The word‘democracy’ to be distinguished from the thing‘democracy.’ Removal by the Italian parliament of a corrupt and scandalous Premier for a respected, honest technician and a form of civil service government does not infringe the second category. Referendums give strength to a handful of already overmighty rich men controlling media outlets. Witness Fox Radio and TV and the poison of Glen Beck, also the virulent nationalism of the Murdoch and Desmond papers. Note the fifty plus year lag in enfranchising women in Switzerland, a self‐evident democratic advance held back by ‘the voice of the people’ in successive referendums. Government should be free from populism and be run by educated, intelligent people both in parliament and the Civil Service. ‘Yes Minister,’ however amusing, has done us a disservice. I would trust a senior civil servant above a press lord any day of the week. Witness the good sense of the Upper House in its current informed and experienced composition. The Lords blocked Tony Blair's plans to by‐pass Habeas Gorpus, refusing authoritarian government to an elected Premier with no sense of the rule of law or constitutional principle.  相似文献

Transnational media corporations now wield enormous power and influence. Never has this been displayed so starkly and so shockingly as in the revelations that emerged during the Leveson Inquiry into the culture and ethics of the press in the UK. This paper considers the implications of the relationship between media elites and political elites for democratic culture and media reform. The paper argues that the culture of press–politician mutual interest in which media executives and party leaders collude will continue as long as the solutions proffered focus on the ethical constraints of professional journalists rather than wider structural issues relating to plurality of ownership and control and funding of news in the public interest.  相似文献

In exploring whether or not the free and equal communication of citizens is a feasible ideal at the end of the twentieth century, this article presents a new account of the importance of the media to democracy. It offers a revised interpretation of the public service model of communications, in a risk-ridden society, and spells out the implications of these arguments for conventional views of democracy. After considering and rejecting foundationalist and relativist accounts of democracy, it offers a novel conception of democracy as a project of flexibly controlling the exercise of power.  相似文献

Events since I published my book Post‐democracy in 2004 suggest that democracy continues to decline in effectiveness in those parts of the world where it has been most strongly established. The global financial crisis, the consequent euro crisis, the likely shape of a Transatlantic Trade and Investment Partnership (TTIP) and growing evidence of the political power of giant mass media corporations all suggest that the dominant forces in today's politics are not those of democratic will. Movements like Syriza in Greece possibly suggest a democratic reawakening, but that is too early to determine. Meanwhile, it is important also to be aware of democracy's limits, and to try to resolve the problem of post‐democracy by extending its reach beyond its competence.  相似文献

The aim of this article is to show that the collapse of the socialist project and the consequent abandonment of 'grand narratives' should not be followed by the rejection of every type of class analysis and politics, or, even more so, by the abandonment of every attempt to develop a universal project for human emancipation. Instead, class divisions have to be redefined to extend beyond the original conception of them which was restricted to the economic sphere, and a new class model should be developed, which would embrace the politics of 'difference' and 'identity' and would be appropriate to the era of an internationalised market economy. In the first part of the article, the historical development of economic class divisions is examined and the inadequacies of the Marxist class categories are assessed. In the second part, a new model of class divisions based on the unequal distribution of power in all its forms is developed, whereas in the final part an attempt is made to define the subject of emancipatory politics today.  相似文献

Contractualism, as concept and practice, may be defined in different ways (Yeatman 1995, 1998). In this article I am concerned with contracting out or outsourcing as it is otherwise known. That is, I focus upon the process whereby functions undertaken formerly by government are now performed by private or voluntary organisations in a contractual relationship with public service departments and agencies. Whereas departments and agencies once provided a full panoply of services directly, government purchasers now select providers by tendering competitively for an expanding range of employment, education, health, social welfare and local government services. Contractualism, then, involves the recon-figuation of public service provision to favour quasi-commercial rather than bureaucratic forms.  相似文献

Democracy is essentially a political system that respects people's preferences, with models of democracy differing principally in how they accomplish that. Choice among those models can be facilitated by reflecting upon various public policies which are not preference-respecting. Examination of policies which are paternalistic, and justifiably so, reveals which sorts of preferences ought be to respected and which not. These findings are then used to reflect back onto our choice among models of democracy.  相似文献
