The objectives of this article are to assess whether or not the feminisation of agriculture is occurring in China, and if so, to measure its impact on productivity. To meet these objectives, we rely on three data sets that allow us to explore who works on China's farms and the effects of the labour allocation decisions of rural households on productivity. We find that since the late 1990s, the role of women has increased in both the supply of farm labour and in the duties that they take on in the management of farms. While this expansion is important, we further demonstrate that when women do a majority of farm work or manage the farm, their farms are equally efficient as farms managed by men.  相似文献

The persistence of intra-household inequality is widely regarded as a ‘stubborn stain’ on development achievements and aspirations. As a key hindrance, this article considers gendered meanings of housework undertaken in male-headed households of Siem Reap, Cambodia. Encompassing cooking, cleaning and child-care as forms of unpaid labour performed in the home, the article uses in-depth interviews to reveal the differential discourses that men and women draw upon to explain current variances in the (non)-sharing of this work. It brings to the fore the diversity, and divergence, of meanings surrounding this everyday practice, discursive domains of domestic inequality which must inform future development interventions and programmes. Until such time that these underlying discourses are taken seriously in the development arena, the article argues that women's housework will remain largely tied to appeals to cultures, traditions and customs that guard against the ‘cleaning up’ of housework injustice.  相似文献

While the literature on ‘global care chains’ has focused on the international transfer of paid reproductive labour in the form of domestic service and care work, a parallel trend takes the form of women marriage migrants, who perform unpaid labour to maintain households and reproduce the next generation. Drawing on our work with commercially matched Vietnamese marriage migrants in Singapore, we analyse the existing immigration–citizenship regime to examine how these marriage migrants are positioned within the family and nation-state as dependants of Singaporean men with no rights to work, residency or citizenship of their own. Incipient discussions on marriage migrants in civil society discourse have tended to follow a ‘social problems’ template, requiring legislative support and service provisioning to assist vulnerable women. We argue for the need to adopt an expansive approach to social protection issues, depending not on any one single source—the state, civil society and the family—but on government action to ensure that these complement one another and strengthen safety nets for the marriage migrant.  相似文献

ABSTRACT

This article explores the migration experiences of Ethiopian migrant returnees from domestic work in the Gulf countries and Lebanon. The returnees reside in the town of Girana located in Habru sub-district, North Wollo zone of Amhara region. There is much female work migration to the Arab Middle East from the town, particularly to Saudi Arabia through Muslim pilgrimage. Employing a qualitative method, the study examines how the returnee women perceived and experienced labour migration and analyzes the impacts of labour migration on childcare, family survival back home, and debt payment. The returnees made voluntary regular and irregular labour migration to the region and engaged in domestic work, which is not preferred by the host society. However, domestic work is unregulated by the labour policy of the destination countries. This made the returnees’ employment situation rather exploitative, exacerbating their vulnerability to abuses, ethnic denigration, and undermining of cultural identity.  相似文献

This article explores links between the issues of sexuality and gendered control over agricultural land. It discusses gendered land rights in several settings, concentrating particularly on agrarian and land reforms. I argue that land redistribution in the “household” model, discussed for Chile and Nicaragua, tends to entrench male household and agricultural control. In contrast, more collective forms, discussed for Vietnam, have displayed economic weaknesses but had potential to undercut such control by socialising women’s labour. Fears about and visions of female sexuality have much to do with backlashes against inclusion of women, either through allowing them membership of cooperatives and collectives or through granting rights such as joint titling to land. In sub-Saharan Africa, there currently exists much discussion of improving women’s control over agriculture and its products. These continue to meet opposition, despite female predominance in agriculture in the region. Thus, even though women work on the land in many societies, this does not give them any automatic “closeness” to nature or say within households. Control over women’s, especially wives’, labour within peasant households, is linked to the manner that their persons and their labour are bound up in this socio-economic form. The article also examines two feminist attempts to configure alternative agricultural forms: the case of a lesbian agricultural collective in the west of the USA and an Indian model of new female-centred households for single women. Heterosexuality as an institution and gender subordination more broadly, as the examples here indicate, have to do not only with sexual practices or identity but extend also to issues of labour and access to crucial resources.  相似文献

