This article takes as a point of departure a well-known but rarely tested assumption in the literature on state-building and democratisation, namely that democratic regimes in newly established states are politically unstable. When states take their first steps as independent entities, the state-building process is often incomplete, the political institutions fragile and democratic routines yet to be established. However, with increasing years of independence, these democratic shortcomings are expected to be remedied. This makes it reasonable to assume that the likelihood of democratic failure decreases with increasing years as an independent state. Based on an extensive empirical data set, the conclusion was reached that there is indeed a negative relationship between the length of independence and democratic failure and that this association is insensitive to the period in time when the countries received their independence. Furthermore, the results suggest that the length of democratic rule has a positive impact on democratic stability. However, this pattern is detectable only in states created after 1946.  相似文献

This paper examines the roles that key political institutions play in formulating Ukraine’s and Russia’s responses to European Union (EU) enlargement. It provides a structured comparison of how EU-related policies are designed in the two countries. It shows how the differences in institutional setting, mindset of political actors occupying these institutions, and the character of the party system affect the variation in presidential, cabinet, and parliamentary terms of involvement in EU-related matters. It demonstrates that the variation in these terms of involvement has a lasting effect on the nature of policy output in this specific policy area.  相似文献

As participatory governance approaches find their way into the development agendas in transition countries, a key question is how to increase citizens’ participation rates. This study examines how social trust and mental models inherited from the communist past shape individual decisions to participate in rural collective action. Using unique data from rural Ukraine, I approach these questions empirically distinguishing different types of participation. I find that social trust and mental models about the roles of communities and the state stemming from the Soviet past affect participation with some reservations. Results suggest that community-driven initiatives should invest more in educational and awareness-raising activities.  相似文献

The presidential analogy has provided many explanatory insights into the contemporary development of the British premiership. Nevertheless, the usage of this analytical device is almost invariably confined to the establishment and consolidation of leadership. This article demonstrates that the presidential dimension has comparable utility in accounting for the erosion and decline of leadership. In examining the Blair premiership in relation to three signature themes of the American presidency – public outreach, personalized leadership, and democratic disjunction – the analysis reveals a set of dynamics that not only provides a vehicle for political opposition but largely predetermines the nature and formulation of that critique.  相似文献

While issues of political leadership have recently powerfully reclaimed ground in international political science, global political leadership has remained strikingly understudied. This article starts with a reconstruction of the diffusive leadership debate in international relations and eventually arrives at the fundamental distinction between structural leadership, relating to the material power capabilities of an actor, and behavioural leadership which refers to the concrete actions of a possible leader. It then inquires what collective actors – from major states via international organizations to transnational movements – could possibly exert global political leadership (structural, behavioural, or both). Overall, the major states would appear to hold the most favourable position, though their relative superiority in terms of material capabilities alone does not turn them into genuine leaders. The most radical visions, such as global leadership by transnational networks of civil society, are also the most vulnerable empirically. Given their explicit focus on ‘real change’, they correspond however more closely to established notions of genuine leadership than the order- and stability-oriented agendas of most other players.  相似文献

ABSTRACT

Over recent decades, the institutions of political leadership have been criticised for being caught up in outdated designs that are not adapting to societal changes. In many western countries, this diagnosis has spurred design reforms aimed at strengthening political leadership at the local level. Based on a study of reforms in Norwegian and Danish municipalities, this article first develops a typology of reforms aimed at strengthening local political leadership. Leadership reforms are categorised into four types aimed at strengthening Executive, Collective, Collaborative, or Distributive political leadership. The typology is used to map the prevalence of the different types of reforms in the two countries. The results show that design reforms as such are more widespread in Danish than in Norwegian municipalities. In particular, reforms aimed at strengthening Distributive political leadership are used more extensively in Denmark than in Norway. The article discusses the contextual differences that may explain this variation.  相似文献

