ABSTRACT

While progress has been made in creating conversations between the secular and faith actors involved in developmental issues, a distinct binary still exists. This could potentially be limiting a holistic response to gender-based violence, a global public health, development, humanitarian, and human rights issue. This article explores how perceptions of this binary – faith versus secular – are understood to impact GBV prevention and response efforts. Drawing on interviews conducted during a scoping study, the opinions and experiences of actors from faith-based organisations and academic institutions are used to shed light on how the faith-secular binary is being upheld and challenged, and how it is perceived to be impacting holistic GBV prevention and response.  相似文献

SUMMARY

Due to rapid social, economic and political change, many aspects of the traditional male sex role have been rendered increasingly dysfunctional and obsolete. This has led to a period of destabilisation in traditional gender roles and relationships, prompting sex role strain and a contemporary ‘crisis of masculinity’. This alleged crisis has given rise to renewed interest in the male sex role, providing the impetus for a new field of study in the eighties known as Men's Studies. This article examines the underlying assumptions of the so-called crisis of masculinity theory, and the factors that have precipitated this alleged crisis, namely the rise of feminism and the women's movement, the gay liberation movement, the declining emotional and mental health of men, and the rise of the mass media and popular culture.  相似文献

The article explores the crisis in Iceland's relations with the Western Alliance following a left-wing government's decisions, in 1971, to expand Iceland's fishery limits and to demand the withdrawal of US military forces. This sparked a cod war with Britain and a diplomatic stand-off with the United States, with NATO in the middle. It analyzes the motives behind Iceland's behaviour – especially the tension between a pro Western foreign policy course and a domestic anti Western nationalism – the Western response within the context of alliance politics and the democratic peace theory, and the role of international mediation and domestic political realignments in diffusing the crisis.  相似文献

The global financial crisis is envisaged to have impacted some Southern countries, including India, less severely than most countries in the North. India's expected economic growth of over nine per cent was brought down to just over five per cent. In the aftermath of the crisis, a positive growth figure itself sent optimistic signals. But in a country where nearly 80 per cent of the population – mostly in rural areas – lives on under US$2 a day with a high level of social and economic vulnerability, the effects of the crisis threaten to push many into deprivation. Yet, scattered evidence suggests the emergence of savings-led self-help groups for women amongst the poorest and socially excluded communities to overcome financial vulnerabilities. Grounded in participatory methods, the focal point this is the individual rural woman driving the well-being and the poverty agenda. The paper considers if there are lessons that can be drawn from this micro-level shift for the larger global crisis.

La crise financière mondiale et les groupes d'entraide en Inde rurale : y a-t-il des enseignements à tirer de leurs modèles de micro-épargne ?

On estime que la crise financière mondiale a eu un impact sur certains pays du Sud, y compris l'Inde, moins important que sur les pays de l'hémisphère Nord. La croissance économique prévue de l'Inde de plus de neuf pour cent a été réduite par la crise à juste un peu plus de cinq pour cent. Au lendemain de la crise, un chiffre de croissance positif a lui-même transmis des signaux optimistes. Mais dans un pays où presque 80 pour cent de la population – principalement en milieu rural – vit avec moins de 2 $ US par jour, avec un important degré de vulnérabilités sociales et économiques, les effets de la crise menacent de faire sombrer de nombreuses personnes dans l'indigence. Or, des données éparpillées suggèrent l'apparition de groupes d'entraide axés sur l'épargne pour les femmes parmi les communautés les plus pauvres et les plus socialement exclues pour leur permettre de surmonter leurs vulnérabilités financières. Avec comme socle les méthodes participatives, ces groupes ont comme axe le fait que ce sont les femmes rurales individuelles qui impulsent l'ordre du jour de la qualité de vie et de la pauvreté. Cet article demande s'il y a des enseignements à tirer de cette évolution au niveau micro pour la crise mondiale dans son ensemble.

La crisis financiera mundial y los grupos de autoayuda en la India rural: ¿existen aprendizajes de su modelo de microahorros?

