ABSTRACT

The study of citizenship as a political or moral ideal involves identifying core commitments and capabilities, the cultivation and exercise of which is often presented as a condition of being a ‘good’ citizen. Deliberative democracy was, at least until recently, associated with a conception of citizenship that endorses those qualities that equip us for a certain kind of respectful and reflective dialogue. This article reappraises this conception in light of the so-called ‘systemic turn’ within deliberative theory. It shows how systems thinking has displaced the traditional conception of deliberative citizenship, but that theorists have so far not elaborated a satisfactory replacement. A pluralist model is thus proposed, which casts light on the diverse qualities that a range of actors in a deliberative system might require. The resulting argument is not merely of interest to deliberative theorists, but to all who are concerned with the ethics of citizenship. The main reason is that it displaces the entrenched notion of a ‘good citizen’, in favour of the more heterogenous ideal of a ‘good citizenry’.  相似文献

Five arguments in favour of deliberative democracy are considered. These focus on its educative power, on its community-generating power, on the fairness of the procedure of public deliberation, on the epistemic quality of its outcomes and on the congruence of the deliberative democratic ideal 'with whom we are'. The first four arguments are shown to be inadequate. The fifth argument, it is claimed, not only provides the most convincing defence of deliberative democracy but can also be used to decide rationally between competing interpretations of the deliberative ideal. By way of illustration, the essay concludes with a critical discussion of the rival versions proposed by Rawls and Habermas.  相似文献

A significant shortcoming in contemporary deliberative systems is that citizens are disconnected from various elite sites of public deliberation. This article explores the concept of ‘coupling’ as a means to better link citizens and elites in deliberative systems. The notion of ‘designed coupling’ is developed to describe institutional mechanisms for linking otherwise disconnected deliberative sites. To consider whether it is possible and indeed desirable to use institutional design to couple different sites in a deliberative system, the article draws on insights from a case study in which a mini‐public was formally integrated into a legislative committee. The empirical study finds that it is not only feasible to couple mini‐publics to legislative committees, but when combined, the democratic and deliberative capacity of both institutions can be strengthened. To be effective, ‘designed coupling’ requires more than establishing institutional connections; it also requires that actors to step outside their comfort zone to build new relationships and engage in new communicative spaces with different sets of ideas, actors and rules. This can be facilitated by institutional design, but it also requires leaders and champions who are well‐placed to encourage actors to think differently.  相似文献

We do not need more 'models of democracy', but we do need a fresh view of democratic theory to take full advantage of deliberative, ecological, cosmopolitan and other innovations of recent years. Approaches such as these can be understood in terms of the devices they deploy – deliberative forums and cross-border referendums, for example, as well as more familiar elections and legislatures. Devices enact democratic principles; indeed, it is argued that principles gain their meaning and force through enactment. Devices can also be reordered in different ways; democrats can construct sequences which enact democracy in particular, desired ways. Pursuing this argument involves adopting a reflexive and procedural perspective, which puts a premium on democracy as sensitive to context, open-ended, productive and adaptable.  相似文献

It is commonly supposed that deliberative democracy and the politics of recognition are natural allies, as both demand a more inclusive politics. It is argued here that this impression is misleading and that the politics of recognition harbours significant anti-deliberative tendencies. Deliberative politics requires a public sphere which is maximally inclusive of diverse beliefs and perspectives, including those which dissent from orthodox understandings of group indentities. By contrast, the politics of recognition typically seeks to insulate such identities from challenge, both from within and without. Devices such as special group representation, while apparently inclusive, risk incentivising an anti-deliberative culture of deference to identity claims. An alternative model of inclusive politics, which involves a more contestatory political culture and a multiplication of deliberative opportunities, is sketched.  相似文献

This article draws on the political philosophy of John Dewey as one way to re-think the relationship between deliberative and participatory democracy. Rather than focusing on differences, Dewey's ideal of democracy allows us to bridge these two theories while still being attentive to the tensions between them. In particular, Dewey helps us conceptualize deliberative and participatory practices as distinctive yet complementary phases within a larger circuit of cooperative inquiry. To illustrate the argument, a case study of one democratic experiment that effectively combined different forms of practice is presented. In doing so, it is contended that we might be able to recover and incorporate some of the more radical features of participatory democracy into deliberative practices. Participatory theory's focus on political action and structural inequality, in addition to deliberation, as essential to citizen-centered democratic practice is specifically emphasized.  相似文献

We analyze the main rationale for public administrations and political institutions for supplying transparency, namely, that it generates legitimacy for these institutions. First, we discuss different theories of decision making from which plausible causal mechanisms that may drive a link between transparency and legitimacy may be derived. We find that the common notion of a straightforward positive correlation is naïve and that transparency reforms are rather unpredictable phenomena. Second, we test the effect of transparency on procedure acceptance using vignette experiments of representative decision making in schools. We find that transparency can indeed generate legitimacy. Interestingly, however, the form need not be “fishbowl transparency,” with full openness of the decision‐making process. Decision makers may improve their legitimacy simply by justifying carefully afterward the decisions taken behind closed doors. Only when behavior close to a deliberative democratic ideal was displayed did openness of the process generate more legitimacy than closed‐door decision making with postdecisional justifications.  相似文献

