Residential mobility policies are in part premised on the assumption that place and not race explains blacks' joblessness in central cities. The article investigates the potential effects of residential mobility programs by analyzing a “natural” black residential mobility process in the Washington, DC area, where black suburbanization has coincided with suburban job growth. Using data from the 1990 Public Use Microdata Sample (PUMS), this article examines the relative contribution of place and race in explaining racial differences in employment for young men with a high school diploma or less. The results show that having a suburban residential location improves young males' spatial access to jobs, but that the employment benefits are greater for white than comparable black youth. Simulations point to racial discrimination in suburban labor markets being as important as having a suburban residential location as an explanation of white‐black employment rate differences in the Washington, DC area. Thus, if residential mobility programs are to be fully effective in improving central city minorities' employment prospects, antidiscrimination enforcement efforts in suburban labor markets must be included in the policy package.© 1998 by the Association for Public Policy Analysis and Management  相似文献

This article attempts to review and synthesize some new evidence on the employment problems of young blacks, especially relating to the issues of skill and spatial mismatch, racial discrimination, crime, and immigration. I also discuss various interpretations of these phenomena and highlight the fact that both shifts in demand (that is, employers and jobs) and the characteristics and responses of supply (that is, workers) in the labor market appear to be responsible for recent trends in employment and earnings among young blacks. This implies that government policy should focus directly on demand-side issues (such as job availability) in the short term, and especially on improving the adjustment of the black labor force to these shifts in demand over time.  相似文献

Those in need of employment and training programs face a variety of difficulties. Accordingly, the federal response to labor market problems has encompassed a wide range of initiatives. These include preparing people for work (through skills training, the Job Corps, work experience programs); improving the functioning of the labor market (through matching workers with jobs, establishing a minimum wage, and the Targeted Jobs Tax Credit program); and preventing discrimination. Unresolved issues in these areas are examined. They include who should be targeted for federal assistance, which levels of government can best operate programs, how public versus private efforts should be balanced, how limited resources should be distributed, and how the welfare versus work question should be resolved.  相似文献

Abstract

This paper examines whether housing vouchers help poor people improve their education and employment. The Gautreaux program uses housing certificates and counseling to help poor people move to white suburbs and to black urban areas. The people who move to suburbs face different opportunities and challenges than those moving within the city, so it is not certain which group will have better employment and education. We find that compared with city movers, the adult suburban movers have greatly improved employment, even after controls, but they have no different pay or hours worked. Among children, suburban movers are more likely than city movers to be (1) in school, (2) in college‐track programs, (3) in four‐year colleges, (4) in jobs, (5) in better‐paying jobs, and (6) in jobs with benefits. Just by moving people and without providing additional services, this program has uncovered capabilities of these low‐income people that were not evident in the city. Policy implications of this program are considered herein.  相似文献

In this paper we present data from a survey of 900 employers in Michigan during 1997. The survey was designed to gauge employer demand for welfare recipients. The results show that, given the tightness of labor markets there, the prospective demand for recipients is quite high—employers report that 3 percent of all jobs currently, and almost 9 percent over the following year, might be available to unskilled recipients. On the other hand, prospective employment is quite highly correlated with measures of unmet labor demand, implying that much of it could disappear during the next recession. Many of the prospective jobs are also found in establishments to which innercity minorities might have limited access, such as small or suburban establishments that receive few black applicants or that recruit informally. Absenteeism and basic skill readiness are potential problems, based on jobs filled by recipients to date or those that are potentially available. The effects of a variety of potential policy responses targeted at private employers (such as job placement efforts and tax credits for employment or training) are considered as well. © 1999 by the Association for Public Policy Analysis and Management.  相似文献

The U.S. Department of Labor's "Work Force 2000" project has identified long-term trends that will affect future employment and training policy. These include demographic trends such as a decline in the pool of young labor market entrants and an increase in women, minority, and immigrant workers; the continued shift from goods-producing industries to the service sector; and continued technological innovation in response to increased international competition. These projected changes in the labor market and workplace present a national challenge and an opportunity to tackle the longstanding problems of disadvantaged workers. Cooperative public and private programs to eliminate illiteracy and increase job skills and competencies, ease labor mobility and provide retraining, and attack underlying social problems that support the cycle of welfare dependency and unemployment are needed to provide the workforce America needs for the future.  相似文献

