The rhetorical use of labels in the war on terror has become an important tactic post 9/11. One such example is the deployment of the categories of “moderate” and “extremist” within counterterrorism discourse, with Muslims distinguished as either friend or foe based on this dichotomy. The moderate Muslim label is a relational term, only making sense when it is contrasted with what is seen as non-moderate (i.e., extremism). Such binary constructs carry a range of implicit assumptions about what is regarded as an acceptable form of Islam and the risks posed by the Islamic religion and Muslim communities. In this article, we explore the implications of this labelling for Muslim communities. In particular, we explore the interpretations Muslims themselves accord to the dichotomy of moderate and extremist and consider whether the use of such binary terms is at all helpful as a way of rallying Muslims to the cause of tackling terrorism and radicalisation. We draw on focus group data collected from Muslims living in Australia to inform our analysis.  相似文献

Australian foreign and security policy confronts a series of difficult challenges in coping with the emergence of an Islamic extremist threat in Southeast Asia. Australian policy makers are being drawn into unfamiliar linkages with moderate Islam, and into closer cooperation with Indonesia, the most populous Islamic nation in the world, in an attempt to offset Islamic extremists. Further, they must achieve those objectives at a time when important interests are at stake beyond Southeast Asia, when bipartisan agreement about the direction of foreign policy is waning, and when divisions over the appropriate trajectory of Australian security policy are intense. A delicacy almost unprecedented in Australian foreign policy will be required.  相似文献

The article examines the perception of jihad in Shi'a Islam. It first provides an overview of the understanding of jihad in Islam at large, and then examines the reflections of four central Shi'a thinkers on jihad. More so than the traditional Sunni approach to this concept, the Shi'a understanding of jihad is heavily influenced by perceptions of historical suffering, placing an emphasis on injustice, tyrannical rule, indignity, humiliation, and resistance. In recent decades, Shi'a and Sunni notions of jihad have become more closely aligned, as Salafi-Jihadists, who increasingly monopolize the Sunni discourse on jihad, persistently frame jihad as a response to the oppression by Western “infidel” regimes and tyrannical “apostate” regimes in the Arab and Muslim world.  相似文献

Al Qaeda's ideology is not new; their critique of the existing political and social order and vision for how to redeem the Muslim world builds on preexisting arguments of several 20th century predecessors who called for an Islamic revolution that would create a new order based on Islam. The persistence of revolutionary Islam suggests that these ideas need to be countered in order to strike at the root of the problem driving Islamically motivated terrorism and insurgency. U.S. efforts to defeat Al Qaeda, however, continue to focus primarily on killing or capturing the leadership, interdicting operations, and defensively bolstering the homeland and U.S. assets against various types of attacks. In order to confront Al Qaeda's ideology, U.S. efforts should focus on indirectly fostering “a market place of ideas”—the space and culture of questioning and debating—in order to challenge the grievances and solutions proposed by revolutionary Islam.  相似文献

Policy-makers who are confronted with the potential spread of violent extremist ideologies among prison inmates are challenged to design sustainable prison regimes which are suitable to counter prison radicalisation whilst rehabilitating and reintegrating inmates into society. This article outlines a theoretical framework that explains how uncertainty and pressure in the policy-making context heightens the need for structure that induces a shift towards intolerance and stereotypic black-and-white thinking, which leads to the introduction of unbalanced, one-sided prison regimes. We argue that in the long run, these prison regimes are likely to be self-undermining and unsustainable because they undermine long-term security objectives and cause undesired side effects. These propositions are illustrated by an in-depth case study of the Dutch terrorist detention policy.  相似文献

The summer 2006 war in Lebanon can be perceived through at least five different frames of reference. The US administration saw the war in Lebanon as a local manifestation of the global war on terror. According to this framework, Hezbollah is an Al Qaeda-type enemy, not a national group with a local agenda and constituency; bargaining with Hezbollah is not possible. This point of view makes fighting global terror more difficult and jeopardises the search for stability and peace in the region. Many Israeli and European politicians saw the war as a confrontation between radical Islam and a modern Israeli state, a clash of cultures between Islamic fundamentalists and Western civilisation. This frame of reference, however, fails to recognise the fault line within the Muslim world itself, between those who want to integrate their societies into a globalised world and those who do not. The conflict in Lebanon can also be interpreted as a consequence of the weakening of a state, a framework which underlines the need to strengthen Arab institutions, or as an asymmetrical war between an armed nation state and a guerrilla movement. Finally, the war in Lebanon can be seen as a conflict over power, land, resources and sovereignty–the classic realist perspective. If the international community fails to work toward a comprehensive peace settlement in the Middle East, another framework will gain strength in the Arab world: one that interprets events according to a theory of non-negotiable conflicts between Western imperialism and radical Islamic resistance.  相似文献

