In this article, we interrogate how the logic of the drone reconfigures state terrorism through the politics of (in)visibility. We argue that the everyday life of the drone can be both dull and disastrous, and thus demonstrates how state and non-state terror operate around different logics of visibility and witnessing. Enhanced sight and interpretation of data wrought by drones are distinct from the politicised act of witnessing. State terrorism, however, benefits from the privatisation and depoliticisation of the witnessing of the event through a minimisation of those who appear “visible”. Further, through the language of technology and security, drones help to classify the witnessing of the event. The event produces terror without witness, and without premonition, invoking the omnipresent power of god and thus blending divine retribution with profane catastrophe. We claim that state terror seeks to: (1) limit the exposure of the state to the act of witnessing and remembrance; and (2) through the ethos of privatisation, legalistically control the narrative of violence. In our conclusion, we discuss the implications of warfare in relation to (in)visibility, memory and drones.  相似文献

ABSTRACT

The well-established argument in the literature suggests that the higher state capacity is associatedwith the lower chance of experiencing civil conflict or higherchance of defeating the violent non-state groups. However, theliterature does not sufficiently address how these groups respondto increasing state capacity, and how their responses to that shapethe dynamic of political violence. I investigate the impact of statecapacity on terrorist group termination by exploring the waysterrorist groups respond to increasing state capacity. I argue thatincreasing state capacity might lead to a set of responses fromthe terror group in a way that it might induce the group to producemore terrorist violence to show that the group can still persist. Itmay also encourage the group to provide positive and negativeincentives to its constituents in order to rehabilitate its physicalcapacity to operate, and to prevent a shift of popular support a wayfrom the group towards to the government. Thus, such responsesof the group will decrease the likelihood of its terror campaign. Ialso expect that these arguments are especially relevant for ethnicor religious terror groups. The results of the empirical analysessupport these theoretical expectations.  相似文献

This article examines how Aleksandr Litvinenko's death links the ‘war on terror’ with an emergent New Cold War. Based on an analysis of BBC and Russian Channel 1 news bulletins, it highlights the centrality of the post-imperial legacy of the two sides in the dispute to the manner of its unfolding, and to how war on terror discourse reconstructs national identities and international antagonisms. It draws on narratology to account for Litvinenko's liminal position inside and outside Islam (his deathbed conversion), the Russian security apparatus (his prior conversion from Cold War spy to noble dissident), and the UK (his ‘good asylum seeker’ status).  相似文献

ABSTRACT

This article argues that the Western Balkans Counterterrorism Initiative (WBCTi), originally a Slovenian proposal of late 2014, represents an efficient form of regional security cooperation, particularly when regional EU integration is considered. The Initiative that was accepted by the Justice and Home Affairs Council of the EU in late 2015 is the first of its kind. It is aimed at both incorporating and integrating all forms of international assistance that concern increasing the capacity to prevent and combat terrorism, violent extremism, and radicalisation leading to terrorism. Additionally, it is directed at decreasing duplication of actions by international actors and raising levels of efficiency of security cooperation and reform. This article analyses the Initiative by focusing on its structure and claiming that its specific framework represents an innovative approach establishing a fully functional regional structure outlining EU-Western Balkans security cooperation.  相似文献

In this article, I examine the legacy of the discourse on political Islam in the context of George W. Bush's ‘war on terror’, reflecting on the role this discourse has performed in constructing and affirming the United States' self-identity as a beacon of ‘democracy’, ‘progress’ and ‘modernity’, in contradistinction to an Islamist ‘other’. It will evaluate the three most prominent manifestations of the modern rationalist paradigm in relation to the ‘war on terror’ discourse: the tendency to ‘ideologise terror’; the tendency to conflate Islamist movements and view them solely within a security/counterterrorism framework; and the tendency to employ double standards when distinguishing between what is regarded as legitimate and illegitimate uses of political violence. This article will then consider to what extent it is appropriate to label the period since the Obama election as a truly ‘post-war on terror’ politics.  相似文献

