This article discusses the results of a nationwide survey of decision makers at theater organizations. The study was conducted to begin to understand the hiring needs of those decision makers and to interpret their understanding of what education and experience graduate students are receiving in both an MBA program and an MFA in theater management program. The study reveals confusion about what is being taught in these programs and shows that decision makers are seeking graduates who have education and experience in the field of leadership.  相似文献

Ever since the earliest forms of mass media, the dichotomy of mass culture/high culture has been a topic of debate. The concept of cultural democracy has developed as a way to acknowledge a variety of cultural activities. Despite attempts to develop a broader understanding of culture, cultural policy still seems to reproduce the dichotomies, and to value one over the other. In this article, we would argue for an expanded understanding of cultural democracy, which may serve as a starting point for a turn of perspective of arts advocacy and cultural policy—the perspective we call an expressive cultural democracy.  相似文献

The author questions the arts support system in post-Communist Romania, examining whether the cultural policies during 1990-2006 have contributed to the development of the arts sector, the enhancement of artistic creativity, and the independence of artists. His analysis focuses on the institutional framework and the financing mechanisms that support artists. The author argues that the institutional configurations and the collective mentalities that dominate the cultural sector and public policy have strongly influenced cultural policy in Romania. Along with the economic difficulties, the weighty legacy of the centralized authoritarian state and the paternalistic attitude that dominated for so long in Romanian history have acted as constraints on the public support for the arts and artists. The post-Communist cultural policy remains dependent on historical patterns and, despite some attempts of reform in the late 1990s, it is only recently that a noninterventionist policy and a more effective arts support system emerged.  相似文献

This article examines debates about public culture from the late 1980s to the present and identifies thirteen arguments that have been used to justify an investment in public culture: public interest, national security, merit, moral worth, the good life, economic development, politics, education, democracy, American identity, shared symbols, diversity, and innovation. The article then asserts four positions: (1) public culture and democracy are mutually constitutive, (2) elite culture can be detrimental to democracy, (3) the deliberate pursuit of diversity is a democratic endeavor, and (4) culture can bridge social differences. The article closes with a discussion about whether any form of public culture has yet been achieved in America, drawing on the work of Tyler Cowen and Bill Ivey.  相似文献

In current policy debates, cities are often seen as “experience machines” in which the quantity and variety of experience possibilities are vital. The Finnish capital, Helsinki, has chosen arts festivals and other events as tools to achieve this aim. This article focuses on the way in which Helsinki's festival policy has developed and analyzes the response of metropolitan residents to the proliferation of arts festivals. The article highlights the importance of artistic quality as something both cultural policy-makers and arts audiences are looking for. Artistic excellence can thus be seen as a major contributor to the success of festivals.  相似文献

This article aims to contribute to the field of arts management by identifying the need to make cultural production/management an established field of professional practice and training in Brazil, and the challenges of doing so. To accomplish this, we reviewed several publications and we present first a discourse on theoretical texts in relation to the idea of culture and systems of cultural production and then an analysis of arts management publications in Brazil with observations about this field of work. In this article, we address the current paucity of training opportunities of this kind, the extent to which these roles have yet to be professionalized, and indicate, in the conclusion, that this is a matter of increasing importance and concern for cultural policy in Brazil.  相似文献

Despite generous public funding, arts institutions in Germany are primarily serving a small, educated section of the German population. This article presents findings from arts participation surveys, research from an empirical study on “Intercultural Audience Development” in public theaters and museums, and an analysis of cultural policy debates to reveal the role of audience development in overcoming the social imbalance of audiences in German cultural institutions. Research findings suggest that traditional concepts of audience development do not lead to sustainable changes in the social structure of the audience. More substantial institutional changes are necessary, supported by new cultural policies.  相似文献

While some practitioners adopt a reductionist approach to inquiry in the cultural management discourse, this article is a critical reflection upon the practice of cultural management as an academic discipline. The article deals with a theoretical framework on how to formulate cultural management strategies that promote the sharing of cultural values throughout the global community. The article traces the history of graduate education in arts management from the late 1960s to the present, as well as discussing policy, research reports, and programs that have helped to build arts management as a comprehensive field of study. Though multidisciplinary in conception, the article posits that practitioners should acquire general training in the management sciences and proceed to professionalize in one distinct field of the arts and culture. Relevant courses in the social sciences and business studies should be incorporated as well. Five critical domains of cultural planning are discussed—arts and culture, citizenship and identity, spatial culture, communications, media and planning—as major concerns for the successful training of dynamic arts managers. The authors predict a time when cultural management will cease to be an adjunct discipline and become an independent school within the university system.  相似文献

This study is the first comprehensive curricular comparison of graduate arts management programs in the United States. Its principal finding is that there exists considerable curricular convergence among arts management programs and that their differences may be exploited strategically. Through extensive curricular analysis and in-depth conversations with faculty, this study makes both conceptual and methodological contributions to the field—conceptual because it provides an empirical basis for the definition of arts management as a formal academic discipline in its own right and methodological because it proposes a framework to effect a systematic comparison of arts management program curricula.  相似文献

Comparative policy analysis is an underdeveloped field of study in Canadian policy scholarship at the national and subnational levels. Cultural policy research is also underdeveloped in Canada, particularly at the provincial level. This article aims to contribute to the development of subnational comparative cultural policy analysis by assessing the analytical value of utilizing national-level cultural policy approaches as referents for provincial comparative analysis. We develop four main approaches to cultural policy and administration—the French, British, American, and hybrid (mixed) approaches—and explore their applicability to analyzing the origin and evolution of cultural policy and administration in five Canadian provinces. The article draws on a recently concluded three-year national study of provincial and territorial cultural policy and administration codirected by authors Gattinger and Saint-Pierre.  相似文献

