This article investigates French understandings of the terms “terrorism” and “terrorist” in the period of the late Third Republic when a series of assassinations, murders and bombings suggested that France was dangerously exposed to the threat of terror. The article deconstructs contemporary understandings of the phenomenon, showing that, if a variety of actions were labelled “terrorist”, the term was deployed in particular in relation to matters of foreignness. It was believed that immigrants, refugees and foreign secret agents imported terrorist violence to France. French citizens did not – could not even – perpetrate terrorism. Parallels may be drawn between discussions of citizenship in the wake of twenty-first century acts of terrorism and manifestations of such violence during the 1930s when notions of terrorism, Frenchness and foreignness were intimately connected.  相似文献

The political crisis in Ukraine in early 2001 and then the terrorist attacks against the US and the resulting dramatic change of international setting have sealed the trend that had emerged much earlier: the once promising partnership between Ukraine and the West has ended up in mutual unhappiness. As the West is discovering new ‘geopolitical pivots’ in the aftermath of 11 September, Ukraine has almost disappeared from the radar screen of Western attention. Yet for good reasons what happens in Ukraine, a currently uncertain and weakened country with a poor international reputation, still matters for the West. There has always been a close link between Ukraine's transition and Western attitudes towards Ukraine. This might be the moment to think afresh about past and future Western policies vis‐à‐vis Ukraine.  相似文献

During their long exile during 1940–1944, various components of the “Free French” were largely kept out of the “Post-War Planning” process that took place in the American State Department. They perceived this absence as a major, and often deliberate, humiliation that made the circumstances of their exile all the more exasperating. Charles de Gaulle was seen by the “Anglo–Saxon” Allies as a figure of dubious worth and usefulness, and Washington’s general tone was to dismiss the exiles as the “so-called Free French.” They were admitted to the decision-making process only slowly and grudgingly, and not until after many of the key decisions about organising the United Nations had been taken. This article shows how that exclusion affected the French leadership, how they reacted, and suggests some lasting results. It also assesses to what extent France had a coherent contribution to the formation of a global international organisation during 1943–1944, and what factors inhibited France properly articulating that contribution.  相似文献

ABSTRACT

This article analyses how jihadist ideology groups discursively represent “the West” and “non-believers” in their online propagandamagazines. In doing so, it contributes to the field of Critical Terrorism Studies conceptually, by considering the voices of violent actors, and methodologically, by illustrating how linguistic tools of enquiry can advance current knowledge of jihadist ideology groups. Our work adopts a case study approach, focusing on the online magazines Inspire and Dabiq, which are part of the propaganda machinery of, respectively, Al-Qaeda and ISIS. The analysis reveals a number of similarities and differences in the discursive strategies that these twogroups use. On the one hand, both Inspire and Dabiq support and further construct an “us versus them” dichotomy thatpolarises differences between their jihadist ideologies and those of Westerners/non-believers. On the other, Dabiq’s discursiverepresentation of “the West” targets a wider variety of individuals and groups of people and geographical locations than Inspire’s. Additionally, Inspire places a greater focus on the pejorative construction of “the West” than Dabiq, suggesting that Al-Qaeda places more emphasis than ISIS on presenting “the West” as the enemy of jihad.  相似文献

This analysis explores British perceptions and roles regarding the negotiation of the West German-Soviet Moscow treaty of 1970. Whilst supportive of West German Ostpolitik, Britain has received a very marginal role in the historiography of the treaty. By exploring the consultation process in the so-called Bonn Group of the United States, Britain, France, and West Germany, this exegesis explains that Britain played a leading role in building consensus and forming schemes to resolve the issue of the treatment of Quadripartite Rights and Responsibilities concerning Berlin in the Moscow treaty package. As background, this essay also explains the policies of the Harold Wilson’s Labour government and Edward Heath’s Conservative government regarding European détente in Europe, including West German Ostpolitik.  相似文献

Many observers of contemporary French politics would find it difficult to resist the temptation to conclude that France, alone among the European allies of the United States, has consistently had the greatest difficulty in adjusting to the reality of America's power. When that power occasions, as it frequently does, debates about “American empire,” French opposition to American influence seems to become even more pronounced. In fact, there has in recent decades been a distinctive French negative assessment of the merits of American empire, but it would be a mistake, or so this paper argues, to assume that French interests have invariably been at odds either with American power or with American empire. Using four eponymous figures to illustrate the French perspective on American empire in the past 100 years, this essay highlights how and why that assessment has evolved.  相似文献

