Following a likely relative shift from Labour to SNP in the Scottish Parliament elections of 3 May 2007 the eight year Labour/Liberal Democratic Party coalition will come under great pressure and may be replaced by a minority administration or a Liberal Democrat/SNP coalition. While the independence issue may be sidelined, key constitutional issues will arise as a result of the Liberal Democrats' proposals featuring in Moving Towards Federalism which envisage greater legislative and taxation powers for the Scottish Parliament and a reconsideration of the devolution settlement. A number of weaknesses in the documents' proposals are identified. If it is acted upon there is the possibility of considerable resulting constitutional conflict arising which could pose considerable challenges for the future of the UK. The UK government which has actual competence on these issues has largely stayed silent on them during the campaign but may have to respond sensitively in its aftermath.  相似文献

Following the formation of the Conservative–Liberal Democrat government in May 2010, David Cameron and Nick Clegg sought to persuade party members, the electorate and a sceptical media that their partnership would hold together for the duration of the parliament. Taking as its starting point Kenneth Burke's theory of rhetoric as identification, this article explores the strategies employed by senior Coalition figures to construct and present an image of unity to these different audiences. Of particular concern are appeals to the parties’ shared values and to the ‘national interest’, as well as the narrative of Britain's ‘debt crisis’. This narrative served to minimise inter‐party divisions by inviting MPs and supporters to unite behind the cause of deficit reduction, in opposition to the ‘fiscally irresponsible’ Labour party that had allegedly wrecked the economy. The article concludes by reflecting on the lessons for the partners in a future UK coalition government.  相似文献

The episodic dissident republican activity evident in Northern Ireland since the Good Friday Agreement has been accompanied by regular assertions from the police, politicians and commentators that dissidents have no backing. This article examines the historic importance of mandates and support for previous and contemporary republican armed campaigns. It explores whether violent republicans have ever enjoyed widespread support in Ireland and assesses the extent to which a lack of backing has precluded violent campaigns. The piece analyses the evidence regarding the lack of sympathy for current dissident violence, assessing the degree to which armed republicanism has reached a new level of isolation.  相似文献

There is a tension in the policy field about the way that the policy process should occur and the manner in which evidence should inform policy decisions. This article presents findings from a qualitative study on the introduction of point‐of‐sale tobacco display bans in Australia to provide an insight into the way this public policy was introduced and the way that evidence was used and communicated to influence the policy outcome. This study highlights that tobacco control policy does not merely consist of a series of segmented and unconnected decisions. It is an ongoing process, whereby the acceptability of forms of knowledge has shifted over time. This has enabled the introduction of tobacco control initiatives on the basis of good judgement when there is a paucity of specific evaluation information to support a policy's introduction.  相似文献

In December 2007, Northern Ireland's newly elected First and Deputy First Ministers, Ian Paisley and Martin McGuinness, were pictured sitting happily together on a read leather sofa at the new IKEA superstore in Belfast. It was an image that served as a powerful symbol of the region's political transformation and economic optimism. Yet, within months of this photo opportunity, global financial crisis and economic recession shattered hopes that a meaningful, economic ‘peace dividend’ would underpin the new political dispensation. This article takes a critical look at the media's role in conflict transformation in Northern Ireland; how they projected new and more positive images of life in the region and chronicled the daily business of ‘bread and butter politics’. However, it also identifies chronic decline among some sections of the regional media, particularly Belfast's daily newspapers, just when they are needed to monitor and debate political decision‐making in a time of austerity.  相似文献

Social media use by Australian public servants has given rise to questions pertaining to their political rights, impartiality and privacy outside of work. Drawing on the recent case Starr v Department of Human Services these issues are explored. The findings suggest that social media use has heightened tensions around public servant's rights to comment on issues of the day, and its use by employees both inside and beyond the workplace remains contested terrain.  相似文献

This article takes as its starting point the attack on the late Ralph Miliband, the left‐wing intellectual and father of the current Labour leader Ed Miliband, by the Daily Mail in late 2013. It argues that this attack was a response by the Mail to its failed campaign to dub the Labour leader ‘Red Ed’. The article demonstrates that ever since Miliband won the Labour leadership in 2009, the Mail has sought to ‘other’ him by presenting him as ‘alien’—this by constant references to his Jewish background, his upbringing in a wealthy North London intellectual milieu, his supposed extreme left‐wing views and his ineffable ‘oddness’—at least, an oddness as characterised by the newspaper. The paper will conclude by asking why the Daily Mail's ‘Red Ed’ moniker failed to catch on, while noting that their ‘Odd Ed’ moniker seems to have had more resonance.  相似文献

