This article examines the values and attitudes present within the 2002 video game Tom Clancy’s Splinter Cell, and the methods employed to convey them. It compares the game’s message with the rhetoric contained in the Bush administration’s post-9/11 “war on terror” narrative. A qualitative content analysis of a Splinter Cell “game movie” and gameplay sessions is undertaken to examine the messages communicated through elements of simulation and representation. This article finds that Splinter Cell and the “war on terror” narrative express similar perspectives of terrorism and counterterrorism. First, both exaggerate the physical and normative threat of terrorism, and portray it as overwhelmingly powerful. Second, both sources justify violent counterterrorism action through claims of necessity, urgency and self-defence. Third, violence is consistently portrayed as effective for achieving the desired objective. Finally, violence and military action are represented as simple solutions that ultimately lead to victory over terrorism. The parallels between the messages within Splinter Cell and the “war on terror” rhetoric indicate that the game was shaped by the post-9/11 culture in which it was developed. More significantly, however, Splinter Cell perpetuates and legitimises the “war on terror” narrative by conveying its message through an immersive interactive environment.  相似文献

This article reports on an analysis of South African journalists’ views on independence from political parties at a time when the journalist fraternity appeared to be split in two (with nuances in between): those who appeared to support the nationalistic, patriotic project of sunshine journalism to focus on the “positives” and enhance the image of the country as espoused by the ruling party, the African National Congress (ANC), and those who attempted to abide by codes of ethics according to the Press Council of South Africa (PCSA). The PCSA stipulates that belonging to a political party constitutes a conflict of interests, and recommends distance from political parties, with the liberal normative view of watchdog journalism and holding the powerful to account. The analysis combined and integrated a few methods to reach conclusions about the master signifier in the discourse of journalists. It used a survey conducted with journalists in 2015 for quantitative and qualitative analysis, and deployed Zizek’s use of the concepts of master and floating signifiers to offer some critical reflections about journalists’ relationships to political parties. It found that the majority of journalists felt that their credibility would be compromised if they belonged to a political party, but quite a large section felt that journalists had biases anyway, so what was the problem?  相似文献

ABSTRACT

This article provides a study of how the Malaysian state defines and redefines “terror” as the nature of militancy changes from the Communist insurgency to present day’s Islamist jihadism. Tracing such definitional changes, the article demonstrates how the portrait of a terrorist not only is inherently political (and at certain junctures, politicised), but also reflects the changing nature of the state. While able to ethnicise and externalise the Communist Terrorists (CTs), the rise of Islamist militancy forced the Malaysian state to shelve the term “terrorist” in favour of religious “deviancy” until the advent of the “war on terror”. Advancing along a state-driven Islamisation project, the discursive ideal that is the “Islamic state”, was securitised (1980–2001), normalised (2001–2013), and resecuritised (2014–2016) as a balancing act not only to neutralise the security threat but also to augment the state’s “Islamic” credentials for domestic political gains. Following the emergence of the Islamic State (IS), I argue that the Malaysian state is now embroiled in an “Islamic state versus Islamic State” dilemma, where in the face of a far enemy it cannot decisively eliminate, the state has no choice but to defend itself as a sovereign nation-state as well as an “Islamic” one, further problematising Islam in discourses of security and violence.  相似文献

The article begins with a question about the value of revitalising the equation between sexual/intimate violence and terrorism in the current neoliberal/post-feminist political and epistemological landscape. We argue that the intensifying international interest in sexual violence, and an accompanying hyper-visual imagery, is implicated in the cauterisation of critical thought about sexual violence. We offer the more mobile and expansive concept of sexed violence to “unthink” dominant narratives that reproduce heteronormativity and white, Western hegemony. Through an analysis of the film Unwatchable, we consider why non-white raced bodies consistently materialise as less “comprehensible” as violatable than white bodies. We further suggest that a move to sexed violence can help to think more critically about both sexual violence and feminism.  相似文献

In his interview with CBS News on 4 May 2011, US President Barack Obama acknowledged the power of images when he explained that his government would not release a photo of the dead Osama bin Laden due to moral considerations and security-related issues. How is it possible that a photo is perceived as too horrific to be published and as a powerful threat to national security? In this article, I argue that the concept of performativity helps to acknowledge the iconic power of an image as well as its discursive contextualisation. Yet, the meaning of a picture is not only discursively constituted but made possible by a performative act of showing/seeing. Empirically, I focus on pictures that refer to the killing of Osama bin Laden, based on a critical reading of three defining and prominent images in the US public discourse (that circulated worldwide): the Situation Room photo by Pete Souza, a photo-shopped image purporting to show the terrorist’s dead body and the iconic X-ing out of bin Laden on the cover of Time magazine. This reading looks at three dimensions of performative pictures: (1) their success and failure, (2) their self-reflexivity and sociability and (3) their performativity.  相似文献

