The policy debate over embryonic stem cell (ESC) research in the United States mainly focuses on the extent to which the government ought to provide resources for that research. This article addresses the strategic use of network positions to mobilize an effective coordination system for lifting the moratorium on funding of ESC under the Obama administration since March 2009. By identifying patterns of interactions between members in a network of embedded ties, we can explore the major actors who play the role of brokers or entrepreneurs in stem cell research funding policy under the Obama administration. For that, this article utilizes social network analysis and the G&F brokerage roles framework to identify key brokers in facilitating coordination among various members engaged in funding human stem cell research in the governance network.  相似文献

This article explores the contribution that cultural memory studies can make to the debate about the role of ideas and the dynamics of ideational change in policy making. Cultural memory studies engage with the cultural dimensions of remembering, and analyse how shared images of the past are mediated and transferred across distance and time. Such research shows how the past may continue to influence the present by informing the frameworks through which groups and individuals interpret and give meaning to events and phenomena. Since policy makers operate within a cultural context, shared memories are likely also to affect the way they think about the nature and roots of policy issues and the appropriateness and feasibility of policy options. In this article, policy memory (the memory shared by policy makers about earlier policies) is identified as a subcategory of cultural memory. The role of cultural memory among policy makers is studied with reference to Dutch integration policies in two periods: the mid‐1990s and the early 2000s. On the basis of an in‐depth analysis of policy reports and parliamentary debates, references to the past and the role they play in the policy debate are identified. Different modes of dealing with the past are found in the two periods studied, reflecting the different political contexts in which the debates took place. In the 1990s, the memory of earlier policy was invoked in the mode of continuity – that is, policy change was legitimised (conceived) as part of a positive tradition. In the 2000s, memory was invoked in the mode of discontinuity. The same policies were reinterpreted in more negative terms and policy change legitimised by the perceived need to break with the past. Arguably, this reinterpretation of the past was a precondition for the shift in policy beliefs that took place around that time.  相似文献

How do German ministries manage the preparation of national negotiation positions for EU intergovernmental conference? After a survey of the debate on organizational deficits of the interministerial coordination in Germany, we are consulting decision- and organization-theoretic approaches in IR. Drawing on organizational economics we concretise and supplement these older frameworks. We conceive the management of a governmental organization as a specific aggregation of heterogeneous preferences and information. Applying social network analysis we take into account formal as well as informal aspects of coordination channels. The objective of this article is to make visible the complex structures and processes that constitute foreign policy making, and to provide a preliminary assessment of its efficiency.  相似文献

Process choice     
Regulation scholars have long searched for the best tools to use to achieve public policy goals, generating an extensive body of research on what has become known as instrument choice. By contrast, analysis of options for structuring how officials make regulatory decisions – process choice – remains in relative infancy. Notwithstanding the emphasis legal scholars and political economists have placed on administrative procedures, surprisingly little research has investigated why regulators choose among different process options or what value they and the public receive from different choices. In their book, Regulation by Litigation, Andrew Morriss, Bruce Yandle, and Andrew Dorchak make a significant contribution by empirically and normatively examining regulators' choices between notice‐and‐comment rulemaking, negotiated rulemaking, and what they call “regulation by litigation.” This review article considers three central questions about regulation by litigation. First, how if at all does regulation by litigation differ from other uses of litigation to achieve policy goals? Second, why do regulators choose litigation over other process options? Third, is regulation by litigation as bad as Morriss, Yandle, and Dorchak say it is? By addressing these conceptual, empirical, and normative questions, this review article not only reveals the specific strengths and limitations of the book, Regulation by Litigation, but also highlights more general opportunities and challenges for future research on process choice.  相似文献

ABSTRACT

The debate about the funding and support of civil society by government bodies has become a central and politicized issue in many countries. European states in particular have sought to make use of civil society to deliver key supra-national policy aims of addressing economic and social disadvantage, as well as delivering national and territorial outcomes. To this end European structural funding has been used at a regional level to develop and engage organizations and their beneficiaries. One of the key considerations in such activity is the ability of civil society organizations to engage with the funding available, and whether structural barriers exist that potentially prevent organizations with relevant expertise participating. In order to illustrate this, this article investigates how civil society organizations fared in gaining funds from the 2007–2013 European Social Fund (ESF) programmes in Wales, what, if any, barriers were found to exist in acquiring those funds and what this means for the sector in Wales in the context of future funding. The wider significance of this work is in revealing how the structural embeddedness of organizations plays a significant role in determining organizational success in gaining ESF funds, and how this contributes to a cleavage in the sector as a whole. Thus, this article concludes that it is organizations that are structurally embedded that will be most successful in gaining ESF funds, due to their organizational characteristics and their institutionalized relationships with, and receipts from, the state. Other organizations, conversely, are shown to become structurally excluded.  相似文献