This article develops a Gramscian approach to the governance of ‘informal’ economies through a historical study of International Labour Organization (ILO) programmes in East Africa. Drawing on Gramsci’s conception of the ‘subaltern’, the article highlights the ways in which the articulation of ‘informality’ in policy documents is coloured by broader struggles over the political organisation of labour. The article develops this argument through two case studies. The first examines the World Employment Programme mission to Kenya in the 1970s that popularised the concept of ‘informal’ labour. The second is a contemporary programme on apprenticeships in the informal economy that originated in Tanzania.  相似文献

Fair trade seeks to promote the well-being and empowerment of farmers and workers in the Global South. This article traces the contested growth and configuration of Fairtrade International labour certification, providing a multifaceted and dynamic view of private regulation. I explain why Fairtrade International began certifying large enterprises and how its hired labour strategy has developed over time, illuminating fair trade’s move from peasant to plantation sectors, stakeholder involvement in shaping the growth of Fairtrade labour certification, the internal and external balancing of farmer and worker concerns, and major innovations in Fairtrade’s ‘New Workers Rights Strategy’. My findings challenge the claim that recent market mainstreaming explains the rise of labour certification within fair trade and the more general argument that private regulatory programmes founded to foster empowerment evolve over time to prioritise a logic of control. As I document, Fairtrade International has recently moved to bolster producer power within its organisation and labour rights within its certification programme. My analysis reveals the dynamic nature of private regulatory programmes and the potentially influential role of diverse stakeholders in shaping the priorities of Fairtrade and other labour-standards systems.  相似文献

This article examines the intensification of Gambian girls’ domestic and farm labour contributions as a result of the introduction of double-shift schooling. Drawing on fieldwork among female farmers and their daughters in Brikama the article puts forth the following arguments: doubleshift schooling facilitates the intensification and increased appropriation of surplus value from girls’ household and farm labour because girls are more readily able to meet gendered labour obligations that are central to the moral economy of the household and to the demands of agrarian production; secondly, double-shift schooling highlights the paradoxical nature of development intervention where, on the one hand, legislation and policy call for a reduction in child labour by increasing access to school and, on the other, neo-liberal educational policy serves to facilitate the intensification of girls’ domestic and farm labour. This paper maintains that the intensification of girls’ workmust be placed within a wider context where children’s — particularly girls — cheap, flexible and/or unremunerated labour is central to the functioning of local and global processes of accumulation.  相似文献

This article contributes to understandings of contemporary forms of unfree labour by offering an ethnographic perspective on a region which so far has been overlooked in the scholarly literature on the subject – the Arab world. It describes the sponsorship system through which tens of millions of foreign workers are employed in Jordan, Lebanon and the Arabian Gulf states and argues that it constitutes a form of bonded labour. One of the main features of this form of unfree labour is the role played by states in facilitating and enforcing it. This example complicates the commonly held assumption that since slavery and bonded labour have been legally abolished in most countries, contemporary forms of unfree labour exist primarily in extra-legal zones outside the boundaries of government oversight. On the contrary, in the context described here the state is not merely turning a blind eye but actively enabling bonded labour. Drawing on ethnographic fieldwork in Jordan and Sri Lanka, the article focuses on the position of Sri Lankan women employed in domestic service to illuminate workers’ experiences of the sponsorship system and the institutional apparatuses that buttress it.  相似文献

This article reconsiders the hegemonic interpretation of Latin American regionalisms, which have been defined as expressions of the fragmentation power of ideologies. After identifying the main bias and limitations of this approach, two alternative analytical proposals are presented: critical International Political Economy (IPE), which reconsiders the region’s heterogeneity as the reflection of a variety of historical trajectories; and the increasingly influential Latin/Latin American modernity/coloniality approach, which re-authorises the voices of a multiplicity of ‘marginal’ subjectivities to the cognoscible world of international studies.  相似文献