This paper explores the efficacy of current employment services in Australia, jobactive, from the perspectives of young job seekers and their employment officers. As high youth unemployment rates and the efficacy of jobactive employment services are currently areas of priority for the Australian Government, the study offers a timely contribution to the social policy and youth employment literature by exploring the tensions experienced by young job seekers while registered with a jobactive provider, and employment officers when assisting young people to find sustainable employment. The study analyses data from 46 interviews with young job seekers and their employment officers in an outer western Melbourne region. The findings reveal particular concerns about appropriate and adequate service provision for marginalized young job seekers that are similar to those in evaluations of previous marketwise employment service contracts, Job Network and Job Services Australia. Suggestions for tailored employment assistance for young job seekers to gain sustainable employment are offered for future consideration.  相似文献

This paper explores the prediction of King and Bass (1974) that black managers and supervisors may be more reluctant than whites to accept management programs such as management by objectives. Data were collected from 77 black and 61 white managers and professionals of the City of Detroit transportation system (D-DOT), after they had been involved with MBO for almost one year. Analyses of t-test results indicate that blacks assessed MBO as more helpful in their individual jobs and more positive for the organization than their white counterparts. Explanations derived from the racial demographics of the organization, the MBO installation, and characteristics of MBO as a management process in public agencies are given.  相似文献

Conventional wisdom holds that women on welfare will be better off in the long run if they take a job, even if it means initially having less money to spend on their and their children's needs. Underlying this thinking is the belief that women who take low‐paying jobs will eventually move up to higher paying jobs either with their current employer or by changing employers. This paper examines the employment transitions of young women focusing on the likelihood that women who turn to the welfare system for support will make the transition from low‐paying to high‐paying jobs. The data are drawn from the National Longitudinal Survey of Youth (NLSY). Based on the experiences of women who never received welfare, an estimated one‐quarter of young women who received welfare could be firmly established in jobs paying more than $9.50 an hour by ages 26 and 27. An additional 40 percent would work steadily but in low‐paying jobs, and more than one‐third would work only sporadically. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

This paper analyzes the relationships of schooling, the skill content of work experience, and different types of employment patterns with less‐skilled women's job quality outcomes. Survey data from employers and longitudinal data from former and current welfare recipients are used for the period 1997 to early 2002. The analysis of job quality is broadened beyond employment rates and wages measured at a point in time by including non‐wage attributes of compensation and aspects of jobs that affect future earnings potential. This study shows the extent to which lack of employment stability, job skills, and occupation‐specific experience impedes welfare recipients' abilities to obtain a “good job” or to transition into one from a “bad job.” The business cycle downturn has significantly negatively affected the job quality and job transition patterns of former and current recipients. © 2003 by the Association for Public Policy Analysis and Management.  相似文献

While existing research provides evidence that globalisation sparks citizen demand for the welfare state in wealthy Western democracies, less is known about how globalisation affects public demand for welfare elsewhere. This study explores the link between globalisation and welfare preferences in postcommunist countries by examining workers at multinational corporations (MNCs). These workers have previously been found to have lower levels of job security, even in Western Europe. Additionally, in the postcommunist context, MNC employment also frequently offers better opportunities than other available jobs. This combination of risk and benefit creates higher demand for social insurance (such as unemployment insurance) because MNC workers have both higher job insecurity and higher costs of job loss (if the benefits of MNC employment make it difficult to find an equally good job). Original survey data from Ukraine shows that MNC workers experience greater insecurity and are paid more than other workers. They also express preferences for more expansive welfare programmes, prioritising those related to labour market insurance. This pattern of MNC workers’ experience and preferences is confirmed in cross-national survey data from 30 peripheral economies, demonstrating that the compensation hypothesis has wider application than previously shown.  相似文献

Public services face several workforce challenges, including impending retirements and austerity programs. Although employing more young people is a likely solution to balancing the demographic profile of public services, the literature and theory suggest that young people would have fared worse during the global financial crisis. This research tests propositions around the vulnerability of young people in selected Australian public services during the global financial crisis, in terms of quantity and quality of jobs obtained. Surprisingly, the findings suggest that many young people fared as well or sometimes better than other age cohorts during the global financial crisis in terms of both recruitment and access to ongoing jobs. There are several indications that perhaps public services provided a safe haven in a turbulent labour market.  相似文献

