Inspired by the need to find lasting solutions to violent conflict, the author stated the research question by asking ‘how can community knowledge be given a new centrality so that it can contribute to innovative conflict resolution?’ In answering this question, the author argues that conflict mapping is a strong influential instrument not only for community research, but also to empower a community to deal with conflict, promote equity of discourse on all dimensions of a conflict, as well as to create a web of equal relationships among peace-builders to resolve conflicts. The conceptual framework addresses conflict mapping; the top-down/bottom-up approach to conflict resolution and introduces the concept ‘innovative conflict resolution’. Examples of centralising community knowledge in some African societies are offered. The conceptual framework and examples from Africa are then applied to practical conflict mapping that was performed as part of a community engaged participatory research project with a San community in South Africa.  相似文献

What happens when the ‘international’ as a distinct social space is approached from the perspective of war rather than war from the perspective of the ‘international’? Tarak Barkawi's question (Millennium, 39:3, 2011, 701–706) is best answered by attempts to understand war not as part of inter/intra-state relations but as a socio-cultural, trans-historical institution that impacts on the ‘everyday’ lives of men, women and children. In this article I argue that war is not a disruption of the ‘everyday’, an abstraction that has a definite beginning and end, something we enter into and exit. Instead, it can be captured in daily and mundane lived experiences of people and in powerful emotions that constitute ‘self’, community and the ‘other.’ Drawing upon my research on wars in South Asia, I particularly reflect on how war shapes the banal and the fervent and how cultural and political narratives of ‘war bodies’ perform the ‘international’ in a variety of ways. Most significantly I want to draw attention to how international relations as a scholarly discipline is so deeply engaged with war and yet seems to have an estranged relationship with it.  相似文献

Abstract

This article analyzes which role the Atlantic Alliance plays in the Arctic and whether it can contribute to the security and territorial integrity of its members in the region. In a dramatic change from the cold war era, the Arctic is no longer at the center of a conflict between two hostile superpowers. But what can a basically military organization such as NATO – though with proven political functions – contribute to stabilizing the Arctic region if its major challenges are non-military? With regional challenges resulting mostly from globalization and climate change, it is open to question whether a military alliance such as NATO has the will and the capability to cope with them. We might thus need to look also at individual members’ interests and abilities besides searching for joint alliance action. If we find NATO not up to the challenges, which alternative institutions offer themselves for coping with the political conflicts and controversies in the Polar region?  相似文献

Where does the clash of civilizations thesis and its underlying us-versus-them mentality come from? How has the idea been engineered historically and ideologically in the ‘east’ and ‘west’? What were the functions of Christianity and Islam to these ends? These are some of the questions that will be discussed in this article that engages both the clash of civilizations thesis and the discourse of ‘Orientalism’ more generally. Dissecting the many manifestations of mutual retributions, the article establishes the nuances of the ‘clash’ mentality within the constructs we commonly refer to as ‘Islam’ and the ‘west’, showing how it is based on a questionable ontology, how it has served particular political interests and how it is not inevitable. What is presented, rather, is a short genealogy of this idea, dispelling some of its underlying myths and inventions along the way.  相似文献

This paper discusses the nature and dynamics of the Niger Delta conflict and traces the structural origin of the conflict to a dysfunctional Nigerian ‘state-nation’ that is a product of colonisation. The paper argues that the conflict is best understood as a process viewed in terms of nests or phases. Building on previous findings on the aetiology of African conflicts and contemporary scholarship on African politics, the paper identifies how different phases of the Niger Delta conflict interact to impel the conflict toward escalation. Consequently, it is argued that both the ‘marginalisation-relative deprivation’ and the ‘political economy of war’ theses have been instrumental in furthering our understanding of the conflict along different lines. However, the tendency for both perspectives to claim superiority over the other has meant that each only offers a partial truth and is therefore unable to explain the increasing intensity and longevity of the Niger Delta conflict. Indeed, it is shown how these theses feed into the discursive struggle between militants, militant entrepreneurs and the Nigerian Government in ways that allow for the commodification of the Niger Delta people. The paper concludes by exploring the implications of the emerging issues for the return of peace in the Niger Delta.  相似文献

