The problem of overrepresentation of Indigenous offenders in Australian prisons highlights the need for effective tertiary intervention programs within correctional settings as a way of reducing Indigenous reincarceration. This study seeks to explore meanings of anger within an Indigenous context that might inform the development of more acceptable and potentially more effective rehabilitation programs. A methodology that acknowledges the importance of narrative, context, and culture was devised to explore how anger as an emotion is understood and experienced by a group of Indigenous men in a South Australian prison. Although some of the major themes reflected experiences of anger common to many offenders, it was evident that for these Indigenous men, anger was experienced within a broad social and political context that imbued the experience of anger with layers of culturally specific meaning. It is suggested that these layers of meaning constitute sufficient difference to warrant further exploration.  相似文献

The creation of a Scottish Parliament and Scottish government in 1999, under the process of devolution within the UK, created a significantly different constitutional and political landscape from that which preceded it. The impact on domestic issues in Scotland, such as policing, has been considerable. This is partly because of new structural arrangements, including the creation of a Justice Minister and a Justice Committee of the Parliament, and partly because of the significance of the law and order agenda within Scottish politics. This paper discusses the impact of these developments on the Scottish police. Analysis focuses on the growing involvement of the Scottish Parliament and Scottish governments in key areas such as constabulary independence, police accountability and the management of police resources. Through this discussion, the paper seeks to make a contribution to the debate about the relationship between the police and politics, and the extent to which policing in Scotland is becoming increasingly politicised.  相似文献

This study surveyed 393 citizens who were either crime victims or complainants in the jurisdiction of the Marietta, GA Police Department in 2004. In addition to examining their local attitudes toward police demeanor and police performance, the study also evaluated the impact of race, police experience, and perceived neighborhood safety. Important findings included that overall (1) the majority of respondents felt safe in their neighborhood and were satisfied with the police who handled their case; (2) the same amount of blacks and whites reported negative experiences with the police; and (3) although all three factors greatly affected attitudes, contact experience with the police was the most influential.  相似文献

Purpose

Neighborhood contextual factors have gained a considerable amount of attention, relating neighborhood crime levels to police force. Prior research mainly examined the relationship either at the police district level or at the city level. The current study intends to investigate the relationship at lower levels of geographic aggregation.

Methods

Using Geographic Information System techniques, the current study utilized four radial buffer zones around each use of force incident location to measure the impact of neighborhood violent criminal activities at the micro level on the level of police force used. In addition, hierarchical linear modeling using neighborhood crime rates within police command areas allowed for a comparison study to measure the impact of neighborhood criminal activities at the meso level on police force.

Results

The current study found that neighborhood crime levels have a significant and positive effect of increasing the level of police force used at the micro level.

Conclusions

The current study supports the work of Black and Smith, concluding that more training and supervision are required for officers working in high crime areas.  相似文献

The purpose of the present study was to examine racial and ethnic disparity in police use of physical force. Data from the Phoenix, Arizona Use-of-Force Project was used to assess disparity between White, Black, and Hispanic citizens. Racial and ethnic disparity in police use of physical force was found only for male citizens not in custody. The findings suggest that assessments of racial and ethnic disparity need to be situationally orientated in the theoretical meaning that race and ethnicity play in modern American society. Simple overall tests of disparity may not be adequate to understand and address the complex effects of race and ethnicity in the criminal justice system; thus, these disparities may lead to situations that further exacerbate already strained minority-majority relations in America.  相似文献

Objectives  

Reforms were implemented at five selected police stations in Trinidad and Tobago. The reforms were designed to improve the services delivered by police stations, to reduce crime, and to increase public confidence in the police. The intervention involved improving police facilities, vehicles, and equipment, and enhancing station staffing, training, and technical assistance to improve basic police work and station management/supervision. It introduced service-oriented, problem-solving approaches to replace the traditional colonial and post-colonial models of policing.  相似文献

As a result of the relatively high rate of divorce in this country and the increasing awareness that many parents (an estimated 1.5 million) are homosexual, the courts, as well as divorce mediators, have become actively involved in child custody placement decisions involving homosexual parents. While custody decisions have tended to reflect stereotyped beliefs or fears concerning the detrimental effects of homosexual parenting practices on child development, a review of the research consistently fails to document any evidence substantiating these fears. A number of specific custody issues are discussed as well as social factors relevant to lesbian motherhood. In conclusion, several authors call for increased awareness of the facts of homosexual parenting by lawyers, judges, and other professionals involved in homosexual parent-child custody cases.  相似文献

