In 2008, the economic downturn coincided with a major shift in the energy sector paradigm. This state of emergency forced the UK government to try to steer the objectives of its major energy players. This crisis put the UK state's capacity to influence its mostly privately‐owned energy sector to the test. Using the example of energy utilities, this article aims to explore whether the austerity agenda impacted the relationship between the UK state and its public services. The purpose is to determine whether current multiple crises have forced the UK state to adopt an exceptionally interventionist approach that doesn't tally with the austerity agenda, or whether these crises merely revealed dynamics which had been underlying in the management of its energy utilities since the beginning of the neo‐liberal era.  相似文献

The Conservative‐Liberal Democrat government's policy risks turning the financial crisis into a crisis of the state. This article argues that the current trajectory of the British state risks exacerbating the very social antagonisms which it has fought so hard to contain in recent years. It contends that the crisis (2007–09) was a crisis of neoliberalism and yet, paradoxically, neoliberalism—in the form of further depoliticisation and a new politics of debt—is being re‐invoked to deal with the post‐apocalyptic condition of the British economy. The article suggests that the state lacks the necessary political discourse to secure popular consent and—as a result—is resorting to a more coercive form of political management; and that the effects of austerity are being offset through an increased indebtedness of the British public. Both risk igniting social conflict. In the conclusion several points are indicated for an alternative political agenda.  相似文献

Van Vossole's article explores the racist framing of the peripheral member states of the European Union, the PIGS (Portugal, Ireland (and/or Italy), Greece and Spain). It demonstrates a strong connection between the processes of racialization and depoliticization, as well as the return of colonial dynamics in the Eurozone. Side-stepping political economy and history, the culturalization of politics perfectly complements the ‘post-political’ neoliberal hegemony. Political and media discourses reproduce it in both populist and corporate interests. The culturalization of politics reduces the differences between centre and periphery to certain ‘cultural characteristics and habits’, as reflected in stereotypes of laziness, non-productivity, corruption, wasteful spending and lying. These make it possible to blame the PIGS for the current crisis, legitimizing drastic austerity measures and a loss of sovereignty. The loss of sovereignty shows remarkable similarities with what Kwame Nkrumah defined as neocolonialism: the continuation of colonial power relations through processes of economic dependence, conditional aid and cultural hegemony. While this problematic only resurfaced during the recent Euro crisis, Van Vossole discusses how today's racist discourses and neocolonial politics have their roots in the past, particularly in anti-Irish and anti-Mediterranean racism and in the (semi-)colonial position of the PIGS in the British and Ottoman empires. Besides structural violence against the periphery, a major consequence of this racialization is that it jeopardizes any possibility of further democratic political integration on the basis of a common European identity.  相似文献

During the crisis, the European Union's ‘social deficit’ has triggered an increasing politicisation of redistributive issues within supranational, transnational and national arenas. Various lines of conflict have taken shape, revolving around who questions (who are ‘we’? – i.e., issues of identity and inclusion/exclusion); what questions (how much redistribution within and across the ‘we’ collectivities) and who decides questions (the locus of authority that can produce and guarantee organised solidarity). The key challenge facing today's political leaders is how to ‘glue’ the Union together as a recogniseable and functioning polity. This requires a double rebalancing: between the logic of ‘opening’ and the logic of ‘closure’, on the one hand, and between the logic of ‘economic stability’ and ‘social solidarity’, on the other. Building on the work of Stein Rokkan and Max Weber, this article argues that reconciliation is possible, but only if carefully crafted through an extraordinary mobilisation of political and intellectual resources. A key ingredient should be the establishment of a European Social Union, capable of combining domestic and pan‐European solidarities. In this way, the EU could visibly and tangibly extend its policy menu from regulation to (limited, but effective) distribution, reaping the latter's benefits in terms of legitimacy. The journey on this road is difficult but, pace Rokkan, not entirely impervious.  相似文献

This article investigates the possibilities for the emergence of more participatory forms of citizenship in the context of austerity Europe. Especially significant in this regard is the history of the post-war New Left who were critical of both social democracy and authoritarian Marxism. In this context I reconsider the radical ‘humanistic’ writing of E.P. Thompson and Raymond Williams. Not only does their work offer a critical understanding of the commons, but equally connects to the revival of humanism evident within the alter globalisation movement. Further I look at the development of different ideas for a revived Left including nostalgia for the social democratic period and the idea of cosmopolitanism. While all of this work has something to offer I seek to argue that it fails to adequately address the need to develop more ecologically sensitive and more participatory forms of citizenship. In the final section, I outline the importance of the struggle for a more democratic and autonomous society and the increasing importance of issues related to traditions of self-management and the idea of the commoner. The idea of the commoner could yet become one of the major ideological struggles of the twenty-first century, but this will depend upon its ability to excite the imaginations of Europe's increasingly frustrated citizens in the age of neoliberalism.  相似文献

