In this article, we focus on the consequences of quorum requirements for turnout in referendums. We use a rational choice, decision theoretic voting model to demonstrate that participation quorums change the incentives some electors face, inducing those who oppose changes in the status quo and expect to be in the minority to abstain. As a result, paradoxically, participation quorums decrease electoral participation. We test our model’s predictions using data for all referendums held in current European Union countries from 1970 until 2007, and show that the existence of a participation quorums increases abstention by more than ten percentage points.  相似文献

This article proposes a framework to recast our thinking about political participation. The approach adopted insists on the role of collective actors and their agents – the political elites – in the democratic process and, by implication, in determining the amount and forms of individual political participation. The proposed framework builds on a simple model of representative government and introduces some major changes in the political context which have become ever more conspicuous in the course of the last 30 years, and which are substantially modifying the conditions for conventional (electoral) and unconventional political participation. Prominent among these changes are the increasing role of the media in politics, and the decline of party control over the voters. These changes tend to enhance both electoral and non-electoral forms of participation. Another set of contemporary institutional changes reduces the electoral accountability of political decision-makers, with expected consequences that are more ambiguous for both electoral and non-electoral participation.  相似文献

Commuting has become an increasingly important feature of modern life. Theories of public participation, such as the civic voluntarism model, claim that commuting is likely to reduce the time available for political activism. Based on data from an American context, Robert Putnam in Bowling Alone has concluded that this is exactly what happens. However, empirical studies based on European data on how commuting may affect political participation are rare. This article aims to address this question with regard to Swedish city-regions. Is there also a negative relationship between commuting and citizen participation in Sweden?
The analysis is based on survey data for 7,200 citizens from seven Swedish city-regions belonging to three different size categories. The relationship between commuting and several different forms of public participation is investigated, controlling for the variables suggested by the civic voluntarism model. The analysis indicates that there are no signs of a negative relationship and some aspects of participation are actually positively linked to commuting. These findings suggest that the civic voluntarism model needs to be revised, at least in a European context. The article ends with a discussion about how differences between Sweden and the US can be accounted for and what the more general consequences for democracy may be.  相似文献

Internet‐based platforms are increasingly being used by governments around the world to facilitate public engagement with citizens. However, it remains an open question whether participation through these platforms can actually enable citizens to influence policies. We address this question by studying the patterns and consequences of online participation at a major electronic petition platform in China, a country with the world's largest Internet‐using population. Content analysis of over 900,000 petitions reveals that a substantial share of them concern lower‐class issues and are originated from less developed rural and suburban areas. Linking variations in petition volumes to an original data set of government policy priorities, we further show that online participation led governments to place greater emphasis on social welfare policies and to increase the coverage of a key low‐income assistance program. These results underscore the potential of online participation as an important mechanism to improve the quality of governance.  相似文献

Previous research on racial differences in group affiliation and activism examines the role of organizational involvement both as a form of social participation and as an independent predictor of political participation. This study is based on data from a national sample of the 1987 adult population that replicated the basic measures of social and political participation from Verba and Nie’s classic study. We separate our respondents into homogeneous racial groups and specify organizational participation by type of association to determine which group joins what organization and the relevance of such patterns for involvement in the polity. Although our findings only provide mixed support for the claim advanced by other scholars that Blacks’ social activity exceeds or equals that of Whites once controls for sociodemographic status are taken into consideration, these results provide clear evidence that Black and White organizations differ in their capacity to motivate their members for political activity.  相似文献

Scholars typically argue that elite polarization has only negative consequences for American politics. I challenge this view by demonstrating that elite polarization, by clarifying where the parties stand on the issues of the day, causes ordinary voters to adopt more consistent attitudes. Scholars have made such claims in the past, but because only observational data has been available, demonstrating a cause-and-effect relationship has proven to be difficult. I use original experiments to verify that there is a small but significant causal link between elite polarization and voter consistency. These findings have important normative implications for our understanding of the consequences of elite polarization, the role of political parties in a modern democracy, and the standards scholars use to assess citizen competence and participation.  相似文献

