Party leaders are the main actors controlling campaign strategies, policy agendas, and government formation in advanced parliamentary democracies. Little is known, however, about gender and party leadership. This article examines gendered leadership patterns across 71 political parties in 11 parliamentary democracies between 1965 and 2013. It shows that men and women have different access to, and experiences in, party leadership and that these gendered political opportunity structures are shaped by parties' political performances. Women are more likely to initially come to power in minor opposition parties and those that are losing seat share. Once selected for the position, female leaders are more likely to retain office when their parties gain seats, but they are also more likely to leave the post when faced with an unfavorable trajectory. Together, these results demonstrate that prospective female leaders are playing by a different (and often more demanding) set of rules than their male counterparts.  相似文献

Anthony King thought and wrote a great deal about British prime ministers and political leadership more generally. But in contrast to the way in which single papers embodied his contribution to our understanding of ‘government overload’, ‘executive‐legislative relations’ and ‘career politicians’, his contribution to our understanding of the prime ministership was defined by a body of work. This essay explores that body of work and identifies some of the themes that characterised it. It then relates King's work to claims about the ‘presidentialisation’ of the office, as well as the importance of the expectations surrounding contemporary prime ministers. As Britain grapples with the challenge of Brexit, we should all take note of his counsel against expecting too much in the way of ‘strong’ prime ministerial leadership.  相似文献

Although we commonly assume that bureaucrats influence the policies which govern public behavior, we know very little about the individuals who occupy executive positions in the federal bureaucracy. Following the creation of the Senior Executive Service (SES) in 1978, the Office of Personnel Management (OPM) published guidelines detailing the skills and responsibilities required among both career and noncareer members of the SES. Although scholars have focused much attention on relations between these two groups within the federal bureaucracy, their day-to-day responsibilities remain understudied. This study reports results of a survey that was administered to 1,000 members of the Senior Executive Service to determine whether career and noncareer members of the SES have significantly different job responsibilities. Although both groups perform a variety of activities which provide them with numerous avenues to affect government policy, the research findings indicate that noncareer executives are more engaged in carrying out political liaison tasks and that career executives have slightly greater personnel responsibilities.  相似文献

This article seeks to explain the use of inside and outside lobbying by organised interests at global diplomatic conferences. At first sight, the lobbying at these venues is puzzling as it does not seem to be a very fruitful way to acquire influence. The use of outside strategies especially is perplexing because most aspects of international negotiations fall outside of the purview of national constituencies. It is argued in this article, however, that the presence of outside lobbying is not so puzzling if lobbying is seen both as a way to attain influence and as a way to pursue organisational maintenance goals. Empirically, the article draws on interview data with 232 interest group representatives that participated at either the 2012 session of the World Trade Organization (WTO) Ministerial Conference in Geneva, or the 2011 (Durban) and 2012 (Doha) United Nations Climate Conferences. The analysis demonstrates that organisational needs, and especially the competition actors face in obtaining resources, significantly affects the relative focus of organised interests on inside and outside lobbying.  相似文献

Mainstream political economy has tended to treat the family as a unit when examining the distributional consequences of labor market institutions and of public policy. In a world with high divorce rates, we argue that this simplification is more likely to obscure than to instruct. We find that labor market opportunities for women, which vary systematically with the position of countries in the international division of labor and with the structure of the welfare state, affect women's bargaining power within the family and as a result, can explain much of the cross country variation in the gender division of labor as well as the gender gap in political preferences.  相似文献

After discussing the nature of the balance of power following the March 1996 federal election, this article looks at potential methods of influence for parties (particularly the Australian Democrats) in a balance of power situation. Included are three case studies of major legislation. The results show levels of influence to be mixed depending on the nature of the legislation, and the Howard government to be a 'mixed bag' in its approach to parliamentary process and dealing with the Senate. The final stage of this article looks briefly across those case studies to make conclusions as to the motivation, intent and consequences of public sector changes which are occurring under the Howard government.  相似文献

The Electoral Commission's recently published report Gender and Political Participation captures in a clear and accessible fashion the ways in which gender determines the nature of women and men's political participation in the UK. Analysing existing academic survey research it establishes that there is an overall gender gap in political activism with men more active than women. However, it also finds that there is no gender gap in voter turnout at national, regional, or local elections and that in some political activities, such as signing petitions or boycotting products, women are more likely than men to be active. The report also raises important questions about the consequences - substantive and in terms of legitimacy - of women's lower levels of participation in party politics, and suggests that political parties should ensure that greater numbers of women are elected to our political institutions.  相似文献

Political debates over the concept of “fetal rights” pose in sharp relief questions regarding the meaning of biological gender difference for gender equality. Can the state's obligation to “protect” fetal health be used to modify or control women's behavior? If so, what does this mean for women's status as full and equal citizens in a democratic society?