Es comúnmente aceptado que la crisis financiera mundial ha tenido un impacto menos fuerte en algunos de los países del Sur como India que en la mayoría de los países del Norte. El crecimiento económico de más de 9% previsto para India se redujo a un poco más de 5%. El hecho de que tras la crisis la tasa de crecimiento haya sido positiva generó señales optimistas. Aún así, en un país donde casi 80% de la población – la mayoría residente en áreas rurales – vive con menos de usd 2 diarios y con un elevado nivel de vulnerabilidades socioeconómicas, los efectos de la crisis amenazaron con dejar a muchas personas en la penuria. Sin embargo, algunas investigaciones indican el surgimiento de grupos de autoayuda encabezados por mujeres y centrados en el ahorro, cuyo objetivo es enfrentar la vulnerabilidad financiera en las comunidades más pobres y socialmente marginadas. Utilizando métodos participativos, el centro de atención de este estudio es la mujer campesina que está impulsando los esfuerzos para lograr el bienestar y superar la pobreza. El artículo analiza la existencia de aprendizajes derivados de este cambio a nivel micro que pudieran ser aplicados a la crisis mundial más amplia.

A crise financeira global e grupos de auto-ajuda na Índia rural: há lições a serem tiradas de seu modelo de micropoupança?

Considera-se que a crise financeira global tenha tido impacto menos severo em alguns países do hemisfério sul, inclusive a Índia, do que na maioria dos países do hemisfério norte. A previsão de crescimento econômico da Índia de mais de nove por cento foi reduzida para apenas um pouco acima de cinco por cento. Na sequência da crise, um próprio dado positivo de crescimento enviou sinais otimistas. Mas em um país em que quase 80 por cento da população – a maioria em áreas rurais – vivem com menos de US$2 por dia, com um alto nível de vulnerabilidade social e econômica, os efeitos da crise ameaçam deixar muitos em situação de privação. Porém, evidências dispersas sugerem a emergência de grupos de auto-ajuda que visam poupar para que as mulheres que estão entre as comunidades mais pobres e socialmente excluídas superem as vulnerabilidades financeiras. Baseado em métodos participativos, o ponto de enfoque são as mulheres rurais individuais dirigindo a agenda sobre bem-estar e pobreza. O artigo avalia se existem lições que podem ser extraídas desta mudança de nível micro para a crise global mais geral.  相似文献

Abstract

This research is based on the assumption that social media sites – such as Facebook, Twitter and YouTube – have changed the way in which memes (culturally transmitted ideas) are transmitted or spread. It is argued that social media have provided the most fertile environment for the replication of memes to date. The social networking site Facebook is the main social media example used throughout the research. The way in which Facebook is represented in film, as well as the ways in which the offline lives of the characters are affected by their social media profiles, specifically as depicted in the film Catfish (Joost and Schulman 2010) are analysed. Lastly, it is argued that one can construct an entirely new persona, or merely experiment with different aspects of who you are, on social media sites. This online persona can be influenced by the memes one chooses to spread online. Naturally, all memes carry connotations, values and judgements. These memes collate with one's profile and, thus, the connotations attached to the memes one shares are then associated with one's online persona/profile. It is found that although a social networking user tries to portray him/herself in an idealised manner, these memetic connotations give a true impression of his/her offline persona. As a result, there is not much difference between the user's online and offline personae.  相似文献

This article aims to argue that identity is an important variable in determining the motivational disposition of the Indian state’s external security behavior. It offers a constructivist explanation to India’s increasing engagement with the Asia-Pacific region and argues that India’s deepening engagement with the region is a reflection of its desire to craft a new external identity for itself – the identity of an “Asia-Pacific player.” The desire for an “Asia-Pacific identity” is in part precipitated by Indian political elite’s perception of a crisis in India’s external identity immediately after the end of the Cold War, along with its intuitive desire for recognition within the international system. This ongoing identity shift offers to explain many visible changes in India’s post-Cold War foreign security behavior.  相似文献