Although national elections in Latin America are now described as reasonably free and fair by international observations teams, electoral processes are still affected by a series of malpractices (unequal access to the media and public resources, registration problems, vote buying). These irregularities negatively affect citizens' trust in elections. In this paper, we analyze the consequences of low trust in elections and exposure to vote buying practices on electoral participation in Latin America. Using data from the 2010 wave of LAPOP surveys, we find that perceiving that the election is unfair reduces the willingness to participate in national elections, but receiving material incentives during the campaign has the opposite effect of increasing electoral participation. We also show that the effect of trust in elections on turnout is larger in countries where voting is not mandatory.  相似文献

Medicare buy-in programs are designed to reduce out-of-pocket expenses of beneficiaries with modest income and assets. This article provides estimates of the size of the Medicare beneficiary population eligible for the Qualified Medicare Beneficiary (QMB) program, the Specified Low-Income Medicare Beneficiary (SLMB) program, and the Qualified Individual-1 (QI-1) program. The buy-in programs use the same resource limits (twice those used in the Supplemental Security Income (SSI) program) but different thresholds for determining income eligibility. The QMB program uses 100 percent of the poverty line as the cutoff, QI-1 covers persons above 120 percent but at or below 135 percent of the poverty line, and the SLMB program is in between. Making informed judgments about the rate of participation in the buy-in programs and the need for outreach requires an accurate estimate of the size of the eligible population. If that population is underestimated, policymakers might come to unduly optimistic conclusions about current buy-in participation. In contrast, an overestimate may make current participation seem too low. If policymakers react to an upwardly biased estimate of the eligible population by increasing outreach, they are bound to be disappointed by the results of that effort. Estimates of the eligible population from past studies of the QMB and SLMB programs range from 5.1 million to 9.1 million. In the absence of new information, it is difficult to judge the accuracy of those estimates because the methodologies had substantial shortcomings that might bias the results. The most common shortcomings include the lack of high-quality, monthly income data and the lack of information on assets from the same data file that was used to estimate participation and income eligibility for Medicare. The current study uses the most recently available (as of August 2000) Survey of Income and Program Participation (SIPP) file that is matched to the Social Security Administration's (SSA's) administrative records. The data file covers 1995 information. Estimates were also obtained using 1991 data to assess the sensitivity of eligibility estimates to the year chosen. The SIPP has several major advantages over other data sources because it contains relevant, high-quality information on both income and assets for establishing financial eligibility for the buy-in programs. First, the SIPP collects detailed and conceptually appropriate information on monthly, rather than annual, income and therefore has more complete information about income than do other surveys. As a result, SIPP-based estimates of poverty are substantially lower than estimates based on the Current Population Survey. Second, the SIPP also collects information on assets at the individual level. Thus, the survey provides enough detail to measure the major income and asset exclusions directly. Finally, the SIPP data are matched to SSA administrative records: Medicare eligibility can therefore be accurately measured, and self-reported data on Social Security and SSI benefits can be replaced with more accurate monthly information. Our 1995 simulation estimates that approximately 4.8 million persons in the U.S. noninstitutionalized population were eligible for the QMB program and an additional 1.6 million for the SLMB program. The total--roughly 6.5 million--is within the range of estimates from past studies but is closer to the lower end, suggesting that the eligible population is smaller than was previously believed. When the estimated QI-1 eligible population of 0.9 million is added, the total for the three buy-in programs is 7.4 million. Because the QI-1 program did not exist in 1995, only the estimated 6.5 million QMBs and SLMBs would actually have been eligible to receive benefits. The 7.4 million figure represents the 1995 Medicare beneficiaries who would be eligible for buy-in under program rules for 2000. Adjusting that number to account for increases in the Medicare population between 1995 and 1999 yields an estimated eligible population of 7.8 million in 1999. Compared with other elderly Medicare recipients, eligible elderly QMBs and SLMBs have poorer health, more functional limitations, and higher rates of health care use. Thus, not only are their income resources relatively limited, but their need for potentially expensive medical care is also greater. Similar differences were not found in health, functional limitations, and health care use among disabled participants in the QMB and SLMB programs. Our estimates imply that about 2.5 million noninstitutionalized individuals were eligible for but not enrolled in the QMB and SLMB programs in 1999. That finding suggests that fewer eligibles may be available for targeting by outreach efforts than was previously believed. The causes of participation in social programs have been studied extensively, with prominent roles found for program rules and benefits. A lack of information about these programs has been suggested as a cause of low participation rates among certain groups, but it is often difficult to distinguish between the role of information sharing and other features of a neighborhood, such as factors that are common to people of the same ethnicities or socioeconomic opportunities, or uniquely local methods of program implementation. We seek to gain new insight into the potential role of information flows by investigating what happens when information is disrupted. We exploit rich microdata from Florida vital records and program participation files to explore declines in Women, Infants, and Children (WIC) participation during pregnancy among foreign‐born Hispanics in the “information shock” period surrounding welfare reform. We identify how the size of these reductions is affected by having a high density of neighbors from the same place of origin. Specifically, we compare changes in WIC participation among Hispanic immigrants living in neighborhoods with a larger concentration of own‐origin immigrants to those with a smaller concentration of own‐origin immigrants, holding constant the size of the immigrant population and the share of immigrants in the neighborhood who are Hispanic. We find strong evidence that having a denser network of own‐origin immigrants mediated the information shock faced by immigrant women in the wake of welfare reform.  相似文献

