This article makes the case that feedback processes in democratic politics—between crime rates, public opinion, and public policy—can account for the growth of penal populism in Britain. It argues that the public recognize and respond to rising (and falling) levels of crime, and that in turn public support for being tough on crime is translated into patterns of imprisonment. This contributes to debates over the crime–opinion–policy connection, unpacking the dynamic processes by which these relationships unfold at the aggregate level. This uses the most extensive data set ever assembled on aggregate opinion on crime in Britain to construct a new over‐time measure of punitive attitudes. The analysis first tests the thermostatic responsiveness of punitive attitudes to changes in recorded crime rates as well as self‐reported victimization, and then examines the degree to which changes in mass opinion impact on criminal justice policy.  相似文献

Despite the centrality of party identification in U.S. politics, the effects of partisanship on public opinion remain elusive. In this article, we use monthly economic opinion data disaggregated by partisanship to evaluate the role of party identification on economic perceptions. Using both static and time-varying error correction models, we find strong evidence of partisan bias in the public??s assessment of the state of the economy, and importantly, this bias changes over time. This evidence of the changing influence of partisanship helps reconcile some of the different findings of individual and aggregate level opinion studies. We also examine how the time-varying influence of partisanship affects aggregate public opinion. Specifically, we show that the increased influence of partisanship has led aggregate economic perceptions to respond more slowly to objective economic information.  相似文献

This study investigates political communication as a mediator of the socializing effects of major political events. We earlier found that presidential campaigns are occasions for increased crystallization of partisan attitudes among adolescents (Sears and Valentino, 1997). But what drives the socialization process during the campaign? Either the campaign saturates the media environment with political information, socializing all adolescents roughly equally, or greater individual exposure to political information is necessary for significant socialization gains during the campaign. The analyses utilize a three-wave panel study of preadults and their parents during and after the 1980 presidential campaign. Here we find that adolescents exposed to higher levels of political communication experience the largest socialization gains, that the socializing effects of political communication are limited to the campaign season, and that communication boosts socialization only in attitude domains most relevant to the campaign. We conclude that both a high salience event at the aggregate level and high individual levels of communication about the event are necessary to maximize socialization gains.

In the United States, aggregate and individual level studies of economic voting for the Congress have produced contradictory findings. The same is true for models of economic voting for the Australian Parliament. This paper presents data taken from a series of individual level studies which show that voters' attitudes towards fiscal and microeconomic issues have been better predictors of the vote for the Australian House of Representatives over the last four elections than their attitudes towards macroeconomic issues. This finding suggests that the cause of the inconsistency between aggregate and individual level models of voting may be that aggregate models of economic voting which include only macroeconomic variables are inadequately specified, since they do not take broader aspects of the economy into account.  相似文献

Abstract Research into electoral participation has produced two traditions, one focusing mainly on individual level explanations while the second concentrates primarily on aggregate level explanations. By bringing these two research approaches together, we are not only able to explain individual electoral participation more thoroughly, but we also gain additional insight into the influence of aggregate level characteristics on individual behavior. We combine eight National Election Studies held in the Netherlands between 1971 and 1994 enabling us to study variation on the individual and the contextual (aggregate) level, including interactions between these two levels. Findings show that the addition of contextual characteristics form a significant improvement to an individual level model predicting electoral participation. Findings also confirm our expectation that the influence of individual characteristics such as education or political interest is dependent upon contextual characteristics describing for instance the salience of the election.  相似文献

SUMMARY

How does public opinion respond when faced with the tragic death of a political candidate in the midst of an election campaign? The concept of the sympathy vote suggests that media coverage of the tragedy and the unification of public opinion carry the party of the deceased to victory on Election Day. Yet, the emotional dynamics of public opinion may not be so simple. This study argues that the relationship between emotion and candidate support hinges largely on behavioral expectations and media coverage. If messages violate expectations, media will focus on controversy leading to a dissipation of the sympathy effect in public opinion. This investigation elaborates on the mechanisms governing the relationship between campaigns and public opinion by emphasizing the significant link of media coverage in the process, and by defining boundaries of the concept of the sympathy vote for further theoretical consideration.  相似文献

Public attitudes towards welfare policy are often explained by political values and perceptions of deservingness of welfare recipients. This article addresses how the impact of values and perceptions varies depending on the contextual information that citizens have available when forming welfare opinions. It is argued that whenever citizens face deservingness‐relevant cues in public debate or the media, a psychological ‘deservingness heuristic’ is triggered prompting individuals spontaneously to think about welfare policy in terms of who deserves help. This is an automatic process, equally influential among the least and the most politically sophisticated. Moreover, when clear deservingness cues are present, the impact of values on opinions vanishes. These arguments are supported by data from two novel experimental studies embedded in separate nationwide opinion surveys. The findings revise conventional wisdom of how values and heuristics influence public opinion and have major implications for understanding dynamics in aggregate welfare opinion and attempts from political elites to manipulate public opinion.  相似文献