This article seeks to examine the extent of women’s participation in communal activities in rural Bangladesh, based on an analysis of a development programme, namely REFLECT (Regenerated Freirean Literacy through Empowering Community Techniques). This article evaluates the REFLECT programme with regard to its stated goal of enhancing female participation in local community affairs. Using Michael Mann’s classification of sources of power, the study emphasises the importance of participation as a contribution to political as well as ideological power in the community of Monsurabad Island in rural Bangladesh. To that end, this article aims at analysing women’s participation in community decision-making processes through voting behaviour, traditional village court (Salish) involvement and other civic activities. This study also reviews the views of village elders (matabars) on women’s participation at the communal level and the resulting empowerment. Based on the views of participant women themselves, the study concludes that the implementation of the REFLECT project in the local community under investigation has indeed resulted in empowering women, but this effect remains confined to their families and the handling of women’s issues. As the effect of the REFLECT project has not reached out to the realm of community politics, its impact on women’s participation in the community has been limited. This study argues that without any change in the existing social fabric of Monsurabad, women’s ideological power in that community could not be transformed into political power in accordance with Michael Mann’s theory.  相似文献

The ‘neoconservative moment’ is widely assumed to have come and gone with the George W. Bush administration. This article argues, however, that the hope that the neoconservative chapter in US foreign policy will be definitively closed under Barack Obama's administration is unlikely to be realized in practice, owing to the continuing influence that neoconservatives are able to exercise over national debates regarding the ‘moral’ use of US power in order to shape the international environment. While the moral agenda of the ‘neocons’ is often misconceived as simply a mask for the naked pursuit of the United States' material and strategic interests, this article demonstrates that this misrepresents the rationale that underpins the neoconservative perspective. Exploring the re-articulation of morality in neoconservative thought reveals the nexus that both links the neoconservative domestic agenda for political change to its foreign policy goals and also provides a framework for understanding the ‘staying power’ that neoconservatism continues to exhibit. Although the Obama presidency is widely heralded as a repudiation of this agenda, the neoconservative conception of the United States as a moral power is deeply rooted in US foreign policy traditions and is domestically allied to traditional expressions of social conservatism, which enables neoconservative ideas to continue to resonate in US foreign policy debates.  相似文献

This article explores the changes in organisation around labour and women's issues in China. It is argued that whilst the two fields of organisation share common features, they have also evolved in distinct ways, reflecting the relative salience of gender and labour issues and the approach of non-governmental women's and labour groups towards the Party-state. This focus on women's and labour groups provides more general insights into the emergence of civil societies, public spheres and corporatism in China. In particular, the contradictory implications of the divergent evolutionary paths of labour and women's groups underline the need to think in terms of increasingly complex and fluid processes of interest intermediation.  相似文献

In this article I analyse the reconfiguration of the intersection of relations of gender and age manifesting between older mothers and their migrant daughters. For this I study the negotiation of care work between differently positioned women, drawing on material from Lao PDR and Thailand. Theoretically I draw on the constructivist notion of ‘doing gendered age’, which allows us to integrate the performance of gender–age subject positions with structural changes, most notably the generational dynamics of rural transformation, an expanding neoliberal labour market and demographic transition. I conclude that gender–age subject positions hold women accountable for ‘doing gendered age’ in a particular manner. This forms an important basis for informal mechanisms of social protection. However, these subject positions are neither pre-given nor voluntary but are enacted through everyday social interaction and subject to change.  相似文献

This introduction identifies central traits of the contemporary labour situation in emergent economies of the global South, and situates the articles for the special section within this broader context. The focus is on the ways changes in labour produce reconfigurations of gender and power relations, and on how local models of gender shape new forms of labour and emerging labour markets. The object of study is thus the complexities different forms of capitalist integration pose in specific socio-historical localities and moments where people’s ‘work membership’ in society is becoming actualised in new ways.  相似文献