Given the impediments around them, can welfare recipients be required to work? Most analysts have answered no. They say the recipients are usually kept from employment by socioeconomic barriers, such as insufficient jobs, and the disincentives to work inherent in welfare. Studies of recent AFDC work programs make them look promising but do not directly address the potential for work enforcement. This article, a cross-sectional study of state WIN programs in 1979, suggests that work requirements could raise work levels substantially despite the impediments. But requirements probably do not improve the quality of jobs recipients are able to get. Therefore, enforcement serves the goal of integration, but to achieve greater economic equality will require additional reforms.  相似文献

In an era when everyone wants to be a millionaire, governments struggle to attract and retain highly qualified employees, making it more important than ever to understand what attracts people to the public service. Using contingency table analysis and logistic regression on the 1989 and 1998 General Social Surveys, we explore how individuals' demographic characteristics and the importance they place on various job qualities influence their preference for and employment in the public sector. Job security may still be the strongest attraction of government jobs, but high income and the opportunity to be useful to society also attract some Americans to the public service. Minorities, veterans, Democrats, and older Americans preferred public-sector jobs more than whites, nonveterans, Republicans, and younger Americans, who were otherwise similar. Women and college graduates were more likely than comparable men and less-educated respondents to have government jobs, but no more likely to prefer them. Overall, desire for government jobs declined markedly between 1989 and 1998.  相似文献

Since 1965, British political parties have radically, and repeatedly, changed the ways in which they choose their leaders. In this article, I explain how and why these changes occurred and assess the consequences of the ‘new’ selection procedures adopted by four ‘mainstream’ parties: Labour, the Conservatives, the Liberal Party and the Liberal Democrats. In the first section, following Sjoblom and Stark, I outline a theoretical framework which purports to explain the criteria used by parties in parliamentary systems when choosing their leaders. I then examine the four parties in turn and consider two questions. First, how and why has the process of selecting British party leaders changed over time; and secondly, to what extent, and why, have the ‘new’ selection procedures adopted since 1965 produced different outcomes, resulting in the election of leaders who would not have been chosen had the decision rested with their party's elites and/or MPs alone?  相似文献

This article explores racial disparities between assisted housing outcomes of black and white and white households with children. We compare the assisted housing occupied by black and white households with children, and examine whether young adult education, employment, and earnings outcomes in 2011 differ between blacks and whites who spent part of their childhood in assisted housing in the 2000s. We use a special version of the Panel Study of Income Dynamics (PSID) that has been address-matched to federally assisted housing, and the PSID’s Transition to Adulthood supplement, along with geocode-matched data from the U.S. Census Bureau, American Community Survey (ACS), CoreLogic real estate data, and U.S. Department of Housing and Urban Development (HUD). Statistical methods include difference in means, logit and general linear models. We find no evidence of racial disparities in the type of assisted housing program, the physical quality of project-based developments, or the management of public housing developments in the 2000 decade. But black households with children are more likely to live in assisted housing that is located in poorer quality neighborhoods. Multivariate tests reveal that the worse outcomes of black young adults compared with whites disappear once socioeconomic differences are taken into account. The discrepancy in assisted housing neighborhood quality experienced by black and white children makes no additional contribution to predicting young adult outcomes. Nonetheless, black children living in relatively better assisted housing neighborhoods tend to have better outcomes in young adulthood than those who live in poorer quality assisted housing neighborhoods. We discuss sources of racial disparity in neighborhood quality, and the policies enacted and proposed to address it.  相似文献

This article examines what states are doing to help Temporary Assistance to Needy Families (TANF) recipients move into the workforce and become self‐supporting. We first present documentation regarding many different state TANF policies aimed at encouraging work, including benefit structures, time limits, work requirements, sanctions, and work supports. We then discuss how effective these policies are at helping welfare recipients get jobs and increase their income, by reviewing research on each of these elements. We conclude that the TANF program has been effective in increasing employment and decreasing welfare caseloads and expenses, but that this has not resulted in overall income gains for welfare recipients in the long run. We also conclude that the most promising state programs have a strong employment focus combined with focused training and educational opportunities. In addition, we also find that sanctions appear to be harming those most in need of assistance, and therefore that such policies should be reevaluated and refocused.  相似文献

Budgetary pressures have made it necessary to consider the effectiveness of urban enterprise zones. These geographically targeted tax incentives programs are widespread. But whether and to what extent these programs spur economic development is not known. The article presents an evaluation of urban enterprise zones in New Jersey in terms of costs and economic impacts, including industrial output, tax revenue, and job creation.  相似文献