Within the literature on conflict resolution and peace-building, there is a growing awareness about the need to move beyond ‘minimalist’ (absence of war) and ‘maximalist’ (absence of different types of structural violence) notions of peace. While the first concept is too narrow—it conceals much human suffering and does not take into account the root causes of armed conflict—the latter is too inclusive, open-ended and difficult to measure. There is, despite this growing consciousness, a lack of midterm definitions of peace that can help peacemakers assess whether a peace process is on the right track, say 10 or 15 years after a civil war has been terminated. In fact, when operationalising and empirically measuring how ‘peaceful’ post-civil war societies are, many scholars continue to employ indicators based on minimalist or maximalist visions of peace. In this article we introduce the concept of ‘legitimate peace’, which we argue can function as a midterm benchmark for peacemakers, and outline the benefits associated with its use.  相似文献

While it is still too early to analyse the consequences of the war in Iraq, the chaos and crime that immediately followed the end of the war has led to an analysis of the post‐war strategy. What we have specifically to explore is how certain assumptions and ‘blind spots’ have prevented us from formulating a useful strategy for dealing with illicit activity in the aftermath of conflicts. As a result, we are constantly surprised by upsurges in crime and drug production and trafficking, and thus are being forced to react to situations that we are not prepared for, nor fully understand. This need not be the case as we have the experience of the last two decades to draw upon, provided we analyse it in a more sophisticated manner.  相似文献

Do natural disasters prolong civil conflict? Or are disasters more likely to encourage peace as hostilities diminish when confronting shared hardship or as shifts in the balance of power between insurgents and the state hasten cessation? To address these questions, this study performs an event history analysis of disasters’ impact on the duration of 224 armed intrastate conflicts occurring in 86 states between 1946 and 2005. I contend that natural disasters increase conflict duration by decreasing the state’s capacity to suppress insurgency, while reinforcing insurgent groups’ ability to evade capture and avoid defeat. First, disasters’ economic impact coupled with state financial outlays for disaster relief and reconstruction, reduce resources available for counterinsurgency and nation building in conflict zones. Second, the military’s role in administering humanitarian assistance can reduce the availability of troops and military hardware for counterinsurgency, prompt temporary ceasefires with insurgents, or both. Third, natural disasters can cause infrastructural damages that disproportionately hinder the state’s capacity to execute counterinsurgency missions, thereby making insurgent forces more difficult to capture and overcome. The combination of these dynamics should encourage longer conflicts in states with higher incidence of disaster. Empirical evidence strongly supports this contention, indicating that states with greater disaster vulnerability fight longer wars.  相似文献

The Liberian civil war has been portrayed as a primary example of ‘new wars’, drawing attention both to the economic motives and the global character of the conflict. However, to focus excessively on material explanations and greed-inspired motivations of actors may lead to one-sided explanations of conflict. This article suggests that there is little ‘new’ about the Liberian war. Rather, it can best be understood as a violent expression of the tendencies, organisation and attitudes towards identity, society and class that have underpinned Liberia since its formation in the 19th century. The ‘new war’ literature helps us to understand one important dimension of the Liberian conflict. However, too much emphasis on this dimension may also lead scholars and policy-makers to neglect the ideational aspect of conflict. These are of immense importance to a full understanding of civil war and its dynamics.  相似文献

Contemporary Marxist students of international relations, like their mainstream counterparts, disagree over whether geopolitics has a future. Many believe that it has none, either because globalized capitalism has overcome the nation-state or because the ‘informal empire’ of the United States has overridden inter-state conflict. This article supports those who argue that significant economic and political conflicts persist among the main capitalist states. It does so by exploring the question of whether, in Marxist theory, the capitalist economic system and the international system of states are necessarily or contingently related. Marx's method in Capital offers, it is argued, a way of non-reductively incorporating the state system within the capitalist mode of production. This argument provides the basis for a partial reconciliation of Marxism and realism. More importantly, it offers a theoretical framework in which to explore the scope for inter-state conflict in the 21st century.  相似文献

