Abstract

Increasingly, the purpose of third party health interventions in fragile states has become linked to statebuilding agendas in order to build government through health programmes. However, there is only limited data to support the efficacy of such an assumption. Indeed, this approach may instead invert the desired outcome of social legitimacy and undermine the rationale for which it is intended. This paper examines the strategic response from donors vis-à-vis the objective of statebuilding, and concludes that new research is required. It concludes that until there is empirically based evidence of the benefits of health interventions for statebuilding, the goals of health interventions should remain fixed primarily on improving health indicators instead.  相似文献

The concept of comprehensive national power (CNP) is proposed and developed by several Chinese scholars and academic institutions. Many material capabilities, for example, economic growth and military might, are incorporated into the concept to measure China's national power vis-h-vis other major powers, especially the U.S. This paper, however, contends that understanding China's CNP through material capabilities is only part of the story. Yet, China's political stability is by no means assured and fully incorporated into the concept. China has undoubtedly faced many threats and challenges to its political stability. Apart from the Two Ts' problem (Taiwan and Tibet), the conflict in Xinjiang not only threatens China's political stability since the establishment of the People's Republic of China (PRC) in 1949, but also affects its CNP as a whole. This paper concludes that measuring the genuine CNP should be based on the factors from which a country would earn or benefit, and also on those of which it would have to pay a price. Needless to say, the conflict and political instability in Xinjiang are an example of the price which China has to pay.  相似文献

What is the role of policy entrepreneurs in shaping the dynamics which normalize relationships between neighboring countries after the formal resolution of conflict? This article suggests a conceptual framework to understand the influence of policy entrepreneurs on public policy regarding cross-border interaction in post-conflict border regions. We analyze the motivations, preferences and strategies of local players which design given realities in the border region. We propose a typology of the various policy entrepreneurs active in the post-conflict border region. The theoretical framework is used in the analysis of the Israeli–Jordanian border region since the peace treaty of 1994.  相似文献

This article examines the way in which intelligence was used by Israel in its war against Hizb'allah in south Lebanon. By using ideas drawn from the literature on strategic culture, it argues that in trying to replicate methods used in countering Palestinian insurgents, Israel's intelligence agencies failed to appreciate fully the finite political aims of Hizb'allah's guerrilla struggle. As such, the paucity in Israel's collective intelligence effort allowed operatives of Hizb'allah's military wing, al-Muqawama, to score notable intelligence triumphs over Israel, triumphs that did much force the IDF into a unilateral withdrawal from south Lebanon in May 2000.  相似文献

Abstract

This paper looks at the Parsi community in 19th century India and its role as an agent in the formation of public cultural space in Bombay. The Parsis provide a unique example of an indigenous community under colonial rule, who through acceptance of the values of modernity and enterprise culture, manage to negotiate a position of prominence within one of the power centres of the then dominant British empire. The notion of the public sphere thus employed, provides an interesting contrast with the Habermasian theory of the bourgeois public sphere. Furthermore, it provides a model that directly challenges the somewhat simplistic subject-object relations that are often implicit within post-colonial theory. Indeed, there is a particular kind of desire for modernity that is reflected in the active participation of Parsis in the construction of imperial public space in Bombay. This leads to a reconsideration of the fluidity of the notion of the ‘political’ within the discussion of post-colonialism.  相似文献

Cross-border governance in central Europe underwent a phase of Europeanisation due to EU enlargement in 2004. The question is how European influences interact with conditions in a specific region. The article applies Knill's framework of Europeanisation mechanisms and Blatter's hypothesis about the role of ‘imported’ ideas and paradigms to a case study on the German–Polish–Czech co-operation project ENLARGE-NET. This project applied a territorial mode of governance. However, it did not evolve into a permanent institution because it was not in line with the regional context, which is characterised by a difficult history, economic disparities, a lack of common identities and few transboundary interdependencies.  相似文献

Since the establishment of the Chinese Public Administration Society (CPAS) in 1988, public administration (PA) research and practice have grown considerably after a gap of more than 30 years. Emerging universities and local research institutes have established specialized departments/centers for PA. This study reports on mainland China’s performance in PA research by examining publication size, impact, and scientometric indicators, including China’s global publication share, growth rate, citation impact, and leading journals based on the last 15 years of publications data, as retrieved from the Social Science Citation Index (SSCI) database; recognized international collaborators and domestic contributors are also considered. Findings suggest that the quantity and quality of mainland China’s PA research has increased steadily, with mainland scholars playing equally as important roles as their international peers. Evidence suggests that mainland China scholars will continue to achieve international publishing success. Finally, opportunities and challenges brought about by internationalization are also discussed.  相似文献

This paper deals with the causes and impact of the rise in the number of Palestinian–Arab Non-Governmental Organizations (NGOs) in Israel in the last two decades. It provides a multi-level model that combines economic, political and cultural factors to explain the shifts in Palestinian-Arab political mobilization in Israel and as a result to the rise of a complex network of Arab NGOs. The paper demonstrates the way in which the civil institutions and their intensive involvement in public social affairs generate social capital that has internal as well as external political impact. Arab civil society institutions, which operate mainly separately from civil institutions of the Jewish majority, assist in the empowerment and the development of Arab society. They provide services in different fields, such as education, health, and planning. They also advocate and lobby for the rights of the Arab citizens inside Israel and internationally. Arab civil society institutions also provide information necessary for political mobilization, identity formation, and cultural preservation. In this framework the paper claims that they play a counter-hegemonic role vis-à-vis the Israeli state. However, the paper also claims that the broad advocacy and lobbying activity of Arab civil institutions did not manage to fully democratize Israeli policies towards Arab society, demonstrating the centrality of state identity and power structure when it comes to democratization processes. On a different level, the paper reveals that, although the Palestinian–Arab NGOs network has managed to lead to a liberalization process within Arab society, this process is partial and selective.  相似文献

Turnout decline in Britain is greater than it first appears since changes in the social composition of the electorate have had a positive impact on turnout. This paper finds that whereas a weakening in the strength of party identification is associated with the long-term decline, the political context influences short-term variation. Partisan dealignment is also changing the dynamics of the determinants of turnout. Since non-identifiers are more strongly influenced by the political context than strong identifiers, and there are now more non-identifiers than previously, the political context is becoming a more important factor in determining whether people vote or not.