According to the orthodox or humanist conception of human rights, individuals have a moral duty to promote the universal realization of human rights. However, advocates of this account express the implications of this duty in extremely vague terms. What does it mean when we say that we must promote human rights satisfaction? Does it mean that we must devote a considerable amount of our time and resources to this task? Does it mean, instead, that we must make occasional donations to charities working to advance human rights realization? In this essay, I argue that this duty can only be constructed as imperfect. This means that it confers agent-relative discretion on us to decide when, how, and to what extent to advance the human rights of others. It also means that it is neither correlative with rights nor enforceable. As I will explain, the main reason for this is that any attempt to construct it as a perfect duty would infringe the dignity of the potential duty bearers and thereby undermine the very values that human rights practice aspires to serve. Finally, I will conclude by providing some guidelines for those who wish to comply with their imperfect duties to improve the situation of those whose human rights are in peril.  相似文献

Since the landmark volume The Search for Deliberative Democracy in China (Leib and He eds. 2006), a growing number of theoretical and empirical studies in the context of China have advanced our knowledge of deliberative democracy in comparative settings. This paper aims to discuss the recent development and prospects of deliberative democracy in China, with particular focus on the approach of a deliberative system that has not been adequately addressed in the context of China. This paper proposes an analytical framework for the concept of deliberative capacity building in the context of contemporary China. The paper analyses three dimensions of deliberative capacity building: social capacity, institutional capacity; and participatory capacity of a deliberative system. The three dimensions lay particular emphasis on the public sphere, empowered space, and deliberative actors respectively. The multi-dimensional framework considers deliberative capacity building as a process by which the three dimensions synergize and evolve with each other to produce a functional deliberative system incorporating isolated deliberative practices. The multi-dimensional analyses suggest that deliberative capacity building is critical to democratization in China, as it produces a stronger public sphere, more effective government responsiveness and improved participatory competence.  相似文献

In this article, we critically examine the question of how to link the ‘micro’ of deliberative mini-publics with the ‘macro’ of the democratic system. To explore this puzzle, we relate to EuroPolis, a transnational deliberative experiment that took place one week ahead of the 2009 European Parliamentary elections. The main argument is that although the scientific design of deliberative polls is a necessary condition for the fulfilment of the criteria for equal participation and informed opinion-making of selected citizens (the micro-dimension), this does not necessarily translate into a democratically representative and legitimate proxy for the broader political constituency (the macro-dimension). This problem is potentially exacerbated in deliberative settings that cut across domestic political cultures and nationalized public spheres.  相似文献

Canadian nuclear waste management policy has taken a deliberative democratic turn. What explains this turn? What is its significance? What lessons does it teach us? I trace a narrative of a powerful discursive coalition that was able to take advantage of institutional and financial opportunities to advance deliberative democratic decision making. I identify limitations in this turn by evaluating the Nuclear Waste Management Organization’s subsequent consultation process against the criteria of inclusion, equality, reciprocity, agreement, and integration. Despite impressive deliberative democratic designs, the process falls short of each criterion. This analysis clarifies the relative importance of actors to coalitions and institutions. Even with a strong coalition and favorable institutional context, realizing deliberative democracy is contingent on the will of involved actors. This conclusion has implications for the theory and practice of deliberative democracy.  相似文献

Two forum types have featured prominently in deliberative practice: (1) forums involving partisans (such as key 'stakeholders') and (2) forums involving non-partisans (such as 'lay citizens'). Drawing on deliberative theory and cases from Germany, we explore the relative merits of these forum types in terms of deliberative capacity, legitimacy and political impact. The two types offer deliberative governance something different. Non-partisan forums such as citizens' juries or consensus conferences rate favorably in deliberative capacity, but can fall short when it comes to external legitimacy and policy impact. Contrary to expectations, partisan forums can also encounter substantial legitimation and impact problems. How can designed forums contribute to deliberative democratization, given that partisanship is an inevitable fact of politics? We offer some suggestions about how deliberative theory and practice might better accommodate the reality of partisanship, while securing benefits revealed in non-partisan forums.  相似文献

The search for a better practice instrument of civic engagement has led to participatory budgeting and deliberative polling in recent years. Participatory budgeting stresses empowerment and citizens' struggle against the establishment and unequal social structures, whereas deliberative polling works within the system and focuses on improving democratic decision‐making processes by applying credible social science methods. Often, these two processes are presented as being in conflict with each other, which is to the detriment of the search for best practice in deliberative governance. This paper develops a theoretical analysis of deliberative participatory budgeting which is distinguished from unrepresentative and non‐deliberative but self‐selected participatory budgeting; that is, it considers how the quality of participatory budgeting can be improved through deliberative polling. This theoretical analysis is backed by an empirical study of deliberative participatory budgeting in Zeguo Township, Zhejiang Province, China. It explores whether, how, and under what conditions it is possible to combine deliberative polling and participatory budgeting. It details four experiments and assesses the successes, failures, limitations, and problems of the experiments. The case of Zeguo offers scholars, activists, and officials lessons about how to pursue best deliberative practice in both authoritarian states and democratic societies.  相似文献