The Parliamentary debates on the clause which became section 31 of the Growth and Enterprise Act 2013 (allowing employees to agree to sign away employment rights for shares in the employing company) show that scrutiny by the House of Commons is very poor, and that scrutiny by the House of Lords is intense and very well‐informed. If the Government loses the argument on a Bill in the House of Lords, it will lose the vote. However, during Parliamentary ping‐pong (the back‐and‐forth process of amendment of a Bill between the two Houses) the Commons, and the Government, will normally get their way, however weak the policy proposal, provided that concessions on detail are made, unless the issue is regarded by the Lords as one of fundamental principle.  相似文献

This article analyses the consequences of the narrative construction of the group of countries that has been grouped as ‘PIIGS’ (Portugal, Ireland, Italy, Greece and Spain) for their sovereign debt risk rating. Acronyms for groups of countries can provide a useful shorthand to capture emergent similarities in economic profile and prospects. But they can also lead to misleading narratives, since the grounds for use of these terms as heuristic devices are usually not well elaborated. This article examines the process whereby the ‘PIIGS’ group came into being, traces how Ireland became a member of this grouping, and assesses the merits of classifying these countries together. The contention is that the repetition of the acronym in public debate did indeed shape the behaviour of market actors toward these countries. It is argued that this involved a co‐constituting process: similarities in market treatment drives PIIGS usage, which in turn promotes further similarities in market treatment. Evidence is found of Granger causality, such that increased media usage of the term ‘PIIGS’ is followed by increased changes in Irish bond yields. This demonstrates the constitutive role of perceptions and discourse in interpreting the significance of economic fundamentals. The use of acronyms as heuristics has potentially far‐reaching consequences in the financial markets.  相似文献

During his May 2014 visit to Australia Pascal Lamy, former Director General of the World Trade Organization, urged ‘public institutions, civil society, and global businesses’ to forge ‘creative coalitions’ for the purpose of engaging constructively and positively with the complex problems standing in the way of achieving social and economic sustainability. Lamy's visit was but the first of several occasions during 2014 in which intense public discussion erupted about the need for government, business, and civil society to pool their capacities in boundary‐spanning efforts to address complex policy problems. This article investigates whether the public discussion portends a heightened policy focus on the ‘five Cs’: co‐production, co‐design, corporate social responsibility, collective impact, and Lamy's creative coalitions.  相似文献

Scholars and practitioners alike have recognised that an increased role for women leaders in Australian local government would strengthen the sector, yet little research to date has examined the career paths of non‐elected officials. This article combines the gender in organisations literature with career theory to examine the career paths of 16 general managers (GMs) in New South Wales. We found that half the participants had linear career paths based entirely within local government and half had boundaryless careers originating outside the sector. This second cohort consisted overwhelmingly of women. Nevertheless, a high incidence of happenstance characterised both career types. Several participants saw themselves pitted against a gendered (i.e. male) group of ‘old hands’ who were resistant to change being driven by ‘accidental executives’, a high proportion of whom were women. The findings have implications for a sector attempting to attract and retain skilled staff, particularly women.  相似文献

This article treats Enoch Powell's ‘Rivers of Blood’ speech as an example of the epideictic rhetoric of blame and exclusion. Drawing on a framework proposed by Celeste Michelle Condit, the analysis explores the functions of the address for the speaker and for the audience. Of particular concern are Powell's self‐presentation as a statesman and prophet; his account of the impact and consequences of unrestricted immigration; and his portrayal of a community where ordinary, decent English people were being displaced and victimised by Commonwealth immigrants—a process in which he claimed the authorities were complicit. For the audience, the speech gave public expression to their concerns about immigration, though Powell's predictions of a dystopian future also aroused sentiments of anger and foreboding. Despite the controversy that ensued, the impact of ‘Rivers of Blood’ was far‐reaching, and its influence is still apparent in contemporary debates over immigration.  相似文献
