ABSTRACT

Do public managers' religious beliefs and behaviors affect their work and their work-related attitudes? Perhaps due to the sensitive nature of this question, there is almost no empirical work on the topic. Our study uses questionnaire data (n = 765) from the National Administrative Studies Project-III to test hypotheses about the impacts of U.S. public managers' religiosity, as well as their political activity, on work attitudes. Religiosity is defined by public managers' responses about attending religious services. Political behavior is defined in terms of membership in political organizations and election groups. An application of ordinary least squares regression shows that religious public managers tend to have a stronger orientation toward job security and a more favorable view of their organization and fellow employees. Public managers are no more or less oriented to security than other respondents in the sample, but they have more negative views about their organization and fellow employees. These findings do not change when obvious controls are introduced into the model.  相似文献

The divide separating the political left from right is often expressed in specific numbers. The proper size of unemployment benefits is a key example of such a disagreement, with the left generally favoring higher levels of benefits than the right. However, little is currently known about how voters make up their mind on such policy relevant numbers. Using two survey experiments, this article shows that while Danish voters’ attitudes on unemployment benefits are correlated with their ideological position, they may also be strongly affected by the ways in which politically relevant numbers are presented and elicited. Specifically, when making up their minds on such numbers, voters are highly susceptible to anchoring effects and a unit effect. Furthermore, voters are affected more by precise numbers than by round numbers. Together, these results suggest that political actors may in some cases move public opinion closer to specific policy positions simply by presenting the relevant numbers in certain ways.  相似文献

In defining atypical work, this paper encompasses part-time work, casual and temporary work, outwork/homework/telework and small self-employment. All three national social security systems are very selective and inflexible in protecting these forms of work as they are modeled according to the dominant pattern of full-time, continuous employment. As atypical work is women's work, it is also regulated by social security benefits for the other part of women's work—domestic work. Family benefits have a very ambiguous function. They provide some means to escape from private dependency and they sometimes even recognize domestic work as insured normal labor market work. On the other side, they were also intended to subsidize the low wages of marginal work and allow only for a small amount of paid work, especially atypical work, while on benefit. Thus, they also structured and sustained the segmentation of labor market work and domestic work.  相似文献

What are the attitudes of public managers who have had full‐time private sector work experience? Public managers with private sector work experience report different perspectives when compared to their counterparts who have spent their entire careers in the public sector. Though private sector work experience negatively correlates with job satisfaction, it only does so for the “new switcher,” whose last job was in the private sector. As careers advance, the negative impact seems to wane, leaving a public sector workforce that, in part as a result of their private sector work experience, are relatively more intrinsically motivated and involved in their jobs. This paper utilizes three perspectives in analyzing health policy in the U.K. during the formulation of the "internal market" reforms of the late 1980s and early 1990s: policy transfer, social learning, and path-dependency. By doing so, it attempts to incorporate the most significant insights from each perspective to construct a framework for analysis that better illuminates the actors, processes, and constraints involved in health policy reform, as well as providing a means of assessing its importance. I suggest that the reform process in the U.K. was considerably more complex than most existing accounts suggest, and that notions such as "conjuncture" require caution in their usage in order to avoid confusion between the contingent and relatively permanent factors that allow reform to occur.  相似文献

In this article, I probe an example of high‐technology medicine as a case study in the problems of the regulation of advancing technology. Specifically, I address the implications of pharmacogenomics—an emerging form of population‐based health care intervention—for public policies designed to eliminate racial disparities in health. Using the case of BiDil, a historical precursor to pharmacogenetic technology, I offer a framework for further studies of high‐technology medicine in which policy analysis is part of a social review based on the justice standard of ex ante mutual advantage. It is the contention in this article that the most just and reasonable deployment of pharmacogenomics is as a compensatory tool to alleviate health disparities.  相似文献

Do protests sway public opinion? If so, why and how? To address these questions, we examine the impact of the 2006 immigration protests on immigration policy preferences. We use the 2006 Latino National Survey coupled with protest data to examine whether temporal and spatial exposure to the protests are associated with policy preferences. Our findings lend evidence that protest activity influences Latinos’ immigration policy preferences. However, the findings suggest the effect of protest on immigration policy preferences is not uniform across the population, but rather contingent on generational status and the intensity of protest activity at the local level.  相似文献

Abstract

This article seeks to sketch the contours of a good society, distinguished by its gender justice and the plural recognition of egalitarian difference. I begin by reconstructing Nancy Fraser's arguments highlighting the link between distributive justice and relations of recognition, in particular as it applies to gender justice. In a second step, I show that the debate on the politics of recognition has confirmed what empirical analyses already indicated, namely that Fraser's status model takes too reductive a stance towards the identity-constituting effects of relations of recognition. The simple demand that identities be recognized, however, glosses over the paradox of recognition, which arises out of the ambiguity between the demand for equal respect and the demand for the recognition of difference. This paradox cannot be resolved unless one takes into consideration the compensatory effect of value pluralism, that is, the inherent pluralism of recognition, well captured in the notion of "egalitarian difference".  相似文献

Different components of the religious experience have differing effects on attitudes towards democracy. Using heteroskedastic maximum likelihood models and data from the fourth wave of the World Values Survey for 45 democratic countries, we show that as a personal belief system, religiosity contrasts with democratic principles, generating opposition to democracy while increasing ambivalence towards democratic principles among religious people. Nevertheless, at the group level, religion also serves as a social institution which increases the homogeneity of one??s social network, leading to lower ambivalence, and makes for an active minority group which benefits from the democratic framework, consequently increasing support overall for a democratic regime. This double-edged sword effect explains the mixed results currently found in the literature on religiosity and democracy, and clearly illustrates the multidimensionality of religiosity.  相似文献

While ‘evidence‐based’ or ‘rationalist’ approaches to criminal policy may appeal to technocrats, bureaucrats and a number of academics, they often fail to compete successfully with the affective approaches to law and order policies which resonate with the public and which appear to meet deep‐seated psychological needs. They also often fail to recognise that ‘policy’ and ‘politics’ are related concepts and that debates about criminal justice are played out in broader arenas than the academy, the bureau or the agency. To be successful, penal reform must take account of the emotions people feel in the face of wrongdoing. Further, successful reform must take into account changes in public ‘mood’ or emotions over time and be sensitive to different political and social cultures. This article argues that criminal justice policies are more likely to be adopted if, in addition to the gathering and presentation of evidence, they recognise and deal with the roles of emotions, symbols, faith, belief and religion in the criminal justice system. It also recognises that evidence alone is unlikely to be the major determinant of policy outcomes and that the creation and successful implementation of policy also requires extensive engagement and evidence‐based dialogue with interested and affected parties. This necessitates a different kind of modelling for evidence‐based policy processes.  相似文献