Sir Ronald H. Campbell was the first British ambassador during the Second World War to manage a key bilateral relationship with a wartime ally. When the Germans invaded France in May 1940, Campbell's Embassy was transformed from a diplomatic reporting post into a frontline base that had to brief London not only on the political situation in France but also on strategic military matters. However, the British ambassador would constantly struggle to register his authority in the overall management of the Franco-British relationship, and more often than not, was bypassed by Whitehall departments, special advisors and senior ministers. Campbell only found himself in a more pivotal role as communications between the British and French Governments disintegrated and the latter moved to Bordeaux. It then fell upon Campbell to make some of the most dramatic decisions in twentieth century Franco-British history.  相似文献

In the years before and during the Second World War, the Roosevelt Administration played an important and often overlooked role in encouraging Britain's disengagement from the Indian subcontinent. Roosevelt's motivations in pressing for Indian independence were varied. They included a mix of principled opposition to colonialism, practical concern for the outcome of the war and pragmatic jockeying for influence with post-colonial nations when the war was won. Churchill's government was wary of being pushed by Washington to move more quickly to “quit India” than it thought prudent. U.S. policy and actions clearly influenced the direction of events toward independence, but U.S. caution as the war ground on led to disillusionment among nationalist leaders. This reaction would have consequences once swaraj was won and India came into its own, at a time when the Cold War was becoming the dominant factor in America's view of the world.  相似文献

In the literature on the turn to the left in the wider Latin American region, Central America has generally been neglected. The aim of this article is to seek to fill that gap, while specifically assessing the left turn's impact on prospects for democratization in the sub-region. Using three case studies – El Salvador, Honduras and Nicaragua – the article questions the usefulness of transition theory for analysis and instead offers a framework based on state/civil society interaction within the context of globalization. Four key conclusions are made: First, democratization is not a linear process, but can be subject to simultaneous processes of democratization and de-democratization. Second, continued deep structural inequalities remain central to the region's politics but these often provoke unproductive personalistic and partisan politics which can inhibit or curtail democratization. Third, interference from local and/or international economic actors can curtail or reverse democratization measures, underlining the influence of globalization. Fourth, Central America is particularly revelatory of these tendencies due to its acute exposure to extreme oligarchic power and outside influence. It hence can help shed light on wider questions on the blurring of boundaries between state, civil society and market and its impact on democratization, especially within the context of globalization. In this way the article contributes to the analysis of Central America in the current context of the ‘pink tide’, underlines the importance of continued analysis of Central America for democratization studies, and brings new insight to debates on transition theory.  相似文献

This analysis reviews a crucial moment in the contemporary political and constitutional history of Western Europe. Prior to the “empty chair crisis” in 1965–1966, an important Franco–West German summit had failed and allowed the French president, Charles De Gaulle, to jeopardise negotiations in the European Economic Community. This analysis not only illustrates the overwhelming importance of Franco–West German bilateralism in the prelude to the crisis, but also analyses the negotiating behaviours of De Gaulle and West German Chancellor Ludwig Erhard at the summit of 11–12 June 1965. Contrary to conventional wisdom, Erhard, rather than the allegedly anti-European De Gaulle, doomed the negotiations. Furthermore, this study draws pragmatically on social institutionalism and constructivism to shed light on Erhard’s mental map and identify the relevant considerations in his decision-making and bargaining. Rational choice approaches fail to explain the “human factor” in Erhard’s negotiating behaviour and the mysterious breakdown of Franco–West German entente in summer 1965.  相似文献

Abstract

This article analyses the development of the European Union (EU) as a global actor in the area of climate security. Building on this, it explicitly draws on constructivist concepts such as norm entrepreneurship and epistemic communities. To this end, it adopts the framework of epistemic communities, as developed by Peter Haas, in order to suggest that there is a group of EU officials, EU member states and think-tank activists, who drive the climate security agenda of the EU. Thus, it examines the precise actors involved in this EU epistemic community for climate security. This group promotes a reason for action at the global level, resulting in the attempt to diffuse this norm: climate change has consequences for international security; thus, it requires the development of appropriate policies and capabilities within the EU and globally. This article suggests that the epistemic community on climate security has been effective at diffusing this norm at both levels, albeit with differences.  相似文献