This article investigates the working of the 1999 Act of Parliament in relation to the electoral process. One of the more controversial measures in the 1999 Act was the preservation of the representation of the hereditary element in the House of Lords. In the 2007-2008 session of Parliament, Lord Avebury introduced the House of Lords (Amendment) Bill, to repeal this electoral process, and Lord (David) Steel of Aikwood introduced the House of Lords Bill, which had provisions to the same effect as Lord Avebury's Bill. The working of this electoral process is therefore likely to be a topic of debate in the 2008-2009 session of the House of Lords. We suggest that there are three possible options to deal with the likely future issues for this electoral process. These we present as a contribution to a wider debate on the way forward for this constitutional issue.  相似文献

An extensive debate has emerged in recent years about the relative merits of behavioral policy instruments (nudges) aimed at changing individual behavior without coercion. In this article, we examine public support for non-deliberative nudges and deliberative nudges and compare them to attitudes toward top-down regulation and free choice/libertarian options. We also examine whether support for both types of nudges is associated with perceptions of fairness and efficacy. We test these expectations with a survey experiment with 1706 UK adult respondents (representative of the population on age, gender, and location) in two policy areas (retirement savings and carbon offsets for airline passengers). We find higher levels of public support for both nudge policy options compared to top-down regulation. Support for nudges is associated with the perceived fairness of nudges more than their efficacy.  相似文献

The obesity epidemic has become an issue of major public concern in recent years, with dire predictions of its impact on public health budgets and the long-term health of populations in the developed world. Governments are being urged to act to improve our eating habits and make us more active. Policy proposals range from education campaigns to banning junk food advertising to more extreme measures such as 'fat taxes'. Although the debate has included discussion of public policy solutions to the problem, there has been little input from public policy specialists. This article explores some of the leaps of faith that are currently being made in the obesity debate and suggests that policy-makers need to be cautious about how they respond to calls for action. It is suggested that public policy research may provide some useful frameworks for considering the nature of the problem and assessing possible solutions.  相似文献

This article illuminates the contribution of stakeholder dialogues to environmental policy making. It makes a distinction between stakeholder dialogues as consensus building and stakeholder dialogues as deliberation. Although consensus building seems to be the dominant approach in participatory environmental policy making, this article questions the merits of consensus building and it uses the experience of the Dutch stakeholder dialogue project Climate OptiOns for the Long term (COOL) to explore, in a deliberative design, the shortcomings of a consensus-building approach and how they are possibly dealt with. The article presents the results of two deliberative methods that have been used in the COOL project – the repertory grid analysis and the dialectical approach – to demonstrate how a deliberative design can help policy makers to critically assess arguments in favor of and against a broad range of policy options, and deal with stakeholder conflict in an early phase of the policy process.  相似文献

The deeply embedded nature of dominant assumptions creates an accepted language and way of thinking about ICT, leaving little space for alternative perspectives and ideologies. Policy directions link information technology, the information economy, innovation, competition and global markets. Innovation and information and communications technology constructs a particular application of innovation and directs funding accordingly. Given that policy is about how we categorise, about naming and naming shapes action, the question is what lenses do policy makers use to make choices in their synthesis of social, political and economic life? Using the Australian Information Communications and Technology (ICT) policy as a case study, this article will argue that policy reflects the economic, social and political ideologies of the decision makers. Despite opportunities for input into policy multiple perspectives are limited. Specifically the article looks at claims around consultation, the assumption that the information economy will benefit all Australians, the development of framework conditions for the information economy and the role of government.  相似文献

