An important current of research in international environmental affairsdeals with the roles of non-state actors in international environmentalgovernance. For many, the growing influence of non-state actors is a welcometrend because these actors, especially non-governmental organizations,facilitate environmental negotiations between states and perform keyinformation-gathering, dissemination, advocacy, and appraisal functions thatstates are either unwilling or unable to do. For the student of internationalrelations (IR), examining the roles and responsibilities of non-state actorsin global environmental affairs is a departure from the ordinary concern ofthat field – namely, the study of interstate behavior. But for the studyof global environmental problems, particularly those problems that aresimultaneously global and local, the investigator must map the influence ofan even broader assemblage of actors. Little is known about how local levelinstitutions or ordinary citizens fit into global environmental policyprocesses. Understanding what motivates public demands for globalenvironmental quality is an especially important research task, especially forthose pervasive environmental problems like global climate change and complexexhortations like sustainable development that require the attention andacquiescence of ordinary citizens.  相似文献

Using data on U.S. Senate elections from 1946 to 2004,we find strong evidence that the outcomes of the elections forthe two Senate seats are independent.  相似文献

Wary of quick statist dismissal of their proposals, cosmopolitans have been careful not to associate themselves with a world state. I argue that this caution is mistaken: cosmopolitans should see the vision of a world state as strategically valuable in exposing weaknesses in statist accounts, particularly of the Rawlsian variety. This strategic value follows if the only cogent arguments against a world state belong to non-ideal theory which assumes non-compliance, rather than to ideal theory with its core assumption of full compliance. If our only convincing reasons to reject a world state are non-ideal, then any liberal theory revolving around separate states must itself be considered a non-ideal theory. As a non-ideal theory, a statist law of peoples cannot be presented as an end-state, but is rather a transitional stage. Yet once seen as a transitional theory, the statist “realistic utopia” can no longer dodge the cosmopolitan charge that it is neither sufficiently realistic nor sufficiently utopian.  相似文献

Concerns about growing and differential nonresponse in exit polls, and the challenges introduced by mounting levels of early and mail-in voting, suggest it is important to consider the demographic and attitudinal factors associated with exit poll nonresponse. In this study, we compare the demographic and attitudinal antecedents of exit poll nonresponse between exit polls conducted at voting precincts and those conducted via telephone. We find both similarities and differences in the factors that help to explain willingness to participate in exit polls of each type.  相似文献

The long-running debate about who governs Japan has been given a new twist by 'rat-choicers' who argue that Japan has been governed for the last thirty years or more neither by bureaucrats nor by a 'conservative coalition' of bureaucrats, politicians and businessmen but by the Liberal Democratic Party alone. This article examines their arguments and sets them in the context of other competing and conflicting explanations. It is argued that more relevant and researchable questions are what is governed and how, an approach calling for a more nuanced analysis of policy making in order to observe the impact on different policies and policy-processes of the role of the state and its institutional structures and their embedded 'collective identities'.  相似文献

Although committee assignments have been researched in various parliaments, findings are inconclusive. This article contributes to the debate by analysing the allocations to specialised committees in the Bundestag, a legislature that establishes strong committees despite having strong parliamentary party groups. Studying assignments in this legislature can, therefore, help us to solve the present disjunction between ‘European’ and ‘American’ experiences regarding committee research. The study uses the congressional theories of legislative organisation as heuristic devices but explicitly highlights the strong involvement of parliamentary party groups. The hypotheses are tested with a multiple membership multilevel model across several legislative periods (1990?2013) and backed up with evidence from 51 interviews with German legislators. The results show that next to constituency demands and the influence of regional factions, there is strong evidence for a reassignment pattern and that a legislator’s occupational background and connections to interest groups matter in the assignment process.  相似文献

Party finance reformers often call for European parties to increase their financial reliance on small donors, but researchers have made few efforts to establish the feasibility of such strategies. This study examines partisan giving in Europe, investigating the potential for parties and policymakers to increase this type of political participation. It also asks whether there are national-level factors that make such efforts more likely to succeed in some countries. The research uses data from the European Social Survey to examine patterns of contributions to political parties in 16 European countries. It finds that the strength of partisanship predicts political giving independent of party membership, which suggests that European political parties may have some scope to increase their number of individual donors. On the other hand, existing tax policies to encourage political giving do not seem to be effective in increasing this type of partisan political participation.  相似文献

This article examines the question of why the risks posed by collective petitioning in China deter some villagers from participating but not others. Based on the statistical analysis of an original dataset and an ethnographic study of one case, this article finds that higher household income is the only significant factor that increases a villager??s probability to participate in collective petitions. Economic security empowers a peasant??s political participation. Contrary to the existing literature, being a demobilized soldier does not significantly increase a villager??s probability to participate in collective petitions. The implication of this finding is that petitioning as a form of ??managed participation?? in Chinese politics may face more and more challenges if the average Chinese household income continues to grow.  相似文献