ABSTRACT

Why do Indonesian Muslims join Islamist extremist groups? This article explores four pathways to entry into Indonesian militant groups: study sessions, local conflict, kinship, and schools. It argues that within all four of these pathways, social bonds and relationships are the common thread in encouraging entry as well as in fostering commitment. Specifically, these relationships contribute to the formation and eventual consolidation of one’s identity as a member of the jihadi group through regular participation in activities, attending meetings, narrowing the circle of friends to those within the group, and participating in increasingly risky and possibly violent activities together. Drawing on original fieldwork including 49 interviews with current and former members of Jemaah Islamiyah, Mujahidin KOMPAK, Darul Islam, Mujahidin Tanah Runtuh, Indonesia’s pro-ISIS network, and other jihadist groups as well as 57 depositions and court documents, this article explores the development and evolution of these pathways and how relational ties play a role in each.  相似文献

This article focuses on the threat to Somalia by al Shabaab (The Youth), an extremist organization that controls most of southern and central Somalia. It learned its strategy and tactics from al Qaeda and the Taliban and relies heavily on a relatively small number of foreign fighters, most of whom are Somalis with foreign passports from the large Somali diaspora. The non-Somali contingent probably numbers only about 200 to 300, although it brings battlefield experience from Afghanistan and Iraq and provides al Shabaab with expertise in bomb making, remote-controlled explosions, suicide bombing and assassinations. Some of the foreigners occupy key positions in al Shabaab. The connection between al Shabaab and al Qaeda is growing stronger but has not yet reached the level of operational control by al Qaeda. Al Shabaab's draconian tactics, which are imported from outside and are anathema to most Somalis, and its foreign component may be its undoing.  相似文献

This article examines the transformation of the Chechen conflict from a predominately nationalist to jihadist struggle, and compares the similar changes that took place in the Kashmiri insurgency. Using global jihadist strategy and ideology, and the accompanying influence of Al Qaida, both conflicts are shown to have taken on a new ideology and to have expanded beyond previous areas of operation. In both instances, the political leadership wrapped themselves in the mantle of political Islam (Islamism) as ensuing violence led to rapid socioeconomic transformation and social breakdown, thus allowing foreign jihadists to exert power and take up/divert the cause. In the past few years, two main groups originating in Chechnya and Kashmir have taken on Western targets and become more indoctrinated in Al Qaida's global jihadist ideology: the Caucasus Emirate (CE) and Lashkar-e-Taiba (LeT). The opportunist franchising strategy of Al Qaida could come to play a role in the future of both groups, especially if the CE is able to coalesce into a more unified front. More importantly, the global jihadist attributes of the CE must begin to garner the same attention in the Western world as that of LeT.  相似文献

ABSTRACT

Political extremism suffers from a definitional deficiency. This article proposes an analytical definition of the term, which avoids using extremism in a pejorative way. This definition also avoids exclusive focus on violence. This definition encourages the analyst to explicitly make the case for defining an action or an actor as extremist by comparing the action or actor to its political context. The article then explores several dimensions of an extremist political identity that can help observers understand extremist behavior and goals. It uses this conceptual framework to consider three examples of political extremism. Finally, the article concludes with some limitations and strengths of this definition of political extremism.  相似文献

The on-going Kashmir conflict has metamorphosed into a formidable insurgency that has attracted extremist groups fromPakistan and elements of Al-Qaeda. Given Al-Qaeda's modus operandi as an international network based on already existing domestic extremist groups, this article argues for the resolution of the India-Pakistan Kashmir conflict as an avenue for shrinking the constituency of both Kashmiri domestic extremist groups and, by extension, that of Al-Qaeda's. Feasible options for resolutions are analyzed and an alternative proposition is suggested. An unresolved, or inadequately resolved, conflict is expected to lead the Kashmiri insurgency on a trajectory directed at the Pakistani government, possibly leading to that country's fragmentation and the subsequent expansion of Al-Qaeda's operational base. It is thus argued that the resolution of the Kashmir conflict be viewed as an integral component of the broader U.S. ‘war on terrorism’ and should compromise of delicate American diplomatic involvement in the India-Pakistan dialogue over Kashmir.  相似文献

With the rise of the Islamic State of Iraq and Syria (ISIS), the issue of radicalisation has loomed large in Western policy debates. Recent summits on countering violent extremism have sought to highlight the importance of undermining extremist narratives, mobilising moderate Muslims who oppose ISIS and working to address drivers of radicalisation. This article explores the ideological underpinnings of this approach. It focuses on what I call the “Muslim paranoia narrative”, a recurring feature of Western radicalisation discourse that helpfully captures its ideological commitments and their contemporary significance. Analysing its manifestation in American political culture, I argue that the Muslim paranoia narrative indicates a powerful process of ideological reproduction that works against approaches to counter-radicalisation centred on engagement and collaboration with Muslim communities.  相似文献

Western Muslims have joined jihadi groups in Afghanistan/Pakistan, Somalia and Syria to defend Islam from its perceived enemies. Transnational Islamist networks have played a pivotal role in bringing them to conflict zones by fulfilling three functions: radicalisation through mosques, radical preachers, and the Internet; recruitment which can be conducted either physically or digitally; and identity formation that provides the radicalised recruits with a larger cause to fight for as members of an imagined global community. Transnational Islamist networks are multifunctional entities on the rise.  相似文献

