目前、四川、山西、广东深圳等地所进行的乡镇长选举制度改革尝试的实质是政治参与水平和层次的提高与扩大,符合中国民主政治发展的长远方向。但在当前这个转型的关键时期,将这种改革尝试向更大的范围和更高的更次推广的时机尚不成熟。对当前的政治发展与政治稳定而言,遏制腐败蔓延比发展政治民主更重要,提高政府能力比扩大政治参与更重要,发展党内民主比发展党外民主更重要。  相似文献

Polls conducted for the Times Mirror/Pew Research Center for The People & The Press enable us to explore reading's impact on democratic citizenship in the United States. After exploring literacy's meaning and significance, we assess how much Americans read and how reading affects key facets of democratic citizenship: attention to, knowledge of, and participation in public affairs and tolerance for unpopular groups. A measure of time spent reading the day before being interviewed is a significant predictor of democratic citizenship, even when other key factors' effects are taken into account. Reading remains essential to the quality of citizenship in modern democracy.  相似文献

This article investigates whether the smaller gender gaps in political engagement, found in more proportional electoral systems, translate into smaller gender differences in political participation. Using data from the Comparative Study of Electoral Systems, it presents the argument that more proportional systems may send signals that multiple interests are included in the policy‐making process, which may increase women's levels of political participation and thereby reduce gender gaps. Additionally, the article tests for the possibility that a greater number of political parties and the elected representatives they provide act as barriers to political participation that have a greater impact on women's levels of participation than men's. It is argued that women's lower levels of political resources and engagement might create more difficult barriers for them than for men. Results lend little support for the first hypothesis, but a greater confirmation for the second.  相似文献

How do economic grievances affect citizens’ inclination to protest? Given rising levels of inequality and widespread economic hardship in the aftermath of the Great Recession, this question is crucial for political science: if adverse economic conditions depress citizens’ engagement, as many contributions have argued, then the economic crisis may well feed into a crisis of democracy. However, the existing research on the link between economic grievances and political participation remains empirically inconclusive. It is argued in this article that this is due to two distinct shortcomings, which are effectively addressed by combining the strengths of political economy and social movement theories. Based on ESS and EU-SILC data from 2006–2012, as well as newly collected data on political protest in 28 European countries, a novel, more fine-grained conceptualisation of objective economic grievances considerably improves our understanding of the direct link between economic grievances and protest behaviour. While structural economic disadvantage (i.e., the level of grievances) unambiguously de-mobilises individuals, the deterioration of economic prospects (i.e., a change in grievances) instead increases political activity. Revealing these two countervailing effects provides an important clarification that helps reconcile many seemingly conflicting findings in the existing literature. Second, the article shows that the level of political mobilisation substantially moderates this direct link between individual hardship and political activity. In a strongly mobilised environment, even structural economic disadvantage is no longer an impediment to political participation. There is a strong political message in this interacting factor: if the presence of organised and visible political action is a decisive signal for citizens that conditions the micro-level link between economic grievances and protest, then democracy itself – that is, organised collective action – can help sustain political equality and prevent the vicious circle of democratic erosion.  相似文献

Empirical political behavior research has consistently observed a robust and positive relationship between education and political engagement, but has failed to adequately explain why education is so important. Using data from the Baccalaureate and Beyond (B&B) Longitudinal Study, I test three competing hypotheses explaining the enduring link between higher education and political behavior. I find that a verbal SAT scores and a social science curriculum are related to future political engagement, suggesting that the content of higher education, especially a curriculum that develops language and civic skills, is influential in shaping participation in American democracy. Analysis for this article relied on restricted-use data from the National Center for Education Statistics. This study analyzes how perceptions of discrimination against oneself and/or one’s group and whether one self-identifies in national (American), national origin, or panethnic terms affect levels of political engagement among Latinos in the United States. The findings show that perceptions of discrimination against oneself are particularly damaging in that they promote both behavioral and attitudinal alienation (e.g., non-voting and lack of trust), especially among Latinos who identify primarily as American. Behavioral alienation can be mitigated, and even overcome, when perceptions of discrimination are accompanied by a panethnic or national origin self-identification. However, the attitudinal alienation created by perceptions of discrimination is not mitigated by any type of self-identification. These findings shed light on understudied factors that affect political engagement that are going to become more important to understand as the American population continues its ethnic diversification. In addition to expanding our knowledge of political engagement generally, this study also raises important questions about whether the adoption of an American self-identification is in fact beneficial for the health of our participatory political system as a whole.  相似文献

Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

Many observers suggest that white evangelical Protestant churches serve to mobilize their members into politics, while others argue that they encourage withdrawal from political life. This paper reconciles these two claims. I hypothesize that the time members of evangelical Protestant denominations spend in service to their church comes at the expense of participation in the wider community, contrary to the way mainline Protestant and Catholic churches foster civic activity among their members. However, I further hypothesize that the tight social networks formed through this intensive church activity can at times facilitate rapid and intense political mobilization. Data from the Citizen Participation Study supports the first hypothesis, while applying King's method of ecological inference to two elections in Alabama supports the second.  相似文献

Scholars of US politics report a strong connection between income inequality and party polarisation. This study evaluates this relationship comparatively, and finds that the opposite association holds outside the United States, namely, that increasing inequality depolarises political parties’ economic positions. High levels of inequality change the composition of the core constituencies on the left and depress the participation of low-income voters, leaving left-wing parties with less support when they adopt distinct leftward positions. At the same time, inequality does not create strong incentives for right-wing parties to move further rightward. Therefore, income inequality leads to party systems that are depolarised on economic issues. The results have implications for our understanding of political representation, economic inequality, and political polarisation.  相似文献

Relying on the Voter Supplement File of the November 2000 Current Population Survey (CPS), this study assesses sociodemographic influences on the registration status and turnout of Latino citizens in the United States. Latinos' deficits on socioeconomic status and social-connectedness largely account for their lower levels of participation. This study also provides a thorough assessment of whether and of how the influences on electoral participation differ between Anglos and Latinos. Noteworthy findings emerge. Whereas formal education and marriage demonstrate greater influence on the participation of Anglos, Latinos reap greater participatory benefits from age.  相似文献

Abstract

This article presents an overview of current understandings in the study of political and civic engagement and participation, drawing in particular on innovations which have emerged from the Processes Influencing Democratic Ownership and Participation (PIDOP) project. For the purposes of the article, ‘engagement’ is defined as having an interest in, paying attention to, or having knowledge, beliefs, opinions, attitudes, or feelings about either political or civic matters, whereas ‘participation’ is defined in terms of political and civic participatory behaviours. The different forms that political and civic engagement and participation can take are outlined, and the factors that are related to different patterns of engagement and participation are reviewed. These factors operate at different levels, and include distal macro contextual factors, demographic factors, proximal social factors, and endogenous psychological factors. An integrative model covering all four levels of factors is outlined. Some findings from the secondary analysis of existing data-sets (including the European Social Survey and the International Social Survey Programme) in the PIDOP project are also reported. These findings show that engagement and participation vary as a function of complex interactions between macro, demographic, and psychological factors. It is argued that multi-level integrative theories, such as the one proposed in the current article, are required to understand the drivers of political and civic engagement and participation, and that policies and interventions aimed at enhancing citizens' levels of engagement and participation need to take this multi-level complexity into account.  相似文献

Empirical research into the possible positive consequences of deliberation increasingly reveals that there is a complex relationship between deliberation and its effects on citizens. In this experimental study I examine the relationship between internal political efficacy and one type of deliberation: deliberative decision-making. I also test whether different structures of decision-making mediate between deliberation and internal political efficacy. The data suggest that deliberative decision-making had no direct effect on a global measure of internal political efficacy. Participants in face-to-face deliberative decision-making, though, had higher scores on a situation-specific measure of internal political efficacy than participants who only voted. The structures of decision-making had no effect on either measure of internal political efficacy. These results support claims that deliberation will not necessarily lead to direct, positive effects on citizens internal political efficacy, but they also highlight the likelihood that face-to-face deliberation can lead citizens to feel more competent in their deliberative abilities.  相似文献

