Institutions for collective action (ICAs), comprising individuals that informally organize to manage collective resources, have gained recognition as a significant means of informal governance of common resources alongside the more formal schemes of privatization and top-down regulation. Using the case study of community gardens, this article locates ICAs within the broader phenomenon of self-organization in complex systems, and inquires whether ICAs exhibit dynamics of social contagion and diffuse in accordance with patterns that prevail in self-organized complex systems. Applying quantitative methods derived from the field of complexity, we measure the temporal, spatial, and spatiotemporal diffusion of community gardens in the city of Jerusalem. The results suggest that the spread of community gardens in the urban space displays patterns of self-organization and social contagion. More generally, these findings suggest that ICAs may scale from the micro to the macro level in a bottom-up, self-expanding manner, while maintaining the advantages of local, commons-based arrangements. This perspective carries significant policy implications, and highlights the potential use of ICAs as a means for the governance of public resources, not only on a local, micro scale but also on a more global scale.  相似文献

This article analyzes how sociopolitical dynamics within a state can help explaining foreign policy. We show that under certain conditions, the public can be involved in ways that extend beyond expressing opinions that act as constraints on policy makers, and also takes active initiatives that eventually shape foreign policies. The article explains how sociopolitical processes in Israeli society, which transformed the nature of citizen–politician relations from a top-down to a bottom-up orientation, gradually led to shifts in foreign policy regarding the conflict with the Palestinians. The Israeli public has adopted an approach to solving social problems by unilateral initiatives, as part of its attempts to shape foreign policy from the bottom up, due to continuous government failure to provide public services, combined with blocked influence channels. As long as Israeli politicians ignored these changes, they failed to mobilize support for policies imposed from the top down and lost their positions of power.  相似文献

During the international financial crisis, Portugal found itself in a very difficult and vulnerable socioeconomic situation that has led to an increase in social inequalities. This article seeks to understand two things: firstly, how much the impacts of the crisis contributed to a general perception that people's social position has gone backwards, compared to their pre-crisis situations; secondly, whether it is possible to link this generalized perception that living conditions have gone downhill to an increase in and diversification of collective action practices. The authors analyse data from a 2014 survey of 1,500 residents of the Lisbon Metropolitan Area, which they use to measure how far the level of collective action practices has increased and varied in accordance with a set of social inequality indicators, such as resource and educational inequalities.  相似文献

Since the 1980s, New Public Management (NPM) and post‐NPM reforms have dominated attempts to improve public administration. The literature suggests several reasons for the latter approach. However, these explanations seem to be less relevant to the ongoing civil service reforms in Israel. The Israeli experience is an example where NPM reforms did not occur, but post‐NPM reforms were adopted enthusiastically decades later. Our findings demonstrate how under the structural conditions of both non‐governability and bureaucratic centralization, post‐NPM reforms may provide an attractive layering strategy, offering the option of changing certain features of the system without requiring a drastic, comprehensive overhaul of it. Once Israeli decision makers decided that there was a real public demand for reform, and long‐term learning and diffusion processes convinced them that change was needed, the characteristics of the post‐NPM approach made it much easier politically for them to adopt. The government of Turkey has attempted to substantially improve the management of its public hospitals. However, an analysis of the performance of the quality certified hospitals finds only minor improvements. This study seeks to explain these disappointing results by interviewing 46 hospital managers and employees about the successes and failures of the management reform effort. The interviews suggest that traditional Turkish organisational culture often hinders attempts to decrease hierarchy, but, more positively, it also encourages the use of frontline teams and group rewards. Moreover, Turkey's hybrid system of allowing public doctors to maintain private practices has provided doctors with both the resources and the incentives to fight management reform efforts. Finally, organisational decentralisation in Turkey has evoked fierce political opposition, ironically even from many pro‐modernising forces that fear it could increase the power of Islamic fundamentalists. Turkey's experience suggests a number of broader points about management reform in non‐western societies. It suggests that decentralisation can often impede, rather than strengthen the other aspects of management reform; that a hybrid market organisation is often harder to move toward market efficiencies than a purely governmental one; and that national cultures should help guide the order in which reform tools are implemented. Why are women under-represented even in democratic and egalitarian countries? Previous research considers either demand-side or supply-side explanations. We integrate both perspectives in a least-likely case for the under-representation of women, namely the municipal councils in Denmark. The data stems from a candidate choice conjoint experiment, a survey among potential candidates, and data on the actual pool of nominated candidates. On the voter demand-side, we show that there is no pro-male bias in general or in combination with other candidate traits nor that traits evaluated positively by voters appear more frequently among actual male candidates. On the supply-side, we find that women are less likely to be interested in running for political office. This is primarily because women assess their own political qualifications significantly lower than men. The under-supply of female candidates seem to drive the disparity suggesting that we should focus more on supply-side factors to overcome the gender imbalance.  相似文献