Abstract

Does public opinion influence foreign policy? International relations theory is divided on whether foreign policy outputs follow public opinion in advanced democratic countries. Using the case of cold war and post-cold war Germany, I offer an integrated realist theory of the effect of public opinion on foreign policy. I test the theory and the generalizability of the hypothesis of a public opinion–foreign policy nexus using process tracing as well as a time series analysis between the years 1973 and 2002. Using new measures, results here contradict literature on expected public opinion and policy outputs in the cold war period yet are supported after. I find that the predicted effect of public opinion on foreign policy outputs to be confounded by such factors as security threats.  相似文献

Religious identities based on both religious tradition and religious commitment have been increasingly influential in domestic U.S. politics for several decades, but the assumption remains that such identities are mostly unrelated to foreign policy. The authors suggest that domestic political incentives to expand the culture wars have combined with other trends, including the increasing use of unilateral executive power in foreign policy, to create an environment in which policymakers increasingly are tempted to make foreign policy based on domestic political incentives. Three case studies are highlighted: the “Mexico City” policy requiring foreign non-governmental organizations (NGOs) receiving U.S. aid money to pledge not to provide or educate about abortion, moving the U.S. embassy in Israel from Tel Aviv to Jerusalem, and efforts in the Trump administration to ban travel to the United States from majority-Muslim nations.  相似文献

We predict that the Internet will have little effect on political interest, efficacy, and knowledge. We use American National Election Survey monthly panel survey data from 2008 to 2010 to test the role of the Internet. We exploit the fact that the firm who conducted the survey—Knowledge Networks—gives out Internet access for free to those who have never had the Internet before in staggered waves, allowing us to create a novel control-waitlist research design. This allows us to analyze the quasi-random assignment of the Internet to new users for a period of nine months compared to a group that has not yet been given free Internet access. We find that nine months of Internet usage does not increase political interest, political efficacy, or political knowledge. An additional wave done after two and a half years of access also shows little change. Our findings thereby raise serious doubts about the previous observational findings of the benefits of Internet usage for political interest, efficacy, and knowledge.  相似文献

With the advent of the new violent dissident merger, “The IRA/New IRA,” the group and its affiliates have had to legitimise their new existence. They have utilised the maintenance of paramilitary activity to achieve this. However, they have also produced a number of organisational statements, justifying their position, tactics, and strategies. This article analyses the evolution of these statements, both pre and post-merger from 2007 to 2015. 126 individual statements and four magazines are analysed using grounded theory. This analysis found that the statements have a dual strategy, aiming to foster trust in the movement and distrust in their perceived enemies. One of the dominant ways in which the group aims to foster trust is by proposing their possession of an historical mandate from the republican forefathers of 1916, as well as the internally lauded paramilitaries from The Troubles-era Provisional Irish Republican Army. The focus of the distrust narrative has been on the “constitutional nationalism” of Sinn Féin. However, it also pours scorn on the Police Service of Northern Ireland, and capitalism, across the island of Ireland. The analysis of these statements can provide us with an understanding of the future direction of the group, as well as giving us insight, which can inform the development of any counter-narrative.  相似文献

Victimhood remains under analysed in the Critical Terrorism Studies literature, including the abilities of Muslim victims of terror attacks to blurring social boundaries and possibly de-securitise Muslims in Europe. This is of specific importance in France, which has not only suffered the most terror incidents in Europe in the past five years but also is a country where Muslims have been securitised for decades. This paper uses a mixed methods approach to analyse twitter data for the #jesuisahmed hashtag used to commemorate the Muslim police officer killed in the Charlie Hebdo attacks, and the le monde online memorials created in the wake of the Paris and Nice terror attacks. This analysis demonstrates French Muslim victimhood attacks blur Muslim social boundaries, influences the way that terror events are constructed and also present opportunities for the de-securitisation of Muslims in France. Muslim victimhood does this through three key themes – Muslims being situated as defenders of European values on twitter, Muslim biographies demonstrating “banality” in the le monde online memories and visual nuances of group identity through victim photos included in the le monde memorial. However, these narratives also can re-enforce a problematic good/bad Muslim dichotomy.  相似文献

Abstract

Great Britain was the first of the major Powers that revised its unequal treaty with Japan, recognizing the success of Japan's modernization and its growing role in the international arena. However, British Columbia perceived Japanese residents as a threat to ‘the British character’ of this regions' population profile. After the movement against Japanese residents in British Columbia peaked during the anti-Japanese riots in Vancouver in September of 1907, Canadian Minister of Labor Rodolphe Lemieux headed a diplomatic delegation to Tokyo to negotiate the restriction of Japanese immigration to Canada. The dispatch of this mission revealed some of the complexities in relations between the Colonial and Foreign Offices in London on the one hand and the Dominion's and British Columbian governments on the other. Based on previously unused primary sources, this article will examine the interplay between the policy towards Japanese migrants in the British Dominion of Canada and the British policy towards Japan as a nation.  相似文献

