Following the formation of the Conservative–Liberal Democrat government in May 2010, David Cameron and Nick Clegg sought to persuade party members, the electorate and a sceptical media that their partnership would hold together for the duration of the parliament. Taking as its starting point Kenneth Burke's theory of rhetoric as identification, this article explores the strategies employed by senior Coalition figures to construct and present an image of unity to these different audiences. Of particular concern are appeals to the parties’ shared values and to the ‘national interest’, as well as the narrative of Britain's ‘debt crisis’. This narrative served to minimise inter‐party divisions by inviting MPs and supporters to unite behind the cause of deficit reduction, in opposition to the ‘fiscally irresponsible’ Labour party that had allegedly wrecked the economy. The article concludes by reflecting on the lessons for the partners in a future UK coalition government.  相似文献

This article applies new institutionalist perspectives on institutional change to the inclusion in the Maastricht Treaty of social dialogue provisions giving the social partners the right to participate in social policy‐making. It concludes that the new institutionalism cannot explain institutional change. By relying on exogenous variables such as ‘critical junctures’, ‘leadership’ or ‘ideas’, new institutionalist analyses resort to a collection of explanations that proponents of almost any theoretical perspective could use. The new institutionalisin's failure to develop an institutionalist account of change is a serious weakness that brings into question its use as an analytical tool in EU studies.  相似文献

Significant changes to societies and the jettisoning of social rights are limiting access to conventional citizenship and fueling a new criterion by which a substantive ‘citizenship’ may now be claimed. Specifically, fame, fortune and a kind of martyrdom are, de facto, the new ways in which an individualistic approach is used to access citizenship, initiating a two-tiered system of inclusion. This article uses a Canadian context to examine the relevance of Marshall's concept of citizenship. The argument will follow in four parts. First, I review Marshall's construct of social rights and take up some of the ‘internal’ critiques of its limits. Second, I examine the gendered limits of social citizenship claims. Third, I explore what amounts to an ‘external’ critique of Marshall, i.e. thinkers like Beck who argue that the debate has moved on from how to do ‘social rights’ to an attack on the very notion of (social) rights. Finally, I propose what a citizenship without social rights concretely amounts to in the modern world.  相似文献

This article discusses recent developments in dissident Irish republicanism and some of the arguments advanced to explain its emergence as a factor in Northern Irish politics. In particular it considers those explanations which define these new armed groups as either the latest manifestation of a historically determined Irish republican tradition or simply as ‘residual terrorist groups’ left behind by Provisional republicanism's movement into the constitutional mainstream in the 1990s. It rejects these arguments as ahistorical and schematic, and instead suggests that the dynamics and trajectory of dissident republicanism are shaped instead by the inherent tensions and structures of ‘the new Northern Ireland’. It goes on to compare the contemporary political, social and economic forces that produce the dissidents with the conditions that created the Provisionals as in the early 1970s and concludes that whilst these new groups will continue to pose a threat to the ‘normalization’ of the new dispensation they will not be successful as their republican forebears in mobilizing a significant and sustained challenge to the Northern Irish state.  相似文献

During his May 2014 visit to Australia Pascal Lamy, former Director General of the World Trade Organization, urged ‘public institutions, civil society, and global businesses’ to forge ‘creative coalitions’ for the purpose of engaging constructively and positively with the complex problems standing in the way of achieving social and economic sustainability. Lamy's visit was but the first of several occasions during 2014 in which intense public discussion erupted about the need for government, business, and civil society to pool their capacities in boundary‐spanning efforts to address complex policy problems. This article investigates whether the public discussion portends a heightened policy focus on the ‘five Cs’: co‐production, co‐design, corporate social responsibility, collective impact, and Lamy's creative coalitions.  相似文献

T.H. Marshall's concept of ‘social citizenship’, developed in the 1949 lecture ‘Citizenship and Social Policy’, remains a vital study of welfare in developed nations. However, Marshall's social citizenship has come under attack as undermining civil liberties, or falling short of offering real equality to marginalised groups. This article returns to Marshall's lecture to show that he was in fact aware of such problems, but nonetheless held the provision of social rights to be a valuable normative project. Furthermore, this article argues that a new social citizenship, incorporating collective rights claims, could present a strong challenge to neoliberalism in contemporary welfare debates.  相似文献