This article investigates whether media coverage of elite debate surrounding an issue moderates the relationship between individual‐level partisan identities and issue preferences. We posit that when the news media cover debate among partisan elites on a given issue, citizens update their party identities and issue attitudes. We test this proposition for a quartet of prominent issues debated during the first Clinton term: health care reform, welfare reform, gay rights, and affirmative action. Drawing on data from the Vanderbilt Television News Archives and the 1992‐93‐94‐96 NES panel, we demonstrate that when partisan debate on an important issue receives extensive media coverage, partisanship systematically affects—and is affected by—issue attitudes. When the issue is not being contested, dynamic updating between party ties and issue attitudes ceases.  相似文献

This study investigates the relationship between media framing and public opinion on the issue of biofuels—transportation fuels made from plants, animal products, or organic waste. First, the paper investigates how media framing of biofuels has changed since the issue regained national prominence in the early 2000s. Through a detailed content analysis of newspaper coverage, the paper documents an increase in negative frames between 1999 and 2008, especially frames focusing on the negative economic effects of biofuels on consumers. Second, using data from a 2010 Internet survey of a random sample of the U.S. public, the paper analyzes the relative influence of these new media frames on public attitudes toward biofuels compared with other common predictors of public opinion, such as party ID, regional economic interests, and personal identity as an environmentalist. In general, the results confirm that public attitudes toward biofuels appear to be shaped by these new media frames, especially among those who indicate a high degree of attention to the media, suggesting the relative importance of framing effects on policy attitudes for environmental and energy policies in general.  相似文献

Since the advent of public opinion polling, scholars have extensively documented the relationship between survey response and interviewer characteristics, including race, ethnicity, and gender. This paper extends this literature to the domain of language-of-interview, with a focus on Latino political opinion. We ascertain whether, and to what degree, Latinos’ reported political attitudes vary by the language they interview in. Using several political surveys, including the 1989–1990 Latino National Political Survey and the 2006 Latino National Survey, we unearth two key patterns. First, language-of-interview produces substantively important differences of opinion between English and Spanish interviewees. This pattern is not isolated to attitudes that directly or indirectly involve Latinos (e.g., immigration policy, language policy). Indeed, it emerges even in the reporting of political facts. Second, the association between Latino opinion and language-of-interview persists even after statistically controlling for, among other things, individual differences in education, national origin, citizenship status, and generational status. Together, these results suggest that a fuller understanding of the contours of Latino public opinion can benefit by acknowledging the influence of language-of-interview.  相似文献

This paper examines the impact of the public on individual opinion. Employing survey-based experiments, I demonstrate public influence to be considerable, yet the magnitude, direction, and significance of effect depends critically on the target of public sentiment and the political predispositions of the perceiver. A theoretical model is developed to delineate and examine such effects, guiding the analyses throughout. Central to this framework is the interplay between opinion context and individual, reflecting the often fluid and complex relationship between aggregate and individual judgment. The specific findings that representations of public opinion can alter the distribution of opinion through assimilation, contrast, or reinforcement are emphasized and given context within the voting and public opinion literature.  相似文献

Using public opinion surveys conducted in the member states of the European Union, this paper seeks to provide a systematic understanding of public support for the EMU project and European–level monetary policy authority. We develop models of support for EU monetary policy that incorporate a utilitarian component and elements of multilevel governance that is emerging within the EU. These models are tested at the aggregate level of survey respondents. The results show that variations in attitudes to the common currency are driven by collectively–based considerations of the costs and benefits associated with the common currency project as well as the interaction of European–level politics and the domestic politics of the member states.  相似文献

What explains variation in individual attitudes toward government deficits? Although macroeconomic stance is of paramount importance for contemporary governments, our understanding of its popular politics is limited. We argue that popular attitudes regarding austerity are influenced by media (and wider elite) framing. Information necessary to form preferences on the deficit is not provided neutrally, and its provision shapes how voters understand their interests. A wide range of evidence from Britain between 2010 and 2015 supports this claim. In the British Election Study, deficit attitudes vary systematically with the source of news consumption, even controlling for party identification. A structural topic model of two major newspapers' reporting shows that content varies systematically with respect to coverage of public borrowing—in ways that intuitively accord with the attitudes of their readership. Finally, a survey experiment suggests causation from media to attitudes: deficit preferences change based on the presentation of deficit information.  相似文献