ABSTRACT

Although the involvement of women in terrorist activities is not new, it is still considered to be an exceptional phenomenon. The figure of a woman militant contradicts the main gender constructions and thus produces a certain shock and disconcertment in societies. In the case of “Jihadism”, women who willingly join a terrorist organisation also challenge the Western Neo-Orientalist perspective on Muslim women in the West. Starting from these theoretical standpoints, this article focuses on a group of terrorists who have recently received a great deal of attention: ISIS women jihadis. Based on a critical discourse analysis of three main UK broadsheets, this article presents, deconstructs and problematises the main depictions that were used to describe these subjects. Furthermore, it discusses how the frames described reconcile these women’s actions with the gender and Neo-Orientalist constructions that circulate in Western societies, safeguarding the deriving hegemonic narratives. In other words, the article focuses on how women terrorists are made into “Jihadi Brides”.  相似文献

The maintenance of a “moderate mainstream” Muslim community as a bulwark against the fraying of harmonious ethnic relations has become a key governance concern post-September 11. In light of the global concern—and often paranoia—with diasporic Islam, Islamic religious institutions and civil society have been portrayed in the popular media as hotbeds of radicalism, promoters of hatred, and recruiters for a “conflict of civilization” between the Muslim world and the modern world. Having declared itself a terrorist's “iconic target,” Singapore has taken a broad-based community approach in advancing inter-religious tolerance, including a subtle initiative to include the “Muslim civil society” in advancing the understanding and the promotion of a moderate brand of Islam in Singapore. This tacit process of regulation (top-down, intra-community and inter-community), while effective, is constrained by the unique governance context in Singapore.  相似文献

Arthur de la Mare, an under-secretary of state at the British Foreign Office, wrote in 1967 that the ending of the Malaysia–Indonesia Confrontation of 1963–1966 was “the greatest success of British diplomacy in East Asia in recent years.” However, historians generally believe British influence in the process to end this conflict was extremely limited, as it has been widely accepted that this conflict ended through bilateral negotiations between Jakarta and Kuala Lumpur. On one level, this view is accurate, but “Confrontation” took months to end and, during this process, British, American, and Malaysian officials hoped to encourage a change in leadership in Jakarta and an eventual end to the conflict. Confrontation was an anti-colonial and a regional dispute greatly affected by the Cold War environment in Southeast Asia and, therefore, not immune from international events or actors, especially the final phase of the conflict.  相似文献

This article begins via an exploration of Jean Baudrillard's provocative claim that we dreamed of the ‘events of 9/11’ prior to their occurrence. Baudrillard's particular quote is introduced to raise questions about the politics of knowing and un-knowing in International Relations, with specific reference to risk and the “war on terror”. Building on postcolonial scholarship, this article points to the limits of contemporary approaches to risk and offers an alternative methodological approach – one it argues better identifies the power relations that structure the daily forms of knowing and un-knowing that give meaning to and invigorate articulations of risk.  相似文献

This article examines how ?i?ek’s analysis of “subjective” violence can be used to explore the ways in which media coverage of a terrorist attack is contoured and shaped by less noticeable forms of “objective” (symbolic and systemic) violence. Drawing upon newspaper coverage of the 2017 London Bridge attack, it is noted how examples of “subjective” violence were grounded in the externalisation of a clearly identifiable “other”, which symbolically framed the terrorists and the attack as tied to and representative of the UK Muslim community. Examples of “systematic” violence were most notable in the ideological edifice that underpinned this framing but also in the ways in which newspaper reports served to draw upon British values in the aftermath of the attack. This directed attention away from the contradictions within the UK, towards narratives that sought to “fix” these contradictions through eradicating the problem of “the other” and/or by violently protecting the British values “they” seek to undermine. As a consequence, newspaper coverage worked to uphold the illusion that “peace” could be achieved by eradicating terrorism through further forms of objective violence, including, internment without trial; the “ripping up” of human rights; and closer surveillance of Muslim communities. Indeed, it was this unacknowledged violence that worked to maintain British values in the press' coverage.  相似文献

In recent years, studies have challenged the conventional power-based literature to show that a deficiency in resources does not limit a small state's bargaining leverage in international negotiations. However, few studies examine small state influence during compliance bargaining, the post-agreement bargaining to ensure that all signatories comply with the terms of an agreement. Using an interview with a key advisor to the small twin-island state of Antigua and Barbuda during compliance bargaining with the United States (US), and World Trade Organization (WTO) documents, this article examines how a small state can successfully attain bargaining leverage and win against a behemoth state. In this case, Antigua successfully challenged the US ban on cross-border internet gambling and betting services. The article argues that the strategies and tactics that Antigua used within the WTO dispute settlement framework contributed to the country's bargaining leverage and enabled it to punch above its weight.  相似文献