The idea that problems in governance have deep roots in social structure has been revisited by Geof Wood in a recent article in this journal. His article takes a position in relation to an ongoing debate about how to improve public administration and management in Bangladesh, a debate that seems to be almost as ‘imprisoned’ in incompatible values and premises as, he argues, are the various Bangladeshi actors in society. But behind this debate are some very practical issues about how the administration there might be persuaded to work better. Key to his contribution is the idea of ‘room for manoeuvre’ or conditions for ‘escape’. This article argues that embedded institutions and values matter but that behaviour is also responsive to opportunity. ‘Old’ values can be put together into new institutional complexes if given a chance. The key to successful institutional change is effectiveness. ‘Escape’ is not only, or even primarily, a matter of changing values but of responding to circumstances and changing institutions—cutting the bars. A close look at institutional and organizational reform in any country, including the UK, shows that, whatever moral language and posture inform the reform agenda, it is constructive compromise that produces the structure that works. This article evaluates Hannah Arendt's contribution to ‘thinking citizenship’ in light of her controversial account of the modern rise of ‘the social’. It argues that Arendt's writing on the social is best understood not primarily as analytical and normative but as an historical argument about the effect of capitalism and modern state administration on meaningful citizenship. This short piece analyses one important element of Arendt's story about the historical rise of the social: that it is a peculiar hybrid of polis and oikos, a scaled-up form of housekeeping, and its threat to the public, political world.  相似文献

The role played by educational credentials in British labour market recruitment changed radically during the mid‐twentieth century. Having higher or better credentials than others became a key determinant in selection for society's best‐paid jobs. The resulting race for them has had perverse effects. A large minority of graduates earn no more than non‐graduates or are in jobs for which they are ‘overeducated’. In various ways, the incentive to ‘stay ahead’ has prompted large expenditures by families to improve the qualifications a child obtains at school, while there is also now huge demand for postgraduate qualifications. Not only is there resulting social waste but also social injustice; while education was understood previously as a means of breaking down barriers to social mobility, it now has the opposite effect. This article explores the causes of these developments and outlines briefly how a new centre‐left agenda for education might be constructed.  相似文献

Running through Bernard Crick's In Defence of Politics is an implicit faith in the ability of liberal democracy to deliver progress. From the perspective of 1962 such optimism seems well founded. After the years of post war austerity there had been more than a decade of steady growth, the middle class was expanding fast providing unprecedented levels of absolute social mobility (more benign and less complicated than the relative social mobility which today's politicians disingenuously claim to pursue). ABSTRACT

During the early 1960s African American psychologist Kenneth B. Clark, known primarily for his involvement in the 1954 Brown v. Board of Education US Supreme Court desegregation decision, began organizing an ambitious anti-poverty programme called Harlem Youth Opportunities Unlimited, Inc. (HARYOU). Dissatisfied by the lack of progress in school desegregation in New York City and discouraged by the inability of traditional social welfare organizations to address the problems of race and poverty, Clark argued that a new approach had to be developed to mobilize the black poor to gain the political and economic power that would solve their problems. At the same time, he theorized that a new form of racial segregation was beginning to develop in urban areas that foreshadowed increasing social isolation, economic dependence and declining municipal services for many African Americans. He called this new development ‘internal colonialism’ and hoped that HARYOU would be a demonstration project in the Kennedy–Johnson administration's War on Poverty that would address these problems from multiple perspectives. Nonetheless, the plan aroused the political opposition of Harlem Congressman Adam Clayton Powell. The dispute with Powell drove Clark from HARYOU and caused him to re-evaluate his thinking regarding African American leadership. He increasingly viewed the ‘ghetto’ as both a prison and a cocoon that satisfied white and black social, economic, political and psychological needs. By the end of his HARYOU experience, Clark coined the term ‘the new American dilemma’ to describe and theorize about an increasingly isolated and powerless black population in many urban centres. The term also signified his belief that the problem of power was intricately tied up in, while also separate from, the problem of race.  相似文献

Debates on Scottish constitutional reform go hand in hand with discussions of political reform. Its reformers use the image of ‘old Westminster’ to describe ‘control freakery’ within government and an adversarial political system. Many thought that the Scottish political system could diverge from the UK, to strengthen the parliamentary system, introduce consensus politics and further Scotland's alleged social and democratic tradition. Yet the experience of devolution suggests that Holyrood and Westminster politics share key features. Both systems are driven by government, making policy in ‘communities’ involving interest groups and governing bodies, with parliaments performing a limited role and public participation limited largely to elections. The Scottish government's style of policy‐making is distinctive, but new reforms are in their infancy and their effects have not been examined in depth. In this context, the article identifies Scotland's ability to make and implement policy in a new way, based on its current trajectory rather than the hopes of reformers.  相似文献

Four commonly held interpretations of the development of European social thought in the nineteenth and early twentieth centuries are analysed and criticised, with particular reference to Durkheim's writings. These four myths are: the notion that Durkheim's sociology developed in substantial degree as a response to the ‘problem of order’; the conception that Durkheim's work is to be understood in terms of its origins in ‘conservative’ social thought; the view that Durkheim's writings, together with those of some of his contemporaries, mark a radical break in the transition from ‘social philosophy’ to ‘sociology’; and the idea that the type of intellectual tradition represented by Durkheim, concerned with the ‘problem of order’, can be usefully compared with a divergent tradition concerned with ‘conflict’ and ‘change’. It is argued that while these myths each contain a kernel of truth, this can only be extracted if Durkheim's writings are examined in relation to the historical context in which he developed his sociological concerns.  相似文献