New voluntary individual savings accounts have been proposed by some as a part of, or in addition to, Social Security. The success of these proposals would depend greatly on how many workers participate. This paper compares participation rates in three existing voluntary individual account-type plans--Individual Retirement Accounts (IRAs), 401(k)s, and the federal Thrift Savings Plan (TSP)--to clarify expectations about who might participate in a voluntary individual account system. It finds that participants in IRAs, 401(k)s, and the TSP tend to be disproportionately male, higher earners, older, full-time workers, and either white or nonblack minorities compared with the population at large. Differences in earnings explain much of the difference between participation rates of men and women, however, but less of the difference between participation rates of workers of different races. Whether participation in a new system of voluntary individual accounts would resemble participation in IRAs, 401(k)s, or the TSP would depend on a number of factors. For instance, the population covered by 401(k)s and the TSP is much smaller than that covered by Social Security. Average earnings are also higher among 401(k) and TSP participants than for workers covered by Social Security, which, based on these findings, suggests that participation rates could be lower in a universal system. Participation would also depend on many other factors, however, such as the extent of matching contributions or other financial incentives, the investment options available, and the amount of education provided to potential participants.  相似文献

The need for greater public involvement in environmental decisionmaking has been highlighted in recent high‐profile research reports and emphasized by leaders at all levels of government. In some cases, environmental agencies have opened the door to greater participation in their programs. However, there is relatively little information on what can be gained from greater public involvement and what makes some programs work while others fail. This article presents an evaluation of public participation in several cases of environmental planning in the Great Lakes region, focusing on how effectively these efforts introduced public values into government decisionmaking, resolved conflict among stakeholders, and built trust in environmental agencies. Data for the analysis came from a “case survey” method in which the authors systematically coded information from previously written case studies. The research findings support an optimistic view of public participation—although not without important caveats—and emphasize the importance of communication and commitment in the participatory process. © 2000 by the Association for Public Policy Analysis and Management.  相似文献

Abstract.  This article proposes an agenda for political participation research aimed at providing empirical answers to questions derived from normative political theory. Based on a threefold distinction between responsive, participatory and deliberative models of democracy, the article first distinguishes three conceptions of political participation: as influencing attempts, as direct decision making, and as political discussion. Second, it is argued that each of the three models is associated with different desired consequences of political participation: equal protection of interests, self-development and subjective legitimacy. Third, a procedural standard is identified from which to evaluate the mechanism generating the three types of participation. By analogy with theories of distributive justice, this mechanism should be sensitive to incentives but insensitive to resources. The empirical questions thus implied are finally drawn together into an integrated agenda for future participation studies.  相似文献

A growing chorus of scholars laments the apparent decline of political participation in America, and the negative implications of this trend for American democracy. This article questions this position – arguing that previous studies misdiagnosed the sources of political change and the consequences of changing norms of citizenship for Americans' political engagement. Citizenship norms are shifting from a pattern of duty-based citizenship to engaged citizenship. Using data from the 2005 'Citizenship, Involvement, Democracy' survey of the Center for Democracy and Civil Society (CDACS) I describe these two faces of citizenship, and trace their impact on political participation. Rather than the erosion of participation, this norm shift is altering and expanding the patterns of political participation in America.  相似文献