ABSTRACT

Collective identities like Islamic, kinship and geographical affiliations commit people to norms and practices of social ordering and influence their everyday practices. This article discusses how collective identities commit people in southern Tajikistan to patriarchal and authoritarian ordering and conflict settlement in view of unequal and contested distribution of power. A commitment to such illiberal norms and practices legitimises an exploitation of marginalised people. It discredits and prevents their discontent, court deals or open resistance. Furthermore, patriarchal and authoritarian conflict management ostracises rivals and/or suppresses those who criticise a hierarchical distribution of resources, co-optation deals, and patron-client exchanges.  相似文献

Abstract

The European Commission is frequently faced with leaks, much like other public administrations in Western democracies. While executive leaders often criticise the practice of leaking as an unwanted breach of confidentiality and secrecy, leak prevention is usually not taken seriously compared to the scale of the phenomenon. This article discusses leaking and leak prevention more broadly and analyses the efforts of the European Commission to prevent leaks. It finds that leaking and leak prevention were regularly discussed at the highest level of the EU’s executive between 2006 and 2015. However, few Commission officials have been sanctioned for leaking in that period, and mostly for leaks that appear unrelated to the substance of those discussed at the political level. This mismatch is explained by a decoupling of talk and action regarding leak prevention, allowing the European Commission and other public administrations to manage inconsistencies in competing internal and external demands for openness and confidentiality.  相似文献

Spin is the current dominant form of political presentation in the UK. Politics and presentation are inseparable and before the 1980s, political presenters were less aggressive towards and more respectful of journalists as watchdogs of politics. Labour introduced spin as a defensive response to editorial hostility but since New Labour came to terms with Thatcherism, spin has been used for the offensive promotion of policy. Changes in journalism, particularly a blurring treatment of fact and opinion, were an incubatory environment for spin. Moreover, the term became part of lay language and its vocabulary is deployed as a scrutiny of politicians via ridicule and satire. Conceptually, ‘spin’ can be characterised as an exchange or contest between information and publicity, with contingencies influencing where any presentation lies on that continuum. Wherever it falls, spin demeans elected politicians and tends to reduce their status to celebrities. With the increasing number of ethical violations reported across the public sector, the emphasis on ethics and values in governance is on the rise. Corruption is widely accepted as a form of unethical behaviour that can have detrimental effects on organisations as well as society at large. Research calls for empirical studies focusing on the contextual factors surrounding corruption. Based on the Contextually Based Human Resource Theory and using the case study method, this paper examines the role of context through a systematic analysis of corruption in a public sector organisation. We integrate corruption and human resource literature to understand employee behaviour, employee relations, HRM strategies, and organisational outcomes in the context of organisational corruption.  相似文献

Sex, due to its connotations of dangerousness and the non-traditional, has been used heavily in women's magazines and other mass media to signify core values of power and freedom as part of their brands. Through this process, other forms of agency for women have tended to be excluded. In these magazines women are shown to be assertive, powerful and independent, not through the political views that they hold, not through the way that they act upon society, but through the way that they seduce men and behave sexually. We show, using a number of examples, that for this to happen a fantasy space has to be created: a space where real-world obstacles and meanings are erased, allowing a repertoire of theatrical sexual play to operate. This is typical of the lifestyle society in which we now live. In this society, we define ourselves not on the basis of who we are, in an older sense of gender or social class, but in terms of what we do and the values we hold. The way we communicate these values is often through our use of consumer products, which allows us to align ourselves with the core values and meanings with which the products have been loaded. But while lifestyle itself may be a matter of choice, the choices available to us are often created to serve the interests and needs of large corporations, of consumerism. Sex is one such choice of which we must be very careful.  相似文献