Abstract

Conflicting claims of Muslim marginalization and injury and alarmist narratives of encroachment on secular spaces and intimidation of its citizens have dominated public debates in Turkey. The purpose of this paper is to disentangle the web of meanings associated with the ‘secular’ and to analyse the political fortunes of secularism. It specifically attempts to elucidate how and why critiques of lack of accountability, authoritarianism and militarism were mapped onto an onslaught on secularism itself. It argues that the historical shallowness of civic notions of citizenship was compounded by the instrumentalization of religion by the secular establishment, the embedding of Islamist actors in the electoral politics of patronage and the consolidation of Islamic capital in the wake of neoliberal policies since the 1980s. It concludes that the terms ‘secular’ and ‘Islamic’ have become empty signifiers and tropes mobilized by contending political actors in their search for hegemony and the consolidation of their power.  相似文献

The steady drip of dissident Republican attacks forms the backdrop to this special issue of Political Quarterly. Moreover, this comes at a time of economic austerity, when Northern Ireland faces unprecedented cuts to its public sector‐dominated economy. The economic crisis in the South adds an additional layer of uncertainty to the picture. In the past, economic deprivation has been associated with conflict in Northern Ireland and elsewhere. Might the peace dividend and constitutional settlement which have underpinned the Northern Ireland ‘miracle’ since 1994 be under threat? Or is there now sufficient momentum in both of Northern Ireland's main ethnic communities that such an outcome can be safely averted? This paper summarises the thinking of our symposium and special issue on this topic, updating our picture of the Northern Ireland peace process.  相似文献

This article traces some of the rhetoric flowing from Jeremy Corbyn’s leadership of the Labour Party to the New Left, a political and intellectual movement in the UK which rose up to challenge the Stalinisation of socialism. These New Left lineages appear most clearly in the value denoted by both movements toward extra‐parliamentary politics. Indeed, the work of the New Left intellectual Ralph Miliband considers this factor to be a criterion by which we can assess the extent to which Corbyn’s party has surpassed the traditional ‘Labourist’ mould. By going beyond the movement’s early rhetoric, I show that it hasn’t. Instead, I present evidence that Corbyn’s Labour is a deeply social democratic one. The article offers an explanation for this assessment based on comparison of the contexts from which both the New Left and Corbynism emerged, and outlines an analytical path for future scholarship that emphasises continuity as well as change, and wards against ideological bias.  相似文献

Abstract

How do governmental housing policies affect the ability of young people to exit the parental home? This paper makes three claims. First and most important, governments that create accessible and liquid mortgage markets make it easier for young people to launch from the parental home. Second, even in those countries with more liquid housing markets, younger generations today still have an increasingly difficult time realising their preferences compared to prior generations. Third, increasing income and wealth inequality interacts with housing markets to create this uneven playing field both within and across generations. This paper examines these relationships in 20 high-income OECD countries. Fewer adult children live in the parental home in countries with deep mortgage markets, high levels of social rented housing, tax relief for ownership, low buyers' transaction costs and high residential mobility. These countries cut across the traditional housing regime typologies, highlighting the need for additional housing-specific theory building.  相似文献

The financial crisis which began in 2007 has been widely interpreted as a crisis of neoliberalism, akin to the crisis of Keynesianism of the 1970s. But there is little sign of a major paradigmatic alternative, either in theory or in practice. This article looks at how the crises and failures of neoliberalism are occurring at a micro‐policy level, where they are interpreted in terms of the fallibility of individual rational choice. Policy responses to this crisis, drawing on more psychologically nuanced accounts of economic behaviour, can be described as ‘neocommunitarian’, inasmuch as they echo the communitarian critique of the liberal self. Where neoliberalism rests on a vision of the individual as atomised and rational, neocommunitarianism treats individuals as governed by social norms and incentives simultaneously. And where neoliberalism subjects individuals to periodic audit organised around targets and outputs, neocommunitarianism conducts a constant audit of behavioural fluctuations in real time.  相似文献

Despite the widespread secularisation of West European societies, research has only found mixed evidence of a decline in the influence of religion on people's electoral preferences. A relatively recent line of inquiry has adopted a ‘top-down’ approach to this problem, arguing that the impact of religion not only depends on structural social changes, but also on parties’ convergence on moral issues. Drawing upon this ‘top-down’ approach and the ‘impressionable years’ model, this article argues that parties’ political strategies aimed at (de-)mobilising social cleavages have a lasting effect on voters’ party preferences. Using nine rounds of the European Social Survey for 19 West European countries, I find the impact of religiosity on voting for the centre-right (Conservative and Christian Democratic parties) to be significantly smaller for voters who were exposed during emerging adulthood (aged 15–25) to a centre-right party that adopted similar positions on moral issues to those of its main competitors. These findings have important implications because they highlight the role of generational replacement in bringing about electoral change, even when this is prompted by parties’ strategic choices.  相似文献