Abstract

What kind of theoretical or methodological changes are needed to more effectively theorize global politics? This question is one increasingly posed, one reason being the ever burgeoning weight of violence on our global political landscapes. To investigate this, the central concept examined at the workshop from which this special section emanates was relationality. Motivated by feminist scholarship, my initial question was, ‘Why did we not focus the whole workshop around feminist theory?’ This question is posed alongside the clear knowledge that the workshop was not ‘about’ feminism and thus it might not seem rational to choose such a focus. Yet given the concept and practice of relationality was so deeply embedded in feminist work, I wondered how feminism could have been forgotten. In this article, I explore the idea of ‘forgetting feminism’ through a further question, namely, ‘Is sexism (still) at work in international relations [IR]?’ This involves a perusal of the work of sexual politics and sexism, IR’s putative ‘failure to love’ and a personal, relational detour into the life, work and career of Lily Ling—corporeally suddenly absent but remaining a vital part of the work in which we are all engaged.  相似文献

In today's environment, the international response to conflict often entails multiple mediators as well as other third-party actors such as peacekeeping forces, development agencies, nongovernmental organizations (NGOs), and lone operators. Such a profusion of actors has often made peacemaking efforts messy, difficult, and at times chaotic. The vicious nature of internal conflicts, however, and the high costs for the international community of failing to prevent or end war make it critical to understand these multiple third-party interventions. The principal question is: do these multiparty mediations help or hurt the cause of peace? If the answer to that question is that a multiplicity of third parties can hurt a peace process, does the solution lie in stopping multiple third-party attempts at peacemaking? On the other hand, if the answer is that multiparty mediation can help, are there ways of increasing the chances that it will?  相似文献

Great many violent events happened during 1991–2005 in the 12 states that emerged after the collapse of the USSR but only a few civil wars are registered in the major datasets. That brings up a number of questions about the operational definitions of civil war that generally point in the direction of shifting the research attention from refining the quantitative parameters to grasping the essense of the phenomena in question. It is proposed that civil war partially overlaps with several other type of violent crisis: inter-state wars, civil unrest and revolutions, internal repression, military coups and mutinies, banditry and organized crime, and terrorism. These overlaps create six ‘gray zones’ where only very nuanced examination rather than application of rigid criteria could help in distinguishing civil wars from other crises. Therefore, data collection based on a single “robust” definition, which incorporates several verifiable parameters, is not necessarily the only path to scientific knowledge about civil wars.  相似文献

Development cooperation is a foreign policy tool marked by deep-seated conflicts of interest and dilemmas of particular relevance to second-tier and non-nuclear countries that aim to change their international status and role. Building on the concept of ‘graduation dilemma’, this article compares specific dilemmas that Brazil and South Africa face in their foreign policies concerning the development cooperation agenda at three levels: the domestic, the regional and the global level. The “world society” perspective aspired to occupy a distinctive paradigmatic position, in opposition to realism and structuralism. Its primary focus was the understanding of conflict and the formation of an “activist” agenda that promoted the conflict researcher as facilitator of conflict resolution. This article argues that the perspective remained largely that, though expressive of a normative commitment to what the article suggests is a form of cosmopolitan liberalism committed to an individualist rationalist ontology. The absence of engagement beyond Burton’s with core questions in social and political thought led to the diminution of the perspective’s intellectual standing and, more seriously, to a certain de-politicisation of the conflicts the activists sought to transform. Nevertheless, there was the impetus to innovate and to create a new language in International Relations, one that placed interdisciplinary research on conflict and its resolution at its core. It is this latter aspect that is the lasting legacy of Burton, Groom and colleagues.  相似文献

Diaspora groups link processes of globalisation and transnational migration to homeland politics and conflicts. In some cases, diaspora groups produced by a specific set of traumatic memories create ‘conflict-generated diasporas’ that sustain and often amplify their strong sense of symbolic attachment to the homeland. Conflict-generated diasporas tend to be less willing to compromise and therefore reinforce and exacerbate the protractedness of homeland conflicts. Economists have focused on the links between remittances and civil war. Beyond resources, however, conflict-generated diasporas frequently have a prominent role in framing conflict issues and defining what is politically acceptable. Diaspora groups created by conflict and sustained by traumatic memories tend to compromise less and therefore reinforce and exacerbate the protracted nature of conflicts. The 2005 political opening and subsequent crackdown in Ethiopia illustrates how this diaspora shaped recent political developments and points to broader patterns of transnational linkages among diasporas and homeland political processes.  相似文献