This article uses data from Northern Tanzania to analyse how economic empowerment helps women reduce their reproductive health (RH) vulnerability. It analyses the effect of women’s employment and economic contribution to their household on health care use at three phases in the reproductive cycle: before pregnancy, during pregnancy and at child birth. Economic empowerment shows a positive effect on health seeking behaviour during pregnancy and at child birth, which remains robust after controlling for bargaining power and selection bias. This indicates that any policy that increases women’s economic empowerment can have a direct positive impact on women’s RH.  相似文献

The multi-directional nature of labour migration flows has resulted in an increasing number of countries having become both senders and receivers of regular and irregular migrants. However, some countries continue to see themselves primarily as senders and so ignore their role as a receiving country, which can have negative implications for the rights of migrants in their territory. Using the example of Indonesia, which is State Party to the 1990 UN Convention on the Rights of All Migrant Workers and Their Families, this article demonstrates that irregular migrant workers in this country have the legal right to protection against labour exploitation even when they work despite the government’s prohibition on employment. The article discusses the ‘right to work’ and how international human rights law has translated it into the ‘right to protection from labour exploitation’ for irregular migrants in Indonesia. By way of two case studies about the Indonesian government’s handling of irregular migrants, it shows how it prioritises enforcement of the employment immigration law over labour and employment laws much like countries that have not ratified the ICRMW. It also draws attention to legal protection gaps that emerge for asylum seekers when they are recognised to be genuine refugees.  相似文献

Zero tolerance, punitive, and more negative peace-oriented approaches dominate school violence interventions, despite research indicating that comprehensive approaches are more sustainable. In this article, I use data from a longitudinal case study at a Trinidadian secondary school to focus on the role of teachers and their impact on school violence; I show that institutional constraints are not fully deterministic, as teachers sometimes deploy their agency to efficacious ends. In combining Noddings’ postulations on care and Freire’s notions of praxis as a symbiosis of reflection and action, I explicate the nascent praxes of care of six teachers at this school, as they strive for more positive peace-oriented approaches to school violence. I characterize these praxes as nascent because they are not fully interrogative of the structural violence of the entire system. However, I do argue that these nascent praxes possess decolonizing and transgressive potentiality in the face of a logic of coloniality that reinforces hierarchy, exclusion, and marginalization in the Trinidadian educational system. I conclude by contending that these nascent praxes must be scaled-up to more mature, radical praxes, including the cultivation of a systemic praxis of care; in other words, a deeper and broader postcolonial peace education.  相似文献

Abstract

This article analyses the nexus between the Caribbean’s manifold vulnerabilities and the direct and structural violence evident throughout the region’s history. It argues that Caribbean states are threatened not only by direct violence but also by the structural violence permeating in impoverished and marginalised sectors of the state–society complex. Both forms of violence are attributable to the historical legacy of colonisation, to US paternalism and hegemonic dominance in the post-colonial era, and to the persistence of the coloniality of power, even after Caribbean states won their independence from European imperial powers. Today, the region is, per capita, one of the most violent areas on the globe. Evidence of concatenated violence is growing across this region, demonstrating the difficulty small underdeveloped states have in addressing threats to their security, independence, economic viability, and continued existence in the intermestic environment within which they operate.  相似文献

This paper explores how gender ideologies shape industrial relations in the Asian garment industry. Drawing on ethnographic research, it illustrates how widespread norm perceptions of acquiescent women and assertive men reinforce patriarchal, authoritarian unions. Even if privately critical, women may be reluctant to protest if they anticipate social disapproval. Such beliefs reinforce patriarchal unions, curbing women workers’ collective analysis, engagement, and activism. This weakens the collective power of labour to push for better working conditions. Tackling norm perceptions and building more inclusive unions may help strengthen the labour movement.  相似文献