This article examines, first, how environmental concerns have shaped British politics since 1945, making the environment an object of governance; and second, how political developments have an environmental history, focussing on the environmental demands of social democracy. It contends that environmentalism should be considered alongside other political ideologies, such as socialism and feminism, as helping to constitute the modern British state and the evolving relationship between government and the citizen. It considers how the management of the terrestrial environment became a hotly contested matter in the postwar decades, drawing a distinction between the politics of ‘landscape preservation’ and ‘nature conservation’. This discussion is related to access politics and questions of rural governance and regulation, particularly with respect to the agricultural sector. The article concludes with a discussion of some current environmental concerns, reflecting on the possible transition from today's ‘carbon democracy’ to tomorrow's ‘renewable democracy’.  相似文献

This article comparatively analyses the cases of Mexico and Chile to understand how women's movements contest the meaning of citizenship in various national contexts. We also assess the consequences that different movement strategies, such as ‘autonomy’ versus ‘double militancy’, have for movements' citizenship goals. To explain the different outcomes in the two cases, we focus on the nature of the democratic transition, the internal coherence of women's movements, the nature of alliances with other civil society actors, the ideological orientation of the newly democratized state, the form of women's agency within the state, and the nature of the neoliberal economic reforms. We argue that a serious problem for women in both Chile and Mexico is the fact that governments themselves are deploying the concept of citizenship as a way to legitimate their social and economic policies. While women's movements seek to broaden the meaning of citizenship to include social rights, neoliberal governments employ the rhetoric of citizen activism to encourage society to provide its own solutions to economic hardship and poverty. While this trend is occurring in both Chile and Mexico, there are some features of the political opportunity structure in Chile that enable organized women to contest the state's more narrow vision of democratic citizenship. In Mexico, on the other hand, the neoliberal economic discourse of the current government is matched by a profoundly conservative ideological rhetoric, thereby reducing the political opportunities for women to forward a gender equality agenda.  相似文献

In December 2007, Northern Ireland's newly elected First and Deputy First Ministers, Ian Paisley and Martin McGuinness, were pictured sitting happily together on a read leather sofa at the new IKEA superstore in Belfast. It was an image that served as a powerful symbol of the region's political transformation and economic optimism. Yet, within months of this photo opportunity, global financial crisis and economic recession shattered hopes that a meaningful, economic ‘peace dividend’ would underpin the new political dispensation. This article takes a critical look at the media's role in conflict transformation in Northern Ireland; how they projected new and more positive images of life in the region and chronicled the daily business of ‘bread and butter politics’. However, it also identifies chronic decline among some sections of the regional media, particularly Belfast's daily newspapers, just when they are needed to monitor and debate political decision‐making in a time of austerity.  相似文献

A prevention framework represents one of the fundamental means of the Australian Government's contemporary drive to achieve permanent reductions in homelessness. Consistent with prevailing policies in the UK and US, Australia has approached homelessness prevention through identification and early intervention of individuals ‘at risk’ of homelessness. In this article we suggest that prevention strategies focused on the risk factors that individual pose obscures efforts to address the underlying structural factors that contribute to homelessness, or to reduce the prevalence of homelessness at the overall population level. The article examines the efficacy of increasing the supply of affordable housing to prevent homelessness, but suggests that the provision of housing alone may be insufficient to realising related well‐being objectives. In turn, it is proposed that policy which focuses on poverty reduction has the capacity to achieve the sustainable prevention of homelessness ambitions.  相似文献

In the light of the recent controversy over Andrew Mitchell's alleged ‘pleb’ comments to police officers and Nadine Dorries’ characterisation of David Cameron and George Osborne as ‘arrogant posh boys, this article examines the social composition of the parliamentary Conservative Party. It looks at previous attempts to widen the social base of the PCP and analyses the effect of Cameron's priority or ‘A’ list of candidates on the composition of the 2010 PCP. The article asks whether the perception that the Conservatives are the party of the rich has damaged the party's electoral appeal and if so what can be done to rectify the situation.  相似文献

Deindustrialisation and the closure of automotive manufacturing can differentially affect the socioeconomic prospects of workers and their communities, and contribute to social and health inequity. We used Bacchi's problematisation approach to examine the South Australian (SA) Labor government's policy responses to the General Motors Holden (GMH) Elizabeth plant closure announcement. We focused on the way that these policy responses framed the ‘problem’ of this major economic shock, particularly the extent to which potential social and health equity consequences were addressed. We found a narrow focus on economic strategies, neglecting the compounding impact of poverty in Playford, which may exacerbate health inequity. The community effects from the GMH closure remain uncertain and may be delayed for several years. SA requires better integrated social and economic policies to minimise social and health inequalities, as the consequences of the car manufacturing loss are realised.  相似文献
