Research shows that there are important institutional underpinnings for building university–industry linkages. This paper aims to understand how China is developing the relevant organizational structures and incentives in its universities. What academic institutions shape the scope and channels of university–industry linkages? What incentives do universities provide to encourage and facilitate faculty engagement with industry? My analysis is accomplished through content analysis of university documents and in-depth interviews with personnel in two top institutions—Fudan University and Shanghai Jiaotong University, supplemented by official statistics. It shows that the hybrid organizational structure to manage technology transfer is a product of historical legacy and institutional learning—parts uniquely Chinese and parts adapted from the West. Faculty incentives also have varied effects. In spite of being enticed to disclose inventions and pursue commercialization, faculty remains keener on scholarly publications.  相似文献

One of the most admired aspects of U.S. technology has been the ability to assimilate and commercialize new science and technology. In light of the rising international competition, there has been new emphasis placed on the commercialization of U.S. science and technology developed in the federal laboratories. While research and development remains the focus of these laboratories, passage of the Stevenson-Wydler Technology Act of 1980 and the Technology Transfer Act of 1986 has resulted in a means to further the exploitation of discoveries, patents, and copyrights developed within the laboratories. The transfer of technology to industrial partners and users is a complex task for a federal laboratory. Since the interaction with industry, as well as market knowledge and assessment of the needs of business users are beyond the charter of a federal laboratory, new organizational mechanisms are required in order to obtain full commercial value from the laboratories' efforts. A study was instituted to examine selected organizational and policy arrangements for achieving the optimum commercial value from the science and technology research at the research and development laboratories sponsored and funded by the U.S. government.  相似文献

We empirically analyze whether support by the parent organization in the early (nascent and seed) stage speeds up the process of commercialization and helps spin-offs from public research organizations generate first revenues sooner. To identify the impact of support by the parent organization, we apply multivariate regression techniques as well as an instrumental variable approach. Our results show that support in the early stage by the parent organization can speed up commercialization. Moreover, we identify two distinct channels—the help in developing a business plan and in acquiring external capital—through which support by the parent organization can enable spin-offs to generate first revenues sooner.  相似文献

Patent owners might find patent auctions a fastway to sell or license their patents. There is a high probabilitythat bidders will purchase or license low- or no- value patentsbecause patent auctions set a very tight time frame for bidders’due diligence. The nature of the patent right creates a bigimbalance in terms of knowledge between owner of the patentand the purchaser or licensee; the latter party can only minimizethe risk of purchasing or licensing a "zero" or low value patentby receiving sufficient time to investigate the patents. IPauctions may however be a better and safer means of purchasingor licensing domain names or trade marks, due to their legalnature. Practical significance. Many companies might believe that patentauction is a swift and effective way to find a purchaser ora licensee for their IP rights. US universities are leading the way in technology commercialization, while universities in Russia lag far behind. This paper discusses the best American practices, as well as the main issues of technology commercialization at the US universities. As an example, we consider the experience of the University of Maryland, College Park. In the next section, we turn to technology commercialization in Russia, where it struggles for several reasons. In this paper, we propose that Russia can improve its technology commercialization by studying the example of the leading US entrepreneurial universities and implementing proper procedures. And the important overarching point is that Russian universities need to improve their collaboration with industry, and they need to develop new standards of administrative, research, and business activity that will promote innovation and entrepreneurship.  相似文献

While protests and acts of resistance are central to democracy and the potential for social change, what is often ignored is the usurping of resistance through commodification and consumption. Here we argue that it is important to remember that even acts of resistance, such as we have witnessed since the election of Donald Trump to the Presidency of the United States, that speak out against inequality and social harm are commodified and consumed within the spectacular domination of the State and capital, making resistance part and parcel of the neoliberal system that commoditizes in totality.  相似文献

We study how the scientific reputations and technology transfer policies of universities affect patenting by university researchers, with particular regard to whether they assign patent ownership to their university or to an outside firm. Using data on the career output of over 33,000 researchers in nanosciences, we find a strongly positive relationship of university reputation in nanosciences with the number of university-assigned patents, but almost a negligible association with firm-assignment of patents. University technology transfer office resources are related positively to both types of patents, but with diminishing returns. In contrast, the share of license revenue offered upfront to researchers is positively associated with university-assigned patents, but negatively related to firm-assigned patents. Taken together, our results suggest that universities that streamline their technology transfer efforts and improve their research reputation through support for basic research will see long-term success in technology commercialization.  相似文献

We use Canadian data linking information on venture capital (VC) financing with firm-level administrative data to compare performance of VC-backed and non-VC-backed firms. The richness of the data allows us to incorporate a wide range of firm-level information into creating a control group based on propensity-score matching. In particular, we use typical covariates reflecting firm performance and characteristics (e.g., size, age, industry, location) as well as measures of firm-level innovation such as research and development (R&D) expenditures that are often thought to be associated with the potential for high growth and the probability of receiving VC financing. Our results show R&D expenditures not only attract VC, but are also increased more intensely for VC-backed firms than non-VC-backed counterparts over the short-run. Further, we show VC-backed firms enjoy greater growth in wages and scale over the 5-year period. Overall, our results provide empirical evidence that VC financing is associated with the acceleration of the innovation and commercialization process accompanied by greater growth in wages and scale.  相似文献

The field of mental health offers a valuable context in which to examine new challenges presented by human genetic research databases to the legal, ethical and regulatory frameworks for human genetic research. Longitudinal prospective genetic research of psychiatric disorders often involves access to human genetic research databases and to stored tissue for future uses that cannot be specified at the time the patient consents to their collection. The potential of such research to contribute to an improved understanding and treatment of complex genetic diseases such as schizophrenia presupposes sound ethical, legal and regulatory frameworks to ensure public trust and preparedness to participate in such research. This article provides a brief overview of some of the ethical and legal challenges posed by human genetic research databases and their implications for how genetic research should be conducted in the field of mental health.  相似文献
