Contemporary research on electoral integrity has focused on the functioning, evaluation, and legitimacy of electoral processes in emerging democracies. By contrast, this study investigates whether a failed election in a well-established democracy can affect individuals' evaluations of the electoral management body, the Election Authority, and whether those evaluations affect satisfaction with democracy. Using the case of a Swedish regional election in 2010 that had to be rerun due to procedural mistakes in the vote handling, we found that, in the short term, individuals’ confidence in the Election Authority was reduced after it was announced that the election had to be rerun because of the mistakes. Subsequently, this decreased confidence was strongly associated with less satisfaction with democracy at the regional and national level. As good news for the authority, after a successful rerun election, confidence rebounded to the levels prior to the failed election.  相似文献

The UK general election in December 2019 produced a resounding victory for Boris Johnson’s Conservatives, returning a majority government and the mandate for Brexit that he had campaigned for. The picture was less rosy for the Conservatives in Scotland, where his party lost half its seats to the SNP. This article reviews the election outcome in Scotland, considering the fortunes of each of the main parties, and projects forward to the devolved election in 2021, when the parties will once again debate the key constitutional question in Scotland.  相似文献

The main purpose of this article is to find out those factors which caused the 1948 election defeat of the Communists in Finland. The central explanatory factors will be found in political and other organizations. Socio-economic factors did not have any significant impact. The author, however, emphasizes the fact that the rapid increase of industrial population in certain regions in the postwar years weakened social control and consequently made easier the operation of the "organization of party agents" which was created by the Social Democrats. This "organization" had a crucial impact on the election defeat of the Communists. The rumours of revolution also had their own significance, for the rumours could be utilized skillfully in the election campaign against Communists.  相似文献

The 1998 Swedish general election was a protest election primarily against the Social Democratic Party. The party was hit by a debate on deceit when the unpopular financial restructuring policy was implemented. Disappointed social democratic voters from the 1994 election flocked to the Left Party. Others did not vote at all. The electoral turnout dropped to 81.4 percent; the lowest level in a parliamentary election since the election of 1958. A turnout of 81.4 percent is not particularly low from an international perspective, but it has received a great deal of attention in the political debate. Certain signs do indicate that there has been a general devaluation of voting as a means of exercising political influence among large groups of voters. Other forms of influence are perceived as being more meaningful. A sense of meaninglessness, of individual and institutional powerlessness, also seems to be spreading to social groups that have traditionally had a fundamental trust in the political system.  相似文献

Despite recent studies that find few people face significant wait times when attempting to vote in U.S. elections, the 2012 election produced numerous anecdotal and journalistic accounts claiming otherwise. This study relies on a national survey of local election officials to systematically ascertain their views about the challenges and successes they had in administering the 2012 general election. Consistent with surveys of voters, most officials report that wait times and lines were minimal. Furthermore, the relative amount of money available to a jurisdiction for election administration was unrelated to the occurrence of these problems, while the presence of more poll workers—especially first-timers—may actually exacerbate them.  相似文献

Norwegian politics remains in a turbulent and volatile state. The 1997 Storting election became a record-breaking election where two parties, the Christian Peoples Party and the Progress Party, achieved their best ever results. The Conservative Party experienced the worst result in the party's more than hundred years' history. The Labor Party had its second worst election since the 1930s, while the Center party halved its number of voters and lost two thirds of their MPs compared to the previous election. The election campaign played a decisive role in this outcome. More than half of the voters decided which party to vote for during the campaign. Lack of commitment, rather than the parties' ability to create a positive interest in the election, seems to have caused the large shifts in support for the parties and the record-high share of voters who decided during the campaign. 43 percent of the voters changed party preference from 1993 to 1997. If we exclude non-voters, 33 percent switched party. The main issues of the campaign were health and eldercare. Although these issues dominated in all party groups, we find clear evidence of "issue ownership," where specific parties attract voters with particular agendas and issue priorities. The Labor Party government stepped down after the election and was replaced by a centrist government led by Prime Minister Kjell Magne Bondevik. The new government is one of the weakest minority governments in Norwegian history and is only supported by 42 of the 165 Storting members.  相似文献

The 2002 parliamentary election in the Netherlands will always be associated with the name of Pim Fortuyn. His murder only nine days before the election was the first political assassination in the Netherlands in more than 300 years. The sudden success of the new party he had founded, coupled with the major losses for the Labour and Liberal parties, made this an historic election. This article attempts to understand the motivations of the voters at this election, in particular the voters of the List Pim Fortuyn (LPF). It is first shown that the conventional wisdom, which assumes voting based on religion and social class, and voting along ideological issue lines, has lost its ability to explain voter behaviour in the Netherlands. An explanation based on retrospective economic voting is also rejected. The success of the LPF is accounted for by the popularity of Fortuyn and his appeal among those who had cynical attitudes towards government or who were dissatisfied with the performance of the incumbent government. The popularity of Fortuyn is shown to have been related to political issues, in particular those relating to asylum seekers and the integration of foreigners in the country.  相似文献