Most instruments used to assess offenders' risk of recidivism were developed and validated on male samples. Use of these instruments with female offenders is, however, common practice. This use with female offenders implies the assumption that the risk of recidivism can be predicted on the basis of the same risk factors for women as for men. Yet, this implied gender-neutrality of offender risk instruments has been the topic of much debate. This study compared criminogenic needs in male and female offenders and their relevance in predicting recidivism. A large sample of male and female offenders (N = 16,239) charged with a range of index offenses was studied. Results mainly support the gender neutrality of existing offender risk and needs assessment. However, results do suggest that some criminogenic needs may indeed have a different impact on recidivism for men and women. Problems with accommodation, education and work, and relationships with friends were more strongly correlated to general recidivism in men than in women. For women, difficulties with emotional well-being had a stronger correlation with recidivism than for men. In addition, relative to all other criminogenic needs, problems with emotional well-being were more important for women than for men in predicting general as well as violent recidivism. However, because the bivariate correlation for female offenders between emotional difficulties and recidivism is weak (as it is for male offenders), the question remains whether the relative importance of emotional difficulties in predicting recidivism in women actually has clinical relevance. Despite their rich theoretical and practical importance, criminologists have paid scant attention to the patterns of crime and the responses to crime during exceptional events. Throughout the world large-scale political, social, economic, cultural, and sporting events have become commonplace. Natural disasters such as blackouts, hurricanes, tornadoes, and tsunamis present similar opportunities. Such events often tax the capacities of jurisdictions to provide safety and security in response to the exceptional event, as well as to meet the “routine” public safety needs. This article examines “routine” crime as measured by calls for police service, official crime reports, and police arrests in Salt Lake City before, during, and after the 2002 Olympic Games. The analyses suggest that while a rather benign demographic among attendees and the presence of large numbers of social control agents might have been expected to decrease calls for police service for minor crime, it actually increased in Salt Lake during this period. The implications of these findings are considered for theories of routine activities, as well as systems capacity.  相似文献

The purpose of this study was to extend the current knowledge of public attitudes toward the police. Independent variables derived from three models, the demographic, the neighborhood context, and the police/citizen interaction models, were used to explain public perceptions of the police. More specifically, public attitudes toward the police was measured in two dimensions— General Attitudes toward the police and Specific Trust in the police. The data was obtained by a telephone survey of 756 respondents in Houston, TX in 2008. The primary findings suggested that race, gender, age, victimization, and satisfaction with police work were significant predictors. Hispanic respondents reported lower levels of General Attitudes toward the police than their White counterparts. In addition, there was no significant difference between Whites and Hispanics in terms of Specific Trust in police such as the use of Taser guns. These results and their practical implications for police agencies were addressed in discussion.  相似文献

Researchers have often studied whether changes in the availability of alcohol impact associated problem behaviors like drunk driving. In July of 2003, the state of Minnesota approved legislation to extend by one hour the closing time for eating and social establishments that serve alcohol. This study utilized a time-series model to examine the impact of the extended closing time on the number of police stops for DUI in one jurisdiction in Minnesota. While results of the time-series indicated that there was a significant increase in the number of police stops for DUI following this legislative change, incident-specific analyses suggested that this increase might have been largely a result of increased proactive responses by local police. This paper presents findings from a randomized field-training experiment designed to study the impact TASERs on police officers’ use-of-force decisions. Officers were randomly assigned to either a treatment group (with TASERs) or a control group (without TASERs) and then participated in training scenarios involving different levels of suspect resistance. The study investigates whether and to what extent officers armed with the TASER use it as an alternative to other types of less-lethal force (e.g., empty hands, pepper spray, and the baton) and the firearm, controlling for the level of suspect resistance. The findings indicate that officers who were armed with the TASER were significantly less likely to deploy pepper spray and the baton in response to aggressive physical resistance. Additionally, the results show that officers equipped with the TASER were less likely to discharge their firearm when confronted with suspect resistance that was potentially lethal. No differences in police behavior occurred in response to passive suspect resistance.  相似文献

This study examined agency-level factors that impact the level of violence against police. The independent variables represented both agency context (e.g., violent crime rate, population characteristics) and agency policies and practices (e.g., backup and body armor policies) and were linked to constructs within routine activities theory. Information on agency policies and practices came from an agency survey. Data for the dependent variable―agency counts of officer killings and assaults over a three-year period―came from the National Incident-Based Reporting System (NIBRS). Negative binomial regression was used to assess the impact of the independent variables on the dependent measure. Three of the independent variables—measuring body armor policies, agency accountability, and violent crime—had statistically significant relationships with violence against police.  相似文献

This paper reassesses the relationship between race and attitudes toward the police. Using data obtained through a telephone interview survey of 560 residents of Detroit, the study contradicts previous research by finding that blacks hold more favorable attitudes toward the police than do whites. To explain these findings, we argue that as the social context of cities changes, so might the relationship between race and citizens' attitudes toward the police.  相似文献

This was the first study to investigate the effect of new immigration patterns on police-community relations in small midwestern communities impacted by the development of a large food processing plant and subsequent addition of a large Hispanic population. Using a case study approach, multiple sources of data were collected from law enforcement agencies, community/government leaders, and residents in three rural Missouri communities. The findings revealed that the language barrier was the greatest challenge affecting the development of a police-Hispanic community relationship. Fear of the police, immigration issues, and the nature of contacts between the police and the Latino community also had a significant impact on the relationship.  相似文献

Mental health law has to balance considerations of both justice, and health and welfare. In the political climate of the 1990s mental health services have become targeted on those with serious mental illness, to address the objectives of containing risks and limiting service expenditure. This paper identifies that increasing rates of detention under the Mental Health Act through the 1990s in a particular region, disproportionately involve longer-term detentions (under section 3), men, and people with serious mental illnesses. Those detained are likely to experience social difficulties. Changes in legislation are imminent, and the paper concludes that thought should be given to the amount of statutory intervention in the lives of seriously mentally ill people, and to the principle of reciprocity in relation to those coerced for lesser periods. Services should seek to address the issues of social exclusion which are reflected in the circumstances of those detained.  相似文献