This article examines Kitano Takeshi's film Kikujiro (Kikujirō no Natsu, 1999) from two directions: first, as an as an experiment in moving versus still photography, and second, as an exploration of time, memory and Japanese identity. I argue that it is in Kitano's cinematic use of elements from the kabuki drama that the two aspects come together. Kitano plays upon the conventions of both kabuki and film media to highlight the significance of the ‘still shot’ as it functions in human memory. By presenting moments of the story in the format of a child's photograph album, Kitano is able to explore ideas of ‘adult’ and ‘child’ as equally arbitrary constructions. Throughout Kikujiro, Kitano draws on a rich tradition of film, drama and television convention in order to explore the idea of where identity comes from – does it come from the past, the present, or do we make it up ourselves? Kitano places emphasis on the still mie pose to heighten emotion and draw attention to the present moment. By contrasting this method against that of photography, Kitano juxtaposes past and present modes of expression, enabling him to interrogate notions of time and the supposed timelessness of art. Finally, Kitano's critical use of the past locates identity not in some distant, unobtainable myth of the nation, but in the lived experience of each individual as a human being.  相似文献

The war in Libya of 2011 is generally portrayed as yet more evidence of the European Union (EU)'s inability to formulate a coordinated foreign policy. While the crisis took place in the EU's backyard, joint foreign policy action was hindered by member states' disagreements on whether or not to establish a no-fly zone in Libya. While this is true of political decision-makers, this paper investigates whether governmental decisions were reflected in similar divisions in national news media or whether references to European identity and criticism of European disunity transcended national media boundaries. Comparing a total of 6746 newspaper articles from Germany, France, the UK, Austria and the USA, the findings show that intergovernmental differences did not lead to similarly divided public spheres. Public debates in France, Germany and Austria constantly referred to a European foreign policy identity, though EU identity references were largely absent from UK newspapers.  相似文献

Conventional wisdom has it that the new government of Romano Prodi managed to effect a significant “shift” in Italy's foreign policy away from the course of the centre-right in the proverbial first 100 days of government. A number of discontinuities with the foreign policy of the Berlusconi government have been invoked, ranging from Italy's relations with Europe and its transatlantic posture, to its engagement with areas of crisis such as the Middle East. But these claims have to be substantially qualified. In fact, it appears that the foreign policy of the Prodi government has rather pragmatically blended elements of change and continuity, and that the shift which has occurred in some areas should be understood more as a combination of domestic and international developments than a result of the change in government alone. Moreover, in order to really change Italy's foreign policy – and change it for the better – the government should focus on a different set of priorities, mainly the institutions, instruments, politics, and ideas of foreign policy.  相似文献

Abstract

The present era is one of pseudo-communication and overwhelming relativism, where, at best, the ability to persuade one's opponents or a potential audience of the ‘rightness’ (as opposed to the communicable ‘truth’) of one's position, is all important. A closer look at the recent film, Thank you for smoking, shows it to be a stalking horse for precisely this kind of pseudo-communication and relativism, and an all the more successful one in light of its rhetorical sophistication and entertainment value. However, this is no reason to give up on the old-fashioned notion of communication (or ‘truth’), even if one has to reject the illusion – so long entertained by Western philosophy – of unambiguously clear communication of the ‘truth’ in any univocal or absolute sense. Through an analysis of the film in question an attempt is made here to demonstrate that it is a supremely persuasive piece of sophistry in the sense that Plato gave to the term, but that today (given what one has learned from the post-structuralist thinkers), instead of rejecting it on this basis, one should appropriate its lessons in rhetoric and turn it against itself, showing how a complex notion of communication and ‘truth’ of a certain kind may be uncovered in its interstitial rhetorical spaces. This is of particular importance to South Africa, given the fact that ‘persuasive communication’ forms part of curricula in communication studies. The paper aims to show how short sighted the unqualified emphasis on ‘persuasion’ is, especially in South Africa.  相似文献