Changes in social policy in Singapore reflect not only changing sociopolitical realities and popular attitudes, but also the island state's concerted effort to craft itself as a transnational hub, center for international business, and home-away-from-home for the skilled, moneyed cosmopolitans who drive the contemporary global political economy. Shifts in the de jure and de facto treatment of gays and lesbians provide a stark demonstration of these dynamics. This paper examines why the Singapore government has taken steps toward greater official tolerance of gays and lesbians, despite potential backlash and previous statements about Asian exceptionalism. It also considers how far the transnational environment and forces of globalization are likely to go in diminishing states' sovereignty in setting social policy—and how conversely empowering this diminution may be to certain (but not all) marginalized groups, who may find their appeals to transnational discourses, networks, and less culturally-relative identities increasingly validated as a result.  相似文献

Abstract

Transit-oriented development (TOD) has been promoted by planners and policy advocates as a solution to a variety of urban problems, including automobile traffic congestion, air pollution, and urban poverty. Since the enhanced accessibility offered by transit proximity is often capitalized into land and housing prices, many express concern that new transit investments will result in the displacement of the low-income populations likely to benefit most from transit access, a phenomenon which we term transit-induced gentrification. Whereas policy advocates have proposed a variety of interventions designed to ensure that affordable housing for low-income households is produced and preserved in areas proximate to transit stations, little is known about the effectiveness of these policy proposals. This article relies on an integrated land use/transportation model to analyze how TOD-based affordable housing policies influence the intraurban location of low-income households. We find that affordability restrictions targeted to new dwellings constructed in TODs are effective tools for promoting housing affordability and improving low-income households’ access to transit while simultaneously reducing the extent of transit-induced gentrification.  相似文献

Over the past two decades the British Labour and Conservative parties have depolarized on economic and social welfare policy, at both the elite and mass levels. We ask the question: Does mass-level depolarization in Britain extend throughout the electorate, or is it confined primarily to the stratum of affluent, educated, and politically engaged citizens? We report longitudinal analyses of British Election Study respondents' policy beliefs and partisan loyalties over the period 1987–2001, and find that depolarization extends across all subgroups in the electorate, as do perceptions of elite depolarization. These effects are (moderately) more pronounced among the electoral subgroups of highly educated, affluent, and politically informed citizens. The findings have important implications for elite representation of voters' policy preferences, and for differences in representation patterns between Britain and the United States.  相似文献

Abstract

This paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements.  相似文献

After clearing away some misconceptions about the power of the religious right in Colorado Springs, this article will examine three areas, education, medical marijuana, and gay rights, where the city’s religious conservatives have tried to influence public policy. With each area their efforts have only been partially successful. While the reasons for this uneven success are often particular to each policy dispute, taken together these issues point to discernible changes in the political behavior and ambitions of the city’s religious conservatives. Most importantly, religious conservatives have become far less confrontational and have turned away, to a significant degree, from direct political action and are focusing much more on community outreach programs. The paper will conclude by discussing some of the reasons for those changes and how they might have national implications for religious and social conservatives.  相似文献

This article analyzes China's and India's role as emerging rulemakers in one of the most contested fields of international cooperation: labor mobility. It shows how both countries have seized the trade venue to negotiate labor mobility clauses that go well beyond the original preferences of established powers. Whereas India's more vocal claims have faced resistance, China's success in concluding far-reaching bilateral deals with Western countries is explained with stronger domestic regulatory capability and capacity. Maintaining a technocratic approach in trade negotiations, supported by the centralization of relevant competences in the trade ministry and consistently synchronizing external commitments with domestic reforms, China has been able to convey its market power into regulatory influence. As a result, the global standard for negotiating mobility in trade agreements has risen – notwithstanding the enduring stalemate at the multilateral level.  相似文献

Both natural resource wealth and electoral system design are frequently investigated factors in the civil wars literature. So far, however, there is no well-known study which explicitly considers the interaction effect between these two factors on the risk of violent ethnic conflict. We argue that resource-rich countries with a proportional electoral system for the legislature are less prone to ethnic civil war than resource-rich countries with a majoritarian or mixed electoral system, as proportional electoral systems tend to increase the effective number of parliamentary parties and thus the number of groups who can share state control over resource wealth. We find empirical support for this argument using binary time-series-cross-section analysis covering 83 to 140 countries between 1984 and 2007.  相似文献

The salience of judicial appointments in contemporary American politics has precipitated a surge of scholarly interest in the dynamics of advice and consent in the U.S. Senate. In this article, we compare alternative pivotal politics models of the judicial nominations process, each capturing a different set of potential veto players in the Senate. We use these spatial models to guide empirical analysis of rejection patterns in confirmation contests for the lower federal courts. Using data on the outcomes of all nominations to the U.S. Courts of Appeals and the U.S. District Courts between 1975 and 2006, we show that models incorporating the preferences of the majority party median and the filibuster pivots best account for confirmation patterns we observe at the appellate and trial court levels, while advice and consent for trial courts has more recently been influenced by home-state senators.  相似文献

The idea that policy makers in different states or countries may learn from one another has fascinated scholars for a long time, but little systematic evidence has been produced so far. This article improves our understanding of this elusive argument by distinguishing between the policy and political consequences of reforms and by emphasizing the conditional nature of learning processes. Using a directed dyadic approach and multilevel methods, the analysis of unemployment benefits retrenchment in OECD countries demonstrates that policy makers learn selectively from the experience of others. Right governments tend to be more sensitive to information on the electoral consequences of reforms, while left governments are more likely to be influenced by their policy effects.  相似文献
