Industrial Policies and Development Cooperation for a Learning Society

In the countries that have been most successful in development over the past half century, government played a central role (the development state), especially through industrial policies that promoted manufacturing exports. But changes in the global economy mean that African countries won’t be able to rely on the manufacturing export-led growth model. This paper analyzes the reasons for the success of that model, and shows how the same outcomes can be achieved through a multipronged strategy, a comprehensive development plan that pays particular attention to learning and employment.     

A Rising China and the Normative Changes in International Society

Normative changes in the Western-dominated international society have been taking place, symbolized by the evolution from the “standard of civilization” to the “new standard of civilization”. And the West has always been the developer of the new norms in international society, and changes in international norms reflect the link between power on one hand and norms, rules and institutions on the other. That is a fact or an invented reality which a rapidly rising China has to deal with, and its implications on China’s future relationship with the international society are sure to be great and far-reaching.     

Priorities for International Co-operation with Libya: A Development Perspective

This article provides a development co-operation perspective on the challenges facing Libya during its post-Qadhafi transition. Four key areas for international co-operation are outlined: peace, reconciliation and justice; governance and public administration; economic diversification; and migration. While concrete initiatives in all of these areas depend on Libya’s domestic security situation, they need to be part of a long-term, holistic strategy for one of the most fragile and conflict-affected countries in North Africa. Assuming that Libya’s domestic power-brokers decide that a modern, prosperous country is what they want, patient and committed international support can help turn Libya into a success story.     

Hedley Bull and International Society: Contemporary Reflections on the Korean Peninsula

The year 2010 witnessed an escalation of tensions on the Korean peninsula through two military crises. The rise in tensions can be explained by neorealism as a shifting distribution of power in the region and a small state preserving its national security. The paper argues that neorealism is not sufficient to explain the patterns and routines of crisis escalation and crisis resumption on the Korean peninsula and the North East Asian region. By focusing on the causes of conflicts neorealism fails to identify the consequences of these inter-state tensions for the evolution of an anarchical society of states in the North East Asian region. The paper provides an alternative interpretation of recent inter-Korean crisis escalation and crisis resolution in the East Asian region through the work of Hedley Bull.

本文试图将韩国市民社会的发展放在韩国政府主导的压缩式现代化过程中来分析,由此来思考韩国市民社会异化的重要因素,并强调要在个人连续的行动过程中看待由于人们实践意识的连续性而出现的社会现象."民族意识"、"国家权威意识"、"恨意识"都是韩国民众在长期日常生活与政治生活中内化到头脑里的实践意识,是在韩国快速工业化过程中重新建构、强化的产物,成为了韩国的"自性".同时人们在行动中受这些实践意识的影响,主观建构着社会结构.但是在国家现代化过程中不健全的制度环境下,这些行动意识会使人们的行动出现偏差和异化.

China's Economic and Social Development and the International Scene

China's phenomenal economic growth had a tremendous impact on the international scene, in terms of both China's international behavior and the state of the international system. China has become a welcomed presence in the international community in many ways. However, there are also consequences of growth that cause international concern: the rapid growth of its military capability without accompanying improvements in transparency, strengthened ties with problem states caused by growing domestic energy demands, and possible diversion of domestic discontents abroad that might be intensified by growing nationalism. In terms of the international system, the most notable is China's expanding presence in the surrounding region, but it is not leading to a China-centered region because of other important concurrent developments. The growing relationship between China and another rapidly rising power, India, and the US involvement with both countries are leading to the formation of a new triangular relationship in Asia.     

国际体系变迁与战后韩国政治发展

国际体系是国际行为体之间依据某些原则所形成的排列组合和内在联系;从层次分析出发,可将国际体系分为三个层面,全球层面、区域层面和国家层面（某些分裂国家）,韩国民主化就是在朝鲜半岛南北分裂的情况下进行的。20世纪80年代末90年代初,柏林墙倒塌、苏联解体、东欧剧变．冷战体系宣告终结,国际体系从冷战时期的两极体系逐渐转变为以美国为主的一超多强体系;在国际体系变迁的过程中,韩国的政治发展随之展开。鉴于朝鲜半岛的地缘战略地位,无论是冷战时期还是后冷战时期,韩国一直处于大国角逐的前沿阵地,政治发展过程带有明显的国际影响的特点。     

The Civil Society Discourse in Iran

A survey of recent Iranian books and journal articles reveals four important characteristics about how writers and academics in Iran generally perceive the concept of civil society. First and foremost, the notion of 'civil society' has gone through a substantial process of indigenization. Secondly, those who theorize about the concept see a crucial role in it for the 'rule of law'. This implies, both directly and indirectly, a primary role for the State, 'coexisting in harmony' and functioning as an integral part of civil society. Thirdly, even Iran's secular theorists have not been able to fully evade the gravitational pull of Islam and its overwhelming role in Iranian culture and society. At the very least, they maintain that civil society is possible only after a 'proper' interpretation of Islam gains popular acceptance. Finally, these authors frequently mention the 'image' that non-Iranians have of the Iranian nation. The importance of this self-perception lies in its implications for how the élite literati articulates 'culture' and portrays it to the public and, in turn, to non-Iranians. Essentially, this appears to be where the most lasting consequences of the discovery of 'civil society' in Iran seem to lie: whereas the articulations of Iranian scholars and politicians appear to be little more than a native version of a global academic trend, they seem to have ignited a subtle process of cultural re-orientation and re-articulation under the rubric of religion and an institutionalized Islamic Republican State.

A New Kind of Mission: The Volunteer Graduate Scheme and the Cultural History of International Development

This article contributes to the cultural history of humanitarianism and international development by tracing the origins of development volunteering programs, which are a key point of public interaction with foreign aid and international development. Australia's Voluntary Graduate Scheme was established in 1951. This article traces the program's first decade, tracing its interactions with postcolonial politics, international development policy, and colonial discourses and missionary Christianity, and situating it within the geopolitical contexts of Australian‐Indonesian relations, Asian decolonisation and the Cold War. It concludes by tracing VGS's influence on subsequent programs including Britain's VSO and the United States Peace Corps, revealing the significance of the Volunteer Graduate Scheme to the history of humanitarianism and international development.