Development's policies are based on a set of premises: state‐building, state of law, democratisation, accountability and privatisation. The idea is that the Western concept of democracy could be implemented through the development of a ‘civil society’ of the building from scratch of new institutions. Such a model works when there is political will from the local political authorities and the society to adopt such a model (as was the case in Poland and Hungary after the collapse of the Soviet Union). But in any case a policy of development should be based on political legitimacy. In Iraq, as well as Afghanistan, political legitimacy means abiding with nationalism, Islam and local political culture (often based on clan‐ism and networks). In Iraq, the US policy has deliberately ignored the issue of legitimacy. In Afghanistan, because the US intervention was not part of a great design, it relied more on local constraints and thus has been more effective, or at least, less disruptive. The issue is not opposing a Western model of democracy to a national authoritarian political culture, but to root democracy into the local political culture. If not the policy of strengthening civil society, through political and military pressure as well as NGO's, has a disruptive effect and may lead to a conservative, nationalist and religious backlash.  相似文献

One prevailing view treats Al Qaeda as a monolithic entity with a global network of affiliates. Yet, certain affiliates appear more committed to local political and territorial goals – parochial, not global, terrorists. We construct a classification scheme to differentiate affiliates conceptually and empirically, and then track their types over time. We sort Al Qaeda’s network of affiliates using a principal components analysis of terrorist attacks from 1988 to 2012. We show that this aids in identifying latent affiliate types, and interpreting shifts in behavior. We find that despite Al Qaeda’s anti-western rhetoric, there exists a global-parochial divide in which most affiliates are parochial – with anti-Western groups pursuing local political goals even when Western targets remain. By providing an empirical strategy to identify which affiliates are more or less aligned with global terrorism, this research holds implications for the literatures on terrorism and civil war, terrorism and democracy, and the effects of counterterrorism.  相似文献

Information has emerged as a critical—potentially the decisive—front in both the global war with violent radical Islam and the overlapping but so far largely unadmitted Cold War with nonviolent radical Islam. In fact, the information front is undoubtedly the closest thing that al Qaeda has to a strategic center of gravity. Unfortunately, America faces an extremely hostile information environment in the Middle East and al Qaeda has proven far more effective at getting its message across than has the United States. A more effective U.S. information strategy would be one that stresses three themes: a democratic critique of radical Islam; an Islamic critique of radical Islam; and a critique of the crisis in Middle Eastern civilization. While these will not necessarily make the U.S. or its policies more popular, they may drive a wedge between radical Islam and potential supporters.  相似文献

Al Qaeda in the Arabian Peninsula’s Inspire magazine has received attention within Western academia and media for its role in inspiring and instructing a series of homegrown terrorist attacks. Reporting on the magazine often characterises it as a Western-centric instrument of jihadi discourse. This characterisation, while broadly accurate, is in need of refinement. Using a modified version of Jennifer Attride-Stirling’s method of thematic network analysis, this research visualises and analyses the narrative themes contained within fourteen issues of Inspire magazine. It demonstrates that the magazine’s narrative extends well beyond the Western world. In reality, Inspire’s themes centre not only on the West and its Muslim populations, but on local politics and broader religious issues. The magazine’s thematic focus has also shifted over time—particularly in response to (a) political volatility in the Middle East and North Africa, (b) the killing of prominent jihadists, and (c) the execution of successful individual jihad operations. Throughout these periods of change, Inspire struggled to maintain focus on its anti-Western narrative and proved easily distracted by local issues and the “martyrdom” of Al Qaeda leaders. Understanding Inspire’s thematic landscape and its shifting character prove important in understanding and responding effectively to its jihadi discourse.  相似文献

The threat of an Iranian‐style Islamic takeover of the newly independent states of Central Asia is currently more of a potential than actual threat to the secular rulers of these countries. Nonetheless, economic, environmental and nationality problems render these rulers vulnerable to a future Islamic potential challenge. The threat of Islam has been used by local leaders to justify dictatorships and intervene in neighboring countries, while foreign governments, such as Turkey and Israel, have sought to exploit the threat of Islam in Central Asia to strengthen their support from the United States. By contrast, Iran has downplayed the Islamic factor in its foreign policy toward these new republics and as a result has enhanced its relationship with Russia, which seeks to establish its hegemony over the region.  相似文献

How do parties representing minorities survive and expand at a time of majoritarian nationalism? Influential accounts suggest that the rise of majoritarianism should give rise to corresponding extremist outbidding in minority parties. Through a detailed case study of an Indian Muslim party in an era of Hindu majoritarianism, this article elaborates a new notion of non-extremist outbidding. It argues that outbidding need not imply appeals that are extremist in the sense that they are exclusionary, or religious, or intransigent. The agency of leaders, relatively neglected, plays a key role in determining the behavior of ethnic parties.  相似文献
