Back examines the human costs of immigration policy through recovering the stories of the desperate stowaways who are literally falling out of the skies over London. Some 3,000 people have died trying to gain entry to Europe. These are the human costs of contemporary forms of immigration policy. Back attempts to problematize the ways in which the global movement of people is understood within an immigrant/host framework. The transitional justice field has generally been preoccupiedby ‘dealing with the past.’ Increasingly, it isalso understood as enabling conflicted or politically unstablesocieties to integrate liberal democratic norms into processesof state-building or regime reform. Building on previous work,this article asserts that transitional justice encompasses farmore in conceptual and policy terms. Two substantive arenashave generally been overlooked: underenforcement of change processeswith transformational effects for women and the applicationof intersectionality theory to the experiences of women in post-conflictsocieties. This article argues that classificatory problems such as parochialism, misclassification, degreeism and conceptual stretching underpin the classification of democratic regime types. This is due to the safeguarding of the parliamentary/presidential dichotomy as a framework for the classification and comparison of democratic types of regime. Drawing upon Giovanni Sartori's ladder of abstraction, types of democratic regime are classified as part of a hierarchy of concepts. This approach enables scholars to avoid classificatory pitfalls as it facilitates the methodological expansion of the conceptual framework for the classification of democratic regime types. Therefore, democratic regime types are more conducive to systematic comparative research.  相似文献

At 17%, women represent a significant proportion of all offenders under criminal justice supervision in the US. Drawing on the findings from their report, “Gender-Responsive Strategies: Research, Practice, and Guiding Principles for Women Offenders,” the authors maintain that public policy has ignored the context of women's lives and that women offenders have disproportionately suffered from the impact of ill-informed public policy. This discussion of the implications of gender within the criminal justice system is based on a simple assumption: responding to the differences between women and men in criminal behavior and to their antecedents is critical to gender-responsive policy. Building on the pathway theoretical perspective, we find that in addition to the gendered impact of the war on drugs, policy changes in welfare reform, housing, and other social policy arenas combine to create a disparate impact on drug abusing women and women of color. Key policy areas affecting the lives of women offenders and their children include welfare benefits, drug treatment, housing, education, employment, and reunification with children. We conclude that addressing the realities of women's lives through gender-responsive policy and programs is fundamental to improved outcomes at all criminal justice phases. A blueprint for gender-responsive policy development is described through six guiding principles and their policy implications.  相似文献

Whilst existing civil society studies generally fail to systematically examine the way that contextual factors shape women’s representation in the civil sphere, political science has predominantly focused on legislative settings. This article responds to the resultant knowledge-gap by examining the hitherto underexplored role of civil society as a political space integral to the substantive representation of women (SRW)—or, the process by which women’s concerns are advanced in policy and politics. The article uses grounded theory in order propose a systematic analytical model showing how the SRW is a contingent process whereby the motives of civil society organizations are translated into action repertoires shaped by three (non-discrete) spheres: political, socioeconomic, and organizational. Its wider contribution to civil society scholarship is in highlighting how civil society is a complex, heterogeneous political space wherein SRW claims-making requires cognizance of the co-presence of contingent factors that offer immanent explanatory power.  相似文献

Off balance: The unintended consequences of fiscal federalism in China   总被引:1,自引:0,他引:1  
This paper argues that neither the developmental state nor the marketpreserving federalism models are applicable to contemporary China. Despite superficial similarities with elements of each model, the political economy of reform in China violates key assumptions and expectations in both. In contrast to the expectations of the developmental state model, the center has not systematically allocated credit to the most productive sectors of the economy; instead the latter has had to rely on informal finance. And in contrast to the expectations of market-preserving federalism, fiscal decentralization has lead to a host of unintended consequences at the local level—namely, the hoarding of off-budget revenues for public goods provision, reliance on informal finance for private sector development, and local protectionism. These unintended and informal coping strategies depart substantially from the core components of both the developmental state and market-preserving federalism models. At present, China’s financial order is very chaotic. For example, a lot of funds have been lost through off-budgetary channels and systems. It is quite common for [local governments and agencies] to wantonly collect fees and fines, to levy various charges, and to set up “little money lockers” without authorization... The convergence of performance accountability policies, a graying bureaucracy, and shorter executive tenures highlights the timeliness of investigating executive turnover. Prior public administration research has examined pull and push factors linked to these departures, but it has yet to fully explore the influence of governing board structures and political pressures that stem from such structures. Using data on 123 public four‐year research universities in the United States from 1993 to 2012, this article finds that governing board structures play a pivotal role in predicting the departure decisions of university presidents. While the size of the board increases the risk of departure, boards overseeing multiple institutions and boards with a faculty or student representative lower the risk of departure. Additional evidence suggests that both the share of gubernatorial and legislative appointees on the board and the party division of the legislature have a direct influence on departure.  相似文献

