公共管理问题是公共组织尤其是政府组织主导社会事务和社会发展的前沿问题,也是人类社会自从出现利益分化和阶级分化以来的重大现实问题.如今,人类社会的航船已经行进到21世纪,在时代发展的新起点上仍在持续着全球化的人类社会的结构转型,而主导社会变化和发展的公共管理也正在发生着新的变化.这些变化和发展趋势可以概括为边缘化、国际化、创新化、公共政策化、知识管理化和可持续发展化.     

二十一世纪初中国行政学发展的趋势

二十世纪中国行政学得到了长足的发展。进入二十一世纪的中国行政学无论是在研究内容、研究方法、理论体系等方面都将进一步创新。行政学的研究内容将向着”行政与政治相融合”的方向发展;行政学的研究方法将趋向实证研究、动态研究;行政学的学科基础将更加宽泛。     

新世纪政府管理改革的新课题

新世纪的到来给各国政府管理改革带来了新的课题。新世纪是信息通讯技术高度发达,公民参与政府管理及政策制定的机会和期望不断增强的朝代;新世纪将是政府机构改革和组织变革需要不断按照企业精神和再造模式广泛推进的时代;新世纪将是政府官员需要在思想观念和行为方式上革心洗面,脱胎换骨,从而要求行政教育培训目标和模式进行相庆变革的时代。这些新的课题正日益引起各国政府和专家学的关注和兴趣,如何积极主动地迎接新世纪     

Conducting Research on Counties in the 21st Century: A New Agenda and Database Considerations

Given local, regional, national, and global events of the last few years and the ever-increasing service roles and expectations of county governments, American counties warrant greater scholarly attention. To guide researchers, the research agenda published in this journal 15 years ago has been refined and expanded. This 11-point agenda includes fiscal capacity and responsibility; the role of structure, politics, and political participation; intergovernmental relations and networking; professionalism; service delivery; environmental issues; population changes; managing conflict and promoting integration; terrorism and security; information technology; and economic development. In addition, five database concerns and needs that pose significant challenges to researchers are identified and presented for consideration.

二十一世纪的中俄外交

进入二十一世纪以来,中俄高层互访不断,两国间协作日益密切,经贸合作逐步扩大,确立了一种新型的国际外交模式,两国关系处于历史上的最好时期。但通过深层透视可以看出,中俄外交也存在一些值得注意的问题。展望未来,机遇和挑战并存。为此,要在中俄两国人民的共同努力下,不断深化政治互信,规范贸易秩序,完善贸易服务体系,调整贸易结构;广泛开展两国的文化交流,促进民间往来,使中俄战略协作伙伴关系健康持续地向前发展。     

The Australian Public Service and Policy Advising: Meeting the Challenges of 21st Century Governance

This concluding article summarises the case study findings comprising the Special Issue on ‘Advising Australian Federal Governments: Assessing the Evolving Capacity and Role of the Australian Public Service’, identifies and discusses cross‐cutting issues, and considers strategic implications for future practice and research. It reviews key findings from six case studies – Treasury, Prime Minister and Cabinet, Intergovernmental Relations, Housing, the BER Stimulus program, and Defence – and assesses the policy advising capacity of the Australian Public Service, with a focus on the policy‐political interface between governments and officials. Putting recent experience in historical context, it considers the performance of the Commonwealth's policy advisory system, the impact of prime ministers and centralisation, the link between advising and analytic capacities, the system's resilience and readiness, whether recent dissatisfaction over APS advising reflect lack of capacity or a culture clash, and the responsibility for ensuring high‐quality policy advice. It recommends developing a more systematic approach to assessing policy advising capability, building on recent APS reforms.     

The Politics of Science and Sustainable Development: Marcuse's New Science in the 21st Century

ABSTRACT

In recent years, debates around development have seen the growing prominence of post-developmentalist proposals, which are driving the anti-capitalist discourse and at the same time serving as a springboard for non-capitalist development proposals. However, the search for an alternative approach to development can disrupt the construction of viable action strategies and dilute important elements of the contributions advanced by the heterodox tradition, mainly Marxist. The aim of this paper is to systematize the limitations of post-developmentalism and articulate a heterodox paradigm that can be measured in tandem with conventional and hegemonic approaches in development studies, such as approaches stressing human development.

关于21世纪警察素质构架的研究

21世纪警察素质是知识、能力和敬业三个层次的综合体.其中知识是警察素质的基础,能力是表现形式,而敬业精神在知识向能力转化的过程中和能力在实际工作的运用中起主导作用.因此在提高警察素质的过程中,既要重视知识的积累,更要重视知识向能力的转化,不能把知识的掌握作为提高素质的唯一途径.     

网络治理：公共管理的新框架

近年来,网络治理是西方国家公共管理研究的一个前沿课题,网络治理的理论主张、治理结构和治理机制是文章的研究中心.在疏理和整合当前网络治理研究的基础上,文章指出,政策网络理论与治理理论的结合,促成了行动者中心制度主义和管理复杂网络两种流派的形成,倡导网络治理作为一种新的治理模式,致力于实现主体间良性互动和互利互补的合作;网络治理的治理结构是不同于市场(自愿)与科层(强制)的复杂结构,网络是一个有着共同价值诉求的自组织系统,它不同于市场中自愿的个体行为,又不同于科层的命令服从体系;网络治理的治理机制在于信任机制和协调机制的培育,信任机制是网络的运作基础,其地位类似于市场的价格机制或科层的权威机制,而信任机制的落实,又需要回到协调机制的构建上,只有在价值协同、信息共享以及诱导与动员等方面建立起良好协调机制的基础上,才能真正地培育起成员间的信任关系以及成员与集体之间的信任关系,最终实现互利互惠的合作.     

21世纪俄罗斯马克思主义哲学的境遇

21世纪的俄罗斯马克思主义哲学研究,因其价值导向多元化而面临边缘化、重新关注、重新反思的三重境遇。"边缘化"即在获得自由开放的新研究空间中,加深了对它的质疑、批判和解构。"重新关注"即重新探讨它的价值、前途、命运等问题,以马克思主义及其哲学为主题的学术会议增多、出版物增长、高校继续讲授马克思主义哲学、研究机构增加。"重新反思",包括反思深化,即在将反思与苏联和俄罗斯的社会现实、历史传统、思维模式相结合中,分析和评价马克思主义哲学;反思拓展,主要有对修正主义的评价、对十月革命的再认识、对苏联解体的深度分析、对社会主义理论与实践的思考。
