ABSTRACT

Joseph Nye’s concept of “soft power” has become an increasingly used term to help explain why states—including so-called “emerging states”—are paying greater attention to acquiring various forms of cultural and political attraction. However, within mainstream International Relations, Political Science, and Sport Studies literature, a continuous debate remains as to what actually constitutes soft power, how national leaders go about acquiring it, and how forms of attraction convert into power outcomes in both the short- and long-term. This analysis endeavours to overcome these issues by offering an “ideal type” model that details states’ soft power strategies, the mechanisms they use, and the tangible future outcomes they gain.  相似文献

Why do multi-ethnic states treat various ethnic groups differently? How do ethnic groups respond to these state policies? We argue that interstate relations and ethnic group perceptions about the relative strength of competing states are important—but neglected—factors in accounting for the variation in state-ethnic group relations. In particular, whether an ethnic group is perceived as having an external patron matters a great deal for the host state's treatment of the group. If the external patron of the ethnic group is an enemy of the host state, then repression is likely. If it is an ally, then accommodation ensues. Given the existence of an external patron, an ethnic group's response to a host state's policies depends on the perceptions about the relative strength of the external patron vis-à-vis the host state and whether the support is originating from an enemy or an ally of the host state. We present five configurations and illustrate our theoretical framework on the eighteen largest ethnic groups in China from 1949 to 1965, tracing the Chinese government's policies toward these groups, and examine how each group responded to these various nation-building policies.  相似文献

The post-communist Italian Left has experienced a long phase of ideational misalignment between ideas placed at different levels, as a qualified discursive institutionalist approach demonstrates. Background public philosophies have often clashed with post-communist political ideology, while foreign policy programmes have often contradicted specific policies. Under the leadership of Matteo Renzi, however, the PD is now experiencing a moment of remarkable ideational consistency. Rather than being founded on entirely new premises, this new consensus folds old elements into new ones and shows all the defining traits of post-ideology. Yet, by espousing post-ideology, Renzi is making an ultimately ideological move whose limitations may soon start to show.  相似文献

This article examines the idea of a Baltic Nuclear-Weapon Free Zone (NWFZ) in the context of the Russian Federation’s deterrence and escalation management theories, largely as enunciated by Russian military theorists. It first introduces the history of the Baltic NWFZ idea from the early 1960s to the present proposals, and then explores Russian escalation management. Sir Ronald H. Campbell was the first British ambassador during the Second World War to manage a key bilateral relationship with a wartime ally. When the Germans invaded France in May 1940, Campbell's Embassy was transformed from a diplomatic reporting post into a frontline base that had to brief London not only on the political situation in France but also on strategic military matters. However, the British ambassador would constantly struggle to register his authority in the overall management of the Franco-British relationship, and more often than not, was bypassed by Whitehall departments, special advisors and senior ministers. Campbell only found himself in a more pivotal role as communications between the British and French Governments disintegrated and the latter moved to Bordeaux. It then fell upon Campbell to make some of the most dramatic decisions in twentieth century Franco-British history.  相似文献

This paper outlines the development and evolution of the normative positions of China, Brazil and India on issues surrounding the responsibility to protect (R2P) by charting their engagement in the ‘institutionalized conversation’ within the United Nations. In doing so, it seeks to dispel characterizations of these states as having adopted individual or common positions that either wholly reject or accept R2P. The nuances of the adaption and adoption of their postures need to be appreciated. Indeed, of the three component ‘pillars’ of R2P, they find themselves in general accord regarding Pillar One (state responsibility) and Pillar Two (prevention and assistance). It is on Pillar Three (reaction and response) that they diverge from each other and find themselves most at variance with ‘Western’ agendas of intervention and regime change. This divergence is most sharply drawn at present, in light of the Libyan and ongoing Syrian experiences.  相似文献

Abstract

While much of the debate over the implications of China’s rise tends to dichotomise around either status quo or revisionist predictions, the reality seems to lie somewhere in between. In broad terms, China has embraced multilateral forms of cooperation and governance. This does not mean, however, that it is satisfied with the distribution of power in many international institutions, or some of the norms and principles that underpin them. This has resulted in a reformist position, with China increasingly willing to offer its own supplementary alternatives. China’s rise has also provided an important economic alternative to dealing with the West, and considerably undermined the ability of others to establish their preferences and world views. China’s lack of commitment to democracy and the external promotion of human rights remains a key reason why some analysts remain unconvinced about the long-term ambitions of an illiberal actor in a global liberal order.  相似文献

