Why is new public management reform so difficult to implement in France? In order to answer this question, this article examines the changes that have affected the higher civil service since the late 1970s. Decision‐making networks have been considerably politicized, and public policies are now largely devised by ministerial cabinets staffs. Simultaneously, the tasks of career senior civil servants are increasingly technical and specialized. The management reforms undertaken since 2002 by an economically liberal government might have offered senior bureaucrats the opportunity to regain a more active professional role, but the reforms run counter to their political culture, since the large majority of them still share a leftwing political ideology. Reformers seem to have no other choice than to change the institutional system in order to resolve this contradiction.  相似文献

This article explores the relationship between the United Kingdom's doctrine of ministerial responsibility and bureaucratic efforts to control four contemporary crises. Evidence emerges from a series of interviews with experienced crisis managers, which draws attention to the way in which this convention: (1) tacitly conditioned the thinking and behaviour of bureaucratic crisis actors through their sensitivity to political risk; and (2) was reinterpreted and utilized instrumentally by political and bureaucratic agents in response to the dilemmas posed by each crisis. The analysis of these themes connects governance and crisis literatures together by shedding light on the interaction between governance ‘traditions’, 21st century crisis episodes and the requirements of crisis management.  相似文献

For the past decade, the policy community/issue network typology of pressure group interaction has been used to explain policy outcomes and the policy‐making process. To re‐examine the validity of this typology, the paper focuses on the UK government's response to the 2001 Foot and Mouth Disease (FMD) crisis, and in particular the decision to pursue contiguous culling rather than vaccination to overcome the epidemic. Rather than illustrating the emergence of an issue network in agricultural policy, the decision‐making process of the FMD outbreak demonstrates continuity with prior crises. In addition, the politicization of scientific expertise is identified as an emerging trend in crisis management. Policy framing is used to explain the impetus behind the contiguous cull decision, concluding that the legacy of previous policy choices conditioned the crisis response to a far greater degree than contemporaneous pressure group action.  相似文献

Hung local authorities have grown in numbers in recent years. This paper analyses the experience of those authorities. First it reviews the growing body of literature and argues that it has largely been concerned with particular authorities. The authors then proposed a research-based classification of hung authorities, before examining both the nature of political behaviour and changes in management. Finally, the paper identifies factors leading to stability and instability in hung authorities and the characteristics of both situations.  相似文献

Based on a study of reliability consequences of New Public Management (NPM) reforms in Norwegian critical infrastructure sectors, this article suggests that the discourse of work found in NPM renders essential aspects of operational work invisible—including practices that are known to be of importance for reliability. We identify two such organizationally ‘invisible’ characteristics of operational work: the ongoing situational coordination required for keeping a water supply system or an electricity grid running, and the aggregating operational history within which this happens. In the reorganized infrastructure sectors, these crucial aspects of operational work fit poorly in market oriented organizational models and control mechanisms. More generally, our analysis contributes to the understanding of how some types of work fit poorly within the discourse of work found in NPM.  相似文献

In this article, we investigate whether differences in social trust and impartial public administration have an impact on public confidence in EU crisis management institutions. Our assessment is based on a cross‐country comparison using aggregate country‐level data of the member states in the European Union. Earlier studies on the EU as a crisis manager have not carefully studied to what extent differences in social trust and administrative culture may or may not matter. Our analysis shows that in countries where citizens are treated impartially by their own national public administration institutions, people are less likely to support EU‐coordinated civil protection efforts. In contrast, in places where citizens perceive their government's treatment of them as partial and unfair, citizens will tend to support EU‐coordinated civil protection.  相似文献

The concept of resilience has gained currency as a motif under which governments have sought to improve their responses to crises. At the heart of this agenda is an understanding that crisis management must be adaptable. Yet crises continue to expose the intransigent nature of central bureaucracies. This article addresses this issue by exploring how bureaucratic values can affect the ability of agents to adapt to the challenges of crises. Data are generated from a series of interviews with crisis managers who operate in a policy chain that connects the European Union to the United Kingdom. The data indicate that two well‐entrenched bureaucratic value‐sets, relating to efficiency and procedural rationality, have profound consequences for the resilience agenda.  相似文献

Despite several attempts to reform the structure of the water industry, little was achieved in the inter-war period. Three phases in the perception of water-use planning can be discerned, namely the period of post-First World War reconstruction, the years 1929–34, and those of 1935–39. The allocation of water resources affected property rights so closely that Parliament was particularly reluctant to delegate its regulatory powers over the industry to ministers and their officials.  相似文献