This article explores the reconfiguration of social citizenship, or 'market citizenship', underway in Chile, as one crucial dimension of the refashioning of state institutions along neo-liberal lines in Latin America. It focuses on the 'civilizing' dimension of social citizenship, as an instance of the state's involvement in the regulation of subordinate populations. Specifically, the article studies the case of new social policy aimed at poverty alleviation. Inspired by Michel Foucault's late work but moving beyond it, it examines institutional transformation as on-the-ground practices through which policies take effect and sees 'market citizenship' as emerging from the rearticulation of the efforts of myriad individuals located at different levels of government, 'civil society', and poor and working-class communities. In this process, state agents are translators on the one hand of official documents into instances of participatory learning and empowerment, and on the other of people's realities into instances of documentary categories of poverty. This cultural-political transformation of neo-liberal modernization in Chile and beyond is potentially radical, and we need to ask: to what extent will the new market terms of belonging in the national community, which increasingly permeate private and public actions and discourse, change the very material and cultural contexts in which people's lives and struggles are framed?  相似文献

Employee turnover is a key area for public administration research, but one about which there is much still to be learned. Insights from an extensive body of research on employee turnover in a specific area of the public sector—public education—contributes to the understanding of employee mobility in public organizations more generally. The authors present a conceptual framework for understanding employee turnover that is grounded in economic theories of labor supply and demand, which have formed the foundation of many studies of teacher turnover. The main findings of this body of work are documented, noting connections to the literature on public employee turnover, lessons that can be learned, and potential new areas for empirical inquiry for scholars of turnover in the public sector.  相似文献

After a short literature review, the paper quantifies the turnover of organized crime with the help of a MIMIC estimation procedure for the years 1995 to 2006 for 20 highly developed OECD countries. The volume of turnover from organized crime was US-$ 270 billion in the year 1995 for these 20 OECD countries, rising to $ 614 billion in 2006. The worldwide turnover in organized crime had a value of $ 595 billion in 2001 and rose to $ 790 billion in 2006. These figures are very preliminary but clearly indicate the importance of the turnover of organized crime or the extent of money laundering.  相似文献

Executive turnover can have profound effects on city policies, programs, and commitments such as contracting or issuing debt. This article identifies how political changes, reflected in the composition of the city council, and economic changes in the community influence city manager turnover. Analysis of manager turnover patterns in 143 large U.S. cities with council-manager governments from 1987 to 1999 allows us to distinguish "push" and "pull" factors that can induce city managers to leave their jobs. The empirical analysis demonstrates that political conflict and economic development can influence the likelihood that a city manager will exit a community, but these effects can be complex. In particular, the influence of community economic development on turnover includes a temporal dimension not revealed in previous research. We conclude by discussing the findings' implications for career patterns in city management.  相似文献

While the UK's official position is that it neither uses nor condones torture or cruel, inhuman and degrading treatment (CIDT), it is now a matter of public and parliamentary record that UK security services and military personnel colluded in rendition, torture, and cruel, inhuman and degrading treatment, both as part of the CIA's Rendition, Detention and Interrogation (RDI) programme, at military detention facilities in Afghanistan and Iraq, and through involvement in the detention and interrogation of prisoners by allied security forces. This paper will explain why the government is falling short of its obligations under international law, and why considerable risks remain that UK intelligence and security services will continue to collude in torture and CIDT .  相似文献

The "glass ceiling" model of gender equity has its weaknesses. Therefore, a multiple-dimensions approach to gender is proposed. This essay reports on a field study of organizational gender arrangements in 10 public sector worksites in New South Wales, Australia. Despite equal opportunity measures, gender divisions of labor persist in several forms. Processes that sustain and undermine these divisions are identified. Authority patterns are being reconfigured, with restructuring and rising numbers of women in management resulting in local turbulence in gender relations. Emotions of gender transition are identified, with considerable diversity in reactions among men. An emerging pattern, the "depolarized workplace," is described. A cultural trend toward workplace gender neutrality is observable. Proposals are made for better practice in gender equity work, including richer ways for public organizations to study their own gender regimes.  相似文献

The retheorisation of citizenship since the 1980s has been marked by an emphasis on responsibility over rights, and a focus on poor citizens. The article discusses why an interest in wealthy citizens is timely, including the argument in the UK that the citizenship responsibilities of those with high incomes should be expressed through the notion of active citizenship, not solely by paying tax. Findings are presented from empirical research in the UK, based on in-depth interviews with better off citizens. It is argued that wealthy citizens have benefited from a reduced obligation to pay taxation but there has not been a corresponding acceptance of active citizenship. Moreover, respondents' actual engagement with active citizenship and the expression of responsibility through an essentially individual ethos of economic independence promote a conception of citizenship that is exclusionary rather than inclusive. The research does not lead to an argument for the diminution of citizenship responsibility, but that there is a need for greater interest in the position of wealthy, not just poor, citizens.  相似文献