Nigeria's abundant natural resource endowments should earn the country's bragging rights as the “Giant of Africa”. Instead, 52 years of corrupt practices among the often recycled ruling elites in post-independence Nigeria have crippled this giant and turned what should be one of the country's strongest assets – its vast oil wealth – into a curse. This article critically examines the concerns for corruption as an enduring obstacle to Nigeria's development writ large. After providing a historical trajectory of corrupt practices in Nigeria from the mid-1980s to the present, it discusses some of the recent corruption scandals in the country, in particular the issues surrounding the US$6.8 billion that was drained from Nigeria between 2009 and 2012 in the fuel subsidy scam. The conclusion makes a case for the reworking of a pervasive system in Nigeria that “pardons” corruption and “recycles” corrupt rulers.  相似文献

Since the late twentieth century, assisted reproductive technologies have brought new challenges to our understanding of the family and gender relations. There are ever-widening gaps between medical practice, legal regulation and everyday understandings and practices. Some recent popular cultural texts in Japan have explored the issues raised by non-commercial surrogate motherhood. The background to these texts is a series of controversies concerning surrogacy and the use of assisted reproductive technologies and wider societal anxieties about family, reproduction and population management. In this article, I will focus on two novels by a medical practitioner and popular novelist who writes under the pseudonym Kaidō Takeru – Gene Waltz (Kaidō 2008) and Madonna Verde (Kaidō 2010) – and the associated film (ōtani 2011) and television series (NHK 2011). The fact that it was the national broadcaster Nippon Hōsō Kyōkai (NHK) that dramatised Madonna Verde suggests that the discussion of these issues was thought to have wide social and cultural resonance. I will place these texts in their social and cultural context with reference to medical, legal and popular discourses on new reproductive technologies in contemporary Japan. These new reproductive technologies have the potential to force a rethinking of masculinity, femininity, parenthood, family and gender relations. The popular texts also, however, draw on pre-existing ways of thinking about masculinity, femininity, marriage, reproduction and the relationships among science, ‘nature’ and society.  相似文献

Although global influences – in the form of international finance coupled with discourses of partnership, participation, good governance, and democracy – exercise an increasing influence on national and local governance arrangements worldwide, comparative studies across the traditional South/North divide remain extremely rare. Drawing on findings from a comparative study of Malawi's PRSP and Ireland's national Social Partnership process, this article demonstrates that a shifting of conceptual boundaries beyond traditionally delineated geographic borders is not just valid but essential, in that it helps to reveal new perspectives on the politics underlying globalised development processes and the transformative potential of those processes.  相似文献

China's energy policy is traditionally based on self-sufficiency. While energy bottlenecks have often been cited as a limitation to China's economic growth, China has been successful at producing energy using its domestic coal – albeit putting a strain on transport and producing a high degree of pollution. Aggressively after 2001, China has started to search for external resources, both to supply its voracious appetite for oil and to insure its economy against possible geopolitical disruptions – including the threat of sanctions. This has given Chinese companies a life of their own, making them large international actors. Today, China is both saddled with new responsibilities for the developing countries in which it owns sizeable exploitation rights, and influenced by a new thinking on energy security, based on the idea of improving energy efficiency before developing resources. This offers opportunities for the West – and Japan – in cooperating with China, a huge energy importer, to lessen the dominance of producers, create business opportunities for energy efficiency equipment, and also to cap CO2 and other emissions.  相似文献

A deeper understanding of terrorist disengagement offers important insights for policymakers and practitioners seeking to persuade individuals to leave these groups. Current research highlights the importance of certain “push” and “pull” factors in explaining disengagement. However, such studies tell us very little about the relative frequencies at which these hypothesized factors are associated with leaving in the terrorist population. Using data collected from eighty-seven autobiographical accounts, we find that push, rather than pull, factors are more commonly cited as playing a large role in individuals' disengagement decisions and that the experience of certain push factors increases the probability an individual will choose to leave. Importantly, disillusionment with the group's strategy or actions, disagreements with group leaders or members, dissatisfaction with one's day-to-day tasks, and burnout are more often reported as driving disengagement decisions than de-radicalization. Finally, our results suggest that ideological commitment may moderate one's susceptibility to pull factors.  相似文献