Research has consistently shown that women are less likely than men to participate in political parties as members and activists; this participation gender gap has persisted despite narrowing gender gaps in education, employment and in other types of political participation.  Yet while the gaps are widespread, their size varies greatly by country as well as by party.  To what extent do party organizational factors help explain these disparities? More pointedly, are there any lessons to be learned from past experiences about party mechanisms which might help to reduce these gaps? To answer these questions, this study investigates grassroots partisan participation in 68 parties in 12 parliamentary democracies, considering whether factors that have been shown to boost the number of women candidates and legislators are also associated with changing the traditionally male dominance of grassroots party politics.  We find evidence of links between some party mechanisms and higher women's intra-party participation; however, because the same relationship holds for men's participation, they do not alter the participation gender gap. Only greater participation of women in parties’ parliamentary delegations is associated with smaller grassroots gender gaps. We conclude that parties which wish to close grassroots gender gaps should not rely solely on efforts aimed at remedying gender gaps at the elite level.  相似文献

Participatory innovations (PIs) have been introduced as one possible cure to democratic malaises. Empirical research on these mechanisms for citizen participation has, however, focused on their effects on individuals and policy outcomes, leaving aside their consequences for the wider public. This article fills part of the gap by examining the effect of PIs on perceived legitimacy. The article acknowledges that citizens value not only outcomes but also the inclusiveness of decision-making processes, and defines procedural fairness and outcome satisfaction as the key evaluative criteria behind perceived legitimacy. Both total number and type of PIs are considered as possible factors shaping legitimacy evaluations. By analysing data from 9,022 citizens in 30 Finnish municipalities, the article reveals that introducing PIs is not a simple fix for legitimacy of local governments. The type of participation matters, with discursive participation generating the strongest effects on procedural fairness. However, attention should also be paid to citizens’ awareness of participation possibilities.  相似文献

Two departures from antecedent rent-seeking models are invoked: a rent of unknown size is sought, and rent seekers obtain private imperfect estimates of this size. A symmetric equilibrium for a fixed number of rent seekers is characterized, and shown to underdissipate the rent. Then a model of the decision to obtain private information and participate in the rent-seeking contest is built. The symmetric equilibrium participation probability equates expected profit to participation costs. A simple formula for underdissipation results: dissipation is incomplete precisely by the expected aggregate participation costs. If an award mechanism can attain a lower level of dissipation for a fixed number of seekers, then it will raise the endogenous probability of participation, and as a result will dissipate less rent in the equilibrium with an endogenous number of seekers.  相似文献

We address the frequent critique that voter registration is a barrier to participation in the US. Institutional reforms to voter registration produce only small impacts on participation. We show the registration barrier can be reduced without changing laws or administrative processes using official communication seeking to change individual political behavior. In collaboration with state election agencies in two states, we conducted large-scale field experiments using low cost postcards aimed at increasing registration among eligible but unregistered citizens. The experiments find statistically and substantively significant effects on registration and turnout in subsequent elections. The research partnership with election officials is unusual and important for understanding electoral participation. Further, the population targeted for registration is broader than prior experiments on voter registration in the US. The results provide important insights about voter registration as a barrier to political participation, plus practical guidance for election officials to reduce this barrier.  相似文献

A long-standing puzzle in electoral research is why the disproportionality of electoral systems has a negative effect on voter participation in established democracies, but not in new democracies. We propose a learning theory of electoral system’s effects, and test it in a cross-national analysis and by using Spain as a case study. Electoral disproportionality is unrelated to voter participation in early elections after democratization, but the relationship is increasingly visible as democracies grow older. The case study uncovers two mechanisms: small parties optimize their mobilization strategy only after the first democratic elections, and the difference in the turnout rates of small party supporters and large party supporters grows over time. Time is needed before the consequences of electoral systems are fully revealed. Importantly, the findings suggest that studies carried out just after an electoral system is created or reformed may provide downward biased estimates of their long-term consequences.  相似文献

This article presents and empirically evaluates an analytical experiment in which we seek to translate individual-level explanations of differences in political participation to an organizational level. Utilizing the Civic Voluntarism Model, we analyse the consequences of voluntary associations’ politically valuable ‘resources’, ‘motivation’, and ‘recruitment networks’. Using data from a survey of ethnic associations in Stockholm, Sweden, results suggest that the overall logic of how associational-level political participation is encouraged resembles corresponding mechanisms on the individual level. We conclude that both our theoretical argument and empirical findings merit further analyses of civil society actors’ political participation with the approach taken in this study.  相似文献