This article examines how the Lisbon Treaty's changes to the European Union's (EU's) Area of Freedom, Security and Justice (AFSJ) have affected its ‘democratic deficit’. How this issue is perceived depends on one's conceptual understanding of democratic legitimacy. This article reviews key scholarly perspectives on this matter and organizes these according to Schmidt's concepts of ‘inputs’, ‘throughputs’ and ‘outputs’. The article then applies this framework to specific innovations of the Lisbon Treaty, including new roles for the European Parliament and Court of Justice in the AFSJ. The article concludes that the EU's latest treaty has improved its democratic deficit in some regards, but that many issues of democratic legitimacy remain.  相似文献

This article asks whether the concept of ‘hybridity’ offers a more convincing account of security governance in Africa than the standard state-focused models. It seeks to clarify the complex intersections between formal and informal, state and non-state security actors, and the varied terrains on which hybridity is constructed, instrumentalised and recalibrated over time. Rather than romanticising informal or ‘traditional’ institutions, it suggests that they too embed their own power hierarchies, become sites of contestation, and do not work equally well for everyone, least of all for the weak, vulnerable and excluded. Thus the focus is placed upon the real governance of security in hybrid systems, and the patterns of inclusion and exclusion (including gender biases) they reinforce. Finally the paper considers how policy-makers and shapers can work with the grain of hybrid security arrangements to create more legitimate, broadly-based and effective African security governance.  相似文献

India has been a major victim of Islamist terrorism and has long fought against an array of Islamist terrorist groups. Since the 9/11 terrorist attacks, India's previously lonely struggle against terrorism has taken place against the background of the US-led Global War on Terror (GWOT). After outlining India's Islamist terrorist challenge, this article examines India's evolving approach to counterterrorism and how the GWOT has influenced it. It concludes that India has adopted a localized, defensive, law-and-order approach to counterterrorism which has evolved in response to various attacks over the years but still remains seriously underdeveloped. The GWOT has influenced Indian counterterrorism in important ways, although its influence has been subtle and indirect rather than transformative. The GWOT has enhanced Indo-American counterterror cooperation, shaped India's terror environment by launching the war in Afghanistan and enriched Indian counterterrorism with American experience. Just as important, it has also had an impact on India's debate on counterterrorism, civil liberties and human rights.  相似文献

What does it mean to be responsible in and for the Arctic? This article addresses this question, noting that responsibility has become a core policy norm in different governance areas in recent decades. The article contributes to the current debate on responsibility in global politics, arguing that one should consider not only who is responsible (and what for) but also the capability foundations upon which responsibility is exercised, as well as the underlying normativity of this practice. Instead of only focusing on capabilities as first principles from which responsibilities arise, this article suggests approaching responsibility as a web of relations. On the basis of this theoretical discussion the article turns to two cases of contemporary Arctic policy where we can observe responsibility ‘at work’. The fields of search and rescue and sustainable development are both marked by a cooperative approach among (state and non-state) parties, whose interactions centre on a particular ethical understanding of responsibility rather than on power-oriented politics. Yet each policy field contains specific dilemmas, as Arctic governance is characterised by a web of responsibility that comprises multiple subjects in charge and/or objects for which they are responsible.  相似文献

ABSTRACT

Israel has had a long tradition of fighting international and Palestinian terror. This article looks at how Israel counterterrorism strategy and tactics have developed since the establishment of the State in 1948. By initially providing a working definition of terrorism, the article then goes to show how Israel has sought to defend itself from different Palestinian terror tactics. This article shows how Israeli security forces have struggled safeguarding, and sometimes disregarded Palestinian human rights. This article concludes by arguing that given the responsibility of democratic governments of defending their citizens from imminent terror attacks, such governments often find themselves paradoxically violating human rights. Despite attempts to reduce such human rights abuses, governments will never do so at the expense of their own security.  相似文献

This article examines how globalisation processes provide new incentives and opportunities for non-state political entrepreneurs to build transnational political movements. Drawing on the literatures on non-violent social movements and transnational networks, the article examines terrorism and political violence as components of the ‘repertoires of contention’ used by radical transnational groups seeking political change. Examples from both the pre- and post-9/11 periods are provided, and the implications for traditional models of state security are discussed. The article concludes by contending that the combination of increased levels of globalisation and the emergence of new networks of violence is creating a fundamental shift in the international security environment, in which the distinction between internal and external security threats is increasingly blurred. While state security strategies are reflecting these changes, less attention has been paid to the political implications of these changes. New security responses need to also be matched by new sets of political strategies at the global level.  相似文献