This article assesses whether the EU contributes to long-term positive change in societies emerging from violent conflict, helping them ‘mend’ or whether it simply encourages societies to ‘make do’ with the status quo. To do so, the article focuses on two of the principles found in the Treaty, peace and justice for human rights violations. It examines how the EU translates the principles of peace and justice into policy and puts them into practice by analyzing EU engagement in peace mediation, transitional justice, and security sector reform in general and through in-depth examination of EU engagement in the Democratic Republic of Congo. It questions the prevailing discourse that greater inter-institutional coherence would improve EU security provision and considers whether and how the EU prioritizes between peace and justice. The article finds that principles may be translated into policy and put into practice, and practice is often ahead of policy. But this is uneven within as well as across the institutions. Greater coherence between principle, policy, and practice, rather than between institutions, would improve EU security provision and enable prioritization. If the EU settles for making do, it undermines its considerable potential to contribute to long-term solutions to complex conflicts.  相似文献

The ethnic conflict between Slavs and Moldovans in the Moldovan region of Transdniestria is one of the lesser‐known post‐Soviet conflicts, as, mercifully, its scale never reached that of conflict in Chechnya or Nagorny‐Karabakh. Nevertheless, this conflict, which started in 1990 after the Russian‐speaking Slavic minority on the left bank of the Dniester declared its independence from the Romanian‐speaking right bank, has claimed hundreds of lives. Today, it remains unresolved; a political settlement has not been achieved. The frozen ceasefire in the region simply preserved the status quo which is virtual independence for the self‐declared, but not recognised by any other state, Pridnestrovian Moldavian Republic (PMR), or Dniester Republic, from Moldova.

This work seeks to attempt to answer the following questions: what were the roots of the ethno‐political conflict in Moldova ? What were the circumstances that prompted the escalation of the conflict into bloodshed? To what extent did external forces influence events, and, finally, what are the prospects for a political settlement in the republic?  相似文献

When policy-makers use force to achieve political ends, they use the word ‘victory’, yet its meaning is frequently left unclear. Policy-makers are using force for new purposes (peace operations, preemption, state-building, democracy promotion, counterinsurgencies and counterterrorism), but the language and thinking on victory in these new situations has not kept pace with the times. The essential problem is that the term ‘victory’ is an imprecisely defined concept for guiding decisions about military intervention. Everyone, from scholars to policy-makers, should understand that the failure historically to develop a precise concept of victory weakens the ability of policy-makers to use force effectively and contributes to confusion when societies debate whether to use force. This article seeks to make three fundamental contributions towards reducing the ambiguity that surrounds the term ‘victory’ in the strategic studies literature. First, it establishes the renewed importance of the question: ‘what is precisely the meaning of “victory?”’ Second, it presents a typology for understanding the nature of victory. Third, it uses this typology to reevaluate the contributions of prominent and lesser-known thinkers in strategic studies whose ideas have contributed to the scholarship on what it means to achieve victory in war.  相似文献

Young populations, and particularly young males, have been attributed a proclivity to aggression and unrest that puts societies at risk. Theories about the dangers of a demographic ‘youth bulge’ inform public and policy debates about the predictors of violent conflict, as evidenced most recently in the World Bank's World Development Report for 2007. This paper assesses the validity and utility of claims linking youth bulges to civil conflicts by reviewing different literatures concerning naturalist ideas of young humans' innate aggression and cognitive incompetence as well as environmentalist ideas of environmental stimuli, processes of socialisation, and the dialectical relationship of structural conditions and human agency. This review finds that the moral panic propagated by youth bulge theorists is too often based on only one form of influence on human development and action, whether an aspect of environment, personal experience, or individual traits. A more cogent analysis must integrate the highly complex and dynamic processes involved in cognition and behaviour and aim to develop theories that take account of the social power, ideational and structural forms, and emotional and cognitive processes that young people experience and draw on in times of war.  相似文献