We bring together a collection of papers that were presented at the inaugural event of the Asia‐Europe Energy Policy Research Network (AEEPRN), held at Singapore in May 2012. The idea for creating AEEPRN was in response to the growing importance of energy in Asia and Europe’s relations and to our shared belief that energy will become a more significant aspect of these relations over the forthcoming years and decades. We describe a novel hybrid method of content analysis that combines the speed of computerized text analysis with the contextual sensitivity of human raters, and apply it to speeches that were given by major leaders of Al-Qaeda (AQ)—both in its “core” Afghanistan/Pakistan region and its affiliate group in Iraq. The proposed “Ideology Extraction using Linguistic Extremization” (IELEX) categorization method has acceptable levels of inter-rater and test-retest reliabilities. The method uncovered subtle (and potentially non-conscious) differences in the emphases that Usama Bin Laden and Ayman Al-Zawahiri put on the various components of their ideological justification for terrorism. We show how these differences were independently recognized as the crux of the rift in AQ, based on documents that were confiscated in Abbottabad following Usama Bin Laden’s assassination. Additionally, several of the ideological discrepancies that we detected between AQ “core” and its Iraqi affiliate correspond to schisms that presumably led to the splintering of AQ Iraq and the rise of ISIS. We discuss IELEX’s capability to quantify a variety of grievance-based terrorist ideologies, along with its use towards more focused and efficient counter-terrorism and counter-messaging policies.  相似文献

In William Kentridge’s The refusal of time (2012), comment on time as both a scientific and a human entity is produced. A complex mix of the visual and nominal vocabularies of early ‘rudimentary’ technological invention, scientific experimentation and contemporary digital language characterises the artwork. Conceptually, the structural, technological and visual components of the work predominantly articulate figure tropes of space, time and motion. The work is explored through the lens of heterotopia as articulated by French philosopher michel Foucault, with special attention to the artist’s articulation of space, time and motion. the construal proceeds through the investigation of the visual metaphors implied by the organisation of space; the depiction of movement; time ticking; the allusion to human beings’ fascination with invention; science and technology; and the products thereof, especially the creation of automatons. interpreting the work as representing heterotopic temporality in space, it is argued that such heterotopic entities defy clock time as stringent ‘regular’ time. an examination is conducted of the meta-narratives on science and technology alluded to in The refusal of time, including mention of the early development of automatons; modernistic French thought; advancements in physics around 1900; and postmodern takes on science and technology.  相似文献

The present contribution explores the changing relationship between the European Union (EU) and the two largest countries in its eastern neighbourhood, namely Ukraine and Russia, between 1991 and 2014. Taking the differential between the existence of the EU Strategic Partnership (SP) with Russia and the absence of such an arrangement in the relationship with Ukraine as a point of departure, it investigates how the EU has dealt with different aspirations and challenges stemming from its two largest eastern neighbours. Adopting the Social Identity Theory perspective, the contribution analyses the interrelationship between the evolution of the EU’s SP approach towards the eastern neighbours and the development of (particular dimensions of) the EU’s identity. It demonstrates how the process of categorization relating to the ideational ‘self’, ‘we’ and ‘other’ took place; and how only the EU’s relationship with Russia and not that with Ukraine has accumulated the discursive markers of a strategic partnership. The contribution, furthermore, analyses the challenges to the EU changing approach stemming from the 2013–2014 Ukraine crisis.  相似文献

This article focuses on the shift in the attitude of the liberal American journalist Louis Fischer to India. It contrasts Fischer’s admiration of Mahatma Gandhi and his support for Indian independence, expressed vociferously and prolifically in the period 1942-47, with Fischer’s criticisms and eventual opposition to the personality and foreign policy of Jawaharlal Nehru, India’s first Prime Minister. Going beyond Fischer’s reputation as a “friend of India” earned through his works on Gandhi and his efforts for Indian independence, thus far considered as the only important prisms to study his views on India, this treatment of Fischer situates his criticism of Nehru within his personal development as an anti-communist in the late 1940s and 1950s. This shift in Fischer’s attitude from Gandhi to Nehru provides an interesting personal sidelight to the intergovernmental relations between India and America in that period.  相似文献

New scholarly literature that focuses on the currency of soft power is emerging in the analysis of South Africa’s foreign policy. This nascent strand of discourse seeks to capture the nexus between the ideational value of soft power and Pretoria’s foreign policy. Despite pockets of literature in this regard, there has been little analysis of the communicative settings and adaptations of soft power in the South African context. Within this analytical context, this article aims to contribute to existing discourse on South Africa’s soft power by probing the agents, sources and subjects involved in its cultivation and unpacking the links between these communicative environments. These issues are critical, given the recent emphasis on the role and utility of soft power for achieving South Africa’s foreign policy ambitions. The article stresses that, in the long term, the deepening of South Africa’s soft power capability and influence will depend largely on the extent of the strategic calibration between the communicative realms of actors, instruments and recipients.  相似文献

The simultaneous rise of China and India is one of the most important developments in contemporary world politics. Given their steadily growing power and aspirations and China’s more assertive posture in Asia, the management of China’s rise is one of the major challenges for India’s foreign policy. However, India is often said to have no guiding strategic framework for its China policy, which is seen as incoherent and reactive. This article, by contrast, shows that India has an evolving China strategy and that the alleged inconsistencies in India’s China policy are rather the result of an ambivalent image of China. Drawing on constructivism and discourse analysis, the article identifies the dominant perception of China in India’s foreign policy discourse and the resulting foreign policy strategy. In a next step, the article analyzes the China policy of the Congress-led UPA Government and investigates whether it conforms to the strategic policy frame of the dominant China discourse.  相似文献
