Governments play an active role in promoting corporate social responsibility and specifically environmental management system (EMS) programs, but few studies have examined the impact of such support on the decision of businesses to adopt EMS programs. We ask two questions in this paper: how does government support for EMS programs affect adoption of such programs? Second, what effect does this government support have on the pace of adoption of such programs? The answer to the first question can reveal how effective government programs are in boosting membership in EMS programs. The answer to the second reveals to what extent businesses within EU member states are converging upon particular EMS standards. We examine these questions in the context of the European Union’s Eco‐Management and Audit Scheme (EMAS), 2010–2014. There is significant variation in government support of EMAS across the EU and at the same time, EMAS competes for business attention with the more established ISO 14001. Our quantitative and qualitative analyses therefore reveal the effectiveness of government programs in boosting adoption, but also to the extent to which such programs cause convergence upon EMAS in the face of a competing standard such as ISO 14001.  相似文献

In economic hard-times, do Americans call for increases in governmental assistance, or do they clamor for declines in government assistance? We address this question by identifying the impact of state-level macroeconomic conditions on public support for social welfare spending. We analyze individual-level data from the 1984–2000 National Election Studies, combined with state-level macroeconomic indicators of inflation, unemployment, and productivity. We find that state-level inflation, not state-level unemployment nor state-level productivity, consistently and consequentially shapes citizens’ support for social welfare. With rising inflation, Americans become more supportive of means-tested social welfare spending. Our analyses generally reaffirm the value Americans place on the social welfare safety net, especially during times of economic duress. When the going gets tough, Americans reach out, rather than pull back.  相似文献

In the existing literature on welfare state typologies, the concept of the universal welfare state is not defined precisely enough to allow for comparisons of universality over time and between countries. In this paper, I discuss some problems with the way the term 'the universal welfare state' has been used and I suggest possible solutions. Among other things, I propose that the term 'universality' be used to describe the provision of a specific welfare benefit independently of individual income and/or other individual characteristics. It should also be used to describe the coverage of welfare benefits rather than their size. Based on the theoretical discussion, a number of possible indicators of universality are applied to the case of Sweden in the 1990s. The conclusion is that, despite its economic crisis, universality in Sweden did not decrease.  相似文献

A recurring problem in political analysis is to link public opinion to public policy. Public opinion has often come to mean the replies to structured questions in representative surveys. The task of connecting opinion and policy is complicated by the difficulty in interpreting replies to these surveys. The burgeoning literature on public opinion and the crisis of the welfare state has failed to provide a consistent account of what aspects of policy might be driven by public demand or vice versa. The interpretations of survey data are either misleading or highly selective. This applies to two crucial areas, attitudes towards poor minorities and opinions about state and private welfare. In order to provide a better understanding of the problems of linking policy and opinion and to offer some guiding principles for research in this area, this paper attempts to clarify some of these difficulties.  相似文献

Recent studies of welfare state retrenchment have argued that policy makers can win public support for welfare state reform by framing the issue in terms of deservingness of welfare recipients. However, this literature has not tested the argument at the individual level. Using a Scandinavian context, this experimental study investigates how alternative framing of a welfare state retrenchment proposal affects citizens' perception of welfare recipients' deservingness, policy support and whether perceptions of deservingness mediate policy opinion. A news story was manipulated to present welfare recipients as either deserving or undeserving of welfare benefits. This issue framing affected citizens' perception of deservingness as well as support for retrenchment policy. Opinion change was partly explained by differences in perceptions of deservingness. These results provide strong support for the effectiveness of the deservingness frame.  相似文献

Dissident violence inflicts many costs on society, but some of the longest‐lasting consequences for civilians may be indirect, due to the government's response. We explore how government policy responses affect social welfare, specifically through budgetary shifts. Using subnational violence and budgeting data for Peru, we demonstrate that attacks on soldiers during the budget negotiation period drive a shift from local social services, especially health, to defense. One soldier fatality implies a 0.13 percentage point reduction in the local health budget share (2008–12). Health budget cuts due to a single soldier fatality result in 76 predicted additional infant deaths 2 years later. We show that the effect on health budgeting operates through decreases in women's use of health facilities and postnatal services. We offer evidence that Peru's coercive response indirectly harms civilians due to butter‐to‐guns budgetary shifts. Our results identify a budgetary mechanism that translates dissident violence into a deterioration in social welfare.  相似文献

Refugee and labour immigration have placed the issue of immigrants’ access to welfare benefits high on the political agenda. This article explores how voter preferences for increases in the child benefit change when respondents are reminded about immigrants’ access to benefits. The survey experiment shows that information about newly arrived immigrants’ access to child benefit has only a small impact on support for increasing the child allowance. By contrast, information about labour migrants’ access to benefits for children living in another European Union country has a strong impact, and the observed sensitivity to this cue is not to the same extent confined to respondents who otherwise support welfare dualism.  相似文献