This paper reviews the problem of declining turnout and proposes as a solution a system whereby each elector would be legally obliged to vote in the first election for which they were eligible. Popular attitudes toward first‐time compulsory voting are measured and probed by means of UK data. The main findings of the paper are that first‐time compulsory voting is a politically and administratively feasible proposal that appears tentatively to command popular support and has the potential to help address a number of the problems associated with declining turnout, and in particular low rates of electoral participation among younger citizens.  相似文献

This study analyses why income inequality and party polarisation proceed together in some countries but not in others. By focusing on the relationship between income inequality, the permissiveness of electoral systems and party polarisation, the study offers a theoretical explanation for how the combination of income inequality and permissive electoral systems generates higher party polarisation. After analysing a cross‐national dataset of party polarisation, income inequality and electoral institutions covering 24 advanced democracies between 1960 and 2011, it is found that a simple correlation between income inequality and party polarisation is not strong. However, the empirical results indicate that greater income inequality under permissive electoral systems contributes to growing party polarisation, which suggests that parties only have diverging ideological platforms due to greater income inequality when electoral systems encourage their moves towards the extreme; parties do not diverge when electoral systems discourage their moves towards the extreme.  相似文献

This mixed-methods study examined the long-term associations between two kinds of politics courses—required political science courses and required family policy courses—and the political participation, knowledge, skill, efficacy, and politically engaged identity of child and family studies alumni. Two special cases were examined: those who remembered their required political science and policy courses compared with the other groups. Additionally, open-ended responses were coded and analyzed. Together, the quantitative and qualitative data suggest that college courses impacted alumni political awareness in college but political awareness did not translate as strongly into later political participation as previous literature has assumed. Findings highlight the importance of postcollege personal connections and work experience in shaping political participation. Educators and researchers should consider this complex relationship between what students learn in college and what they may later experience in adulthood when developing curriculum for students who are not political science majors.  相似文献

The literature on party system nationalisation has yet to provide a better understanding of the impact of short‐term factors upon the nationalisation of politics. This article helps to fill this literature gap by analysing the effect of economic conditions on party system nationalisation. The argument is that economic crises will decrease levels of nationalisation by amplifying territorial variation in preferences for redistribution, limiting political parties’ capacity to coordinate divergent interests across districts and triggering the emergence of new political forces. Data on 47 countries for the 1960–2011 period confirm this hypothesis and show that lower economic growth during the years prior to the election is associated with a decrease in levels of party system nationalisation in the next election. The result is robust to variation in the specification of the econometric model and to the use of different measures of nationalisation. Results also show that federal institutions increase the impact of economic conditions on the nationalisation of politics, whereas any moderating effect of electoral system proportionality on the economy is not found.  相似文献

It is generally understood that voter turnout is strongly related to closeness of electoral competition. This research report examines the results of the 2005 election in the context of the debate on declining youth turnout at general elections. Many scholars have investigated the relationship between ideological orientations and mass participation, and there is also a growing number of studies comparing political attitudes and behaviour between electoral winners and losers. This article seeks to bring together these two strands of literature with respect to political participation, focusing on the interaction between citizens’ winner/loser status and ideological distance from their government. Analysis of data from 34 countries highlights the importance of this interactive effect: while previous works suggest that losers have a greater propensity to take part in political activities, it is shown here that this relationship holds true only when losers occupy a position along the left‐right spectrum distant from the government. Furthermore, while the hypothesised interactive effect is empirically confirmed for turnout, the magnitude of its impact is much greater for more costly modes of participation such as contacting, campaigning and protesting  相似文献