At the core of the debate in Ukraine about Babi Yar lies the Holocaust. Between 1941 and 1943 1.5 million Jews perished in Ukraine, yet a full understanding of that tragedy has been suppressed consistently by ideologies and interpretations of history that minimize or ignore this tragedy. For Soviet ideologues, admitting to the existence of the Holocaust would have been against the tenet of a “Soviet people” and the aggressive strategy of eliminating national and religious identities. A similar logic of oneness is being applied now in the ideological formation of an independent Ukraine. However, rather than one Soviet people, now there is one Ukrainian people under which numerous historical tragedies are being subsumed, and the unique national tragedies of other peoples on the territory of Ukraine, such as the massive destruction of Jews, is again being suppressed. According to this political idea assiduously advocated most recently during the Yushchenko presidency, the twentieth century in Ukraine was a battle for liberation. Within this new, exclusive history, the Holocaust, again, has found no real place. The author reviews the complicated history regarding the memorialization of the Jewish tragedy in Babi Yar through three broad chronological periods: 1943–1960, 1961–1991, and 1992–2009.  相似文献

The Bologna Process is an international policy project for the convergence of higher education structures in the European Higher Education Area. Most of the literature on Bologna represents studies that focus on the implementation implications of the reforms. The focus on the reform process, particularly in relation to the development process of Bologna policy actors, has been under-represented in the literature. This article investigates the process of the development of the main policy actors involved in the Bologna reform in the case of Ukraine. The timeframe includes the pre-history of Bologna since Ukrainian independence in 1991 until after the introduction of the relevant policy changes in 2003, and through to the issue of 2014 Law on Higher Education. Empirical data were collected through interviews with higher education actors in Ukraine and policy document search. Both types of data were thematically analyzed. The analysis in this article is informed by the policy learning theory and demonstrates the interconnection between path-dependency and change in the development of policy actors in the Bologna reform in Ukraine. This article shows that the old clusters of higher education actors, and the pre-Bologna relationships amongst some of them have been reproduced during the Bologna reform. At the same time, such a reproduction of the old during the reform was only partial as the Bologna Process has also been altering the relationships among some actors to an extent.  相似文献

Initially, governance networks were intended as tools for making public governance more effective. Yet, scholars have argued that governance networks also have the potential to democratize public governance. This article provides an overview of theoretical arguments pertaining to the democratizing impact of governance networks. It claims that the initial celebration of the pluralization of public governance and the subsequent call for a democratic anchorage of governance networks should give way to a new concern for how governance networks can strengthen and democratize political leadership. Tying political leadership to networked processes of collaborative governance fosters ‘interactive political leadership’. The article presents theoretical arguments in support of interactive political leadership, and provides an illustrative case study of a recent attempt to strengthen political leadership through the systematic involvement of elected politicians in local governance networks. The article concludes by reflecting on how interactive political leadership could transform our thinking about democracy.  相似文献

In developing countries, the fight against corruption entails purges of political and business elites and the restructuring of electoral, financial, and social provision systems, all of which are costly for the incumbents and, therefore, unlikely without sustained pressure from civil society. In the absence of empirical analyses, scholars and practitioners have, therefore, assumes that civil society plays an unequivocally positive role in anti-corruptionism. In this article, we challenge this dominant assumption. Instead, we show that, under certain conditions, an engaged non-governmental community may, in fact, undermine the fight against corruption. Using the data from forty interviews with anti-corruption practitioners in Ukraine and Russia, as well as primary documentary sources, we present two models of anti-corruptionism whereby active civil engagement produces suboptimal outcomes. One is faux collaboration, defined as a façade of cooperation between the state and civil society, which hides the reality of one-sided reforms. The other model is that of non-collaborative co-presence, whereby the governance role is shared by the government and non-governmental activists without compromise-based solutions. In both cases, civil engagement helps perpetuate abuses of power and subvert such long-term goals of anti-corruption reforms as democratization and effective governance.  相似文献