Two of the most important theories in contemporary liberal egalitarianism are Ronald Dworkin's equality of resources and Amartya Sen's capability approach. Recently Dworkin has claimed that Sen's capability approach does not provide a genuine alternative to equality of resources. In this article, we provide both an internal and an external critique of Dworkin's claim. In the first part of the article we develop an internal critique by providing a detailed analysis of Dworkin's claim. Andrew Williams has contested Dworkin's claim, but he has failed to convince Dworkin of his objections. We analyze this debate, and offer an argument that, we hope, settles this dispute. In the second part of the article we argue that an analysis beyond the current parameters of the liberal-egalitarian debate points to three significant differences between Dworkin's and Sen's egalitarian theories: the degree to which they rely on an ideal-theoretical approach; their ability to judge social structures that are intertwined with people's social endowments; and their endorsement of a well-defined criterion to demarcate morally relevant from morally irrelevant inequalities. This broader analysis not only reinforces our conclusion that Dworkin's equality of resources and Sen's capability approach are genuinely distinct, but it also suggests some more general insights that may be relevant for a better understanding of contemporary egalitarian thinking.  相似文献

The debate on natural gas pricing policy has been one of the longest and most active in the United States in this century. Conflicts in the fundamental belief systems of the advocacy coalitions involved in the production, distribution, and consumption of natural gas have dominated the debate, and the financial stakes to each have been high. These circumstances and the physical nature of the gas supply, distribution, and consumption system have motivated a very large number of analytic studies of the policy options, particularly since 1973. In this paper the extent of policy-oriented learning that has taken place in the development of natural gas pricing policy, and the role of formal analysis in that learning process are assessed. These objectives are greatly facilitated by reliance on a recently proposed framework for analyzing the factors affecting policy change.  相似文献

The relationship between government social spending and private donations to the nonprofit sector is an issue that is relevant to both public administrators and nonprofit managers. Does government funding displace philanthropy, or encourage it? This article introduces the debate into the public administration literature. First, I survey and interpret the empirical work performed to date in this area by economists. Second, I retest this question across four nonprofit subsectors using data on both federal and state/local spending. My survey of the literature shows mixed results, although a broad pattern indicates that “crowding out” tends to dominate, particularly in the areas of social service provision and health. My empirical results are consistent with these findings, although they must be interpreted cautiously from a policy perspective: While results are statistically significant, the degree of crowding out is generally small. On the other hand, the claim that government funding stimulates giving seems to lack both statistical and policy significance.  相似文献

Public support of nonpublic elementary and secondary education has become one of the most controversial issues in American educational policy, with tuition tax credits and deductions subjects of ongoing debate at both the state and federal level. This article presents the results of one of the first empirical investigations of how a tax subsidy for tuition costs actually influences parents' school choices using data from Minnesota, the first state to have a tuition subsidy pass judicial review at all levels. It should be uyseful to policy makers, researchers, adn practitioners who are concerned with how parents make schooling decisions on behalf of their children, and how tax subsidies for educational expenses might affect those choices.  相似文献

Ronald Coase’s 1974 article on lighthouses and the Trinity House case, in particular, has triggered extensive debate on the notion of a public good, but also on the possibility of private production of public goods. The resultant literature has discussed the concept of private property and the characteristics of a public good, and offered an economic analysis of the status of lighthouses. This contribution sets out to situate the debate in the context of an economic policy for which the lighthouse is an asset subject to political rent seeking. Thus, it highlights the fact that the characteristics of rivalry and exclusion, which define the public good, are in fact influenced by governments, which decide the nature of the services produced by lighthouses. The weight of the institutional setting, together with political competition for the control of lighthouses, calls for interpretation relating to rent seeking. In this respect, the lighthouse, prior to being a capital asset, has already emerged as a political object that is a source of revenue for certain individuals.  相似文献