A progressive piece of legislation in 1993 granted collective land rights to Colombia's black communities living in the rural areas of the Pacific coast region. This measure aimed partly to support sustainable development strategies in the region through territorial empowering of local communities. Yet 14 years later, the escalation of the country's internal conflict into the Pacific region has created unprecedented levels of forced displacement among rural black communities. Once referred to as a ‘peace haven’, the Colombian Pacific coast is now characterised by new spaces of violence and terror, imposed by warring guerrilla and paramilitary groups, as well as the armed forces. This article examines the nature of the externally induced violence in the region and shows how specific economic interests, in particular in the African Palm sector, are colluding with illegal groups that are used to spread fear and terror among local residents, to make them comply with the requirements of these economic actors.  相似文献

This article explores the potential for mainstreaming wartime rebel governance structures into post-conflict state-building efforts. Through a study of the Sudan People's Liberation Army/Movement's (SPLA/M) efforts at state-building in South Sudan (1994–2011), it examines the oft-neglected linkages between rebel governance and post-conflict legitimacy. Findings highlight three pitfalls of mainstreaming non-state roles without sufficient analysis of the sources of legitimacy underlying rebel governance frameworks. First, by drawing upon the functions and legitimacy of other non-state actors rather than the rebel group itself, an artificial image of state-building can be projected. Second, due to the fragmented and dispersed nature of legitimacy, the ‘bottom-up’ logic of state-building can prove dubious. Third, weak capacity in governance, and subcontracted sources of legitimacy, are likely to undermine the ability to develop independent structures and functions. Conclusions offer four case specific insights that can assist policy-makers in applying a more critical framework to the legitimacy of armed groups, before incorporating them into post-war governance arrangements.  相似文献

This article explains how and why armed, non-state actors collaborate with states to inflict massive levels of violence. Regime type and state capacity interact to provide state elites a menu of repertoires for implementing violence, some emphasizing direct state action, others emphasizing cooperation and alliance between state and armed, non-state actors. Rather than struggling in vain to build strong states to eliminate armed non-state actors and establish a monopoly over the use of force, averting genocide might necessitate recruiting and strengthening the power of indigenous, armed non-state actors.  相似文献

This article examines the values and attitudes present within the 2002 video game Tom Clancy’s Splinter Cell, and the methods employed to convey them. It compares the game’s message with the rhetoric contained in the Bush administration’s post-9/11 “war on terror” narrative. A qualitative content analysis of a Splinter Cell “game movie” and gameplay sessions is undertaken to examine the messages communicated through elements of simulation and representation. This article finds that Splinter Cell and the “war on terror” narrative express similar perspectives of terrorism and counterterrorism. First, both exaggerate the physical and normative threat of terrorism, and portray it as overwhelmingly powerful. Second, both sources justify violent counterterrorism action through claims of necessity, urgency and self-defence. Third, violence is consistently portrayed as effective for achieving the desired objective. Finally, violence and military action are represented as simple solutions that ultimately lead to victory over terrorism. The parallels between the messages within Splinter Cell and the “war on terror” rhetoric indicate that the game was shaped by the post-9/11 culture in which it was developed. More significantly, however, Splinter Cell perpetuates and legitimises the “war on terror” narrative by conveying its message through an immersive interactive environment.  相似文献

The emergence of transnational non-state threats, America's ongoing war on terror, and the increasing globalization of the world's economy all affect the security and stability of the maritime environment. As the world's leading economic and maritime power, the US bears a unique responsibility—it must secure and share the benefits of the global commons. A maritime strategy is not just a force planning exercise, or a guide to naval operations in wartime. This article identifies key trends and non-military issues – geographic, economic, and diplomatic – that the Navy and the country must consider in developing a new maritime strategy to provide for good order at sea in the coming decades.  相似文献

Participatory governance offers the potential to deliver responsive and accountable services. This article tests this expectation by looking at how members of participatory extension platforms in Malawi understand the meaning of “demand-driven” services, and allocate responsibility and influence in service provision. Results show that most respondents agree on bottom-up extension services that respond to expressed farmers’ needs (86% of respondents), and assign responsibility and influence widely across state and non-state actors. While these findings suggest that these participatory mechanisms can promote responsiveness to farmers’ needs and accountability, they also point toward different governance challenges in extension services.  相似文献