This article suggests a diagnostic framework of public communication intended to capture new communication strategies used by Armed Forces across Europe to legitimize new tasks and recruit new personnel. Three distinct communicative models that impact differently on democratic values and public support are suggested: an Old Public Administration (OPA) model influenced by bureaucratic values, a New Public Management (NPM) model fuelled by market values and a deliberative model labelled ‘New Public Service’ (NPS) that is largely influenced by proponents of ‘e‐democracy’. A case study of the communication of the Swedish Armed Forces identifies a lingering bureaucratic (OPA) ideal. The market ideal (NPM) however clearly dominates. The article concludes that communication along market purposes, principles and practices risks distancing Armed Forces further from society. Yet, an embryonic deliberative ideal (NPS)—much fuelled by the use of social media such as blogs—was also identified. This growing ideal holds the potential of infusing deliberative vigor into the organization and presumably facilitates the bridging of the gap to society. Growing dissatisfaction with representative democracy and concomitantly, the increasing expectation that citizens assert more influence over public policy have seen the emergence of more participatory and deliberative forms of governance in public management practice. This article explores the attempt of the state government of Victoria, Australia to legislate for mandatory deliberative engagement as part of its local government strategic planning instruments. The ambition of the reform was significant; however, it was almost unanimously rejected by the local government sector. Based on analysis of the key themes that emerged from the submissions made during the 3-year Victorian Local Government Act Review process, we explore the limitations and barriers to implementing deliberative engagement practice at a local government level. We demonstrate that whilst the promise of participatory democracy might have been compelling, in the case of Victoria there were a series of contextual and capacity considerations that needed to be taken into account before the implementation of such reforms were pursued.  相似文献

For all the recent discussion on the virtues and vices of public deliberation, surprisingly little attention has been given to how deliberative procedures actually operate in different policy contexts. This article takes up this task with a specific focus on how deliberative designs such as citizens' juries and consensus conferences interface with their participatory context. The concept of the participatory storyline is developed to describe the competing narratives associated with a policy issue on who constitutes the public” and how “they” should be represented and involved in the policy process. An analysis of two Australian cases reveals how existing participatory storylines can productively or destructively influence deliberative forums. The empirical research suggests that a more productive deliberative procedure is one that supports or “speaks to” existing narratives on what constitutes public participation. Under these conditions key policy actors are more likely to engage in the deliberative process and endorse its outcomes. Some suggestions are provided for how practitioners can better anticipate the way a deliberative forum might interface with its participatory context.  相似文献

This article suggests that there is an underlying social contract that defines relationships between deaf and hearing people and which ultimately influences state provisions as well as society's perception of Deaf people. It is outdated and does not have the consent of Deaf communities. It will be argued that any renegotiation of the social contract needs to take into consideration a number of ‘elements’ that would be the context for that negotiation. Deaf citizens are marginalised in society largely due to a citizenship that assumes an idealised individual as a speaking and hearing citizen, with a social policy constructed and made in the image of hearing culture, that is rooted in a philosophy of favouring by default the instruction of deaf children via oral means in overwhelming mainstream education. These state policies have resulted in an entrenched social exclusion of Deaf people. Citizenship is recognised as an inclusive and momentum concept and therefore this situation is not unchangeable. A renegotiation of the social contract may require a form of group rights which nevertheless recognises the transnational nature of Deaf communities. As part of that process it will be necessary for Deaf people to obtain control over how their communities are run and resources allocated. That would entail the withering away of hearing control in a social policy context within Deaf spheres of influence. The new social contract would aim not for a paternal citizenship, but an empowering and Deaf-led one.  相似文献

This paper is a response to Hodgson's recent critique of our model of participatory planning through negotiated co-ordination. His critique focused on four issues: the coherence of our distinction between market exchange and market forces; our understanding of tacit knowledge; the scope for innovation in our model; and the alleged problems of information overload and cognitive limitations. In this response we argue that Hodgson misinterprets our model as being based on the aggregation of individual preferences, whereas it is in fact a model of participatory planning through a process of deliberative democracy.  相似文献

One of the most exciting innovations within ‘practical democratic theory’ in recent years has been the emergence of deliberative democracy, as a theoretically refined ideal with by now some well‐honed mechanisms for its implementation on a small scale. Its greatest remaining challenge is to figure out some way to connect those highly controlled, small‐scale deliberative exercises to the ‘main game’, politically. I sketch some limited and indirect ways in which that might happen in national politics, before going on to propose a more novel way in which such deliberative events might be used literally to make international law of a certain sort.  相似文献