The article contributes to two central and interrelated discourses in welfare state theory and housing policy. One concerns the meaning of a 'right to housing' , and the other concerns the meaning of the dichotomy 'universal'–'selective' in housing policy . The right to housing is best seen as a political 'marker of concern' pointing out housing as an area for welfare state policy. The more precise meaning of the idea is always defined socially, in a specific national context of relations between state, citizen, and markets in housing provision. Two alternative interpretations of a right to housing are suggested, each related to a certain logic of housing provision. In a selective housing policy, the state provides a 'protected' complement to the general housing market, and the right to housing implies some legalistic minimum rights for households of lesser means. In a universal housing policy, the state provides correctives to the general housing market in order to make housing available to all types of households, and the right to housing is best seen as a social right in Marshall's meaning of an obligation of the state towards society as a whole. The concepts of 'universal' and 'selective' may be applied to either the political discourse or the social outcome of policies. Furthermore, they may refer to different political levels (e.g. welfare state level, sector level, and policy instrument level). If the dichotomy is not specified in those two respects, the distinction between a universal and a selective policy will always be seriously blurred.  相似文献

This article explores the impact of the Coalition government's federal public sector reforms since 1996 in the Australian Public Service (APS). Under the Labor governments from 1983 to 1996, a range of measures operated to facilitate the development of social dialogue practices in the APS. There were also various mechanisms for consultation, information sharing and employee participation in decision-making, such as the Joint Council and Departmental Councils, statutory provisions for Industrial Democracy Plans, award provisions for consultation over business restructuring and support for consultative structures under enterprise bargaining and health and safety legislation. Nearly all of these measures have been dismantled or downgraded since the Coalition government came to office, especially those requiring consultation with trade unions or providing unions with a central role in participative mechanisms. It is argued here that the government's reforms have involved a substantial reduction in formal support for social dialogue in the APS, and a rejection of the benefits that such an approach offers.  相似文献

In this article we investigate the impact of welfare state issues on the outcome of the Norwegian parliamentary election of 1985. With data from the NSD Commune Data Base we demonstrate that the gains of Labour were positively correlated with the peripheral location of the commune, the level of unemployment. the proportion of disabled pensioners, and a weak supply of health services. The results from a multivariate analysis of survey panel data show that the increase in Labour vote was strongest among those who said that the health issue was most decisive for their choice of party. Despite strong statistical controls some regional effects remain, and we speculate that regions also may carry a symbolic significance that is not captured by traditional aggregate indicators. Finally, we combine the two data sets to see if aggregate variables exhibit a direct contextual impact on individual behaviour. The results of this effort are mostly negative, a finding that invokes a renewed discussion of incompatibilities of micro and macro analysis.  相似文献

State spending on Temporary Assistance to Needy Families (TANF) greatly varies. Combined federal and state spending by the states per TANF family or recipient reflects the historic level of state generosity for Aid to Families with Dependent Children (AFDC), the failure of the federal government to set any minimum spending standard for the states, and the failure of the federal government to adjust federal grants for huge changes in state TANF caseloads. Our multivariate analysis shows that state spending for TANF is greatly influenced by the percentage of the state population that is black, the percentage of the state population that is on TANF (especially if a significant percentage of the rolls consist of black recipients), and the economic conditions within the state. Some states spend as much as their economies will allow, while other states spend far below capacity. Despite the very different goals of TANF, state spending is still heavily influenced by their historic approach to AFDC.  相似文献

Using the precinct‐level voting results of a 2002 referendum in Metropolitan Detroit to increase property taxes, with the proceeds earmarked for cultural institutions, this paper inquires into the pattern of voting support for an increased public funding of culture. The estimation matches voting precincts to census tracts, and employs tract‐level economic and demographic data. Results are compared with public opinion survey data from the United States and a similar referendum in Switzerland.  相似文献

Welfare programmes are targeted at different beneficiaries and grounded on a variety of principles: universalism, means testing, needs testing, targeting, income supplements and income maintenance, to mention some of the most important. The first question asked is: who supports programmes targeted at the different groups? The second question concerns whether the support varies when different techniques are used regarding measuring support for welfare state programmes – those programmes that are recommendable, those people want to spend their tax money on and the programmes where increased spending is followed by acceptance of a tax increase. Basically the results are similar across different measurement techniques. But if an interest group is identifiable – such as parents with young children – there is a distinct tendency for the interested party to be more supportive when money and budget restriction are involved compared with the pure recomendability of the programme. Interested parties also tend to support programmes that they are or will soon be using, most obviously seen in support for day care centres, which are supported largely by families with children below the age of 7 years, and for schools and education, supported largely by families with children above the age of 7 years. Where no distinct interest group – beyond the actual beneficiaries – is identifiable, normative positions such as ideology are the best predictor of support for welfare state programmes.  相似文献

Informal payments for public services such as health care are a major problem in many countries around the world. Explanations for their prevalence include cultural factors, lack of enforcement as well as insufficient funds and low wages for public employees. This paper analyzes the phenomenon from an economic perspective, arguing that they are a logical consequence of low wages in the public sector. However, informal payments from citizens to public employees for services may be preferable to a situation in which no services are delivered. Given that the informal payments thus can be seen to have a functional element, and that reforms aimed at eliminating them largely have been unsuccessful, formalization and legalization rather than increased enforcement may be a way forward. Many government employees in nineteenth‐century Sweden received their salary through semi‐informal payments (‘sportler’) from citizens. A case study reveals that politicians at the time reasoned along the lines of what could be expected from economic theory: although undesirable and problematic, sportler were necessary to finance the wages of the government employees, given the lack of tax revenue and monitoring capabilities. In contrast to previous research, this article argues that reform efforts were aimed at pragmatically improving the existing system through formalization and regulation rather than simply prohibiting the informal payments.  相似文献
