Observers of Russian state market relations typically consider the state as an entity engaged in creating rent-seeking opportunities for bureaucrats or powerful economic interests. The trajectory and outcomes of electricity sector reforms demonstrate the limits of this perspective and serve to highlight a developmental strand in Russian economic policy, which I call post-Soviet developmentalism. I found that post-Soviet developmentalism is key to understanding the patterns of market institutions that have emerged in the newly liberalized electricity sector and that they cannot be adequately explained if the state is largely seen as a predator or as captured by oligarchic interests. A close analysis of the institutional underpinnings of new electricity markets suggests that they were shaped in political bargains, in which the government sought to enlist Russia’s oligarchic conglomerates for its modernization agenda and developmental priorities. The paper links this discussion to three sets of theoretical literatures: It speaks to the debates on the post-Soviet transition, more broadly to the political economy of market reform, and finally, it addresses the developmental state literature.  相似文献

The essay critically examines the prospect of emulating a Silicon Valley-style regional development in the post-socialist context of East-Central Europe. It underlines the problematic nature of the Silicon Valley concept itself and examines the way in which the concept has been ‘domesticated’ in Ko?ice, a peripheral region in eastern Slovakia undergoing a painful post-socialist transformation towards the market economy. In doing so, the essay also highlights links between neoliberalism, post-socialism and the knowledge-based economy.  相似文献

The debate on the responsibility of the writer was, in France as in the USA, an attack against literary and artistic modernism. From Charles Maurras to Irving Babbit, the reaction against modernism presented itself as a defense of classicism and of tradition against romanticism. Far from being politically neutral, this attack identified romanticism with revolution and the destruction of the social order. The opposition between responsibility and freedom structured the debate from the end of the nineteenth century until World War II. The war entailed a loss of autonomy of the literary field which fostered, like during World War I, the imposition of national moralism. In both countries, a debate arose on the question of the responsibility of the writer, but it took a different form. Whereas the opposition between art for art’s sake and responsibility continued to structure it in the USA, the notion of responsibility was appropriated in France by the literary Resistance and redefined by Sartre at the Liberation.  相似文献

China has become a fast-growing economy with an unbalanced economic structure. Economic policies, especially fiscal and financial policies, contribute to the current growth model by depressing household disposable income and reducing the social services provided by the government. Laws that have been used by the government to subsidise investment and production by distorting factor markets are also to blame. Finally, rebalancing China’s growth pattern has proven to be extremely difficult due to political obstacles, including pressure from interest groups, gridlock caused by factional politics, and ideological discrimination against private entrepreneurs.  相似文献

Taiwan’s economic modernization and political democratization after World War II have been praised as good examples for emerging countries. As of 2014, Taiwan has successfully gone through four direct presidential elections and two rounds of peaceful transfer of power. However, continuing sectarian quarrels between the ruling Kuomintang and the opposition Democratic Progressive Party cast doubt on the suitability of democracy for a Confucian society. This pessimism is challenged by the emergence of a new political star. A political novice, Ko Wen-je (aka Ko-P), won a landslide victory in the 2014 Taipei mayoral election, which is seen as a phenomenon. It has significant political implications and has so far inspired changes in the political landscape. The adoption of entrepreneurial strategies, such as identifying problems, leading by example, and team creation, are unprecedented in Taiwan’s political campaign. The Ko-P phenomenon demonstrates a self-correcting mechanism in Taiwan’s political system and bodes well for the future of new democracies, particularly for the Greater China Region.  相似文献

Abstract

Wei Baqun, leader of the influential Donglan Peasant Movement in southern China in the 1920s and 1930s, was attacked by his Nationalist enemies as a real and dangerous Communist long before he joined the Chinese Communist Party. Meanwhile, some of his Communist comrades were reluctant to admit him into the Party or to recognize him as a genuine Communist even after he joined the Communist Party. But after his death, they all began to promote him as a perfect Communist. Through an analysis of Wei Baqun’s life and revolution, this article shows how controversial and conflicting perceptions of the political identity of a political leader could exert strong influence on the political career of the leader and on local and national politics in revolutionary China. The article also attempts to explain why the confusion and controversy over Wei Baqun’s identity dissipated after his death.  相似文献

The general election held on 8 November 2015 marked a significant turning point in Myanmar’s ongoing regime transition. Under the leadership of Aung San Suu Kyi, the National League for Democracy (NLD) overwhelmingly dominated the polls. Although the huge electoral mandate for the NLD suggests that further political liberalization in Myanmar is likely, the country is not yet undergoing a genuine democratization. Under the current constitutional framework, the military will remain a key actor within the government, thus a new power-sharing arrangement between the NLD and the military is inevitable. This article examines how Myanmar has transformed from a military regime into the military’s version of a ‘disciplined democracy’ and argues that the 2015 general election was not a precursor to a democratic government per se, but rather a re-affirmation of the military’s version of democracy, in which popularly elected civilian political parties are allowed to co-govern the country with the military.  相似文献

The spectacular scale and speed of China’s domestic renewable energy capacity development and technology catch-up has in recent years been followed by the ‘go out’ of Chinese clean energy technology firms seeking new markets and opportunities in sub-Saharan Africa. This paper explores the growing involvement of China in the development and transfer of renewable energy technologies in Africa and examines the key drivers and obstacles shaping Chinese renewable energy investments and exports. Far from there being some kind of grand or harmonious strategy directed by a single monolithic state, we argue that fragmented and decentralised state apparatuses and quasi-market actors in China are increasingly pursuing their own independent interests and agendas around renewable energy in Africa in ways often marked by conflict, inconsistency and incoherence. Moving beyond the state-centric analysis common in much of the research on contemporary China–Africa relations, we examine the motivations of a range of non-state and quasi-state actors, as well their different perceptions and constructions of risk, policy environments and political stability in recipient countries. The paper explores the case study example of South Africa, where Chinese firms have become increasingly significant in the diffusion of renewable energy technology.  相似文献

Rather than a simple imposition of the sharia law, the Islamization of postrevolutionary Iran transpired at the intersection of political necessities, social realities, religious considerations, and legislative initiatives. As much as the Islamization project transformed society, this social transformation also reconfigured the meaning of the sharia and expanded the boundaries of communities with interpretive authority over its legal injunctions. The Iranian postrevolutionary experience highlights the fallacies of bifurcated conceptions of religion and politics and more specifically that of church and state. Through the examination of two important legislations on abortion rights and women’s inheritance, I show the contingencies in which the sharia is understood and contested in public. The success or failure of the Islamic Republic depends not on the separation of church and state but on how pluralistic and open the communities that lay claim on religious interpretive authority will become.  相似文献

This paper will examine processes of democratization and “nationalization” with specific reference to the Second Polish Republic (II Rzeczpospolita) and the interwar period. Starting from a consideration of broader theoretical concepts concerning transformation processes and their relation to the analytical categories of gender and ethnicity, it will discuss the introduction of political rights for women in 1918 as a case study for the role women’s suffrage played in the process of democratization. A closer examination of the activity of three selected female members of parliament – a Polish, Jewish, and Ukrainian MP – in the Polish parliament will help to clarify if and how gender and ethnicity mattered in political institutions. It is argued that especially their speeches, by addressing specifically political demands in a certain way, that is, how they spoke in the name of their sex, nation, and ethnicity, show a close interlinkage between democratization and nationalization during the Second Polish Republic. From this will emerge a more general outlook on the extent to which the recognition of women’s suffrage molded the basis for equality between women and men, and if the legally guaranteed equality really included all citizens of the Polish state.  相似文献