Leadership is a matter of both intentions and perceptions, which do not necessarily always match. Because employees’ motivation and commitment are only affected by leadership if they notice it, employee‐perceived leadership is expected to have a stronger correlation with organizational performance than leader‐intended leadership. This expectation is tested for transformational and transactional leadership, as both types of practices are expected to increase performance. Using a sample of 1,621 teachers and 79 Danish high school principals, the authors find that leader‐intended and employee‐perceived transformational and transactional leadership are only weakly correlated and that only employee‐perceived leadership practices (both transformational and transactional) are significantly related to objectively measured school performance. The results show that it is important to distinguish between intended and perceived leadership and that leaders should be aware of how their practices are perceived.  相似文献

The intention in this article is to explore, explicate, and, ultimately, critique Jurgen Habermas' communication theory. Drawing on the pragmatics of Deleuze and Guattari we will propose that Habermas' defence of the importance and priority of communicative action is problematic to the extent that it implicitly involves the issuing of an imperative order that cannot be accounted for within the normative framework that he envisages. In other words, we will be suggesting—with the help of Deleuze and Guattari—that Habermas, undoubtedly against his best intentions, precipitates, what we will call, a strategic levelling of communicative action.  相似文献

Post-Soviet African democratization has introduced elections into contexts that often lack restraints upon the behavior of candidates, resulting in the emergence of voter intimidation, vote-buying, and ballot fraud. We propose a model of electoral competition where, although some voters oppose violence, it is effective in intimidating swing voters. We show that in equilibrium a weak challenger will use violence, which corresponds to a terrorism strategy. Similarly, a nationally weak incumbent will use repression. However, a stronger incumbent facing local competition will prefer to use bribery or ballot fraud. We discuss the applicability of the model to several African elections.  相似文献

This article seeks to show that liberal law continues to justify and legitimize displacements of minority populations, even in an age of universal human rights. As demonstrated by the Israeli court's 1988 decision legitimating the deportation of Mubarak Awad, citizenship and immigration laws provide juridical justifications for contemporary ethno-national settler projects. In the aftermath of a territorial conflict that defines or redefines the bounds of the state, native minority populations are vulnerable to being legally recast as ‘aliens’ or ‘virtual immigrants’. National conflict may thus be transformed by legal formalism into a question of immigration law, allowing the power relations that produce state sovereignty to slip into the background.  相似文献

This paper examines the ways in which Palestinian children variously perform and transform the discourse of trauma and the aesthetic of suffering that have come to dominate representations of Palestinian childhood and the Palestinian struggle in general. It is argued that everyday beauty in the lives of Palestinian refugee children, as found in mundane spaces and enacted through interpersonal relationships, constitutes an aesthetic disruption to the dominant representation of trauma as put forward by international humanitarian aid organisations and development agencies. Far from being restricted to the immediacy of everyday spaces and interactions, however, everyday beauty is located within wider national and religious geographical imaginaries, and likewise forms the basis of critiques of social and political injustice, and demands for a more just and equitable future. It is argued that children enact an everyday Islamic ethic of beauty as part of a wider political demand for life itself.  相似文献

Are election outcomes driven by events beyond the control of politicians? Democratic accountability requires that voters make reasonable evaluations of incumbents. Although natural disasters are beyond human control, the response to these events is the responsibility of elected officials. In a county‐level analysis of gubernatorial and presidential elections from 1970 to 2006, we examine the effects of weather events and governmental responses. We find that electorates punish presidents and governors for severe weather damage. However, we find that these effects are dwarfed by the response of attentive electorates to the actions of their officials. When the president rejects a request by the governor for federal assistance, the president is punished and the governor is rewarded at the polls. The electorate is able to separate random events from governmental responses and attribute actions based on the defined roles of these two politicians.  相似文献

This article examines the transformation in the conceptual understanding of international intervention over the last two decades. It suggests that this conceptual shift can be usefully interrogated through its imbrication within broader epistemological shifts highlighting the limits of causal knowledge claims: heuristically framed in this article in terms of the shift from policy interventions within the problematic of causation to those concerned with the management of effects. In this shift, the means and mechanisms of international intervention have been transformed, no longer focused on the universal application of Western causal knowledge through policy interventions but rather on the effects of specific and unique local and organic processes at work in societies themselves. The focus on effects takes the conceptualization of intervention out of the traditional terminological lexicon of International Relations theory and instead recasts problems in increasingly organic ways, suggesting that artificial or hubristic attempts at socio-political intervention should be excluded or minimized.  相似文献

Although significant progress has been made in developing leadership theory and understanding the traits, skills, behaviors, and styles that make a good leader, progress in bridging the gap between theory and practice using models of leadership training and development has been slow. This research attempts to answer the question of whether leadership training and development programs in the public sector improve leader and organizational performance. The findings indicate that a combination of coaching, classroom instruction, feedback, and experiential training has a significant impact on leader performance. In addition, organizational effectiveness improves for organizations whose leaders received the intervention. This article enhances our understanding of the impact that training and development can have on leader and organizational outcomes.  相似文献