This paper is concerned with how local councils might bring about the renewal of local democracy, and in particular, to the extent to which public relations might contribute to the process of renewal. To begin, the public policy literature is reviewed to investigate the concept of participatory democracy and its application in the UK. The role of local government public relations is then discussed and to the extent to which the concepts of public relations and local public participation are linked. The paper then goes on to describe and critically evaluate one particular case where a public relations strategy was used to effect participatory democracy through local forums or ‘district assemblies’. In the case of Tameside Metropolitan Borough Council, district assemblies were found to be successful examples of deliberative forums in achieving participatory democracy. They were well publicised and encouraged participation, and people thought that they made a difference to their community. However, the research raised questions surrounding the extent of community representation at district assemblies (including the publics targeted); and inclusivity in the structure and organisation of the meetings. The case raised the issue of power inequalities which public relations efforts alone cannot resolve in the democratic renewal project. Copyright © 2003 Henry Stewart Publications  相似文献

This study examines the roles of task characteristics, organisational social support, and individual proactivity on innovative work behaviour (IWB) in the public sector. Analysing empirical data from 154 employees from a government agency in Australia, we found that task characteristics, organisational social support, and proactive personality have a positive impact on IWB. Proactive personality is also found to be a moderator in the relationship between task characteristics and IWB. The findings suggest the need to design human resource practices that better identify proactive and innovative job applicants in the recruitment and selection process. Further, we highlight the requirement to organise and design work that recognises the need to develop social support to improve IWB. The implications of the study for further research on IWB are discussed.  相似文献

This article offers a conceptual framework to identify and analyse the contemporary behaviour of the paradoxical government-organized, non-governmental organization (GONGO). We discuss how GONGOs’ activities fit within mainstream civil society theories and traditions. Furthermore, we compare and analyse GONGOs and NGOs in terms of their sources of power, main activities and functions, and dilemmas. Advocating more repressive law and order policies along the slogan ‘tough on crime, tough on the causes of crime’ in their election manifesto, Tony Blair in the United Kingdom and Gerhard Schröder in Germany were elected in the late 1990s. Once in power, however, only New Labour substantially toughened law and order policies, whereas the German Social Democrats did not change the legal status quo, to a similar extent, during their mandate. This article tackles this puzzle, arguing that the preferences of the ministers and the formal and informal rules shaping the balance of power in government are crucial to understanding why two governments that initially advocated similar policies adopted a rather different policy stance. The results are based on meticulous process tracing and a series of elite interviews concerning two major topics in the realm of law and order during the 1990s: policies directed at sexual offenders, and policies responding to the terrorist attacks of 9/11.  相似文献

The study has two main purposes. First, the study explores core ethical values and behaviors from the perspective of Thai public service organizational leaders. Second, the study investigates the extent to which public sector leaders in Thailand consider Buddhist-based mindfulness practice to be a potentially effective mechanism for reinforcing core ethical values and behaviors in the public sector in Thailand. Using interview data derived from in-depth semi-structured interviews with 12 senior public sector officials in Thailand, the analysis elicits four dimensions of core ethical values and behaviors that are perceived by Thai public service organizational leaders as central to ethical behavior in the public sector. The study also sheds light on the interviewees' positive perceptions towards mindfulness and the role its associated practices can play in promoting ethical decision making and behavior in the public sector in Thailand.  相似文献

Abstract

Does European soft law matter? In order to answer this question, the article investigates the processes through which the European Union (EU) affects domestic politics and policies in the eHealth sector in France, Austria and Ireland. More precisely, it shows how the hardening of EU soft law creates a new rationale for the use of European instruments by domestic actors, thus expanding their strategic opportunities for policy making at the national level. Despite the empirical diversity of the cases, similar patterns of variation in Europeanisation mechanisms emerge over time, and the data show how the varying structure of European soft instruments (i.e. their degrees of ‘hardness’) accounts for these changes. This comparative analysis includes multiple process-tracing cases of eHealth public policy making in France, Austria and Ireland in which Europeanisation processes are at work.  相似文献