It is increasingly the case that cultural policy at all levels of governance is expected to address a suite of concerns much broader than those traditionally associated with the arts and creative practice. Indeed, in many nations, including most notably Britain, the concerns of cultural policy now embrace the economic and the social, as well as the cultural. In Britain, this convergence is occurring as part of a broader policy concern to ameliorate social exclusion by providing people with opportunities to participate in the creative economy. Drawing on the findings of a major study of the factors shaping cultural policy internationally, this article identifies and maps the priorities, key intersections, and convergences associated with these priorities in British cultural policy. The article argues that, in spite of taking different forms and having varying emphases depending on the constituency and the level of governance involved, the convergence agenda currently dominating British cultural policy is nevertheless remarkably consistent in terms of the discourses surrounding culture, the remit of the cultural sphere, and strategic policy implementation.  相似文献

This article compares the notions of subjective well-being—which has been underscored as an aim for public policy—and optimism, studied by Oliver Bennett as an implicit cultural policy. It will give an overview of the high level of subjective well-being in Mexico according to several recent surveys and consider the relation that culture and arts have with subjective well-being in different countries. This will help to frame the proposal that happiness and life satisfaction could be promoted in Mexico through arts management and cultural policy.  相似文献

Using a simple rational choice model as a heuristic device, this paper explores the lobbying behaviour of environmental and business organisations in the field of climate policy and discusses why their lobbying behaviour differs. I find that environmental organisations lobby less than what would be considered rational according to the simple rational choice model, and argue that this might largely be explained by tight budget constraints. I also find that business organisations lobby more than what would be considered rational according to the model, and argue that this might be explained if one applies a long-term perspective on rational lobbying in the policy field rather than a short-term perspective on single policy decisions. Moreover, I find that the type of lobbying differs. While environmental organisations focus on single policy decisions, business organisations also invest in general lobbying. The analysis is based on interviews with interest organisations lobbying in the field of climate policy at the European Union (EU) level.

This article discusses state support of artists in the United Kingdom, focusing on the Arts Council England. To understand the present—or the future—support of visual artists, one needs to understand the past. Accordingly, the article begins with a brief history of the Arts Council of Great Britain from 1946, discussing Thatcher's reforms after the 1979 election. Tony Blair's New Labour continued many of the same strategies instituted by the Conservatives. At the same time as fiscal constraints and "enterprise culture" were imposed, the mission of the Arts Council was broadened to include both geographical representation and a more populist agenda. A review of the contemporary arrangements for state support of artists in the United Kingdom shows that many of the tensions that exist within today's Arts Council were institutionalized in its early days. The article concludes with a comment on what the current situation may portend for the future.  相似文献

This study highlights another disjuncture in the internationalization of the creative industries policy discourse, a postcolonial disjuncture. Despite reggae’s global popularity and the Jamaican government’s adoption of creative industries discourse, policies supporting the music industry remain lacking. This article demonstrates that economic value alone is not always enough to make a creative sector worthy of policy support, even after adoption of creative industries discourse. The sociocultural history and position of the creative sector are equally important. This article, by highlighting the social and cultural embeddedness of creative sectors, questions the social inclusion benefit assumed of creative industries-led development.  相似文献

I examine Toronto's interest in the policy learning process regarding possible solutions to development pressure downtown though understanding policies from San Francisco, Seattle, and Vancouver. Grounded by the analysis of creative city interventions and incorporating a theoretical framework of policy adaptation, the investigation is informed by interviews with fifty-one multi-sector stakeholders, historical and archival materials, and policy documents. Return to urban living and the creative cities movement challenge city centers in preserving creative and cultural businesses and organizations. Emergent data themes include: (1) research and strategic planning; (2) stakeholder partnerships; and (3) economic development incorporating economic benefit and social good.  相似文献

当前基于秩序、利益、自由等表述的经济刑法法益学说在认知进路上存在问题,无法形成本体和功能自洽的法益观。应当承认集体法益的独立性,立足法益二元论对经济刑法法益进行本体重塑与功能展开。它勾连宪法,是保障在经济领域中实现个人自由的外部条件的统一体,也是经济秩序市场经济规范保护的客体。法益不是刑法独有的保护目标,仅根据法益标准难以有效区分刑事不法与行政不法。经济刑法的犯罪化应坚持保护适格的集体法益,同时更加注重合比例原则和明确性原则的补充与限制。经本体重塑的经济刑法法益兼具体系超越与体系内在功能,有助于在反思当下中国经济刑法立法与司法的基础上,重构经济刑法的立法理念与犯罪化标准,厘清经济犯罪的类型与解释原理。  相似文献

私有历史文化建筑是具有文物价值的文化财产,在被指定、登录为文化遗产或文物前后分别为事实上的文物和法定的文物,因为前者缺乏保护的正当性,后者则面临私有所有权和公共利益的博弈,而均没有得到有效的保护和利用。要加强对私有历史文化建筑的保护和利用,从法政策学角度需要完善我国的文化遗产指定、登录和保护程序,设计出行之有效的私权保护和权利救济模式,优化良好的管理架构和资金拓展渠道,平衡私权所有人和公共利益的关系。在国家和地方政府层面构建私有文化建筑文化、产业和权利政策立法体系。  相似文献