The ongoing health crisis in the Ukraine has persisted for 48 years with a clear division of gender-based outcomes as seen in the decline of male life expectancy and stagnation of female longevity. The purpose of this paper is to investigate differences in self-rated health and system barriers to health care applicable to gender and its intersections because of the differing negative health outcomes for men and women. Intersectionality theory provides an analytic framework for interpreting our results. Utilizing a nationwide sample of the Ukrainian population (N = 1908), we found that low socioeconomic status (SES) women rate their health worse than men generally and any other socioeconomic group. Yet women also face the greatest barriers to health care until older ages when the ailments of men cause them to likewise face the obstacles. In reviewing the barrier to health care scale, one barrier—that of health care services being too expensive—dominated the responses with some 52.5 percent of the sample reporting it. Consequently, the greatest problem in Ukraine with respect to health reform reported by the population is the out-of-pocket costs for care in a system that is officially free. These costs, constituting some 40 percent of all national health expenditures, affect women and the aged the most.  相似文献

The opaque nature of decision making in China has generated considerable interest in the internecine machinations of elite politics. Particularly, but not only, when it comes to issues of leadership transition, considerations of factional formation and conflict come to the fore. This is partly to explain the transition process itself, but also out of concern for how new leaders might change the direction of Chinese policy. This paper suggests that whilst leaders and leadership changes do matter, they matter less than they once did. This is partly a result of the de-ideologicization and increasing diverse nature of elite interests and group formation. But it is also partly a result of the changed nature of China's political economy; in short, there is less desire and less ability for new leaders to impose a clear paradigm shift.  相似文献

The role of new media in shaping the interactions of formal and informal leaders with their audiences is frequently misunderstood and often narrowly focussed on electoral processes and political competition. By weaving together strands of scholarship on political communication and political settlement while engaging with concepts of hybrid governance and leadership more prevalent in the African studies literature, this article takes a different, wider focus. We attempt to knit a framework that challenges normative assumptions on institutional communicative practices and considers the role of power, leadership and communications in both exacerbating and mitigating violent conflict in emerging and consolidating democracies. By bringing together disparate strands of scholarship that are rarely in dialogue, we question a characterisation that contrasts vertical mainstream media with more horizontal and inclusive social media, arguing that a more nuanced view of the political significance of these spaces is required, one that highlights their interplay and blurs the boundaries between online and offline. In doing so, the article places power at the centre of analysis to examine how entrenched relations of patronage can be left unscathed, transformed or even reinforced by networked forms of communication.  相似文献

The “free-market” policies and neoliberal restructuring widely experienced by Latin American in recent years have contended with a wide array of economic problems, and the results have been somewhat problematic. The consequences for the process of democratic consolidation have become the subject of increasing theorizing. At the same time, certain generalizations can be advanced. These are enriched by examination of the diverse paths to neoliberal restructuring followed by different countries. This leads to elaboration of several alternative scenarios that may eventually prevail, including consideration of variations in posttransition democratic regimes in the 1990s. The policies and developments schematically discussed here support the contention that Latin America is following a developmental trajectory distinct from anything known in its past.  相似文献

Democratization studies endorses a liberal view of democracy and political culture. Insufficient notice is taken of alternative models of democracy. I argue that a ‘multiple democracies’ approach that takes potential variety in democratic political cultures into account has three advantages over the conventional approach: it is sensitive to the historical and contextual nature of democratic regimes, it takes a dual imaginary into account, and it is able to conceptualize the emergence of innovative forms of political culture. Instead of a ‘model approach’, I suggest a multiple democracies approach that identifies political cultures by means of available patterns of cultural repertoires or ethics of democracy.  相似文献