After a rather uneventful election campaign, the results of the May 1986 Dutch parliamentary election were a surprise to virtually all involved. Since the introduction of regular opinion polling in the 1960s, no election has taken place when the polls were ‘wrong’. However, in 1986 last minute shifts that were stronger than had ever occurred in the Netherlands produced results that differed significantly from the predictions based upon the polls published immediately prior to the election.  相似文献

Several commentators before and after the 2016 US presidential election claimed that it involved a “redrawing of the country’s electoral map”, which in the context of the Key/Pomper classification of elections suggested that it was a deviating election, and potentially a critical election heralding a realignment. Analysis of the geography of the result of the 2016 contest, however, indicates considerable continuity at the county scale: the main trend was an increase in the spatial polarization of the US electorate. Trump not only performed best in 2016 in those counties where Republican party candidates had done well at the previous nine elections, he also increased the Republican share of the votes cast in many of them relative to his performance in counties where the Democratic party candidates were strong then. The main deviations from this trend were in counties with large Black and/or Hispanic populations and those with relatively large numbers of well-qualified, well-paid adults. It was not a potential critical election, therefore, but a continuation of a sequence now nearly four decades old.  相似文献

Are voters willing to punish a prime minister for calling an 'unnecessary' snap election for purely opportunistic reasons? This paper examines voters' reactions to the Canadian prime minister's decision to call a snap election in November 2000. The decision provoked limited resentment, and that resentment was strongest among partisans of the opposition parties and among those who follow politics closely. Those who do not keep up with politics, it seems, either did not realize that the election was precipitous or simply did not care. The paper shows that resentment about the election call was a consideration in vote choice, but it was a decisive consideration for a very small group of voters. We estimate that the electoral cost to the incumbent Liberal Party was one percentage point. Some voters are prepared to punish prime ministers for opportunistically calling a snap election, but in this case the electoral penalty was small.  相似文献

Abstract

The 2015–2019 election period was long; hence, the election campaign had already begun when the Prime Minister called the election for 5 June 2019, just 10 days after the EP election. Nine already established parties, one old yet unrepresented party and three new parties, two of which are (very) opposed to immigration, fielded candidates across the 10 electoral districts for the 175 seats in parliament (excluding the four MPs elected in Greenland and the Faroe Islands). The overlapping EP election, climate and immigration characterised the campaign agenda. One of the new (anti-immigration) parties made it into parliament, and among the established parties, some were (more than) halved, others were (more than) doubled and some remained stable. In particular, the two government (supporting) parties, Liberal Alliance and Danish People’s Party, received a slap in the face from the electorate. While the Prime Minister’s party, the Liberals, did well, the majority shifted to left of centre, which resulted in a minority Social Democratic government headed by Mette Frederiksen, supported by the Red?Green Alliance, Socialist People’s Party and Social Liberals.  相似文献

On 18 January 2005, Danish Prime Minister Anders Fogh Rasmussen called for a general election to be held on 8 February 2005, nine months before the deadline for the next election. Political themes are usually cited when calling Danish elections, but this time the calendar was used as an excuse: because of major reforms to the municipal structure, a significant amount of legislation had to be negotiated and settled in the spring, and it was unclear whether this could be done by June, thereby hindering an election in late spring; and an election in September could possibly overshadow the important elections to the new municipal councils (created as a result of the reform) in November. Nevertheless, favourable opinion polls undoubtedly also played a major role when the Prime Minister asked the Danes to renew and extend the mandate of his Liberal–Conservative (aka Venstre–Conservative) coalition government.  相似文献

A change in electoral laws is expected to substantially alter political outcomes as voters and elites adjust their behavior to new rules. However, testing the causal implications of this theory using electoral reforms has been difficult because election results before a reform are not the appropriate counterfactual for election results after a reform. This article leverages electoral reform in New Zealand and Norway and the synthetic control method to approximate the appropriate counterfactuals: election results in the period after reform, had the reform not occurred. In both the countries, I find evidence that electoral reform had a short-term effect on the size of the electoral party system, but no evidence of a lasting effect on the electoral party system.  相似文献