Despite all the contemporary difficulties that we face on the island of Ireland, twenty-four years on from the signing of the Good Friday Agreement, there is a clear sense of hope for a better future. We should be optimistic for our shared future, even if we do not agree on what form that should take. We cannot discuss Northern Ireland or its future without acknowledging that Brexit has significantly shifted the conversation. Not only has it brought Anglo-Irish relations to a low not seen in the past twenty-five years, but it has also damaged the reputation of the UK internationally and brought the topic of Irish unity back to the fore of our political discourse.  相似文献

This article empirically tests competing explanations for intergenerational policy differences using a cross section of generational accounts from Kotlikoff and Leibfritz (1999). Generational imbalance rises when a public transfer program is created that benefits living generations and harms future generations. Generational imbalance is greatest in countries with a large elderly population, high income growth rate, greater income inequality, and dispersed political parties. The results are consistent with successful rent seeking by the elderly and poor, and suggest that countries with a high income growth rate and coalition government are less able to resist intergenerational redistribution.  相似文献

In the mid 1970s HC Coombs was a major promoter of the idea behind the CDEP scheme: that rather than pay lots of Aboriginal people in remote areas unemployment benefits it would be more constructive for them to be employed part‐time by local Indigenous organisations to undertake socially useful tasks. From this simple idea was born one of the most significant and, in time, one of the largest Indigenous‐specific programs Australia has seen, the Community Development Employment Projects scheme. The birth was not easy and neither has been the subsequent life of what I have called, with great licence, Coombs’ bastard child.  相似文献

Donald Trump is often seen as a radical departure from the neoliberalism that has shaped recent American history and, at first glance, nowhere does this seem truer than on trade. Trump’s support for protectionism certainly seems to depart from neoliberalism, which we are used to thinking of as involving unqualified support for free trade. But should this really be seen as a departure? This paper argues that, instead, Trump’s trade policy should be seen a kind of ‘neoliberal protectionism’, which seeks to use the coercive power of the state to force other nations to conform to a market‐based economic logic. The origins of this neoliberal protectionism can be traced back to the 1980s when debates about foreign industrial policies first caused the United States to adopt a more aggressive approach to trade. From this perspective, Trump’s trade policy represents not a rejection of neoliberalism but an extreme articulation of it.  相似文献

Launched in 2016, Flood Re is a government-supported scheme for flood-risk insurance in Britain that is intended to pave the way towards an eventual ‘free’ market featuring risk-reflective pricing. This paper introduces the concept of ‘the allusive market’ to denote the figurative work that the market vision performs in this context. Alluding to the merits of what is in reality a highly implausible market-based future for flood insurance releases the government from having to substantively address intractable problems associated with the financial risk of flooding in the present: the market will come to the rescue. A risk-management crutch, the allusive market engenders contemporary policy paralysis, occasioning in turn the worsening of the very problems that the market is being relied upon, eventually, to resolve.  相似文献

Abstract

Set within the complex contemporary context of international interventions, UN peacekeeping operations have now evolved into peace operations. The emergence of the concepts of human security and the responsibility to protect have raised expectations that UN peace operations should deal with both macro and micro level insecurity in conflict and post-conflict situations, especially in the case of failed or collapsed states. Reflecting this development, the question of an appropriate framework in which to conceptualize peace operations has also been debated. This essay considers a conceptualization of UN peace operations from a conflict resolution perspective and analyses the case of the UN Assistance Mission in Afghanistan (UNAMA), using a framework of conflict transformation. It argues that the impartiality of UN operations has been reconceived in terms of the values of ‘human security’ and the ‘responsibility to protect’, making it vital to explicitly articulate the meaning and implications of ‘value-based’ impartiality.  相似文献

This article deploys insights from Michael Young’s 1958 satire The Rise of the Meritocracy to challenge the dominant ideology of meritocracy in contemporary British society. It draws on ethnographic research in schools over a twenty-five year period to illustrate the damage the illusion of meritocracy inflicts on children and young people, but particularly those from working class backgrounds. It argues that the consequences of the pretence of meritocracy are to be found in everyday practices of testing, hyper-competition and setting, and beyond the classroom in the designation of predominantly working class schools as ‘rubbish schools for rubbish learners’. It concludes that, beyond the negative consequences for working class learners, there are wider consequences for British society, exacerbating social divisions and encouraging the growth of distrust, prejudice, envy, resentment, and contempt between different social groups.  相似文献