This research examines whether collaborative leadership significantly influences the financial sustainability of local government. Unlike other studies on financial sustainability, ours examined collaborative leadership’s effect on both subjective and objective financial sustainability by controlling for socio-demographic and economic factors (i.e., population size, population density, population aged over 65 years, unemployment rate, and gross domestic regional product) that influence the financial sustainability of local government. Ordinary least squares (OLS) regression analysis of data collected from local revenue officers as well as secondary data from local governments in South Korea revealed that collaborative leadership has a positive effect on the subjective perception of financial sustainability and a negative effect on the objective financial sustainability (net debt) of local government. These findings underscore the necessity of collaborative leadership for financial sustainability as well as the strategies needed for its development in local government.  相似文献

This paper examines the contribution of the founder of modern Ukrainian geography, Stepan Rudnyts'kyi, to Ukrainian nation-building. It demonstrates how Rudnyts'kyi put Ukraine on the mental map of the Ukrainian public before the declaration of Ukraine's independence in 1918. This is done by analyzing his key publications and showing how he formed a vision of Ukraine and delineated its territory to influence the perceptions of the Ukrainian public on the eve of the struggle for Ukraine's independence. Rudnyts'kyi's contribution is also viewed within the context of competition from rival modern nation-building projects in Eastern Europe, most notably Polish and Russian. The developments are also examined within Miroslav Hroch's periodization of national movements. Rudnyts'kyi played an important role in stage B (patriotic agitation) in Ukrainian national revival.  相似文献

This article questions the explanatory power of the theory of democratisation by elections. This approach to democratisation argues that elections in authoritarian regimes constitute part of a metagame between ruling elites and opponents, which involves a competition for votes inside a larger competition over the nature of political power. The cumulative effect is that even flawed elections raise the costs of repression and lower the costs of toleration in ways that eventually bring about democracy. When applied to the most likely case of Cambodia, however, electoral democratisation has resoundingly failed to occur. Instead, this article argues that neopatrimonial inhibits the transformative power of elections by preventing the emergence of resolute democratic ideals, reform-minded elites and pro-democratic institutions. In this way, the distribution of party-state patronage constitutes a method of co-optation; and flawed elections represent a mechanism to renew and reinforce the historical roots and structural basis of state authority. Using the case of Cambodia, this article develops an account of neopatrimonialism in authoritarian elections and explores implications of the Cambodian experience for the democratisation by elections theory more broadly.  相似文献

Abstract

The Ukraine crisis is usually treated either as Russia’s return to the old-style empire-building (the right) or as a clash of two imperialisms (the left). However, the essence of this crisis can be understood only from the dual perspective of the consequences of the Stalinist degeneration of the Russian Revolution and the fate of the modern global capitalism. The most rotten sections of the Soviet bureaucracy moved the society to capitalism. However, this effort could secure only a peripheral (Ukraine) or at best semi-peripheral (Russia) position in the capitalist world-system as a provider of cheap raw materials. Meanwhile, modern capitalism led to world economic crisis. In these conditions, the capital of the core capitalist countries obviously decided to strengthen its control over the periphery, and Russia’s aspirations to secure its domination over the former Soviet space were in the way. To thwart them, Western powers decided to provoke a Ukraine crisis, exploiting Ukrainians’ justified indignation at the backwardness and corruption inherent in their own peripheral capitalism. Hence, a study of the properties of the post-Soviet societies and their place in the world hierarchy is the key to understanding the Ukraine crisis.  相似文献

Many contributors to the new literature on democratic consolidation overemphasize the role of political leadership, strategic choices about basic institutional arrangements or economic policy, and other contingent process variables. Their focus on political crafting has encounraged an undue optimism about the possibility of consolidating democracies in unfavorable structural contexts. This article critiques the current literature and asserts the primary importance of structural context in democratic consolidation. The powerful influence of structural context is illustrated by using just two structural variables, economic development level and prior authoritarian regime type, to indicate a group of thirty-eight countries in which democracy has failed to consolidate during the third wave of democratization (1974-present) and is very unlikely to do so in the near or medium-term future. Men make their own history, but they do not make it just as they please; they do not make it under circumstances chosen by themselves, but under circumstances directly found, given and transmitted from the past.