The 2000 Taiwan presidential election drastically changed Taiwan’s political landscape. For the first time in Taiwan, an opposition party candidate, Chen Shui-bian, won the presidential race, receiving 39.3% of the popular vote. To understand the factors that determined the election’s outcome, we analyze survey data from the 2000 presidential election. First, we study whether a divided ruling party was the cause of the opposition party candidate’s victory. That is, would the ruling party have lost if one of the trailing candidates had opted not to run? Second, there were charges following the election that the Kuomintang misled people into believing their candidate was still leading in the polls, when he was really running third, and this misinformation led people to vote differently than they would have otherwise, possibly giving the election to the opposition party candidate. We examine the validity of this claim by measuring the degree to which strategic voting could have influenced the outcome. Third, to understand the underlying dimensions of the electoral competition in Taiwan and to understand each candidate’s electoral support, we run a multivariate statistical model to study how strategic voting, candidate personalities, party identification, and issues influenced respondents’ vote choices. Finally, we discuss the effects of election polling data on election outcomes.  相似文献

In the 2002 election, candidates for Pakistan’s federal legislature had to possess at least a bachelor’s degree. This policy disqualified 60 out of the 207 incumbent legislators from running for election again. Using a difference-in-differences approach with panel data on all electoral constituencies in Pakistan, I find that this ballot access restriction does not affect political competition across all constituencies with disqualified incumbents equally. Stronger political competition is defined as a larger number of candidates contesting election, a smaller vote share and vote margin for the winning candidate, and a less concentrated candidate field, as measured by a Herfindahl–Hirschman index (HHI) of vote shares. Competition declined significantly in constituencies where the disqualified incumbent belonged to a small party and where literacy levels were lower (signifying a smaller pool of substitute candidates). However, political competition increased in areas where the disqualified incumbent was stronger in terms of his winning vote margin.  相似文献

In the Swedish parliamentary election of 7 September 2018, the biggest parties, the Social Democrats and the Moderates, both lost votes compared to their scores in the previous election, but not as many as they had feared. Commensurately, the radical-right challenger party, the Sweden Democrats (SD), which had seemed certain to profit from Sweden's dramatic experience of the European migration crisis, did well, but not as well as it had hoped. The result left the array of parliamentary forces fragmented and finely balanced. Only after months of negotiations could a government be formed. Eventually, the incumbent coalition received a renewed parliamentary mandate. At the same time, the party system was transformed.  相似文献

The 2016 Austrian presidential election was remarkably different than the previous ones in the history of the country characterized by its stable political system. Not only did it open the role of president in Austria to debate, but it also sidelined the two political parties that had dominated Austrian politics since World War II. Alexander Van der Bellen won the election with one of the closest margins in recent history. This article argues that the election divided the country in more than one way. Besides the near 50–50 divide between the candidates, the results show that it generated important dynamics in territorial politics as well, notably in the states and cities of Austria. These results point towards a party system transformation in Austrian politics.  相似文献

The 2000 presidential election and the recount battle in Florida focused attention on local election administration in the United States. The Help America Vote Act , passed by the federal government in 2002, requires wholesale changes in voting equipment and other election procedures. However, the law did not address the selection of individuals who manage elections: both state and local election officials play a great role implementing federal and state election laws. Recently, several election reform advocates have argued for shifting to nonpartisan election administrators in the United States. Others, particularly associations representing election officials, have not endorsed that position. To inform this debate, we provide data on the selection methods and party affiliations for all local election officials in the United States (more than 4,500 individuals or commissions). We find considerable variation in the methods used to select state and local election officials in the United States.  相似文献

The 2004 Greek election provides an interesting case study for examining the impact of party leaders on the vote. A change in governing party leadership a few months before polling day had two important implications. First, it generated a highly favourable context for the emergence of decisive leadership effects. Second, it made it feasible to grasp empirically how voters form their evaluations of new leaders. Regarding the first question, the findings indicate that even in the most favourable environment the impact of leadership evaluations on the overall electoral outcome is only slight. Regarding the second, it seems that the change of leader at the start of an election campaign can be a mixed blessing. Whereas it can help a party to divert media and public focus from other less favourable issues, the party pays a corresponding price when its new leader has to learn the job in the full glare of an election campaign.  相似文献

Abstract

The 2019 Austrian snap election, held on 29 September 2019, was preceded by a series of scandals. Most prominent among them was the so-called ‘Ibizagate’ involving the former Vice-Chancellor and FPÖ party leader, Heinz-Christian Strache. The scandal eventually led to the collapse of the ÖVP-FPÖ coalition in May 2019 and the formation of a caretaker government. The election day in September brought a clear victory for the ÖVP with an increase of almost six percentage points, compared to its vote share in the 2017 election. The second big winner was the Green party which scored the best result in the party history with 13.9 per cent of the vote. Amid scandals, the FPÖ saw its support fall to only 16.2 per cent; the election also resulted in an all-time low for the SPÖ achieving only 21.2 per cent. The article presents the background, the election campaign and the results of the 2019 Austrian election, discussing the wide range of ‘firsts’ that characterized them, including the formation of the first ÖVP-Green coalition government in Austria.  相似文献
