There have been more than 50 independence referendums since the middle of the 19th Century when Texas, Virginia and Tennessee—albeit unsuccessfully—voted to leave the USA. A handful of plebiscites were held in each decade after 1945, but most independence referendums were held after the break‐down of communism. Most have resulted in majorities for independence. However, such plebiscites have been rare in countries with established systems of democratic government and the results may not be a fair reflection of the views of the voters. When referendums have been held in democratic countries, they have often resulted in a no‐vote (though Montenegro is an exception to the rule). Referendums have on a few occasions resulted in the exacerbation of ethnic conflict, such as in Bosnia‐Herzegovina and in East Timor. But generally speaking referendums are not correlated with civil war; indeed, war resulted in only 13 percent of the cases.  相似文献

Britain's constitution has changed dramatically over the past forty years in which the author has been involved in national politics: devolution, the supremacy of EU law, the greater willingness of the judiciary to intervene in political issues and new human rights legislation. However these changes have been essentially random, argues David Lipsey, lacking any binding theme. These changes continue under the new coalition government. This article attempts to examine and analyse the Greek military regime's (1967-1974) relations with the country's administrative apparatus. After briefly tracing the historical and ecological dimensions of these two institutions the article analyses their relations during the 7-year period on the basis of Eckstein and Gurr's superordinate-subordinate theoretical framework. The relevant data, which include interviews with senior civil servants as well as military officers, indicate that due to the nature of their profession, which emphasizes discipline and strict subordination, the military as political governors create an atmosphere to which the less regimented and more give-and-take-oriented bureaucracies have difficulty becoming accustomed. Military regimes and administrators do not enjoy the best of relations.  相似文献

The modern world-system has created considerable confusion about what we can mean by integration and marginalization into our societies/states. One of the principles of most sovereign states in the last two centuries is that they are composed of “citizens.” Once there were citizens, there were non-citizens as well. Citizenship became something very valuable, and consequently not something one was very willing to share with others. Despite the fact that citizenship is a cherished good, which gives rise to “protectionist” sentiment, migration is a constantly recurring phenomenon in the modern world, which leads to the issue of national integration. The world revolution of 1968 put into question, for the first time since the French Revolution, the concept of citizenship. What was different about me world revolution of 1968 was that it was an expression of disillusionment in the possibilities of state-level reformism. The post-1968 movements added something new. They insisted that racism and sexism were not merely matters of individual prejudice and discrimination but that they took on “institutional” forms as well. What these movements seemed to be talking about was not overt juridical discrimination but the covert forms that were hidden within the concept of “citizen” The concept of citizenship is, in its essence, always simultaneously inclusionary and exclusionary. We should begin to conceive whether we can go beyond or dispense with the concept of citizen, and if so, to replace it with what?  相似文献

Two aspects of the relation between sexual difference and democracy are discussed: (i) the construction in classic contract theory of the 'natural' difference between the sexes as a relation of superiority and subordination; (ii) the peculiarities and paradoxes of women's standing as citizens as the 'different' sex. This is illustrated by the examples of motherhood - women have been seen as having a distinctive political duty as mothers, but motherhood is also seen as the antithesis of citizenship - by the difficulties surrounding women and consent, and by the questions raised by contemporary feminists about the meaning of ('normal') 'sex'.  相似文献