In February 2005, Illinois became the first U.S. state to grant home‐based child care providers (HBCPs) the right to form a labor union in order to bargain collectively with the state government. This policy inspired similar efforts across the country and represents a potentially important direction for child care policy. To date, the implications of labor unions for the cost, type, and availability of subsidized child care have not been evaluated empirically. In this study, we examine the impact of granting Illinois HBCPs the right to form a labor union on (a) the type of child care (licensed vs. license‐exempt/home‐based vs. center‐based) used by subsidy‐receiving Illinois infants and toddlers; (b) the per‐child cost of subsidized child care for infants and toddlers; and (c) the percentage of Illinois infants and toddlers who use child care subsidies. To conduct these analyses, we combine data from the Current Population Survey with Child Care and Development Fund administrative records on U.S. infants and toddlers whose families received child care subsidies during the period from 2002 to 2008. We use both a traditional difference‐in‐differences as well as a comparative case study with a “synthetic” control group approach. The synthetic control group approach improves on traditional comparative case studies by providing a transparent, empirical approach for constructing the counterfactual, documenting comparison units’ contribution to the synthetically created control group and detailing the degree to which the synthetic control group is, or is not, similar to the treated unit on preintervention measures of the outcome as well as on other selected characteristics. We find that subsidy‐receiving Illinois infants and toddlers spent an average of between 6.4 and 7 percentage points more hours in licensed care settings, as compared to license‐exempt settings, in the three years following child care unionization. We also find that between 0.7 and 1.1 percentage points fewer Illinois infants and toddlers used child care subsidies following unionization.  相似文献

Food security has emerged as a relatively new policy issue in agricultural policy making in developed countries. This policy problem is addressed within an institutional landscape in which agricultural ideas and institutions are well‐established. In this article, food security policy making in Australia and Norway is compared. In Australia, agricultural normalism (agricultural markets and production are considered to be similar to those of other economic sectors) has been dominant since the mid‐1980s, while Norwegian agricultural policy making has been dominated by agricultural exceptionalism (agriculture is considered a unique economic sector with special market and production conditions). It is demonstrated in the article how these two opposing institutionalised ideational foundations have influenced the nature of the food security debate in the two countries. In Australia, the debate emphasises the positive role of the market and trade in providing global food security. In Norway, the debate highlights the need to regulate market forces and restrict trade in order to allow countries to develop their own agricultural sectors.  相似文献

During campaigns for legislative elections, a large portion of the general public follows televised debates between the front-running candidates. How can the candidates use the public interest in the debates to increase the support for their party? In this article, we argue that especially challenger candidates can improve the public perception of their valence qualities, such as personal integrity, leadership, and competence, and can - as a result - raise the support of their party. We expect that the perceived policy stances of the candidates matter less. Building on televised debate experiments during the German Federal Elections of 2009 and 2013, we analyse the effect of the debates on party vote and in how far this relationship is mediated by changes in valence and policy evaluations of the candidates. Results show that changes of candidate valence, but not changes in policy perceptions, of the social-democratic front-running candidates mediate the vote intention for the party. Respondents who perceived the candidates more competent, empathetic and have integrity as a result of the debate are more likely to vote for the candidate's party. Our analysis further reveals, however, that this valence effect is not long-lasting and does not carry-over to vote intention briefly before the election.  相似文献

Because the traditional concept of social learning has faced significant criticism in recent years, more analytical work is required to back the claim that the lessons drawn from existing institutional legacies can truly impact policy outcomes. Grounded in the historical institutionalist literature, this article formulates an amended concept of social learning through the analysis of the relationship between finance, social learning, and institutional legacies in the 1990s debate over the reform of earnings‐related pension schemes in the United States and Canada. The article shows how social learning related to specific ideological assumptions and policy legacies in the public and the private sectors has affected policymaking processes. At the theoretical level, this contribution stresses the political construction of learning processes, which is distinct from the technocratic model featured in the traditional literature on social learning. This article also distinguishes between high‐ and low‐profile social learning while emphasizing the impact of private policy legacies on learning processes.  相似文献

The twin predicaments of German labour market performance and welfare state performance triggered an ongoing debate on reforming the German model. Recently, this debate has yielded an outcome in the form of the so-called Hartz laws, a bundle of labour market policies aimed at the reduction of unemployment and the decrease of non-wage labour costs. The Hartz reforms have played a prominent role in the public discussion, but are they really a watershed as both optimists and pessimists claim? In this article we investigate in what sense the Hartz reforms mark a substantive political change and how they are related to similar processes in other countries. To characterise the policy output we discuss three views of policy reform: reform as a process of policy-learning, reform as a process of competitive realignment and reform as a process of reinforcing path dependence. We show which of the three paradigms accounts for which part of the political result. We find evidence for both policy diffusion and retrenchment, but it is too early to speak of a change of regime. Rather, both the changes thus far and the blocked proposals follow a traditional German logic of strong institutional resistance.  相似文献