One of the traditional functions of party members is to campaign on behalf of their party at general elections. However, they are not the only people who volunteer for the job. In the context of the growing literature on ‘multi-speed membership’ parties, it is important to ask what non-members do for parties they support. This paper examines how different actors contributed to the electoral campaigns of six parties at the 2015 UK General Election, using survey data covering not only members of the Labour, Conservative, Liberal Democrat, United Kingdom Independence, Scottish Nationalist, and Green parties, but also voters who identified themselves as being close to one of those parties but did not formally belong to them. As well as exploring how much work they do during campaigns, we ask whether the two groups choose different activities and are differently motivated. We find that, at the individual level, party members do more than non-member supporters, and that this is especially true of more intensive forms of activity. We also find that constituency context and political attitudes influence levels of activity in similar ways for members and supporters. However, we find no consistent impact from demographic factors or ideological incongruence. At the aggregate level, we estimate that the campaign work done by supporters may match or even exceed that done by party members.  相似文献

This article examines the impact of income inequality and welfare state context on the extent to which the rich and poor share similar attitudes towards redistribution. It asks whether and how differences in attitudes, particularly those between income groups, are shaped by inequality and redistributive efforts. Based on a multi‐level analysis of individual survey data across 47 countries at three points in time, the article shows that such an interaction of individual characteristics and the macro‐context indeed matters considerably. While material self‐interest, unsurprisingly, explains part of the individual differences, the analysis also shows, for the first time, that both high inequality and strongly redistributive policies divide public opinion along the lines of socioeconomic position. Put differently, while market inequality may be associated with less cohesive attitudes, a highly redistributive welfare state does not seem to foster agreement among the public, either. These findings have important policy implications for advanced welfare states, including a renewed emphasis on ‘predistribution’ (i.e., policies that influence the primary distribution of income) in order to avoid the scenario of intensified redistributive conflicts.  相似文献

To date, virtually all research on Russian elections, beginning in 1991, have used tools and methodological approaches akin to voting research from the 1950s and 1960s. Researchers have relied either on public opinion polls that try to tease out correlations between a standard menu of socio-economic characteristics, attitudes about candidates, and self-reports of voting history; or on journalistic assessments of aggregate election returns, coupled with substantive expertise of Russian politics. Here, then, we try to gain an understanding of those elections in more contemporary theoretical terms – in terms of the spatial analysis of elections and voting. Although our analysis relies on a less-than-optimal source of data – election returns aggregated up to the level of individual rayons (countries) – we are able to draw a spatial map of those elections that is not too dissimilar from what others infer using less explicit methodologies. Specifically, we find that throughout the 1991–1996 period, a single issue – reform – has and continues to dominate the electorate's responses to candidates and parties. On the other hand, we find little evidence of the emergence of nationalism as an issue, but conclude that to the extent we can detect this issue in the 1996 presidential contest, one candidate, General Alexander Lebed, did succeed in differentiating himself from other nationalist candidates (most notably, Vladimir Zhirinovski) without abandoning the reformist camp. In general, then, this preliminary analysis suggests that the same tools used elsewhere to uncover the spatial map of elections and the connection between basic and actionable issues (individual level thermometer score rankings of candidates and parties) can be applied to Russia with the promise of coherent, understandable results.  相似文献

Music has been thought of as an art form that expresses ideas and sentiments of the artist. This article examines the relationship between political and non-political rap and Black feminist attitudes. This study includes data from original experiments conducted at Benedict College; a historically Black college in Columbia, SC, where Black males and females were exposed to various genres of music and their support of Black feminist attitudes were measured. Blacks exposed to political rap display increased support of Black feminist attitudes compared to those exposed to non-political rap and the control group, subjects who were not exposed to any form of music. Our research finds that those exposed to non-political rap have less affinity for Black feminist attitudes than those in any other group. This research is important to political science because it furthers our knowledge about public opinion and political attitudes. Specifically, this article demonstrates that non-traditional media forms also have an impact on political attitudes. Specifically, exposure to political rap has a significantly positive impact on the agreement with Black feminist attitudes when compared to exposure to non-political rap. Therefore, not all subgenres of rap music are consistently harmful to Black feminist attitudes and attitudes toward women.  相似文献

Both Europe and the United States are confronting the challenges of economic and cultural integration posed by immigration. This article uses the ESS and CID surveys to compare transatlantic public opinion about immigrants and immigration. We find more tolerance for cultural diversity in the United States, but we also find that Americans, like Europeans, tend to overestimate the number of immigrants in their countries and tend to favor lower levels of immigration. The underpinnings of individual attitudes are similar in all countries and immigration attitudes are surprisingly unrelated to country-level differences in GDP, unemployment and the number and composition of the foreign born. An implication of these findings is that acceptance of higher levels of immigration, deemed by many to be an economic need, will require both more selective immigration policies and an emphasis on the cultural assimilation of newcomers.  相似文献