Is Belarus an enviable constant in international relations: a maverick, isolated from the West and inseparable from the East? On the surface, there seems to be business as usual: Lukashenko's regime remains unchallenged; Belarus’ relations with the European Union – spasmodic at best; while its absorption into Russia's Eurasian project continues apace. Yet, some critical disjunctures – manifested in government tacit resistance to Russia's influence, and more instructively, in people's growing affinity with Europe – may indicate a sea-change transformation in the very fabric of society. This article, utilizing extensive and subject-focused research, conducted in the country between 2009 and 2013, examines the nature and causalities of the occurring change. It argues that democracy promotion, in Belarus’ case, may work better when depoliticized and inculcated, through norms, regulations, and practices of international order, into the daily lives of individuals. Through its continued technocratic, inclusive, and sector-level engagement, European Union governance, even under the conditions of limited bilateral dialogue, have succeeded in fostering much-needed space for reciprocal learning and critical reasoning, which may have far greater transformative potential than manufacturing a single collective will for democracy building.  相似文献

The global economic crisis revealed China to be an interdependent giant, one whose ‘rise’ was undeniable but also one whose deepening participation in transnational production sharing and network trade made it highly susceptible to an external shock. China weathered the storm relatively well – avoiding a recession, in particular – not because it had ‘decoupled’ from the G7 economies but because its stimulus measures were unusually swift and powerful. One cost, however, has been a worsening domestic imbalance between investment and consumption that carries a heightened risk of asset price inflation, non-performing loans and destabilising levels of local government debt. Meanwhile, China’s ties to the world economy have not fundamentally changed since the crisis began. Despite stirring leader rhetoric and summit declarations, the BRICS have made only modest progress in meeting their goals. East Asia, North America and Europe remain China’s principal trade partners, and cross-border production chains connecting these regions remain the dominant mode of China’s incorporation into the world economy.  相似文献

Theorists often claim that being bigger than one's counterparts offers advantages in multilateral negotiations. In this article, I examine that argument using data from negotiations in the United Nations General Assembly (UNGA). The article analyzes and compares the activity levels of smaller and larger states in international negotiations, and sheds light on the conditions under which the latter “punch below their weight.” My analysis indicates that size directly affects participation, but not success rates. Bigger states can better formulate national positions on a broad range of issues, enabling their diplomats to more actively participate in negotiations, while smaller states are absent more often. Activity is conducive to success, which helps bigger states. But not every negotiation strategy is equally effective. In the UNGA's one‐state, one‐vote context, bigger states are not able to systematically exert disproportionate influence despite their often superior financial resources and bargaining strategies.  相似文献

Does democracy influence economic policymaking and outcomes? Our study investigates the implications of Dahl's two dimensions of democracy (‘polyarchy’): contestation/competition and inclusion/participation. We hypothesize that increases in democratic competition inspire policy incrementalism, thus lowering growth volatility and generating fewer deep crises. Meanwhile, increases in substantive democratic inclusion – genuine political voice, or democratic participation in the presence of a minimum of contestation – should increase the political weight of relatively poor voters, who have a differentially strong aversion to deep growth crises. A statistical analysis of 149 countries for 1961–98 finds greater democracy associated with fewer years of sharply negative growth (‘crisis’), with both democratic contestation and substantive inclusion contributing to this outcome. Our conclusions question the wisdom of designing economic policy institutions that are intentionally insulated from the democratic process.  相似文献

Ukraine's current policy line is counterproductive, according to the authors. Not only may potential supporters be unable to help Ukraine, they will probably not want to help it and will ignore the consequences of its distress given their preoccupation with other problems. Then many wolves will flock not only to Ukraine's but to Europe's door obliging us then to confront a much greater crisis with fewer resources at hand to meet it.  相似文献
