This paper addresses how PAC spending affects the roll call voting behavior of U.S. Senators. Using a theoretical framework which draws broadly on the voting literature, we develop models that explain Senatorial voting behavior in a pre-PAC and post-PAC world. Testing both models we find weak support for a Downs-Black view of voting participation in the first model. The second model supports the alteration of voting incentives resulting from PAC spending. We find that PACs have a positive effect on voting participation. The conjecture remains whether PACs change voting outcomes, but it is clear that they buy voting participation.  相似文献

The subject of this research is whether ideological preferences play a major role in explaining voters' refusal to reelect some members of the U.S. House of Representatives. If ideological control is important, one would expect to find a large difference between the voting record of a rejected incumbent and his or her replacement. In distinction, whenever voters must replace a congressman or congresswoman because that person had died in office or chose to run for higher office, the hypothesis of ideological tracking implies that the newly elected member of Congress will resemble his or her predecessor. The data confirm these hypotheses and show, as well, that ideological control exists within parties and not only between them; that the degree of voters' ideological control is as great over senior congressmen and congresswomen as over junior ones; and that voters' concern about ideology has increased over the last two decades.  相似文献

The mean majority deficit in a two-tier voting system is a function of the partition of the population. We derive a new square-root rule: For odd-numbered population sizes and equipopulous units the mean majority deficit is maximal when the member size of the units in the partition is close to the square root of the population size. Furthermore, within the partitions into roughly equipopulous units, partitions with small even numbers of units or small even-sized units yield high mean majority deficits. We discuss the implications for the winner-takes-all system in the US Electoral College.  相似文献

Voting and coalitions in the Council of Ministers in the enlarged European Union are analysed for the period during which the EU had 25 Member States, based on Council's roll call records. In terms of frequency of voting in the Council, the new EU Member States did not differ from their older counterparts in any significant way. However, enlargement has had an impact on the Council interaction. A spatial roll call model shows that the Council's political space is comprised of two main dimensions. The first reflects the north-south cleavage found in the Council even before the 2004 enlargement, while the second is related to enlargement and indicates a cleavage between the new and old Member States. Thus in the enlarged Union, the north-south dimension is replaced by a north-south-east pattern.  相似文献

This paper develops and tests a theory of voting and abstaining on Congressional roll calls. The theoretical model assumes that the voting behavior of legislators is oriented toward reelection, and that constituents vote retrospectively. Among the predictions of the theory are that supporters of a program are more likely to abstain than opponents, that conflicted legislators are more likely to vote on the losing side (but will abstain when the vote is very close), and that indifferent legislators will abstain when votes are not close but trade their votes when the outcome is uncertain. The empirical test is based on a series of votes on appropriations for the Clinch River Breeder Reactor from 1975 to 1982. We estimate a nested logit model of, first, the probability of voting for Clinch River, and second, the probability of abstaining from the vote, conditional on preferences regarding the program. All of the empirical results are consistent with the theoretical predictions, and most are statistically significant by conventional standards. Abstract. This article examines the effects of different definitions of the working class on the measurement of class voting and left voting in Denmark, Norway and Sweden. First, the similarities and differences in how the working class has been operationalized in the three countries are summarized. To determine the effects of different operationalizations, Swedish election survey data are recoded to conform more closely to the classification procedures used in Danish and Norwegian studies. The analysis shows that if a similar operationalization is used, the level of left voting in both the Swedish working and middle classes increases and the Alford index of class voting declines. Class voting and left voting in the younger and older generations and among women and men are also discussed. Dissimilar patterns of class voting and left voting among women in the three countries are largely a product of different classification schemes. The concluding discussion points to a number of problems in using the Alford index as a summary statistic in cross-national comparisons.  相似文献

In market based societies consumers are able to express the intensity of their preference for an object by paying more for it. However, under some voting systems, consumers are unable to express the intensity of their preference for a candidate due to the constraint of the “one person, one vote” principle. Cumulative voting maintains the equality of the “one person, one vote” principle by allotting each voter the same number of votes, while also allowing for expression of intensity of candidate preference. This paper provides an experimental analysis of voter behavior under different voting systems.  相似文献

Downs's (1957) theory of voting maintains that individuals balance the costs of voting against anticipated benefits in deciding whether to vote. However, most empirical tests of his theory have concluded that costs play little role in individuals' decisions to vote or abstain, and that benefits are the determining factor. Unfortunately, the existing empirical tests of the theory have been inadequate, especially in regard to the measurement of the cost of voting. Using data from the Comparative State Elections Project, we develop an improved indicator of the cost of voting. When this measure of cost is used in a test of Down's theory, we find, contrary to most earlier research, that the cost of voting seems to be a more important determinant of participation than the factors associated with voting benefits in Downs's model.The authors shared equally in the research reported; the order in which they are listed was determined randomly.  相似文献

Government by majority rule voting is a mixture of voting and bargaining. Bargaining among people with moderately different objectives is indispensable for the passage of laws and the formation of public policy. Little of the nation’s business could be transacted without an ability on the part of the legislators and members of political parties to strike bargains, but that same ability to strike bargains makes possible the exploitation of minorities by majorities which, beyond some limit, destroys democratic government. Rules and customs are designed to foster bargaining in the one context and to thwart bargaining in the other.  相似文献

When the costs of regulation are borne by individuals outside of their political jurisdiction, an elected politician arguably will vote in favor of socially costly regulations because from his/her narrow perspective even small marginal benefits outweigh zero marginal costs. Our empirical analysis of the environmental voting records of U.S. Senators from 1991 to 2002 reveals a pronounced tendency for Senators to vote against (in favor of) environmental bills that impose costs in their (other) states. The straightforward implication is that elected politicians overgraze the regulatory pasture.  相似文献

A model of voting behavior is developed that predicts that individuals vote if the absolute value of voting for or against a referendum exceeds the cost of voting. The results obtained from examining voting on city-county consolidation referenda and in New York state (1) provide support for the relatively untested prediction that turnout rises as the absolute value of the mean gains resulting from an electoral outcome increase and (2) augment the evidence that turnout rises as the probability of altering an electoral outcome increases and falls as the cost of voting rises.  相似文献

The Electoral College has a measurable effect on the propensity of the rational voter to vote for the candidate he most prefers. The ‘slippage’ between the individual's articulated preference ordering and his actual vote is analyzed (using 1968 data) with respect to the strategic position of the voter in his state. The direction of the findings support the theoretically-derived propositions. Nevertheless, the low overall incidence of shifts and the reluctance of voters to shift from nationally-viable candidates demonstrates the overwhelming influence of the national electoral environment.  相似文献

Some scholars argue that Western societies have seen a decreasing impact of voting behavior based on cleavages and party identifications. Equally, issue ownership voting is seemingly not increasing its relevance by filling this gap. From this departure we seek out an alternative variable by posing the question: Do party brands influence voting behavior? Currently, we do not know because the two research fields of voting behavior and party brands are currently not explicitly linked. Traditionally, the study of voting behavior has gained powerful insights from concepts such as cleavage structure, party identification and issue ownership. On the other hand, the study of political brands has illuminated how people employ brands in their identity construction and how voters use party brands to differentiate between political parties. In this light, the article first distinguishes the brand concept from related heuristics and voting models. Next, the article measures the brand value of Danish parties by utilizing a representative association analysis. Finally, this measure is used to conduct the very first empirical analysis of a party brand's effect on voting behavior. Overall, the primary finding demonstrates that political brand value (PBV) has an effect on voting behavior—also when a number of other relevant explanatory variables are held constant.  相似文献