Crisis management research has largely ignored one of the most pressing challenges political leaders are confronted with in the wake of a large‐scale extreme event: how to cope with what is commonly called the blame game. In this article, we provide a heuristic to help understand political leader responses to blame in the aftermath of crises, emphasizing the crucial role of their leadership style on the political management of Inquiries. After integrating theoretical and empirical findings on crisis management and political leadership styles, we illustrate our heuristic by applying it to the Bush administration's response to Hurrican Katrina in 2005. We conclude by offering suggestions for further research on the underdeveloped subject of the blame management challenges faced by political leaders in the wake of acute crisis episodes.  相似文献

Political leadership offers an exceptionally important vehicle for democratic control in modem political systems. In national political systems this may be exercised by ministers. In the European Community the closest equivalent to a national minister is the commissioner. How well equipped are commissioners to exercise political leadership? This article examines the backgrounds and careers of all 76 commissioners, past and present, and argues that a ‘democratic deficit’ within the Commission is at least as important as the democratic deficit more conventionally associated with the demand for increased powers for the European Parliament.  相似文献

This paper examines certain administrative constraints which hampered inter-war governments in their operation of public works policies and reinforced their opposition to even more ambitious Keynesian employment programmes. The stabilizing effectiveness of public investment is assessed, as is central government's ability to promote greater capital expenditure by the local authorities, the principal agencies for public investment. To this end, a special study is made of the large-scale public works programmes proposed by Mosley in 1930 and Lloyd George in 1935. It is concluded that there were cogent administrative and political reasons why such programmes were viewed as inappropriate solutions to unemployment between the wars, apart from the more nominally cited economic-theoretic foundations of orthodox opposition to Keynesian policies.  相似文献

How is the doctrine of ministerial responsibility applied in the decisions of German ministers (not) to resign? This question arises from an empirical puzzle as well as from a theoretical contradiction. Despite the prominent principle of ministerial responsibility, empirically, the ‘personal consequences' of ministerial scandals in their area of responsibility, display a large variance. Some ministers resign because of rather trifling affairs, others stay in office in spite of serious scandals. Taking into consideration the delegation relationship between the executive and the parliament, in view of the principal‐agent theory, a minister's resignation due to major political or personal misconduct is to be expected. On the other hand, the actual constitutional configuration of ministerial responsibility casts theoretical doubts on the ministerial loss of office. The quantitative analysis of 133 resignation issues in the years 1949 to 2009 reveals that ministerial responsibility bears no relevance to the decision whether to resign or not. Indeed, when the cause of the resignation issue is directly connected to ministerial responsibility, the probability of a resignation even decreases.  相似文献

The concept of entrepreneurship has entered the discourse of public management amongst practitioners and scholars across a range of different public service organisations in different countries.   • An integral part of a transformational political philosophy, affecting not just the delivery of public services but also community life (e.g., the ‘Third Way’ in the UK).

  • More modestly, a response to the ‘dead hand’ of bureaucracy which inhibits public organisations becoming more responsive to their customers, clients and communities,

  • A way of allowing public service managers the ‘freedom to manage’, deploying skills and approaches identified with private sector management.

Entrepreneurship is used primarily to make normative judgements. The form that entrepreneurship takes in a public service management context and the extent to which it exists, are undeveloped empirical questions. This paper examines three main sets of questions:
  • Why there has been a call for entrepreneurial government–the rhetorical dimension.

  • What practising managers perceive the term to mean to the services they are responsible for–the reality dimension.

  • Whether public entrepreneurship has any meaning outside of the particular political, economic and social context found in western, industrialised democracies–the context dimension.

The paper explores the nature of the discourse within which notions of public entrepreneurship are located and given legitimacy by different groups of stakeholders. It also seeks to uncover some variables that have an impact upon the practice of public entrepreneurship in different countries, organisations and social, economic and political cultures and organisations.

The aims of public policies are not always clearly articulated by ministers. Further the aims that are stated may not reflect all – or indeed the most important – aims. In some cases declared policy aims bear little relationship to the real intentions of ministers in undertaking an initiative. In other cases policy decisions are intended as symbolic statements, demonstrating government attitudes on a range of issues beyond the specific matter under consideration. These ideas are explored in the context of the privatizations of Harland and Wolff and Shorts, two major industrial government-owned companies in Northern Ireland. The article concludes that government sought to use the privatizations as a symbolic statement, namely to demonstrate that the heavy dependence on the public sector within Northern Ireland had to be reduced.  相似文献

Professional influence in policy‐making is generally believed to rest on professionals successfully laying claim to access to expertise – knowledge, understanding or experience – not available to others, above all politicians. On the basis of a 2005 survey of nearly 800 lawyers serving in local authorities in England and Wales, this article explores the relationship between specialization and political influence. Lawyers who shape policy use conventional routes for political influence, establish contacts with political officeholders, tend to identify less with the profession at large and are less likely to see themselves as specialists in any field of law. This means that the relationship between expertise and political power is complex and that the notion that professionals use their expertise to shape policy should be treated with some caution.  相似文献
