalism as its foundation, the authors developed such a model. The model is based on sociological, criminological, and psychological theories and concepts with a particular emphasis on the role of environmental design in trafficking. Unique to this study, the authors propose that a symbiotic relationship exists between the adolescent brain and trafficker as psychopath as contextualized in the Stockholm syndrome. We offer research and policy implications based on the model.
